Call 911 for an immediate fire, electrical, injury, or life-safety emergency. For suspected electricity theft, contact the utility serving the address. For another suspected crime, use the local police or sheriff’s non-emergency channel. Retail billing and service disputes belong with your state utility commission or local regulator; a potential federal energy-market violation may fit the Federal Energy Regulatory Commission (FERC) Enforcement Hotline. Noise, zoning, building, and land-use issues go to the appropriate city, county, or town office.
Mining equipment, constant fan noise, electrical upgrades, or high power use can have legitimate explanations. Your report is most useful when it separates what you directly observed from what you suspect, states the impact, and avoids entering property or interfering with equipment.

Choose the reporting route by the problem
There is no single national office for neighborhood complaints about suspected cryptocurrency mining. The correct contact depends on the danger, alleged conduct, location, and utility service territory.

| What you are seeing | First contact | What to use |
|---|---|---|
| Active fire, arcing, exposed wiring, damaged electrical equipment, injury, or another immediate threat to life | 911 | Emergency response. Leave the area and do not approach the equipment or enter private property. |
| Possible meter bypass, unauthorized connection, or other electricity theft | Electric utility serving the property | The utility’s energy-theft or suspicious-activity channel; procedures differ by service territory. |
| Another suspected crime without immediate danger | Local police or sheriff’s office | Non-emergency phone line, online report, or anonymous tip channel where offered. |
| Retail electricity billing, service, or rate dispute | State utility commission or relevant local regulator | The regulator’s consumer-complaint process. |
| Possible market manipulation, fraud, tariff violation, or violation of a FERC order | FERC Enforcement Hotline | Only when the facts could fall within FERC’s federal energy-market jurisdiction. |
| Persistent noise, zoning, building, occupancy, or land-use concern | City, county, or town department responsible for that code | Local code-enforcement, planning, building, or noise-complaint process. |
If more than one issue is present, make the reports separately when appropriate. For example, a suspected meter bypass can go to the utility, while a separate trespass or threat should go to local law enforcement. Do not assume that a local nuisance automatically belongs with a federal agency.

Mining activity is not automatically illegal
Cryptocurrency mining is an activity, while “illegal mining” describes conduct that violates a particular law, contract, permit, utility rule, or court or regulatory order. A warehouse full of computers, continuous fan noise, a large electrical load, or a new transformer may be consistent with mining, but none of those observations alone proves mining or unlawful conduct.
The U.S. Energy Information Administration (EIA) noted the “difficulty of identifying cryptocurrency mining activity among millions of U.S. end-use customers.” In a February 1, 2024 analysis, EIA gave a preliminary estimate that U.S. cryptocurrency mining used approximately 0.6% to 2.3% of national electricity consumption. That national range cannot identify what is happening at a particular address, and it is not a current measurement of your neighborhood.
Use conditional language: “I observed persistent mechanical noise and what appears to be a new high-capacity electrical installation,” rather than “This address is illegally mining.” Let the utility, investigators, or code officials determine whether the activity violates a rule.

Do not wait for a routine complaint process if there is an active fire, smoke, visible arcing, an exposed or damaged energized conductor, an electrical explosion, an injury, or another immediate threat to people. Leave the area and call 911. The utility example from PG&E likewise directs people who suspect an emergency to leave the area and call 911.
- Move to a safe location without crossing a suspected energized area.
- Call 911 and describe the exact location, the visible hazard, and whether anyone is injured or trapped.
- Do not enter the building, touch a meter, open a panel, move a cable, or attempt to shut off another person’s power.
- Follow instructions from emergency personnel and the utility. Do not return until officials say it is safe.
Use the emergency route for the hazard itself, not merely because the equipment is loud or the electricity bill appears high.

Report suspected electricity theft to the serving utility
If the concern is a meter bypass, an unauthorized connection, tampering with utility equipment, or electricity apparently being taken without authorization, start with the electric utility that serves the property. Utilities generally maintain an energy-theft or suspicious-activity channel because their personnel can check service records and infrastructure safely.
PG&E illustrates the type of channel a utility may provide: an online energy-theft form, a telephone number, and an email address. Those contacts apply to PG&E’s service territory only. A resident elsewhere should search the serving utility’s official website or bill for its energy-theft reporting instructions rather than using another company’s contact information.
Give the utility:
- The property’s address or the nearest identifiable location.
- Dates and times when you observed the suspected connection, equipment, or activity.
- Visible facts, such as a cable attached ahead of a meter, a damaged seal, or work being performed on utility equipment.
- Any immediate safety effect, outage, sparks, smoke, or access problem.
- Whether you are reporting an observation or relaying information from someone else.
Do not inspect a meter up close, photograph through a fence if doing so would require trespassing, or try to disconnect anything. The utility—not a neighbor—should determine whether a connection is authorized and safe.
Use local police or the sheriff for other suspected crimes
For suspected theft, fraud, threats, trespass, vandalism, or another crime that is not an emergency, contact the police or sheriff’s office where the activity is occurring. USAGov explains that local agencies may accept anonymous tips or non-emergency crime reports online or by telephone.
Choose the local non-emergency line or online portal when there is no immediate threat. Describe the conduct you personally observed and identify the location. If you believe a crime is in progress and people are in danger, use 911 instead of waiting for a non-emergency response.

Police may decide that a utility, code office, or another agency has primary jurisdiction. That does not make the report improper; provide enough location and factual detail for the agency to route it. Avoid naming occupants or accusing a business of theft in public posts when you have only inferred mining from noise or power use.
Send retail electricity and billing disputes to the right regulator
If your issue is a retail service or billing matter—such as a disputed charge, service connection, rate application, shutoff, or the utility’s handling of your account—contact the state public-utility commission or the relevant local regulator. Follow that agency’s consumer-complaint procedure and keep your utility account records.
FERC does not handle ordinary retail service and billing complaints. A complaint about a neighbor’s unusually high consumption is not, by itself, a FERC matter. Start with the utility for service-specific questions, then use the state or local regulator’s escalation process if the dispute remains unresolved.
Know when FERC’s Enforcement Hotline fits
FERC’s Enforcement Hotline is a federal channel for possible violations within FERC’s remit, not a general neighborhood tip line. FERC says the hotline invites market participants and the public to report activities or transactions that may involve market manipulation, fraud, abuse of an affiliate relationship, a tariff violation, a violation of a Commission order, or another possible violation. The agency lists online, telephone, and email options and says information may be provided anonymously. FERC’s page was last updated May 21, 2026.
A suspected mining site belongs on that route only when your information points to a potential federal energy-market issue of that kind. A loud fan, a large load, or a disagreement over a retail bill does not establish federal jurisdiction. When in doubt, explain the facts to the utility or local agency first and ask which office has authority.

Route noise, zoning, building, and land-use concerns locally
Persistent industrial noise, construction without permits, an unapproved change of occupancy, ventilation problems, or a suspected zoning violation usually requires a city, county, or town office. Depending on the jurisdiction, that may be code enforcement, planning and zoning, building inspection, environmental health, or a noise-control office.
Local titles and standards vary. Use the local-government directory provided through USAGov or the municipality’s official contact page, then verify which department handles the address and the type of complaint. State the measurable impact—hours of noise, vibration, blocked access, or a visible construction hazard—rather than asserting that the source is definitely cryptocurrency mining.
Some offices accept anonymous complaints; others require a name or access for an inspection. Ask about confidentiality and the next step before submitting personal information.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.Collect only lawful, safe observations
A useful report does not require surveillance or special equipment. Record what you can observe from a place you are lawfully allowed to be, such as your own property or a public sidewalk.
Do these 3 things before closing this tab:
1Repair Windows errors before they cause bigger problems2Fix the driver behind crashes, sound loss and screen glitches3Clear out junk files and repair common Windows errors- Location: exact address, nearest address, unit, building, or landmark.
- Time: dates, start and end times, frequency, and whether the condition is continuous.
- Observable facts: persistent mechanical noise, visible racks or cooling equipment, a specific exposed wire, construction, a blocked exit, smoke, or an unusual odor.
- Impact: sleep disruption, vibration, an outage, a safety concern, property damage, or another concrete effect on you.
- Supporting material: photographs, audio, or notes obtained legally and without approaching hazardous equipment or private areas.
- Uncertainty: identify what you know directly and what you infer.
Do not trespass, enter a building, climb a fence, open a utility cabinet, touch a cable or meter, attempt to disconnect power, interfere with a site, or confront occupants. Do not publish names, addresses beyond what is necessary for an agency, or allegations as established facts.

Write a report an agency can act on
Use a short, chronological account. Agencies need a location and a specific condition more than a theory about cryptocurrency.
- Identify the property or infrastructure precisely.
- State when you observed the condition and whether it is recurring.
- Describe only what you saw, heard, smelled, or experienced.
- Explain the impact or risk.
- Separate the observation from the suspicion: say why you wonder whether mining or another violation is involved, while acknowledging that you cannot confirm it.
- Attach lawful supporting material and state how and where it was obtained.
- Ask whether the agency can inspect, route the matter, or provide a reference number.
A concise report could read:
On 17 October 2026, I observed continuous high-volume fan noise from the commercial building at 125 Example Street between 10:00 p.m. and 2:00 a.m. The noise has occurred nightly since 12 October and is audible inside my home. From the public sidewalk, I saw several large ventilation units and a cable enclosure that appeared damaged; I did not enter the property or touch the equipment. I do not know whether cryptocurrency mining is occurring. I am requesting guidance on the appropriate inspection or reporting process because of the persistent noise and possible electrical hazard.
Adapt the wording to the agency. For a utility, emphasize the suspected unauthorized connection. For a police report, describe the suspected crime and any threat. For code enforcement, describe the noise, construction, occupancy, or land-use effect.
After submitting the complaint
Save the submitted text, attachments, date, method, and any confirmation or reference number. If an agency asks for clarification, answer with additional observations rather than speculation. A single clear report is usually more useful than repeated submissions that contain no new information.
If the condition becomes an emergency, call 911 even if you already filed a routine complaint. For a continuing non-emergency issue, use the agency’s stated follow-up process and ask whether another office has jurisdiction. Do not attempt your own inspection while waiting.
Common reporting mistakes to avoid
- Using “illegal mining” as a proven fact: mining, high consumption, and fan noise are not conclusive proof.
- Calling 911 for a routine nuisance: reserve emergency dispatch for immediate threats to life or safety.
- Sending a retail billing dispute to FERC: use the state commission or local regulator.
- Using a utility outside its service territory: identify which company serves the address first.
- Entering or confronting: do not trespass, touch equipment, disconnect power, or challenge occupants.
- Omitting the impact: explain the actual noise, hazard, outage, damage, or other effect the agency can evaluate.
- Publishing accusations: provide names and details privately to the responsible agency, not as public claims based on inference.
When you are unsure which office has jurisdiction
Start with the agency closest to the concrete problem: the serving utility for suspected energy theft, local law enforcement for another suspected crime, the state or local regulator for retail service, FERC for a plausible federal market violation, and the local government for code or land-use concerns. Tell the first contact that you are unsure of jurisdiction and ask for the correct department or reporting channel. Give the address and your factual observations so the matter can be routed without requiring you to diagnose the legal violation.
This U.S.-focused approach keeps the response proportional: emergency services handle immediate danger, utilities handle their infrastructure and theft investigations, local agencies handle local crimes and codes, regulators handle their assigned electricity matters, and FERC handles only issues within its federal enforcement authority.
