Start by checking that the communication is genuine, identifying exactly what document it is, and following the response method and deadline stated in that document. Gather the e-way bill, supply and transport records, then answer each stated discrepancy with facts and supporting evidence. There is no single response deadline or filing route that applies to every GST vehicle verification communication.
What to do first
- Read the entire communication. Note its date, reference number, issuing authority, requested action, stated deadline and response method. Check whether it is a notice, an order or a release document; the form number can help distinguish them.
- Verify authenticity before sharing sensitive records. The Directorate General of GST Intelligence (DGGI) says verification depends on the communication and issuing platform. Use the applicable identifier—DIN, eOffice Issue Number or GSTN RFN No.—and the corresponding verification route described on its document-verification page.
- Collect records relevant to the issue raised. Keep the communication and any accompanying order, the invoice or other supply document, the e-way bill, transport records and evidence showing which vehicle actually carried the goods.
- Compare the vehicle details. Check the vehicle number in the notice against the e-way bill and transport documents. GSTN’s e-way bill guidance says the bill should show the latest vehicle number carrying the consignment and explains that vehicle details can be updated in Part B.
- Respond point by point. Give a concise factual explanation for each discrepancy and attach the records that support it. Separate confirmed facts from details you are still checking, and use the channel and deadline stated in the communication.
Identify the document by its MOV number
GSTN’s official forms list describes these MOV documents as follows:

These descriptions identify the documents’ stated functions; a form number alone does not establish the deadline, remedy or likely outcome in an individual case. Read the full communication and its stated legal basis.
What records to assemble
- The complete notice or other communication, plus any accompanying order or release document.
- The invoice or other document of supply relevant to the consignment.
- The e-way bill, including the vehicle details recorded in Part B.
- Transport records and available evidence of the vehicle that actually carried the goods.
- A brief explanation and supporting record for each discrepancy identified in the notice.
Keep the records tied to the particular consignment and issue. If the vehicle changed during transit, make sure your explanation and records show what happened and whether the e-way bill details were updated.

How to handle MOV-07
MOV-07 is described by GSTN as a notice under section 129(3), not as an order of demand. Read what the notice alleges, what response it requests and what deadline and submission method it specifies. Address the allegations with the relevant supply, e-way bill and transport records. Do not assume that the MOV-07 label by itself tells you the applicable response period or how to submit a reply.
Deadlines and response routes depend on the communication
The official material cited here does not establish one universal deadline, submission channel or appeal route for every vehicle verification communication. Use the date, instructions and response method in the exact notice, and contact the issuing authority if an instruction is unclear. Do not rely on a general online deadline in place of the communication and the current legal requirements applicable to your case.

When to seek case-specific help
If the communication proposes detention, tax, penalty, confiscation or another material consequence, consider consulting a qualified GST practitioner or tax lawyer. Share the complete communication and relevant records so they can assess the specific facts, legal basis and applicable procedure.
