Open the transaction in Steam Support, identify the exact promise, show where it appeared, explain what the released game delivers instead, and attach dated evidence. Steam’s automatic standard is a request within 14 days of purchase and under two hours of playtime, but its policy also allows requests outside those limits for review; approval is not automatic.
What a misrepresentation-based refund request means
A strong request is not simply that you disliked the game. It identifies a specific representation that influenced the purchase and shows a material difference between that representation and the product supplied. The representation might concern a promised game mode, multiplayer feature, supported platform, performance level, included content, language, access condition, or other stated capability.

Steam’s refund policy says, “You can request a refund for nearly any purchase on Steam—for any reason.” For games and software applications, the ordinary automatic standard is that the request is made within 14 days of purchase and the title has been played for less than two hours. That standard is a fast eligibility rule, not a statement that every request outside it is impossible. The same policy says you may ask outside the stated rules and Steam will review the request.
Use the official Steam Support channel at help.steampowered.com. A request based on inaccurate advertising should make the factual mismatch easy for the reviewer to verify rather than relying on a broad accusation such as “the game is a scam.”

Check the facts before you submit
Write down the details while the information is easy to find. Your account record supplies the purchase date and playtime; the store page, announcements, trailers, and patch history supply the representation and the evidence of what changed.
Identify the exact promise
Quote or paraphrase the specific statement, and record its location. A store-page feature list, a developer announcement, a trailer at a particular timestamp, or a dated patch note can all establish what was represented. Note whether the wording was a firm claim, a clearly labeled roadmap item, or a general marketing description. A feature that was expressly promised for launch is easier to explain than a prediction that was identified as subject to change.
Describe the delivered product
State what happens in the released build. Explain whether the feature is absent, materially different, restricted to a mode or platform that was not disclosed, or unusable because of a serious defect. Include the game version or release date when it helps distinguish an original promise from a later change. Keep the description observable: describe the menu, mode, content, performance, or access condition you encountered.

- Capture the relevant store-page text and the page date or an archive link if the wording has changed.
- Save screenshots showing the missing or different feature, with the game version or date visible when possible.
- Record trailer timestamps and retain the original video link.
- Keep developer announcements, social posts, and patch notes that made or revised the claim.
- Record your purchase date, current playtime, and the transaction receipt from Steam.
Evidence does not have to be dramatic. A dated screenshot of a store-page promise beside a short, factual description of the shipped feature can be more useful than a long message about frustration. Do not alter images or omit a material qualification in the original wording.

Submit the request through Steam Support
- Open help.steampowered.com and sign in to the Steam account that made the purchase.
- Select
Purchasesand open the transaction for the game. If you have several similar transactions, use the receipt date and title to choose the correct one. - Choose the refund or purchase-problem route that Steam offers for that transaction. The labels can vary according to the purchase and account status.
- In the explanation, identify the representation, its source, the purchase date, your playtime, and the difference between the representation and the released game. Say whether you are within the ordinary 14-day and two-hour standard or are asking for an exception review.
- Attach or link dated screenshots, archived text, trailer timestamps, patch notes, or developer announcements. Make each attachment correspond to a sentence in your explanation.
- Submit the ticket and retain the confirmation or ticket number. Keep your original files in case Steam asks you to clarify the chronology.
Do not bury the central issue under unrelated complaints. A reviewer should be able to answer four questions from the first paragraph: What was promised? Where was it promised? What did you receive? When did you buy and play it?
How to write a persuasive explanation
Use a chronological, evidence-led format. This template is deliberately short; replace the bracketed descriptions with your facts and attach the referenced material.
I purchased [game] on [date] and have [playtime] of playtime. The store page/developer announcement/trailer stated [exact feature or condition], at [URL or trailer timestamp], captured on [date]. In the released game, [specific difference], so the product does not provide the represented feature or condition. I am requesting a refund because this is a material mismatch, not merely a preference. Evidence: [file or link names].If the request is outside the normal window, add one sentence explaining why the discrepancy could not reasonably be identified earlier, if that is true. For example, a feature may have been advertised for a later release, locked behind a mode that was not disclosed, or changed after purchase. Do not claim that a legal exception automatically applies; ask Steam to review the documented circumstances.
Distinguish a material mismatch from disappointment
Different tastes, difficulty, ordinary bugs, or a game that feels less enjoyable than expected do not by themselves establish that the developer misrepresented it. A material mismatch is more concrete: a listed mode is missing, a supported feature is not present, a displayed performance or access condition is substantially different, or content shown as included is unavailable. You can mention serious defects, but explain their observable effect rather than using only labels such as “broken.”

Understand the ordinary eligibility rules

The two-hour figure is playtime recorded by Steam, not the amount of time you believe you spent testing a feature. Early Access and Advance Access sessions therefore matter even if the final release later changed. If a game was playable before launch, those sessions are part of the recorded total.
When you are outside 14 days or two hours
Do not present false advertising as an automatic override of Steam’s limits. The practical approach is to submit the request anyway, explain the exact mismatch, and ask for a discretionary review under the policy. Include the evidence that shows why the issue is more than ordinary buyer’s remorse and why the relevant representation was material to the purchase.
Steam’s policy expressly invites requests outside the stated rules, but it does not promise approval. A request with 12 hours of playtime and no documented promise is materially different from a request with 12 hours of playtime that shows a launch feature advertised as included but absent. The evidence does not guarantee a refund; it gives Steam a concrete basis on which to evaluate the exception.

Purchases Steam’s policy does not cover
Before spending time on a long explanation, confirm that the transaction is one Steam can refund. The policy says Steam cannot refund purchases made outside Steam, including third-party CD keys and Steam Wallet cards. A key bought elsewhere must generally be addressed with the seller that took payment; it will not appear as a refundable Steam transaction.

The policy also says a game that has received a VAC ban loses refund eligibility. A misrepresentation claim does not remove that stated limitation. If the account shows a VAC ban, read the transaction status and policy response carefully rather than repeatedly sending identical requests.
What happens after approval
Steam states, “You will be issued a full refund of your purchase within a week of approval.” The refund is sent to the original payment method when that method supports receiving it. If the original method cannot receive the refund, Steam credits Steam Wallet funds instead. The one-week period is measured from approval, not from the day you first purchased the game or opened the ticket.
Keep the approval message and check the payment account or Steam Wallet after the stated period. If the transaction was paid through a method that cannot accept a return, looking only at the bank or card statement can make a completed Wallet refund appear missing.

What to do if Steam rejects the request
Read the reason before replying
A rejection may reflect the ordinary time or playtime rule, an ineligible transaction type, a VAC ban, or a conclusion that the supplied facts do not show a material mismatch. Address the stated reason directly. If the problem is missing evidence, reply with the dated representation and the corresponding delivered-game evidence rather than repeating the original paragraph.
Use one concise follow-up
If you have a genuine statutory-rights basis, reply with your country or other relevant jurisdiction and the specific consumer-law issue. Steam’s Subscriber Agreement says its refund policy applies “without prejudice to any statutory rights you may have.” That language preserves rights that local law grants; it does not make every disagreement a statutory claim.
Do not submit a stream of identical tickets. Steam warns that refunds are designed to remove the risk from purchasing titles, not to provide free games, and says apparent abuse may lead it to stop offering refunds. A focused follow-up with new, relevant evidence is more defensible than repeated submissions.
Consumer rights beyond Steam’s standard policy
Mandatory local rules can provide remedies when digital goods are faulty or misdescribed. The applicable right depends on where you reside, the transaction, and the facts; Steam’s standard 14-day and two-hour rule is not a substitute for checking those laws.
Australia
Steam’s agreement states that Australian Consumer Law guarantees are not excluded and that a remedy can include repair, replacement, or refund. It says a major failure can entitle the consumer to a refund. On 29 March 2016, the Australian Competition and Consumer Commission reported that the Federal Court found Valve had made false or misleading representations that Australian consumers had no refund rights and that statutory guarantees could be excluded or restricted. That decision concerns Australian legal protections; it is not a universal rule for every country.
European Union and United Kingdom
EU and UK customers should read the jurisdiction-specific withdrawal and consumer-rights information linked from Steam’s agreement. Digital-content withdrawal rules and remedies can depend on consent to immediate supply, conformity with the contract, the nature of the defect, and the customer’s residence. If Steam support does not resolve a well-documented claim, consult the relevant consumer authority or qualified adviser and describe the local legal basis accurately.
Other jurisdictions
For any other residence, identify the local rule that applies to digital goods, misleading descriptions, or non-conforming content before asserting a legal entitlement. Give Steam the jurisdiction and the factual defect; avoid citing a remedy from Australia, the EU, or the UK as though it automatically governs another country.

Common problems and fixes
- The game is not listed under Purchases: Check that you are signed in to the purchasing account. If the payment was for a third-party key or Steam Wallet card, Steam’s policy does not treat it as a refundable Steam purchase.
- You exceeded two hours while testing the advertised feature: Submit anyway, disclose the actual playtime, and explain why the documented mismatch required that testing. Do not describe the request as meeting the automatic standard.
- The store page changed after purchase: Provide a dated screenshot, archive link, trailer timestamp, or contemporaneous developer announcement. Explain when you captured it and how it differs from the current wording.
- The feature was announced but labeled as future work: Distinguish a roadmap or tentative plan from a launch promise. Explain any wording that represented the feature as included or available at the time of purchase.
- The game is faulty but not obviously misadvertised: Describe the reproducible failure and its effect on use. Steam’s policy separately allows refund requests for nearly any reason, so a precise defect description can still be relevant even when the marketing claim is not the central issue.
- The request was denied: Read the reason, send one focused reply with new evidence or the applicable jurisdiction, and avoid creating duplicate tickets.
Practical checklist
- Sign in to the account that paid for the game.
- Record the purchase date and Steam playtime, including Early Access or Advance Access time.
- Identify one or more exact representations and where each appeared.
- Explain the material difference in the released game.
- Attach dated, unedited screenshots or links and label what each proves.
- State whether you are inside the ordinary rule or asking for an exception review.
- Confirm the transaction was made through Steam and is not disqualified by a VAC ban.
- Save the ticket confirmation and monitor the original payment method or Steam Wallet after approval.
Bottom line
A misleading store page does not guarantee a Steam refund, especially after 14 days or two hours of playtime. It does give you a reason to request review: document the precise promise, its date and source, the delivered game’s material difference, and your transaction details. Submit through Steam Support, state any genuine local-law basis after a denial, and keep the request factual and evidence-led.
