There is no single nationwide process for obtaining or correcting automatic license plate reader (ALPR) records. Your options depend on the jurisdiction, the agency that controls the system, the type of record, and whether you are legally treated as the data subject. Start by identifying the responsible police, sheriff, highway, or other public agency; then use the agency’s personal-data access process for information about you or the applicable public-records law for program documents. Ask promptly, because retention periods can be short.
What an ALPR record is—and why the legal route matters
An automatic license plate reader (ALPR), also called automatic number-plate recognition (ANPR), captures a vehicle-registration mark and associates it with a time and location. A record may also contain an image, a camera identifier, confidence or read details, and later audit or use information. The exact fields depend on the system and agency.

Access and correction rules are not uniform. Public-records statutes, privacy laws, retention schedules, confidentiality provisions, investigative exemptions, and appeal procedures differ by state, country, and agency. A vehicle owner or keeper is not automatically entitled to every record about that vehicle. The UK Home Office, for example, says that being a car’s keeper does not by itself make someone the data subject entitled to request its ANPR data. In the United States, eligibility likewise depends on the applicable law and the record category.
Before sending anything, determine whether you want:

- Your personal data: readings or related information that identify or concern you, requested under a data-subject or privacy process where one exists.
- Government documents: policies, contracts, retention schedules, audits, training materials, or usage statistics requested under a public-records law.
Those are different requests. A law may make captured plate data confidential even while allowing access to administrative documents. North Carolina General Statutes §20-183.32, for example, classifies covered law-enforcement captured plate data as confidential and not a public record.
Step 1: Identify the custodian and the system
Begin with the agency that operated or controlled the camera at the relevant time and place. Possible custodians include a municipal police department, county sheriff, state highway patrol, transportation authority, or another public-safety agency. A camera may be owned by one agency while the database is managed by another.
Ask who controls the records
If the website or policy does not make ownership clear, contact the agency’s records, privacy, or public-information officer and ask:

- Does another agency operate the camera, store the database, or receive alerts?
- Which process handles a request for personal data, and which handles public-records requests?
- What identity-verification method, form, fee, or deadline applies?
UK national guidance notes that local and national components can have separate responsible controllers. Shared equipment can similarly produce multiple records or databases. If more than one agency may hold a read, submit a request to each likely custodian or ask the first agency to identify other custodians.
Gather locating details before retention expires
Give the custodian enough information to find the correct event without asking for an unrestricted database search. Include:
- the complete plate or registration mark, including jurisdiction or country if relevant;
- the date and a narrow time range, with the time zone;
- the road, intersection, parking facility, or camera corridor;
- the vehicle description if a plate character may have been misread;
- the agency, incident, case, or citation number, if you have one;
- the record type requested, such as the read, associated image, audit entry, disclosure log, or correction history.
Official UK standards describe an ANPR read as a registration mark tied to a specific time and location and require a camera identifier as a data component. Exact camera locations may be withheld; the UK Home Office says they are rarely disclosed.

Step 2: Choose the correct request route

This comparison is a framework, not a universal rule for the United States. Read the agency policy and the law that applies where the system operated.
When to use both routes
If you need your own read and also want to understand how the system is governed, make separate, clearly labeled requests. The personal-data request can seek records about you. The public-records request can seek the retention policy, contracts, audit procedures, or disclosure rules. Separating them helps the agency apply the correct deadlines and exemptions.
Step 3: Write a precise access request
State the legal route without assuming that the agency must accept your characterization. Describe the event and ask the custodian to identify what it searched. Request associated fields only to the extent they are releasable.
Information to include
- Your name and contact information required by the agency.
- The plate or registration mark and issuing jurisdiction.
- The narrowest practical date and time range and time zone.
- The approximate location or route.
- A request for the read time, location, camera identifier, image if releasable, and any responsive disclosure, use, or correction record.
- A preferred delivery method and any accessibility need.
- Identity documents only through the agency’s approved secure process; remove unrelated personal information.
Do not demand the exact camera map. Agencies may withhold locations for safety or security reasons. Ask instead for the location recorded for the specific read, subject to lawful redaction.
Use adaptable language
I request [access to personal data about me under the applicable data-protection process / records under the applicable public-records law] concerning an automatic license plate reader (ALPR/ANPR) reading associated with plate [plate], for [date/time range] near [location]. Please identify the records and fields searched, including the read time, location, associated image if releasable, and any record of a correction or use that is responsive. If I have identified an inaccurate record, the error is [describe], and the correction requested is [describe]. If any portion is withheld or correction is declined, please identify the specific basis and the available review or appeal procedure. Please preserve responsive records while this request is pending if applicable law permits or requires it.Replace every bracketed item, follow the agency’s form and identity instructions, and do not include unnecessary information about other people. The preservation sentence is a request, not a promise: the authority and legal effect of preservation requests vary.

- Find the official intake channel. Use the agency’s published privacy, records, or public-information email, portal, mailing address, or form. If it lists separate routes, send the personal-data request to the privacy or data-protection contact and the administrative request to the public-records officer.
- Keep the scope narrow. One plate, event, and time window is easier to search than a demand for every read in a city. If you need multiple periods, list them separately.
- Save proof of delivery. Retain the submitted form or email, attachments, portal confirmation, postal tracking, and the date sent.
- Record the deadline. The response period and any extension rules come from local law or policy. If the agency asks for clarification, answer promptly and keep the original scope documented.
- Preserve the paper trail. Keep the response, redactions, fee notice, and any files in their original format. Do not rely on a screenshot alone if the agency supplied a downloadable record.
Ask the custodian to state whether it found no responsive records, withheld records, or located records that cannot be disclosed in full. A partial response should identify what was released and what was withheld.

How to request correction of a wrong ALPR record
A correction request works best when it identifies one specific record and one demonstrable error. “The system is inaccurate” is too broad for an agency to investigate.
Describe the error precisely
- Quote or identify the read date, time, location, and plate string.
- Explain the exact error, such as a character misread, a plate assigned to the wrong vehicle, an incorrect time zone, or an erroneous association with an alert or person.
- State the correct value and why it is correct.
- Attach appropriate supporting material, such as a registration record, dated photograph, toll or parking record, repair invoice, travel record, or incident report. Provide only what is relevant and lawfully available.
- Ask for correction or deletion of the inaccurate field or record and written confirmation of the action taken.
Do not alter an original image or metadata yourself. Ask the custodian to preserve the original, record the correction, and identify whether the inaccurate value was copied into another system.
What official standards say
The UK Home Office’s National ANPR Standards for Policing and Law Enforcement, section 10.6, states: “Records that are identified as incorrect for any reason must either be corrected or deleted at the time that they are found to be incorrect.” That is a UK national standard, not a general U.S. rule. In other jurisdictions, the right may come from a privacy statute, agency policy, records procedure, or no dedicated correction process at all.

If the agency confirms an error, ask whether it notified systems, alerts, or agencies that received the incorrect data. The answer may be limited by investigative or security rules, but the question creates a clear record of the correction’s scope.
If the agency denies access or correction
Request a written explanation rather than treating a refusal or silence as the end of the process. Ask for:
- the specific statute, regulation, exemption, or policy relied on;
- whether non-exempt portions can be released with redactions;
- whether the agency found the record but withheld it, or found no responsive record;
- the name or office responsible for review;
- the deadline and method for an administrative appeal, privacy review, ombudsman complaint, or court review;
- the retention rule and whether responsive records were deleted before the request.
Kootenai County, Idaho, provides one example of a policy that informs a requester why Kootenai County Sheriff’s Office or the originating agency denied disclosure or correction and explains the appeal procedure when an exemption is invoked or correction is declined. That policy is local and does not establish a nationwide right.

Challenge the scope, not just the result
If the response says “no records,” ask which agencies, databases, identifiers, and date ranges were searched. A plate may have been recorded under a misread character, a temporary registration, or a different camera system. Supply likely alternatives without turning the request into an unlimited search.

An appeal may argue that a record should be disclosed under the governing law. A correction submission should show that a particular field is wrong. They can be filed together, but label each issue so the reviewer does not treat a factual dispute as a disclosure argument.

Retention is jurisdiction-specific and can determine whether a request succeeds. Do not assume that a camera event remains available for months or years.
North Carolina example
North Carolina General Statutes §20-183.32 generally bars preserving covered law-enforcement captured plate data for more than 90 days after capture, subject to enumerated exceptions, including a qualifying preservation request or warrant. The same section treats the covered data as confidential and not a public record. This 90-day rule applies to the records covered by that statute; it is not a general ALPR rule for other states or agencies.
UK examples
A UK Home Office data-subject rights notice describes system-specific periods of 12 months for national-service read records and seven days for the stated National ANPR Infrastructure reads, with qualifications and exceptions. Those periods apply to the systems and rules described in that notice, not to U.S. agencies or every UK camera.
Request preservation promptly
If an event may be relevant to a dispute, report, or legal proceeding, ask the custodian to preserve it while the request is pending and cite any local preservation mechanism you know applies. A request alone may not suspend deletion. An agency may require a warrant, litigation hold, qualifying statutory request, or other formal step.
Agency policies can change the practical answer
Los Angeles County, California
The Los Angeles County Sheriff’s Department ALPR transparency page says its privacy policy was updated April 22, 2026, lists authorized public-safety uses, and states that data may not be used for civil immigration enforcement. The page provides policy context but does not itself establish an individual access or correction procedure.
Henrico County, Virginia
Henrico County’s policy dated August 17, 2026, says stored ALPR data is the Police Division’s property and that its ALPR system and audit-trail data are not subject to release under the Virginia Freedom of Information Act. That conclusion is specific to the policy and agency; it should not be generalized to every Virginia or U.S. system.
United Kingdom
The UK Home Office notice describes access, rectification, erasure, and restriction rights for data subjects, along with identity and entitlement checks and exemptions. It gives an initial contact for national systems at [email protected]. UK procedures are a comparison for readers elsewhere, not a U.S. legal rule.

Common mistakes and how to avoid them
- Sending only a generic public-records request: Ask separately for personal data if that route exists.
- Assuming ownership proves entitlement: Explain your relationship to the event and follow the applicable identity test.
- Using a broad date range: Narrow the request to a specific trip, incident, or camera corridor.
- Requesting the entire camera network: Security and investigative exemptions are more likely, and the search may be rejected as unduly broad.
- Arguing that every plate read is public: Confidentiality statutes and agency policies may expressly prevent disclosure.
- Waiting for a denial before considering retention: A record may be deleted under a short schedule before an appeal is filed.
- Providing sensitive documents by ordinary email: Use the agency’s secure upload or identity-verification method.
- Failing to ask for partial release: Request non-exempt fields with lawful redactions.
- Leaving a correction vague: Identify the exact field, correct value, and supporting evidence.
A practical checklist
- Identify the camera operator, database custodian, and originating agency.
- Confirm whether you are seeking personal data, administrative documents, or both.
- Check the agency’s ALPR policy, privacy notice, retention schedule, and appeal instructions.
- Collect the plate, issuing jurisdiction, date, time zone, location, and any incident number.
- Submit through the official channel and complete identity verification securely.
- Ask for the read fields, image if releasable, camera identifier, and related use or correction records.
- If correcting an error, state the exact wrong value, correct value, and evidence.
- Request preservation where the law provides for it; do not assume the request stops deletion.
- Keep proof of submission, responses, redactions, fees, and deadlines.
- If denied, obtain the legal basis and appeal or review procedure in writing.
What to expect after you submit
The agency may release a record, provide a redacted copy, ask for clarification or identity proof, report that no responsive record exists, or deny the request under a statutory or policy exemption. It may also have deleted the event under its retention schedule before receiving your request. A denial does not establish that the record never existed; ask which databases and dates were searched.
For a correction, the agency may amend the field, delete the record, add a notation, forward the dispute to the originating agency, or decline to change it. Ask for the decision, reason, and review path. Keep the original response even if the agency later updates the record.
