Moderators should make the same context-based assessment, protect the targeted person’s privacy, act proportionately, and provide an accurate review or appeal path.
What makes AI-related harassment a reportable problem?
AI may be involved in writing, image creation, voice cloning, translation, or account automation. That involvement alone does not prove harassment. The relevant questions are what the content does, whom it targets, and how it is used.

- Targeting: Does the material name, depict, impersonate, or direct abuse at a person or identifiable group?
- Pattern: Is there repeated posting, coordinated activity, or encouragement for others to join in?
- Risk: Does it contain threats, expose private information, facilitate sexual exploitation, or create a credible danger offline?
- Context: Is it an unwanted attack, or part of a consensual discussion, criticism, satire, or moderation action?
- Rules: Which published community and platform rule covers the conduct?
These are practical questions drawn from policies that emphasize targeting, mass harassment, incitement, and context; they are not a universal “AI harassment” rule. A synthetic image can be abusive, but a generative tool can also be used in a lawful discussion or a criticism that does not violate policy.

Report an incident: a step-by-step process
1. Preserve the minimum evidence needed
Save the original post or message URL, the account or server name, and the date and time. Capture a limited amount of surrounding conversation when it establishes targeting, repetition, a threat, or coordination. Keep the material in its original form: do not edit, crop in a way that removes context, or repost it publicly. Avoid collecting unrelated personal data.

A message URL is specifically required for an EU Digital Services Act (DSA) message report on Discord. Other services may request different identifiers. If a post disappears, record the fact that it was removed and retain any lawful copy you already have; do not try to obtain private data or bypass access controls.
2. Use the platform’s official route
Choose the closest available category, such as targeted harassment, threats, bullying, hate, privacy violation, or non-consensual sexual content. Interfaces and category names differ, so select the option that describes the conduct rather than forcing an “AI” label that the service does not use.
Discord’s safety guidance identifies in-app reporting as its easiest route for Terms of Service or Community Guidelines violations. Meta’s Safety Centre links to reporting options for its services; apply the current policy for the specific service and content type.

Write a factual account: who was targeted, what was posted or sent, when it happened, how often it occurred, and what effect or risk is apparent. Identify the rule you believe applies. If AI authorship matters, explain the evidence and why it changes the risk—for example, a fabricated intimate image or a coordinated bot campaign—without presenting an assumption as proven fact.

A useful report separates facts from inferences:
- Fact: “The account posted five messages naming the same member within 20 minutes and asked followers to contact them.”
- Evidence: “Here are the message URLs and timestamps.”
- Policy connection: “This appears to be repeated targeted harassment and encouragement of others to participate.”
- Uncertainty: “The account may have used an image generator; the file metadata is unavailable.”
4. Protect the targeted person while reporting
Ask the person what assistance they want when doing so is safe and appropriate. Do not require them to repeatedly recount traumatic material. Limit evidence access to the people handling the report, and avoid forwarding abusive images or text to create awareness. If there is immediate danger, encourage appropriate local emergency or law-enforcement help in addition to platform reporting. The services discussed here do not establish one universal emergency route or confidentiality promise.
5. Save the receipt and decision
Keep the report confirmation, case number, and any decision notice. Note what action was taken, if the service tells you, and the deadline or link for an appeal. Response times vary with harm level, complexity, volume, technical problems, process changes, and backlogs; do not treat a published target as a guarantee.
How moderators should evaluate an AI-related report
Start with the rule and the specific content
Identify the exact message, post, account behavior, and community rule at issue. Do not decide solely because a post is labeled AI-generated. A moderator’s record should state the rule considered, the evidence reviewed, and the reason for the outcome.
Check context, pattern, and escalation signals
- Repeatedly targeting the same person or group.
- Mass harassment or a call for others to pile on.
- Coordination across accounts, servers, or channels.
- Threats of offline violence, stalking, or other imminent harm.
- Publication of a home address, phone number, workplace, or other private information.
- Non-consensual sexual material, including synthetic or altered imagery.
- A consensual debate, parody, artistic work, or criticism without targeted abuse.
Meta says context is important when assessing bullying and harassment and explicitly includes mass harassment in its policy. X’s Abuse and harassment policy prohibits malicious, unreciprocated targeting and encouraging others to target people; the page displays a March 2024 update. X also says it may need to hear directly from the targeted person to understand context and take proportionate action.

Separate identity questions from conduct questions
You do not need to prove which model, tool, or person generated a post before addressing harmful conduct. A moderator can act on a threat, doxxing, impersonation, or coordinated abuse even when authorship is uncertain. If authorship is relevant to a rule, record the basis for the conclusion and allow for uncertainty.
Use a risk-based decision
Consider the severity, likelihood of further harm, reach, vulnerability of the target, and whether the behavior is continuing. Preserve evidence before removal when feasible and restrict access to it. A quick temporary restriction can be appropriate while a high-risk case is investigated; a low-risk dispute may call for a warning or facilitated resolution instead.

Do not disclose a reporter’s identity or unnecessary personal information in a notice. Enforcement choices made by one platform cannot be assumed to be available or required on another.
Support the targeted member and reduce repeat exposure
- Offer links to the platform’s block, mute, privacy, and reporting controls.
- Ask whether the person wants updates, and use their preferred safe contact method.
- Do not make them view or describe every copy of harmful material.
- Keep case files restricted to moderators who need them.
- Record any retaliation or new accounts so a pattern can be evaluated without redistributing the abuse.
Discord states that it does not share a reporter’s identity with the reported account, including when a report is appealed, unless legally required; its guidance identifies a specific DMCA exception involving complaint details. That is Discord’s stated practice, not a guarantee for every service or community.

Platform rules, interfaces, deadlines, and eligibility can change. Verify the current instructions shown when you file a report. A platform-policy complaint is not the same as a report that content is illegal under local law.
When an EU DSA route or appeal may apply
The Digital Services Act procedures described by Discord and X apply only to certain users, services, content types, and decisions. First read the decision notice: it should indicate whether the decision is eligible for internal review and how to submit it. Keep the original report, URLs, dates, and your explanation of the rule. Discord says eligible users have six months to appeal specified decisions; that period is not a universal deadline for every Discord action or every platform.
Use an internal community reconsideration process as well when one exists. A good appeal explains which evidence or context was missed, identifies the rule, and requests a specific correction. It should not republish the abusive material or reveal the target’s private information.
AI-provider rules are a separate layer
If the harmful material was generated with a covered AI service, that provider may have its own acceptable-use or safety reporting route. Meta’s Llama 2 Acceptable Use Policy prohibits using or allowing the model to facilitate harassment, abuse, threats, or bullying and lists routes for reporting policy violations and risky generated content. That policy applies to covered uses of Llama 2; it does not govern every AI tool, platform, or online community.
Report the community behavior to the host platform even if you also contact an AI provider. A provider may be able to address misuse of its model, while only the host platform or community can remove the post, restrict the account, or protect members in that space.
A concise moderator case record
Use a restricted record with these fields:
- Case ID, date received, and moderator assigned.
- Original URLs, account or server identifiers, and timestamps.
- Rule(s) considered and a short description of the conduct.
- Context showing targeting, repetition, coordination, threat, privacy exposure, or consent.
- Risk level and any immediate safety measure.
- Action taken, date, and notice sent to the reporter and target where appropriate.
- Appeal or reconsideration route, deadline, and final outcome.
Store only what is needed, restrict access, and set a deletion schedule consistent with your community’s privacy obligations. Never place sensitive screenshots in a public moderator channel or use them for training or entertainment.
Where to find enforcement information
There is no verified, directly attributable statistic in the cited material that measures reporting or moderation of AI-related harassment specifically. For broader platform enforcement data, Meta says it publishes quarterly Community Standards Enforcement Reports, while Discord maintains a Transparency Hub with transparency and DSA reports. Those publications can describe wider enforcement activity, but they should not be presented as a statistic about this exact problem unless the relevant figure and scope are stated.

- Have you saved the original URL, account or server, date, time, and essential context?
- Have you avoided editing, reposting, or unnecessarily sharing harmful material?
- Did you choose the platform’s closest conduct-based category?
- Did you describe targeting, repetition, coordination, threats, privacy exposure, or consent?
- Did you distinguish verified facts from assumptions about AI authorship?
- Did you identify the community or platform rule that may apply?
- Did you protect the target’s privacy and ask what support they want?
- Did you save the confirmation and check the correct appeal or review route?
- If there is immediate danger, did you seek appropriate local emergency or law-enforcement help as well as platform action?
