If an AI chatbot produces a threat, self-harm instructions, sexual exploitation, child sexual abuse material, grooming, fraud, or another dangerous output, stop engaging, preserve the minimum evidence needed, report it through the provider’s safety channel, and contact emergency or law-enforcement services when someone may be in immediate danger. For suspected child sexual exploitation in the United States, report immediately to the National Center for Missing & Exploited Children (NCMEC) CyberTipline and local law enforcement. A platform report helps moderation; it does not replace an emergency response or a criminal report.
Use this decision path first
- Stop the conversation. Do not continue prompting, challenge the model for more graphic material, or ask it to reproduce the output.
- Preserve useful evidence without spreading the material. Save the conversation or message URL, date and time, chatbot and model name if shown, and screenshots that show the prompt, answer, and surrounding context. Do not repost, forward, download, or circulate suspected child sexual abuse material or other exploitative content.
- Report inside the chatbot. Use the built-in report control when available. In ChatGPT, tap the thumbs-down control, choose Safety or Legal concern, and submit the report.
- Use the provider’s web form if the in-product control is missing. Include direct URLs, a neutral description, relevant screenshots, and the reason you believe the conduct violates a law or safety rule.
- Escalate urgent or illegal conduct. If a person faces imminent danger, contact local emergency services first. For suspected child sexual exploitation or online enticement in the United States, use the CyberTipline and law enforcement immediately.
What should be reported?
Report the behavior and its likely harm, not merely an answer you dislike. A chatbot output can be reportable even when the system claims it is fictional, generated for research, or produced in response to a user prompt. The key questions are what the output encouraged, enabled, exposed, or threatened, and who could be placed at risk.

Violence and credible threats
Report instructions for making weapons, targeting a person or group, evading detection, carrying out an attack, or selecting a victim. Report direct threats generated by a bot, especially when they include a named target, place, date, method, or other details suggesting imminent action. If the threat concerns an identifiable person and appears imminent, contact emergency services rather than waiting for platform moderation.

Report messages that encourage suicide or self-injury, provide actionable methods, calculate lethal amounts, shame someone for seeking help, or discourage emergency care. If a person may act soon, call the relevant emergency number, stay with them when safe, and involve a trusted adult or crisis service. The chatbot report is an additional safety step, not the intervention itself.

Child sexual exploitation, grooming, and enticement
Report sexualized content involving a minor, requests to create or obtain such material, grooming conversations, attempts to move a child to a private channel, or instructions for exploiting a child. AI-generated images, text, or images that appear synthetic can still be evidence of exploitation. Do not download, duplicate, crop, enhance, or send the material to friends, journalists, moderators on social media, or any other recipient. Use the designated authority’s secure submission process.
Non-consensual intimate imagery
Report generated or altered intimate images of a real person without consent, including synthetic images that falsely depict nudity or sexual activity. Record the location of the content and the identity of the service, but do not create additional copies. If a victim is under 18, treat the matter as child-safety reporting and contact the appropriate authority immediately.
Privacy violations and doxxing
Report outputs that reveal private addresses, phone numbers, financial data, medical information, authentication credentials, or other personal information without authorization. Explain whether the information appears accurate, whether the affected person has been contacted or threatened, and whether the exposure is still live.

Report targeted abuse, impersonation, phishing, malware delivery, scams, fabricated evidence, or instructions designed to deceive people at scale. Include the intended victim, the account or service used, and any transaction or contact details that help investigators understand the risk. Avoid clicking unknown links or replying to suspected scammers merely to collect more evidence.
Dangerous misinformation
Report medical, emergency, public-safety, or election-related claims that could foreseeably cause serious harm. Describe the false or dangerous instruction, the context in which it was presented, and why a reasonable user could act on it. Do not repeat a harmful claim in public posts just to warn others; quote only the minimum needed in a private report.

Preserve evidence safely
Moderators and investigators need enough context to locate the output and understand what happened. A short, factual record is usually more useful than a large archive of disturbing material.
Record these details
- The exact conversation, message, shared-link URL, account, GPT, bot, or reportable identifier.
- The provider, product, model or version if displayed, and the platform used: web, iOS, Android, API, or a third-party wrapper.
- The date and time, including time zone when known.
- The prompt or user action immediately before the unsafe answer and the complete answer where necessary to show the harm.
- A neutral description of what the output did, who may be at risk, and whether the conduct appears ongoing.
- For suspected illegality, the conduct you believe occurred and the relevant jurisdiction if known.
Take screenshots deliberately
Capture the full answer and enough surrounding interface to show the service and context. Include a visible date or time when the interface provides one. Avoid screenshots that expose unrelated private conversations, passwords, payment details, or identifying information about uninvolved people. If you must redact, keep an unaltered copy only in a secure location and do not send more personal data than the recipient requires.
Do not create new copies of suspected child exploitation
Do not save suspected child sexual abuse material to a personal device, cloud drive, messaging app, or email account. Do not send it to a platform moderator through an ordinary social-media message. If the official reporting process asks for a URL or a file, follow that service’s secure instructions exactly. A description and location may be sufficient; the authority will determine what evidence it needs.
Report ChatGPT content to OpenAI
Use the in-product control
- Open the conversation containing the unsafe answer.
- Tap or select the thumbs-down control attached to the message.
- Choose Safety or Legal concern.
- Submit the report with a concise explanation of the risk. Include the message context and whether anyone faces immediate danger.
The control is appropriate for a single answer, a conversation, or a pattern you observed while using the product. Stop prompting after collecting the minimum context needed; attempts to test the model further can expose you or others to additional harmful material.
Use the OpenAI Report Content form
OpenAI also provides a web Report Content form for conversations, shared links, GPTs, and other platform content. The form asks for the product, the reason for reporting, a description, direct URLs, optional screenshots, and an explanation if you believe a law was violated. Give the provider enough information to find the content without attaching unnecessary copies.

Describe the event in observable terms: identify the prompt, quote only the relevant words, explain the foreseeable harm, and state whether the output is still accessible. If you are reporting on behalf of another person, say so and explain how you learned of the content. OpenAI states that reports received through this form are confidential to the reporter and OpenAI; confidentiality does not mean the provider can guarantee anonymity from law enforcement or other legal processes.

Escalate suspected child exploitation immediately
United States: CyberTipline and law enforcement
NCMEC’s CyberTipline accepts public reports of suspected child sexual exploitation, including online enticement. NCMEC says, “NCMEC’s CyberTipline provides the public and electronic service providers with the ability to report multiple forms of suspected child sexual exploitation.” Submit the report as soon as possible and provide the chatbot or service URL, account information, dates, and a factual description. NCMEC explains that reports are made available to the appropriate law-enforcement agency.
NetSmartz advises that AI-generated exploitative content should be reported to law enforcement and the CyberTipline. Platform moderation should happen in parallel, not instead of those reports. If a child is in immediate danger, call local emergency services before completing an online form.
Outside the United States
Use the national child-protection hotline or police service identified by the relevant child-protection authority in your country. Procedures, language support, evidence rules, and jurisdiction differ. A provider’s form may be available internationally, but it cannot replace the emergency or statutory reporting route where a child faces imminent risk.
What not to do with suspected CSAM
- Do not download or archive it for future use.
- Do not forward it to prove that it exists.
- Do not post a warning containing the image, text, or a direct public link.
- Do not attempt to identify, contact, shame, or confront the suspected offender.
- Do not ask the chatbot to generate a clearer or more complete version.
Reporting other chatbot providers
Microsoft AI services
Microsoft directs customers who suspect an AI service is being used abusively or illegally to its AI Services Reporting Portal and asks for service information, verification details, and evidence. Use the product name and account or tenant information shown in the interface, then explain the harmful behavior and attach only the evidence needed to verify it. Microsoft’s AI Code of Conduct says, “If customers suspect that a Microsoft AI Service is being used in a manner that is abusive or illegal, … please report it through the Reporting Portal immediately.”

Google products
Google maintains product-specific harmful-content and child-safety reporting tools. Select the product where the content appeared rather than assuming that a general account report reaches the correct moderation team. Include the exact location, account or post identifier, category of harm, and any immediate safety concern. Availability and the exact fields vary by product and country.
Third-party wrappers and apps
If an app displays output from another model, report through both layers when possible: the app or wrapper that delivered the content and the underlying provider if you can identify it. The wrapper controls the account, interface, and local moderation; the model provider may control the underlying service. Preserve the wrapper’s URL, app version, and account identifier because a model name alone may not identify the responsible service.

Write a report investigators can act on
Put the most important facts first. A useful report lets a reviewer answer four questions quickly: what happened, where it happened, who may be at risk, and what action is needed now.
Use a factual structure
- Location: identify the product, conversation URL, shared link, GPT, account, or message identifier.
- Time: give the date, time, and time zone, and say whether the content is still accessible.
- Behavior: describe the output or interaction in plain language. Quote only the minimum necessary words.
- Risk: identify the person or group at risk, the likely harm, and whether the conduct involves a minor, a named target, or an imminent threat.
- Evidence: list attached screenshots or links and explain what each one shows.
- Legal context: if relevant, name the suspected conduct and jurisdiction. OpenAI’s form specifically asks reporters to explain the law they believe was violated.
- Requested action: ask the provider to preserve the content, restrict the account, remove the material, or escalate to the appropriate authority, without demanding a guaranteed outcome.
Example report wording
Product: [name shown in the interface]
Location: [conversation or message URL]

What happened: The chatbot generated [brief factual description] after [brief prompt context].
Risk: This may place [person or group] at risk of [harm]. The content appears [ongoing/not ongoing].
Evidence: Screenshot 1 shows the prompt and answer; screenshot 2 shows the account and timestamp.
Urgency: [Explain any immediate threat or child-safety concern.]Replace each bracketed item with real information before submitting. Do not include passwords, payment details, or unrelated personal data.
Protect your privacy while reporting
Reporting can expose sensitive information, particularly when a conversation includes a victim’s name, medical details, location, or intimate material. Use the official domain or app reached through the provider’s normal support navigation, check that the connection is secure, and avoid sending a copy to multiple unofficial addresses. Keep a private record of the report confirmation or case number if one is provided.
Separate your identity from the incident only where the form permits it and where doing so will not remove information investigators need. Do not promise a victim complete anonymity. Providers may share information with law enforcement or comply with legal demands. If you are reporting for work, school, or an organization, follow its incident-response and data-retention rules while preserving the original facts.
What happens after submission?
Provider teams may remove content, restrict an account, preserve records, request clarification, or refer the matter to law enforcement. Authorities may ask follow-up questions about dates, identities, or the original location. There is no guaranteed response time, and a lack of reply does not mean that no action was taken.
If the content remains available and the risk continues, submit the updated URL or account identifier through the same official channel. Do not repeatedly resubmit identical reports, publicly campaign against the account, or contact the suspected offender. For an imminent threat, call emergency services again with the case number and any new facts rather than waiting for a platform update.

Common reporting mistakes
- Continuing the conversation: More prompts can generate additional harmful material and make the record harder to interpret.
- Sharing the output publicly: Reposting can amplify abuse, expose victims, and create new copies of illegal material.
- Submitting only a screenshot: Without a URL, product name, date, and explanation, reviewers may not locate the event.
- Overloading the report: Unrelated personal data and long commentary can obscure the safety issue.
- Using only a platform report for an emergency: Moderation queues are not emergency dispatch and do not replace police or medical help.
- Assuming synthetic content is harmless: AI-generated sexual exploitation, threats, impersonation, and privacy violations can cause real-world harm even when no camera image was used.
- Trying to investigate personally: Do not bait, threaten, identify, or confront the account. Preserve what you safely observed and let qualified authorities investigate.
Why reporting matters
Reports help providers identify prompt patterns, compromised accounts, repeat offenders, and failures in safety controls. They also create referrals when conduct may violate criminal law. OpenAI’s transparency page lists 126,597 CyberTipline reports to NCMEC and 126,226 total pieces of content reported to NCMEC for January through June 2026. Those are provider-reported totals for that period, not a measure of unique offenders or incidents, and they do not indicate that every report produced the same outcome.
A precise, private report gives moderators and investigators a better chance of finding the original content, protecting a person at risk, and stopping further distribution. The safest sequence is therefore consistent: disengage, document minimally, report to the provider, and escalate to emergency or child-protection authorities when the facts require it.
