To request removal of a Flock camera, write to the local agency that operates the camera and the department responsible for the street, park, or other public property. Identify the exact location, explain your concern, ask for a formal review of the camera’s placement and continued use, and request a written response. Then ask the relevant city council, county board, or other elected oversight body how to submit public comment or request an agenda discussion.
The local government—not an individual resident or the vendor alone—controls the public-space program. It may change policy, terminate a contract, request remote deactivation, or arrange physical retrieval. The sequence and timing are local; there is no nationwide removal form or guaranteed deadline.

First, determine who has authority over the camera
A camera beside a public road may involve more than one government office. The police or public-safety department may administer the surveillance program, while a transportation, public works, parks, or right-of-way department controls permission to place equipment on the property. Your request is more likely to reach the decision-maker when it names both roles.

Start with the city police department, sheriff’s office, county public-safety department, or another agency that describes the camera program. Search that agency’s technology, transparency, contract, or policy pages for the program name, a public-information contact, and the official mailing or email address.

Also review recent city council or county-board agendas. An agenda packet may identify the department that signed the agreement, the staff member assigned to the program, the contract number, or the elected body that approved it. Public contracts and procurement records can be especially useful when the camera is not clearly labeled in the field.
Identify the property or right-of-way owner
Record who controls the physical location. A city street, county road, state highway, municipal park, school site, transit property, and privately owned land open to the public may have different approval chains. Flock Safety’s FAQ says that a camera proposed for a city-owned street requires permission through the transportation department. That statement is a practical clue for locating the right office, not a rule that applies to every public property or every jurisdiction.
Document the camera before contacting anyone
Write down the street address or nearest intersection, direction of travel, nearby landmark, and the date you observed it. If a pole or sign carries an identification number, include it. A factual description helps staff distinguish one device from another and avoids asking officials to investigate an entire citywide network when your concern concerns one site.
Do these 3 things before closing this tab:
1Repair Windows errors before they cause bigger problems2Fix the driver behind crashes, sound loss and screen glitches3Clear out junk files and repair common Windows errors- Exact location and a nearby cross street or landmark
- Date and approximate time you observed the device
- Whether it is on a road, sidewalk, park, or other public parcel
- Any visible identifier, sign, or pole number
- The agency or contractor name shown on nearby notices
Write a request that asks for a decision, not just an explanation
Use a dated letter or email so there is a clear record of what you requested. Address it to the program operator and copy the property or transportation department. Keep the request specific enough that an employee can route it without guessing.
State the action you want
Ask the agency to review the camera’s placement and continued operation and to request removal if the review finds that the device should not remain. You can also ask for a narrower remedy, such as relocation, a policy change, or a public discussion of the program. Do not imply that a petition or complaint automatically requires removal; the materials available for these programs do not establish a universal right to compel that result.

Give a concise, concrete reason
Explain the concern in terms officials can evaluate. Common examples include surveillance of a residential area, uncertainty about data retention, sharing with other agencies, the absence of clear public notice, or concern that the installation was not adequately debated. Separate facts you personally observed from questions you want the agency to answer.
Ask for the process and a written reply
Your letter should ask:
- Which agency or official will decide whether the camera stays, moves, or is removed?
- What policy, contract, or approval governs that decision?
- When and how can residents submit public comment?
- Can the issue be placed on a city-council, county-board, or committee agenda?
- When should you expect a written response?
The sources describing local programs support an agency-directed request, but they do not prescribe a mandatory form or universal wording. A clear letter is therefore more useful than trying to satisfy a nonexistent national template.
Use elected oversight and public meetings
Send a copy to the council member, mayor, county commissioner, or board representative for the area. Ask the clerk or legislative office for the rules governing public comment, petitions, and agenda requests. Some bodies accept written comments for a specific meeting; others require a separate request to the clerk or chair.
Asheville’s official project information illustrates why this step matters. The city documented governing-body action on contract termination and later staff follow-up about removal. A resident’s request can therefore concern both the surveillance policy and the government’s contract and equipment decisions.
Prepare a short public statement
If you receive an agenda slot, focus on the exact location and the decision you want. Explain why the camera affects residents, identify the information you want officials to disclose, and ask for a recorded vote or written determination when the body has authority to provide one. Stay within the meeting’s time and conduct rules.

Build a documented record
Keep the original message, attachments, delivery confirmation, replies, meeting agendas, and minutes. A dated record helps you distinguish an acknowledgment from an actual decision and makes a later follow-up precise. It also lets neighbors submit consistent, location-specific comments rather than duplicating vague complaints.
Understand what the vendor can and cannot do
The local agency decides whether its program continues and can ask Flock to deactivate and retrieve equipment. Flock’s press-center guidance says that, when an agency requests cameras be turned off before removal, Flock can deactivate them remotely at any time. Remote deactivation and physical retrieval are separate events: a device may stop collecting data before a technician removes it.
Asheville reported that Flock owned the equipment and that the physical retrieval schedule depended on Flock after the contract ended. That arrangement explains why a city can approve termination yet still have cameras visible for a period while logistics are arranged. A resident should ask for both the date service will stop and the expected date equipment will be collected.
Do not treat the vendor as the primary decision-maker
A direct message to Flock may clarify how the equipment is handled, but it does not replace a request to the government agency that authorized the installation. The agency controls its contract, its public-property permission, and the request for deactivation or removal. Copy the vendor only when the local authority directs you to do so or when you need to confirm a logistical detail after the agency has acted.
Deactivation and physical removal follow different schedules
Ask officials to state which milestone each date represents. A “removal request” may be the date the agency sends instructions; “deactivation” may mean the camera is no longer operating; and “retrieval” is the later physical collection of the hardware.

| Action or date | What it means | What a resident should ask |
|---|---|---|
| Program decision | The local government approves termination, relocation, or another policy change. | Which body approved it, and where is the decision recorded? |
| Vendor request | The agency asks Flock to deactivate or remove specified equipment. | When was the request sent, and which camera identifiers does it cover? |
| Remote deactivation | The camera is turned off electronically before hardware is collected. | What effective date and confirmation will the agency provide? |
| Physical retrieval | Technicians remove the camera and related equipment from the site. | What is the expected collection date, and who handles the site afterward? |
| Contract closeout | The agency completes remaining contractual, property, or records tasks. | Are any cameras, mounts, signs, or stored records still covered by the agreement? |
Local examples show why dates cannot be generalized
In 2026, Asheville’s official project page said Flock confirmed a requested product-removal date of October 12, 2026, and expected physical retrieval within 60 days of that date because of technician scheduling backlogs. That is an Asheville estimate, not a deadline for another city.
Also in 2026, Arlington County Government said it would request removal of all Flock cameras on public property within 14 business days of its announcement, while warning that logistics could extend the process. The 14-business-day figure describes the county’s target for making the request, not a guaranteed physical-removal date elsewhere.
Do not confuse camera removal with a personal-data request
Flock’s privacy policy distinguishes footage captured in public spaces from personal information identifying an individual. The policy says Flock cannot verify the identity of people whose effects, including license plates, appear in footage and cannot process data-subject requests related to those images.
That distinction changes where you send the request. Asking a city to remove a public camera is a program and equipment request directed to local officials. It is not simply a request to the vendor to delete a personal profile. If your concern is a particular recording, ask the local agency that controls the system which access, retention, or disclosure procedure applies in that jurisdiction; do not assume a consumer privacy form will remove the camera itself.
Follow up when the agency does not answer
Give the office a reasonable period to acknowledge the request, then send one concise follow-up referencing the original date and location. Ask whether the matter has been assigned, whether additional information is needed, and what meeting or decision date is available.
Best Value
Ask for the governing documents
If the agency will not explain the process, request the public contract, installation approval, camera policy, retention and sharing rules, and records showing the responsible department. Public-records procedures differ by state and locality, so use the government’s published request channel and comply with its scope, fee, and identification rules. A records request can reveal who has authority, but it does not itself order a camera removed.
Request a public discussion
Ask the clerk whether a council, board, or committee can hear the issue. Provide the exact location and a short description of the requested action. If the body lacks authority over the property or contract, request that the matter be referred to the department that does.
Escalate carefully
For unresolved procedural questions, contact the agency’s records officer, clerk, ombuds office, or public-information contact listed on its website. Local legal rules may provide additional review or appeal options, but the materials available for Flock programs do not establish one nationwide appeal path. Obtain advice from a qualified local attorney or civil-liberties organization if you need an assessment of state-specific rights.

Options a local government may consider
Removal is not the only possible policy outcome. Asking officials to identify the available options can produce a more precise decision and a clearer record.
| Option | When it may fit | Questions to put to officials |
|---|---|---|
| Physical removal | The agency no longer wants the device at the public site. | Has the contract been ended or amended, and who will retrieve the equipment? |
| Remote deactivation followed by retrieval | The agency wants surveillance to stop while scheduling removal. | What is the exact shutoff date and what confirmation will be supplied? |
| Relocation | The concern is tied to a particular road segment, sightline, or nearby use. | Who controls the proposed new site and what approval is required? |
| Policy change without immediate removal | The government is considering retention, sharing, notice, or access limits. | What text will change, who enforces it, and when will it take effect? |
| Contract termination | The governing body decides to end the broader program. | Which equipment and records are covered, and what closeout schedule applies? |
What not to do
- Do not cover, unplug, damage, disable, or remove the camera yourself. Official examples describe government and vendor coordination, not resident intervention.
- Do not assume that a camera on a public street is controlled by the police department alone; transportation or right-of-way authority may be involved.
- Do not treat an acknowledgment email as approval. Ask whether a decision has been made and request the decision in writing.
- Do not present Asheville’s 60-day estimate or Arlington’s 14-business-day request target as a general rule.
- Do not promise neighbors that a petition, complaint, or records request guarantees removal.
- Do not send sensitive personal information unless the agency’s published procedure requires it.
A practical follow-up checklist
- Photograph or otherwise record the camera’s public location without trespassing.
- Identify the operating agency and the department responsible for the property or right-of-way.
- Locate the relevant contract, policy, agenda item, or public contact address.
- Send a dated request naming the location, reason, requested review, public-comment route, and written-response request.
- Copy the appropriate elected oversight office and ask about an agenda or public-comment process.
- Request separate dates for agency action, remote deactivation, and physical retrieval.
- Save every response, agenda, and meeting record.
- Follow up through the agency’s published channel if no decision or acknowledgment arrives.
What a successful request can realistically achieve
A well-documented request gives the local decision-maker a precise location, a stated concern, and a clear action to evaluate. It can also create a public record showing whether the agency reviewed the installation, whether elected officials discussed the contract, and whether Flock was asked to deactivate or retrieve the equipment. The final result—removal, relocation, policy change, or continued operation—depends on the authority and rules of the city, county, state, camera owner, and public-property department involved.
