How to Research a Move to Mexico: Visas, Costs, Healthcare, and Neighborhoods

Research a move to Mexico around your own circumstances and exact destination: confirm the residence route with the Mexican consulate responsible for you, build a dated household budget from local quotes, check how you would pay for medical care, and compare candidate neighborhoods using current local evidence. No single visa threshold, cost estimate, insurance option, or safety ranking applies to everyone.

What visa do I need to live in Mexico?

If you plan to stay longer than 180 days and no longer than four years, temporary residence is one route to investigate. The Montreal Mexican consulate describes several possible bases, including economic solvency, family unity, an invitation, property, and investment. Which basis fits—and what evidence you must provide—depends on your circumstances and the consulate with jurisdiction over your application.

Verify the application with your responsible consulate

  1. Identify the correct consulate. Use the Mexican consulate that serves your place of residence, then follow its current checklist, appointment process, fees, and evidence requirements. Financial thresholds and document rules can vary by jurisdiction and change over time; do not rely on a threshold published for another consulate or on an old checklist.
  2. Check each supporting document. Ask the consulate whether documents issued abroad need an apostille or legalization, a Spanish translation, or both. Requirements depend on the document’s origin and applicable rules.
  3. Keep the visa and residence card steps distinct. The consular guidance describes a single-entry visa. After entering Mexico, the applicant has 30 calendar days to request the residence card from Mexico’s National Migration Institute (INM).

A visa lets you present yourself at the border to request admission; it does not guarantee that you will be admitted. The Mexican consular page quotes the Secretariat of Foreign Affairs: “Contar con una visa no garantiza el ingreso a territorio nacional.” Immigration authorities make the entry decision.

How much money do I need to move to Mexico?

There is no reliable single monthly figure for every destination and household. INEGI provides geographic indicators at national, state, municipal, and local levels, but those indicators do not establish comparable current rent or total living costs across Mexico’s cities. Use them for local context, then gather current housing quotes for the places you are actually considering.

Build a destination-specific budget

Record each estimate with the location, household size, currency, collection date, and whether it is a quote, official fee, or your own estimate. Separate recurring costs from one-time expenses so the move-in total is not confused with your ongoing monthly budget.

Budget item What to verify
Housing Current rent, deposit, lease term, included services, and any other move-in charges for the specific area.
Utilities and connectivity Expected electricity, water, gas, internet, and mobile costs for the property and household.
Transport Likely public-transport fares, taxis or rides, or the full costs of owning and maintaining a vehicle.
Food and household needs Spending based on your household’s routine, dietary needs, and shopping options nearby.
School, care, and services Any schooling, childcare, elder care, or other recurring services your household needs.
Healthcare Premiums, expected out-of-pocket costs, and a reserve for care not covered by your plan.
Travel and setup Trips to visit family, moving costs, and one-time furnishing, connection, or other setup expenses.

For housing, compare multiple recent listings or direct quotes in the same neighborhoods and note when you collected them. Treat listings as asking prices, not proof of the final rent or lease terms. Recheck estimates before committing because availability and prices can change.

How should I plan healthcare coverage and payment?

Plan both how you will obtain care and how you will pay for it. The Commonwealth Fund’s 2026 Mexico health-system profile reports that out-of-pocket spending represented 41% of current health expenditure in 2023, based on World Health Organization data. That is a national system indicator, not a prediction of what an individual mover will pay.

Check U.S. coverage and hospital payment practices

For U.S. citizens and residents, the U.S. State Department advises planning for healthcare and insurance abroad. It notes that U.S. health insurance may not cover care in Mexico and that many private hospitals may ask for payment before treatment or discharge. Confirm the actual terms with your insurer and any relevant hospital, including direct payment versus reimbursement, exclusions, emergency transport, and evacuation.

Do not treat IMSS figures as a current quote

The Commonwealth Fund profile presents the following age-banded voluntary IMSS premium figures as of 2024. They are historical figures, not verified 2026 prices:

Age band Premium shown in the Commonwealth Fund’s 2026 profile
0–19 MXN 8,200
20–39 MXN 10,200–10,950
40–59 MXN 12,700–13,150
60–79 MXN 18,300–19,050
80 and older MXN 19,700

IMSS also describes a separate voluntary incorporation route for urban non-salaried workers. Its page says that route provides annual coverage, identifies pre-existing-condition exclusions, and gives a premium of MXN 17,410.83 effective February 1, 2024. It is specific to that worker category and should not be confused with every voluntary IMSS option. Before relying on either set of figures, check current eligibility, exclusions, waiting periods, coverage, and costs directly with IMSS.

How should I compare Mexican cities and neighborhoods?

Start with a shortlist of places that could meet your household’s needs, then compare specific areas rather than assuming a whole city is interchangeable. Assess housing and lease terms, access to appropriate clinicians and hospitals, daily transport, schools or other services, climate and environmental exposure, and current safety information.

Use safety data as context, not as a neighborhood verdict

INEGI’s quarterly ENSU survey measures perceived safety in sampled urban areas; it is not an incident-level crime measure and cannot establish how safe a particular neighborhood is. In its second-quarter 2026 release, published July 24, 2026, INEGI reported that 59.8% of residents aged 18 and older across the 91 surveyed urban areas considered their city unsafe. This is a perception measure for those surveyed areas, not the share of people victimized or a Mexico-wide neighborhood risk estimate.

Use the survey to identify questions for local follow-up, not to rank individual blocks. U.S. government travel advice also emphasizes that conditions vary widely between states and within them. Check the current advisory relevant to your nationality, the specific destination and routes you expect to use, and conditions again close to your move and travel dates.

Turn your research into a move decision

  1. Confirm the residence route. Identify the responsible Mexican consulate and verify your basis, current documents, and appointment requirements.
  2. Compare realistic destination budgets. Collect dated housing and service estimates for each candidate area and enter them alongside your household’s recurring and one-time costs.
  3. Resolve healthcare logistics. Establish which care and coverage options you can access, what is excluded, and how you would pay if a provider requires payment up front.
  4. Test neighborhood fit. Compare the daily routes, services, housing conditions, and current local safety information that matter to your household, then revisit volatile details before committing.
