Give officials specific, checkable facts, separate what you personally observed from what you infer, and attach only material you obtained lawfully. DGGI’s homepage lists headquarters phone 011-20892081, control room 011-20892128 and email [email protected]; check the official site for current contact details before sending sensitive information.
There is no single mandatory complaint template or universal reporting checklist established by the official pages described here. You can still make a clear, useful report by identifying the business or transaction, describing the conduct and time period, explaining what records or leads officials could verify, and being candid about uncertainty. Reporting a suspicion does not establish that a business has broken the law, and submitting a report does not guarantee an informant reward.

Who handles reports of suspected GST evasion?
DGGI describes itself as the apex GST intelligence and investigative organisation under the Central Board of Indirect Taxes and Customs (CBIC) and the Department of Revenue, Ministry of Finance. Its role makes it a relevant central route for information about suspected GST evasion. You can also consider a DGGI/CBIC unit serving the area where the business, transaction or movement of goods is located.

DGGI’s official unit directory lists headquarters and sub-national, zonal and regional units. The directory is sourced to the CBIC SAMPARK Handbook 2025. If the activity is tied to a particular place, use the directory to identify a locally relevant unit; if you cannot identify the right unit, the DGGI headquarters contact route is an alternative starting point. The practical choice is therefore between a central contact when you need an entry point and a relevant local unit when you know where the activity is taking place. Neither route should be treated as a guarantee of a particular response or outcome.

Published DGGI headquarters contacts
| Contact | Details | Use |
|---|---|---|
| Address | MTNL Building, Sector-6, Dwarka, New Delhi-110075 | Headquarters address listed on DGGI’s homepage |
| Phone | 011-20892081 | Headquarters contact; also listed as the verification helpline for certain DGGI/CBIC communications |
| Control room | 011-20892128 | Control-room number listed on DGGI’s homepage |
| [email protected] | Headquarters email listed on DGGI’s homepage |
These are details published on the DGGI site, and contact information can change. Confirm the current details on the official DGGI website before using them, especially before emailing records that contain personal, business or financial information. If you are contacting a unit from the directory, check that unit’s listed details independently rather than assuming the headquarters email or phone is the right channel for every matter.
Choose a suitable reporting route
The official pages reviewed do not establish one exclusive all-India online portal or a universally required complaint form for GST-evasion reports. Do not assume a routine taxpayer-support channel is an informant intake channel: CBIC’s GST contact page describes CBIC Mitra and GSTN technical helpdesks as assistance for taxpayer or portal issues, not as a route for reporting suspected evasion.
| Route | When it may fit | What to check |
|---|---|---|
| DGGI headquarters | You need a central starting point or cannot identify the relevant local unit. | Confirm the homepage’s contact details before sending information. |
| Relevant DGGI/CBIC unit | You know where the business, premises, transaction or goods movement is based. | Use DGGI’s official unit directory to find the appropriate listed unit and its current details. |
If you are unsure which unit should receive the information, state the location clearly and ask the official contact route to direct it appropriately. Do not send a report to an address or phone number found only in an unsolicited message or on an unofficial page. Likewise, do not assume that a portal or helpdesk intended to solve a taxpayer’s filing or login problem will route an intelligence report to investigators. For a report, the relevant comparison is the national DGGI contact route versus the geographically relevant DGGI/CBIC unit—not a choice among consumer services or tax-filing platforms.
What information makes a report useful?
The official pages reviewed do not prescribe a single mandatory template or universal checklist. The following structure is practical guidance, not a statement that every item is legally required. Its purpose is to let an official understand the concern and identify records or facts that can be checked. You do not need to pretend to know more than you do: a limited but accurate account of what you observed, when it happened, and how it could be checked is preferable to a confident accusation with no particulars.

Acid-free, PVC-free, and archival quality for safe storage. Adjustable snap closure helps keep contents secure. Use 2 additional front pockets for business cards, project title cards or notes.
- Identify the subject. Name the business, person, premises or transaction as precisely as you can. Include a GSTIN only if you have a reliable one; do not guess or infer an identifier. If you know a trading name but not the legal entity name, say so rather than silently treating the two as interchangeable. Include an address or other locating detail only when you know it accurately.
- Give the place and time. Provide relevant addresses, transaction dates or the period involved. Say whether the activity appears ongoing, and distinguish a specific date you know from an approximate period. If several events are involved, give the dates in sequence or identify the span covered. This allows a reader to distinguish one incident from a pattern and may help identify records for verification.
- Describe what happened. Explain the conduct you observed or the records you encountered in plain, factual language. Possible concerns might involve suspected unregistered taxable supplies, fake invoicing or input tax credit, suppression, or movement of goods without tax documentation. Use these as descriptions of a concern, not as conclusions about guilt. Describe the transaction or movement that drew your attention, rather than relying only on a label such as “fraud” or “evasion.”
- Explain why it raises a GST concern. Connect the facts to your concern and identify any assumptions. For example, make clear whether you directly saw a transaction, were given a document, or drew a conclusion from information available to you. If a detail is second-hand or incomplete, say that plainly. Officials need to be able to tell the difference between a direct observation, something another person told you, and your interpretation of either.
- Provide verifiable leads. Point to records or details that could help an official check the account: invoices, public business listings, transaction dates, shipment details, vehicle details or other records you lawfully possess. Briefly explain what each item may show and where or when it came from. A lead can be useful even if you do not have the underlying official record yourself; identify what officials could check without claiming to possess proof you do not have.
- Estimate scale only when you can explain it. If you give an amount, say it is approximate, identify the period it covers and explain the basis for the calculation. If you cannot support a figure, leave it out rather than presenting a guess as a loss amount. Do not turn the face value of documents or transactions into a claimed tax loss unless you can explain why that calculation is appropriate.
- Give a way to contact you if appropriate. If you want a reply or want to ask about possible reward eligibility, provide contact details through an official channel and ask how your information and identity will be handled. Do not assume an anonymous report qualifies for a reward. The official pages described here do not establish a guaranteed anonymous submission process, so do not make assumptions about anonymity or confidentiality that an authority has not confirmed.
CBIC rules refer to “specific information of evasion” in the context of verifying a specific conveyance. That reinforces the value of particulars officials can check, rather than a bare accusation. A useful report makes clear both what is known and what remains uncertain. The list above is a practical way to organise such information; it is not an official form, and it does not mean every report must contain every item.
A simple way to organise the account
Before sending anything, try drafting a short factual summary in this order: identify the subject and location; state the dates or period; describe what you observed or what the records say; explain why it raises a concern; list the supporting records or verification leads; and mark any estimate or uncertain detail as such. Then review each sentence and ask whether it is a fact you know, a detail contained in a document, or an inference. That distinction keeps the report useful without overstating the case.
For example, a report can say that a particular invoice is dated within a stated period and appears to relate to a named transaction, then explain what about that transaction seems inconsistent to you. It should not say that the invoice conclusively proves evasion unless that conclusion has been established by the competent authority. If you do not know the GSTIN, the exact tax effect or whether the activity continues, say that those details are unknown rather than filling gaps with guesses.

Organise supporting material without overclaiming
Put the facts in chronological order where possible. For each document or other lead, state what it is, the date or period it relates to, how it connects to the reported activity and whether it supports a direct observation or only an inference. A concise explanation is more useful than a large bundle with no indication of what officials should look at. If you refer to several records, label them consistently in your summary so that the connection between the text and each record is clear.

- Use neutral language such as “I observed,” “the invoice states,” or “I suspect because,” according to what you can actually support.
- Do not state that a person or business has evaded tax as an established fact when you are reporting a suspicion.
- Do not alter documents or omit context that could affect how they are understood.
- Do not obtain information by trespassing, hacking, impersonating someone or accessing records without authorisation.
- Keep a copy of what you send and note the date and official channel used, while protecting any sensitive records you retain.
Lawful access matters. A suspicion does not justify entering premises, accessing another person’s account or system, pretending to be someone else, or obtaining records without authorisation. Use only information you are entitled to possess or information that is publicly available, and tell officials where a lead may be verified if you cannot lawfully obtain the underlying material. Do not put yourself or others at risk to gather evidence.
Before attaching material, consider whether it contains sensitive personal, business or financial information. Use a contact route confirmed on the official DGGI site or the official unit directory, and avoid sending sensitive records to a contact taken only from an unverified message. Keep your own copy secure. These are sensible handling steps, not a promise that any particular channel has a specific security or confidentiality feature.
The goal is to report information for official assessment, not to investigate independently or decide the legal character of the conduct. Whether particular facts amount to an offence is for the competent authority to assess under the applicable law. DGGI’s policy page also notes that statutory records, notices and legal positions are governed by the underlying law and issuing authority; the relevant source document, circular or competent authority should be relied on for legal interpretation.
What happens if you are considering a reward?
DGGI says CBIC’s Informant Reward Scheme is intended to incentivise citizens and trade to report genuine GST evasion. DGGI states that rewards are payable on recovery of evaded tax and are governed by Board Circular No. 20/2015 dated 31 July 2015, read with Circular No. 36/2018 dated 5 October 2018.

A report alone does not establish a right to payment. The DGGI reward-service page names the governing circulars but does not set out the complete current eligibility criteria, claim process, calculation method or payment timelines. Consult the current circulars or the competent authority before relying on an expected reward. If you want to ask about eligibility, include a contact method and ask how to proceed; do not assume that an anonymous submission will qualify.
In particular, do not treat the scheme as a guaranteed fee for sending information. The stated condition that rewards are payable on recovery of evaded tax means that filing a report, receiving an acknowledgement or providing material does not by itself establish that a reward is due. The information available on DGGI’s reward-service page does not establish a fixed reward amount, percentage, timetable or universal eligibility rule. Check the current circulars and obtain guidance from the competent authority before making a decision based on a possible payment.

A suspected fake summons or other official communication is a different problem from reporting a business for suspected evasion. Verify the communication through an official route before responding, paying money or sharing documents. DGGI says the identifier used for verification can depend on the issuing platform and type of communication: it may be a DIN, eOffice Issue Number or GSTN RFN. Its page lists 011-20892081 as a verification helpline. Confirm the current number and process on the official DGGI site.

Do not rely on phone numbers, payment instructions or links supplied only in the suspicious message. Look up the official contact independently, then report the communication and provide the identifier and relevant details through the verified route. If the communication does not use one of the identifiers you expect, do not decide on that basis alone that it is genuine or fake; the identifier can vary by issuing platform and communication type, so check through the official verification route.

Before you send the report
- Have you identified the business, person, place or transaction without guessing at a GSTIN?
- Have you given dates or a clearly labelled time period?
- Have you described the observed conduct and explained which parts are inference?
- Can officials check the leads or records you have identified?
- Are any amount estimates clearly labelled and supported by a stated basis?
- Did you obtain the material lawfully, and are you using a contact route confirmed on an official site?
- Have you distinguished what you know from what you were told or concluded?
- Have you checked that a taxpayer helpdesk is not being mistaken for an evasion-reporting channel?
- If you are seeking information about a reward, have you avoided assuming that a report or anonymous submission qualifies?
A report should be accurate, proportionate and specific enough to be checked. You do not need to supply a legal conclusion or a speculative tax figure. State what you know, make uncertainty visible, identify any supporting material and use an official contact route. DGGI’s policy page notes that statutory records, notices and legal positions are governed by the underlying law and issuing authority; the relevant source document, circular or competent authority should be relied on for legal interpretation. A report is information for official review, not a legal determination.
Frequently Asked Questions
Where can I report suspected GST evasion in India?
You can contact DGGI or a geographically relevant DGGI/CBIC unit listed in DGGI’s official unit directory. DGGI’s homepage lists headquarters phone 011-20892081, control room 011-20892128 and email [email protected]. Verify current contact details on the official site before sending sensitive information.
Is there a mandatory GST-evasion complaint form or all-India online portal?
The official pages described here do not establish a single exclusive all-India portal or universally required complaint form. Use an official DGGI contact route or a relevant unit in the directory, and provide clear, checkable particulars. CBIC Mitra and GSTN technical helpdesks are described as taxpayer or portal issue support, not as an informant intake service.
Recommended Free Tools
What details should I include in a report?
Identify the business, person, premises or transaction; give the place and dates or period; describe the suspected conduct; explain why it raises a concern; and list records or leads officials could verify. Include a GSTIN only if reliable. Separate direct observations from assumptions, and support any approximate amount with its period and calculation basis.
Can I report anonymously, and will I receive a reward?
Do not assume an anonymous report qualifies for a reward. DGGI says rewards under the Informant Reward Scheme are payable on recovery of evaded tax and are governed by Board Circular No. 20/2015 dated 31 July 2015, read with Circular No. 36/2018 dated 5 October 2018. The reward-service page does not establish complete current eligibility, claim steps, calculation or timelines, or a guaranteed anonymous submission process. Ask the competent authority how your information and identity will be handled.
What should I do if I receive a suspected fake DGGI or CBIC summons?
Verify it through an official route before responding, paying or sharing documents. The identifier may be a DIN, eOffice Issue Number or GSTN RFN depending on the platform and communication type. DGGI lists 011-20892081 as a verification helpline; confirm the current process on the official site and do not use contact details supplied only in the suspicious message.
The Bottom Line
Send suspected GST-evasion information to DGGI or a relevant listed DGGI/CBIC unit. Make it factual and checkable: identify the subject, place and period; explain what you observed; distinguish facts from inference; and provide only lawfully obtained records or leads. Verify contact details before sharing sensitive material, and do not treat an allegation, anonymous submission or report alone as proof of guilt or a guaranteed reward.
