If you witness racist abuse at a professional football match in England, tell the nearest steward or police officer as soon as it is safe. For abuse outside the stadium, on the way to or from a match, or online, report it to Kick It Out or The FA. If anyone is in immediate danger, call 999; for non-emergency police reporting, The FA lists 101.
The routes below cover England’s professional and grassroots football. They may not apply in Scotland, Northern Ireland or other countries; check with the relevant football association and police service there.

What should I do if I see or hear racist abuse inside a stadium?
At a professional match in England, report the incident to the nearest steward or police officer. The Premier League also recommends its reporting form or app through Kick It Out. Some clubs offer a confidential matchday text service, but the number and instructions differ by club: check the club’s current matchday guidance rather than relying on an old number.

How do I report abuse after the match, outside the stadium or online?
Kick It Out accepts reports through its online form and app. The FA directs spectators to Kick It Out for incidents outside the stadium, on the route to or from a professional match, and on social media; its guidance also lists reporting directly to The FA. Contact options can change, so use the details on the official pages:

Should I report it to the police?
A football-body report and a police report serve different purposes; you can use both if appropriate. The FA lists these police routes for professional-game incidents in England:
- 999: emergencies, including immediate danger.
- 101: non-emergency police contact.
- In person or online: contact your local police force using its reporting options.
Do not wait for a football authority to respond if someone needs urgent protection. For incidents that are not emergencies, explain what happened and where, and provide any information or evidence you can safely share.
Can I report anonymously?
England Football says anonymous reports are possible. However, investigators may need more information to follow up, and providing your name and evidence can improve the chances of identifying and sanctioning an offender. The choice is yours; report what you can, even if you do not want to give your name.

If it is safe, make a note of the words or conduct, the time and location, your seat or section, descriptions of those involved, any witnesses, and whether you told a steward or official. These are practical details to help explain the incident, not a mandatory official checklist. Do not risk your safety to gather evidence.

What happens after I report an incident?
Grassroots reports through England Football
For reports submitted through England Football’s form, the central FA team shares the case with the local County FA. The County FA investigates the evidence and decides whether to bring a charge. The FA says a charge may be raised when it considers there is sufficient evidence, on the balance of probability, that an offence occurred.
England Football’s anti-discrimination page says that “Over 60% of charges lead to a proven outcome with resulting sanctions against the offending party.” The page does not state the year for this figure, so it should not be read as a statistic for a particular season or as a guaranteed outcome for an individual report.

Reports made through a match official
In grassroots football, a match official records prejudicial incidents as an “Extraordinary Incident” in the post-match report. If the official did not witness the incident, they should take a statement from the player or spectator. The report goes to the County FA, which informs the reporter about progress and the investigation outcome.
On-field incidents in Premier League matches
The Premier League describes a separate protocol for abuse directed at someone on the pitch. The referee is informed and should stop play, then report the incident to the home club safety officer via the fourth official. If the abuse continues, the referee may consult police and the safety officer and suspend the match so the perpetrator can be dealt with. This is a match-official procedure, not a substitute for a spectator making a report.

England Football says people affected by discrimination can access specialist mental-health and emotional-wellbeing support delivered by Sporting Chance and funded by The FA. Its page describes one to six counselling sessions, with extra sessions considered exceptionally; sessions may be face-to-face within 45 minutes of home or online.
