If you encounter suspected child sexual abuse material (CSAM), close it without downloading, saving, screenshotting, forwarding, or reposting it. Record only safe-to-capture locating details, such as the platform, account name, and URL, then use the official reporting route: NCMEC’s CyberTipline in the United States or an INHOPE member hotline elsewhere. Use a platform’s report and block tools as an additional notice, never confront the suspected offender, and contact emergency services first if a child may be in immediate physical danger.
What to do the moment you encounter suspected CSAM
You do not need to decide whether material legally meets a definition of CSAM before reporting a reasonable suspicion. Your role is to stop exposure, avoid creating another copy, and pass limited identifying information to an authorized reporting system.

- Stop viewing. Close the page, post, stream, direct message, or chat. Do not scroll through an account looking for more material.
- Do not handle the material. Do not download, save, screenshot, screen-record, copy, forward, repost, or upload the image or video. Do not send it to friends, moderators, journalists, a school, an employer, or an ordinary police inbox.
- Note only locating information, if safe. Write down the service or website, profile or account name, post or message URL, message or case ID, and approximate date and time. Capture this information without opening the material again or intentionally seeking additional files.
- Report through the official channel. In the United States, submit a report to the National Center for Missing & Exploited Children (NCMEC) CyberTipline. In another country, use the national hotline listed by an INHOPE member.
- Use platform controls when safe. A service’s built-in report and block options can alert its safety team, but that notice is supplementary and does not replace the official hotline or law-enforcement route.
- Do not contact the suspected offender. Do not warn, threaten, bargain with, expose, or investigate the account yourself.
INHOPE’s handling rule is explicit: “No, never share links or files with anyone outside the official reporting channels.”

How to report in the United States: NCMEC’s CyberTipline
NCMEC describes the CyberTipline as the nation’s centralized reporting system for suspected online child exploitation. Members of the public can report suspected online enticement, child sexual molestation, CSAM, trafficking, and related exploitation. NCMEC staff review submitted tips and work to identify a potential location so information can be made available to the appropriate law-enforcement agency.

Submit the report without creating new copies
- Open the CyberTipline reporting form using a clean, trusted route rather than returning to the page that contained the material.
- Describe what you encountered in your own words and identify the service, account, URL, message ID, and approximate date or time when those details are available without further exposure.
- Do not attach a downloaded file, screenshot, or screen recording unless the official form or an investigator specifically gives you instructions through that reporting process. The safe default is to provide locating information, not the suspected material.
- Read the form’s privacy language before deciding what contact information to enter.
- Submit the tip and keep the confirmation or reference information if the system provides it. Do not repost the report or its contents elsewhere.
What happens after a CyberTipline submission
NCMEC says every CyberTipline report is made available to law enforcement for independent review. A reporter who provides a name and contact information may hear from an NCMEC analyst or law enforcement if more information is needed. That follow-up possibility is the main practical difference between a minimal-contact report and one that includes reliable contact details.
How to report outside the United States: INHOPE member hotlines
INHOPE maintains a network of national hotlines. Use the member hotline for the country where you are located or where the reporting system directs you. The hotline assesses the report and, when necessary, coordinates with law enforcement and internet service providers for action.
Finding the correct national hotline
- Use INHOPE’s national-hotline directory to identify the member serving your country.
- Read that hotline’s submission instructions before reopening any page or message. Requirements and available languages can differ by country.
- Submit the URL, account or profile name, message identifier, date and time, and other context already in your possession, if the form requests it.
- Follow the hotline’s instructions for any subsequent contact. Do not send the material to a different organization “for a second opinion.”
If your country has no obvious member route, use the closest official public-safety or law-enforcement channel available locally and explain that you need the authority responsible for suspected online child exploitation. Do not compensate for uncertainty by distributing the files or links.
Do these 3 things before closing this tab:
1Clear out junk files and repair common Windows errors2Scan for outdated or missing drivers - takes under a minute3Repair Windows errors before they cause bigger problemsHow to report anonymously or with minimal personal information
“Anonymous” generally means choosing not to volunteer identifying contact details on the reporting form; it does not mean that every technical or legal aspect of an online submission is invisible. The safest decision is to read the specific form’s privacy language and provide only information needed to describe and locate the suspected material.

When withholding contact details may make sense
If you do not want follow-up, you can use the form’s anonymous or minimal-contact option when available. You can still provide useful locating details without giving your name. Do not invent a person’s identity or add unnecessary information about another individual.
When contact details can help
NCMEC says that a reporter who provides a name and contact information may be contacted by an analyst or law enforcement if more information is needed. If you are comfortable with that possibility, a reliable contact method can help clarify what you observed. Enter it only after reviewing the form’s stated privacy terms.
Protecting your own account and device
If the material arrived through an account you control, secure that account and preserve ordinary account records without moving the files. Use a new password where appropriate, enable available account security controls, and avoid opening the message again merely to collect more evidence. Account protection should not involve forwarding the material to another account or storage location.
What information is useful—and what is unsafe to collect
Useful locating details
- Name of the platform, website, app, or service.
- Profile, channel, group, or account name.
- Post, message, or profile URL, if you can copy it without reopening the material.
- Message, post, or case identifier shown by the service.
- Approximate date and time, including your time zone if known.
- A short description of how you encountered it, such as a public post or unsolicited direct message.
Information you should not create
- New downloads, screenshots, screen recordings, thumbnails, or copied files.
- Extra visits to an account, group, or site to find more examples.
- Mirror links, reposts, public warnings, or “proof” shared with others.
- Messages to the suspected offender that could alert them or put you at risk.
If a link itself is the only locating detail you have, give it only to the official reporting channel requested by the relevant hotline or authority. INHOPE specifically warns against sharing links or files outside official reporting channels.

Should you send a screenshot to police or a platform?
Do not make a screenshot simply because you think it will strengthen a report. A screenshot creates another copy of suspected CSAM and can expose you and other recipients to unnecessary risk. Start with the URL, account name, message ID, date and time, and a factual description.
If you already have an existing file or screenshot, do not forward it, upload it to a new service, or email it to an ordinary police or platform address. Tell the official reporter that the material already exists and ask for handling instructions through the official channel. Do not move or duplicate it while waiting for a response.
Immediate danger requires a different first step
An online report is not a substitute for an emergency response. If you have reason to believe a child may be in immediate physical danger, contact local emergency services or police first when it is safe to do so. Give responders the location, identity, timing, and other facts you can provide without searching for additional material. After the urgent call, complete the appropriate NCMEC or INHOPE report so the online content can be routed through the specialized system.
Do not attempt a rescue, surveillance, sting, or in-person confrontation. Your safety and the child’s immediate protection take priority over collecting more online evidence.

Common mistakes that can make reporting less safe
Forwarding the material to “the right person”
Friends, coworkers, moderators, teachers, and reporters are not automatically authorized recipients. Forwarding spreads the material and can interfere with a professional investigation. Use the official route instead.
Investigating the account yourself
Searching related usernames, joining private groups, or opening more files increases exposure and may alert the suspected offender. Report what you encountered; do not try to build a complete case.
Confronting or threatening the account owner
Contact can provoke deletion, retaliation, or danger to a child. Block the account if the platform allows it safely and leave investigative contact to the appropriate authorities.

Platform moderation can be useful, especially for stopping further distribution on that service, but it is supplementary. Submit to NCMEC in the United States or an INHOPE member hotline elsewhere as well.
Best Value
Delaying an emergency call to perfect the online report
When physical danger may be immediate, call local emergency services first. A complete URL or account history can wait; urgent protection cannot.
What to expect after you submit
- Review and routing: NCMEC reviews CyberTipline reports and makes every report available to law enforcement for independent review. INHOPE member hotlines assess reports and coordinate with law enforcement and internet service providers when necessary.
- Possible follow-up: If you supplied your name and contact information, an analyst or law-enforcement officer may ask clarifying questions. Answer through the channel that contacted you and do not send the material to a new address unless specifically instructed.
- Limited visibility: You may not receive details about an investigation or enforcement action. A lack of follow-up does not by itself mean the report was ignored.
- Personal safety: If the suspected account contacts or threatens you, stop engaging, preserve ordinary account information, use the service’s safety controls, and tell the reporting authority or local police.
