Save the evidence first, then report it to the prediction-market platform and, when the facts fit, to the CFTC or another appropriate authority. Record the exact service and contract, public account or wallet identifiers, trade links or transaction hashes, timestamps with a time zone, and the conduct that concerns you. Describe what you observed separately from what you infer: an unusual pattern is a tip for review, not proof that anyone broke a rule or law.
What to do when a prediction-market trade looks suspicious
Use this sequence:
- Preserve traceable facts. Save the market or contract title and URL, the platform and exact service, public profile or wallet address, individual trade or order links, transaction hashes or block-explorer links where applicable, timestamps with the time zone, and screenshots or copies of public posts that explain your concern.
- Write a short, neutral chronology. State what happened, when it happened, and why the sequence appears unusual. Label assumptions as assumptions and identify what you do not know.
- Send the report through the platform’s current official channel. Keep a copy of the submission and any attachments.
- Escalate to the regulator or law-enforcement route that matches the conduct. The CFTC is the main federal route for suspected violations involving CFTC-regulated event contracts. The FBI may be relevant to suspected fraud or other criminal conduct. The SEC’s intake is for possible securities-law violations, not every prediction-market dispute.
Check the platform’s current policy page immediately before filing. Contact addresses and intake procedures can change, and a U.S. product may have different rules from an international service with the same brand name.

Choose the reporting route by conduct and venue
A report is more useful when it goes to the organization that can investigate the alleged conduct. Prediction markets can operate under different legal and contractual arrangements, so identify the exact service and contract rather than referring only to a company name.

| Route | Best fit | What to submit | Important qualification |
|---|---|---|---|
| Platform integrity or whistleblower channel | Possible violations of the platform’s trading rules, insider-trading policy, manipulation controls, or suspicious coordinated activity | Market and account details, timestamps, trade links, transaction identifiers, chronology, and supporting files | Use the platform’s current official instructions; an intake is a request for review, not a finding |
| CFTC online report or Form TCR | Possible violations of commodity-trading law involving regulated event contracts, including fraud, manipulation, wash sales, disruptive trading, or misappropriation of confidential information in breach of a pre-existing duty | Specific conduct, venue, dates, people or public identifiers, and evidence that can be checked | The CFTC’s February 25, 2026 advisory discusses duties of designated contract markets and its authority over illegal trading practices |
| CFTC fraud guidance and the FBI route it identifies | Suspected fraud or criminal conduct | A factual account and copies of relevant records; do not alter originals | The CFTC’s consumer guidance identifies the FBI as a route for suspected fraud |
| SEC Tips, Complaints & Referrals | Possible securities-law violations such as securities fraud, securities insider trading, or securities-market manipulation | Information and documents requested by the SEC form, with a clear explanation of the suspected securities connection | The SEC guidance does not establish that it handles every prediction-market report |
The CFTC lists its Division of Enforcement phone number as 866-FON-CFTC (866-366-2382). Its public Learn & Protect materials also describe reporting options. A report to one organization does not guarantee that another organization will receive it, so use each applicable channel and state where else you filed.

Capture evidence before it disappears
Public order books, profiles, posts, and blockchain records can change or become difficult to locate. Capture the underlying material while it is visible, preserve the original files, and record when you made each copy. This checklist reflects the information platforms describe as useful for surveillance and review; it is not a promise that every platform requires each item.
- Exact venue: platform name, the specific service or edition (for example, a U.S. or international product), and the contract or market title.
- Direct locations: market URL, profile URL, trade or order URL, and explorer URL for any relevant on-chain transaction.
- Identifiers: public account name, user ID if displayed, wallet address, order ID, transaction hash, or other public identifier. Do not guess at a person’s real-world identity.
- Time data: date and exact time for each relevant event, including the time zone or the platform’s displayed time standard.
- Trade details: side, outcome, price, quantity, order type, cancellation or modification, and settlement status when shown.
- Related public material: screenshots or archived copies of posts, announcements, news, or messages that explain why the timing or coordination caught your attention.
- Capture record: the date and time you saved each item, the original URL, and a note describing what the screenshot or file shows.
Keep an untouched copy and work from a duplicate when adding notes. If a file contains someone else’s sensitive personal information, submit it only when it is relevant and you are authorized to share it. Redact material that is unrelated to the suspected conduct, but do not crop away timestamps, URLs, or context that an investigator would need to verify it.
Separate observations from conclusions
Investigators need to know which parts of your account are directly verifiable and which parts are your interpretation. A neutral report can describe a suspicious sequence without accusing a named person of a crime.
Write what you saw
Use concrete statements such as: “Wallet 0x… placed five purchases in the ‘event’ contract between 14:02 and 14:07 UTC, then transferred the position to another address.” Link each statement to the relevant record. If you saw a public post before the trade, provide its URL and capture time.
Explain why it merits review
Describe the pattern: unusual timing before a public event, a cluster of linked accounts, an apparent wash trade, an abrupt change in position, or a sequence that appears to exploit nonpublic information. Say why the pattern is unusual based on the records, not on a claim that the trader must have had a particular motive.

Mark uncertainty explicitly
Use phrases such as “I cannot determine who controls this wallet,” “the relationship between these accounts is unknown,” or “I have not verified whether the information was confidential.” A wallet address on a public blockchain does not, by itself, identify the person controlling it. Do not turn an inference about identity, intent, or information source into a fact.
How to report to Polymarket
Polymarket’s Trust & Safety Hub says anyone may email [email protected]. It says reports enter the same queue as its own detections. Include the exact market, the public wallet or profile, trade links or transaction hashes, timestamps, and your explanation of the unusual behavior.
Polymarket says its U.S. and international services are separate services governed by their own applicable rules and standards. Identify which one you used. It also says international trades are permanently recorded on a public blockchain, which can make trade-level evidence publicly viewable. Public visibility still does not establish the real-world identity behind an address.
The Trust & Safety Hub displays “100+” referrals to law enforcement and “315+” wallet details provided. Those are figures published by Polymarket; the page does not state a measurement cutoff date or methodology for the totals, so they should not be treated as independently verified outcome rates.
How to report to Kalshi
Kalshi’s Stopping insider trading policy lists [email protected] and describes community tips. Send the market or contract name, exact trade records, timestamps, public account identifiers, and a concise chronology. If you are unsure whether a detail is relevant, include it in an organized attachment and explain what it shows rather than making a conclusion for the reviewer.

Kalshi describes itself as federally regulated and says confirmed violations are reported to the CFTC. That statement concerns Kalshi’s stated regulatory arrangement; it does not mean every prediction-market service has the same status. Confirm the service and jurisdiction before drawing a legal conclusion.
When the CFTC is the right escalation
The CFTC’s February 25, 2026 Prediction Markets Advisory explains that designated contract markets have duties to maintain audit trails, conduct surveillance, and enforce rules against prohibited practices. It identifies categories that can include:
- Misappropriation of confidential information in breach of a pre-existing duty
- Pre-arranged, noncompetitive trading and wash sales
- Disruptive trading
- Fraud
- Manipulation
These categories explain why a concrete, reviewable report can matter; they are not a checklist that proves a violation. Describe the conduct and evidence that may fit a category, and let the agency determine the legal characterization.
Online form and whistleblower route
The CFTC identifies an online form and Form TCR under its whistleblower program for possible commodity-trading-law violations. Follow the form’s instructions, identify whether you are asking for confidentiality, and provide contact details only if you want follow-up. You can also use the Division of Enforcement number, 866-FON-CFTC (866-366-2382), listed in CFTC materials.
Suspected fraud
The CFTC’s Signs of Fraud guidance identifies the FBI as a route for suspected fraud. If money was stolen, an account was taken over, or conduct appears criminal beyond a market-rule issue, preserve payment records, messages, and account notices and use the law-enforcement instructions that apply to your location.

Official statement about event-contract insider trading
The Polymarket Trust & Safety Hub reproduces a sentence attributed to the CFTC’s April 23, 2026 release, “CFTC Charges U.S. Service Member with Insider Trading in Nicolás Maduro-Related Event Contracts,” Release No. 9217-26: This case marks the first time the CFTC has charged insider trading involving event contracts.
The page attributes the sentence to the agency and does not name an individual speaker. It is an agency statement about that case, not evidence that a separate suspicious trade is illegal.
When the SEC is appropriate—and when it is not
The SEC’s Report Possible Securities Law Violations page accepts confidential tips through its Tips, Complaints & Referrals form. Its examples include possible securities fraud, securities insider trading, and securities-market manipulation.
Do not assume that every prediction-market contract is a security or that every allegation involving “insider trading” belongs with the SEC. First identify the venue, the contract, and the legal issue you are reporting. If the concern is instead a CFTC-regulated event contract or a platform-rule violation, use the platform and CFTC routes described above and explain the facts without asserting a securities classification you cannot establish.
Build a concise report investigators can check
A strong report is chronological, specific, and easy to verify. Put the conclusion after the facts, not in place of them.
Recommended report structure
- Subject line: “Possible suspicious trading in [exact contract title] on [platform/service]”.
- Venue: Name the platform and exact service, with the market URL.
- Summary: Two or three sentences describing the behavior that merits review.
- Chronology: A timestamped list of trades, transfers, public posts, and relevant events, with the time zone for every time.
- Identifiers: Public account name, wallet address, order IDs, trade links, and transaction hashes. State when an identity is unknown.
- Evidence index: Number each screenshot or file, give its capture time, and explain what it demonstrates.
- Uncertainty: List facts you could not verify, including whether information was confidential, who controls an address, or whether accounts are coordinated.
- Request: Ask the recipient to review the activity under its applicable rules. If you want confidentiality or follow-up, say so explicitly.
Short example
“On 17 October 2026, I observed five purchases in [contract title] by wallet 0x… between 14:02 and 14:07 UTC. The trades are listed at [direct links]. A public post at [URL], captured at 13:55 UTC, appears related to the event. I do not know who controls the wallet or whether the poster had confidential information. I am reporting the sequence because the timing and repeated account activity warrant review. Files 1–4 contain the original screenshots and capture times.”
Best Value
Replace the bracketed text with real details before sending. Do not include a template token in a live submission.
Common mistakes that weaken a report
- Reporting only a theory: “This person had insider information” is not a verifiable account without the trades, timing, and factual basis for the suspicion.
- Leaving out the service: A platform may have separate U.S. and international products, different rules, or different records. Name the exact one.
- Using local time without a zone: Convert times consistently or state the displayed zone so the chronology can be reconstructed.
- Posting an accusation publicly first: Public allegations can spread incorrect identity claims and may interfere with a review. Send the evidence privately through the official channel.
- Editing originals: Cropped or annotated files can hide context. Keep originals and label any marked-up copies.
- Guessing at a wallet owner: A blockchain address is an identifier, not proof of a person’s identity.
- Sending irrelevant personal data: Share only information relevant to the suspected conduct and only when you are authorized to provide it.
- Assuming a submission proves wrongdoing: A tip asks an organization to investigate; it is not a determination that a rule or law was violated.
- Failing to retain the submission: Save the sent message, attachments, confirmation number, and date so you can answer follow-up questions consistently.
After you file
Keep the evidence, your chronology, and the submission confirmation in a secure folder. If the market is still open and you see new relevant activity, save it as a separate entry with its own capture time rather than rewriting the original account. Reply to follow-up requests with additional facts and links, not speculation.
Do not expect a platform, regulator, or law-enforcement agency to disclose whether it opened an investigation or what action it took. You can report through more than one applicable route, but avoid sending contradictory versions; explain any correction and preserve the earlier submission.
Quick wins for a faster PC:
Fix the driver behind crashes, sound loss and screen glitchesFind Drivers →Repair Windows errors before they cause bigger problemsFix Now →What a suspicious pattern can—and cannot—show
Clusters of trades before a public announcement, unusually high win rates, coordinated activity, funding links, or an abrupt position change can justify review. Kalshi says its insider-trading controls examine anomalous timing, win-rate irregularities, coordinated activity, funding sources, and trade histories. That description explains the types of signals a platform may assess; it does not establish that any particular pattern is unlawful.
Likewise, public blockchain records can show transactions and timing but generally cannot, by themselves, prove who controlled a wallet, why a trade was made, or whether information was confidential. Include the records and state those limits plainly.
Quick Recap
Final pre-send checklist
- Have you named the exact platform, service, market, and contract URL?
- Are all dates and times accompanied by a time zone?
- Can every important assertion be checked through a direct link, transaction hash, screenshot, or attached record?
- Have you separated observations from inferences and listed what remains unknown?
- Did you use the platform’s current integrity or whistleblower channel?
- Does the conduct also fit a CFTC, FBI, or SEC route, based on the relevant legal area?
- Have you kept originals, a copy of the submission, and any confirmation number?
- Did you avoid guessing at a real-world identity or sharing irrelevant sensitive information?
