How to Report Sexual Misconduct at a U.S. University and What Happens Next

Contact your university’s Title IX coordinator or another responsible school employee to report sexual misconduct. A report and a formal complaint are different steps: you can ask about support without filing a formal complaint, while filing one engages the university’s grievance process. The details depend on the school’s current policy.

How to report sexual misconduct at your university

  1. Find the right contact. Check your university’s current Title IX or sexual misconduct webpage for the coordinator’s name and reporting methods. A student, employee, witness, or supporter may report; the person who makes the report does not have to be the person directly affected. The U.S. Department of Education’s sexual-harassment guidance also identifies responsible school employees as possible recipients.
  2. Use a listed reporting method. Follow the school’s instructions for contacting the coordinator or another responsible employee. The university’s page should explain whether it accepts reports online, by phone, by email, or in person; those options are institution-specific.
  3. Ask what happens to the information you share. Before giving details, ask whether the person or office is confidential, who may receive the information, and what the university may do next. The school’s policy and the particular resource determine those answers.
  4. Explain what support you need. You can ask about available supportive measures and the process without first deciding to file a formal complaint. If useful, write down the events and questions you want to raise, but ask the coordinator how the university handles information you provide.
  5. Request the applicable policy. Ask for the current sexual misconduct or Title IX policy, including its definitions, jurisdiction, procedure, timelines, and appeal options. A university’s process may depend on where the conduct occurred and how its policy defines the matter.

What is the difference between a report and a formal complaint?

Step What it does What to expect
Report Gives the university information about possible misconduct. The coordinator should promptly contact the complainant to discuss supportive measures and explain the formal complaint process, whether or not a formal complaint is filed. A report may lead to support, an explanation of options, or further action under the school’s policy; it does not itself guarantee a particular result.
Formal complaint Invokes the university’s grievance process under the applicable policy. The school must follow the relevant grievance procedure. Under the current federal framework, the school must also offer supportive measures to the respondent when a formal complaint is filed.

The Department of Education’s FAQ states: “The Title IX Coordinator must promptly contact the complainant to discuss the availability of supportive measures, regardless of whether a formal complaint is filed, and to explain the process for filing a formal complaint.” This is from the Department’s Frequently Asked Questions: Sex Discrimination, last reviewed June 30, 2025.

What happens after you contact the Title IX office?

Coordinator outreach and supportive measures

For a school with actual knowledge of sexual harassment in its covered programs or activities in the United States, the federal response must be prompt and not deliberately indifferent. The coordinator must promptly contact the complainant to discuss supportive measures and explain how to file a formal complaint. That discussion is required whether or not a formal complaint is filed, according to the Department’s Title IX FAQ.

Ask which measures are available under your university’s policy and how to request them. The federal sources do not establish that any particular measure will be provided in every case, so the coordinator and current campus policy are the place to confirm what is available.

If a formal complaint is filed

The university then follows its grievance procedure. OCR procedural material identifies steps such as notice, an impartial investigation, an opportunity to present evidence and witnesses, reasonable timeframes for major stages, written notice of the outcome and any appeal, and steps to remedy discrimination found. The school’s policy supplies the details; federal materials do not set one universal resolution date for every campus. See the Department’s OCR resolution document dated February 11, 2025 and the university’s own current policy.

A report or complaint is not a promise of a particular finding, sanction, investigation method, or timetable. Ask the coordinator which procedure applies and how the university will communicate decisions and any appeal rights.

Will the report be confidential?

Do not assume a report to the university will remain confidential. Whether an employee must share information, and with whom, depends on the university’s policy and the person’s role. If privacy is a concern, check the policy and ask a confidential campus advocate or counselor about confidentiality before describing the situation, if such a resource is available at your school. The Department’s guidance does not identify confidential resources for every university.

What if you fear or experience retaliation?

Title IX protects students from retaliation, and Department guidance describes school steps to prevent and respond to it. If retaliation occurs or you fear it, contact the Title IX coordinator or the university’s designated reporting channel. Check the institution’s policy for its reporting process and any steps it says it can take. See the Department’s sexual-harassment guidance.

Can you file a complaint with the Department of Education?

You may also contact the U.S. Department of Education’s Office for Civil Rights (OCR), which has a complaint process separate from the university’s. OCR guidance gives a general filing period of 180 days from the incident; that page was last reviewed October 3, 2024, so check the current OCR filing instructions for deadlines and any applicable exceptions. The university grievance process is generally not a prerequisite to filing with OCR, but OCR may not handle a matter while a comparable school or agency process is underway. Review OCR’s complaint-process questions and answers, last reviewed August 26, 2025, for how parallel proceedings may affect a complaint.

Which Title IX rules are in effect?

As of October 4, 2026, the U.S. Department of Education says its 2020 Title IX regulations are the basis for OCR enforcement. The Department says a federal district court vacated the 2024 Final Rule on January 9, 2025, and announced on September 28, 2026, that it had formally rescinded the 2024 rewrite and reinstated the 2020 regulation. See the Department’s September 28, 2026 announcement and its federal regulations page. Because federal rules and campus policies can change, check those official pages and your university’s current policy when deciding what process applies.
