If an AI service, its output, or someone using it has caused harm, report the issue to the service first and save a copy of your report. Then choose a government or specialist reporting route based on what happened: the FTC for deceptive or unfair business practices, the FBI’s Internet Crime Complaint Center (IC3) for cyber-enabled crime, the FBI tip form for other federal-crime information, and dedicated resources for nonconsensual intimate images. No single channel is a general-purpose regulator for every kind of AI misuse.
This guide focuses on U.S. reporting routes. The right option can differ by state, locality, country, and AI provider; check the service’s current help center and relevant local authority.

Where should I report AI misuse?
Start with the service involved, then report separately to an agency or specialist resource when the conduct fits its remit. A service complaint asks a provider to review activity under its own policies; a government report shares information with an agency whose authority depends on the alleged conduct.

The reviewed U.S. agency materials do not identify an all-purpose federal portal for AI misuse. Choose the route by the conduct, not simply because AI was involved.

How do I report an AI chatbot or service?
- Find the provider’s current reporting route. Look in its help center for report, safety, privacy, or support options. The correct channel and required details vary by service.
- Describe what happened factually. Include the relevant account or username, dates and times, URLs, and the message, output, or activity at issue. Separate what you directly observed from what you suspect.
- Submit the report and retain a copy. Save the text you sent, a confirmation number or email, and any follow-up. Keep these with the underlying evidence.
- Use an external route if the conduct fits one. A provider report does not replace a complaint to the FTC, IC3, the FBI, or a specialist image-abuse service when appropriate.
What evidence should I save?
Keep the original material where possible and preserve enough context for someone else to understand what happened. IC3 advises complainants to retain relevant items safely in case investigators or prosecutors request them; its guidance also identifies transaction information that may matter in fraud complaints. - The original material: Save the message, AI output, email, page, or post. Do not edit your only copy.
- Service and account identifiers: Record the AI service or app name, account name or username, and relevant page or post URLs.
- Dates and times: Note when events occurred and include the time zone if known. The FBI asks for the date and time of online activity in its tip guidance. FBI tip guidance
- Payment details, if relevant: For a suspected scam or other financial loss, retain account information, transaction date and amount, and recipient details if available. IC3 FAQ
- Reporting records: Keep your submission and the service’s confirmation or response in a safe location alongside the evidence.
If you need to redact or annotate a copy before sharing it, preserve a separate original. Screenshots can help show what appeared on a screen, but do not assume they alone establish authenticity; the cited agency guidance does not prescribe a specific forensic capture method or evidence product.

What if an AI-generated intimate image is shared without consent?
Nonconsensual intimate imagery, including AI-generated deepfakes, calls for a distinct response. FTC guidance covers intimate images shared or threatened without permission and points people to different resources depending on age. FTC guidance and FTC deepfake guidance
Request removal from the platform
Report the image through the platform’s removal process and keep a record of the request. Under the Take It Down Act process described by the FTC, a covered platform must remove qualifying images and duplicates within 48 hours after a valid request. If the platform does not act within that period, or its request process cannot be found or is broken, the FTC directs users to TakeItDown.ftc.gov. The FTC page says its form asks which platform is involved, where the image is posted, and about the removal request; it describes reports concerning up to five images on one platform. Choose a specialist resource by age
- Adults: The FTC identifies StopNCII.org, a free global tool operated by the nonprofit Revenge Porn Helpline.
- Minors: The FTC points to NCMEC’s Take It Down and CyberTipline.
- Perpetrators, threats, or blackmail: Local law enforcement or the FBI may be appropriate. If someone is blackmailing you, FTC guidance advises not paying or giving them financial or device access, ending contact, and seeking trusted support. FTC guidance
What happens after I file?
Filing shares information; it does not guarantee a response, investigation, or particular outcome. IC3 says it analyzes complaints and may refer them to federal, state, local, or international law enforcement and partner agencies. If you have new information for IC3, its FAQ advises filing a new complaint and keeping supporting items safely. IC3 and IC3 FAQ
