Submit that record to the U.S. Fish & Wildlife Service (USFWS) through its online law-enforcement tip form or by calling 1-844-FWS-TIPS (1-844-397-8477). You can also send an eligible online listing to the Coalition to End Wildlife Trafficking Online. If the seller is also trying to steal money, file a separate consumer-fraud report with the Federal Trade Commission at ReportFraud.ftc.gov.
Do not buy the animal or product, message or threaten the seller, enter a closed group under false pretenses, or publicly accuse anyone. A listing can look suspicious while still requiring a species-, location-, permit- and jurisdiction-specific legal assessment. Report the observable facts and let the relevant authority determine whether a violation occurred.

Start with a safe, usable record
Online listings can be edited or deleted quickly. The most valuable step is therefore preservation, not investigation. Work from what is visible without increasing your risk or changing the seller’s behavior.

- Copy the full URL. Include the post, item, or listing identifier after the main domain whenever one is visible. A profile URL alone may not identify the specific offer.
- Take screenshots. Show the item or animal, seller or account name, platform, stated location, species or product description, price, and transaction terms. Include the page address and any visible date or time. Capture enough surrounding context to show that the material belongs to the named account.
- Keep the originals unchanged. Save the unaltered files and make a separate copy if you need to crop or annotate a working version. Do not add arrows, filters, or text to the only copy.
- Write a contemporaneous note. Record the date and time you encountered the listing, the platform, the seller handle, and the specific details that raised concern. Separate what you saw from what you infer.
USFWS asks for information about where and when an event occurred and what the reporter witnessed. For online sales, it specifically asks for the full website URL and screen captures. As Tina Shaw of USFWS puts it: “If you suspect that someone is trafficking in wildlife online, include the full website URL and take screen captures of the potentially illegal sale.”

Collect only what you can obtain safely
USFWS guidance allows photos or video when available, but safety controls the decision. Do not arrange a meeting, make a purchase, send a deposit, ask the seller to prove the animal’s origin, or continue a conversation to obtain more material. Do not share the listing more widely than necessary; resharing can alert a seller, expose personal information, or increase demand. If the content is behind a closed group, preserve what you can lawfully see rather than joining with a false identity.
Choose the reporting route
The right destination depends on the country, the type of conduct, and whether money was taken. These routes can be used together when their purposes differ.

Report a suspected U.S. wildlife crime to USFWS
Online submission
Use the USFWS law-enforcement tip form for a suspected wildlife crime. Include the complete listing URL and attach screenshots of the potentially illegal offer. Explain the sequence in plain language: when you found it, what account posted it, what species or item was described, what location or transaction terms were stated, and which facts caused concern. Upload safe, relevant images or video if you have them.

USFWS public guidance says: “If you believe you have information related to a wildlife crime, email or call us with information about where and when it occurred, along with what you witnessed.” That instruction is useful even when the event took place entirely online: identify the listing’s stated location, explain when you viewed it, and describe the content rather than presenting a legal conclusion.
Telephone submission
Call the FWS TIPs line at 1-844-FWS-TIPS (1-844-397-8477). Have your URL, screenshots, timeline, seller handle, and a concise description ready so the receiving staff can record the lead accurately. If you prefer not to identify yourself, USFWS says reports can be anonymous.

Urgent hunting or fishing violations
USFWS Office of Law Enforcement guidance directs people who need immediate help with a hunting or fishing violation to contact the relevant state fish-and-wildlife enforcement agency or local police. For other wildlife crime, use the USFWS wildlife-crime reporting route. If anyone faces an immediate physical threat, contact emergency services rather than approaching the seller or attempting to intervene.
Confidentiality and possible rewards
USFWS says tipsters may remain anonymous and may discuss possible rewards with the receiving special agent. A reward is discretionary, tied to specific federal wildlife laws, and not guaranteed. Do not withhold a report while waiting to learn whether payment will be available.
Use the Coalition route for an online listing
The Coalition to End Wildlife Trafficking Online accepts reports about suspected illegal wildlife products offered for sale, including live endangered species and products made from wildlife parts. It reviews submissions and works with company partners on relevant cases, including removal of listings that violate the partners’ prohibited-wildlife policy framework.
The Coalition’s current intake notice excludes reports from Europe. That is a current availability statement, not a permanent rule; check the live report page immediately before relying on it. If the form is unavailable for your region, send the evidence to the appropriate national or local wildlife authority instead. TRAFFIC directs people who encounter suspected illegal online wildlife trade to the Coalition and explains that such reports can support law-enforcement action and help identify trafficking trends.
Submit the same factual record you prepared for USFWS, but follow the Coalition form’s own requested fields. A Coalition submission is a platform-partner channel, not a substitute for an official wildlife-crime report when a U.S. or other government authority has jurisdiction.

Reporting outside the United States
Wildlife law is jurisdiction-specific. Outside the United States, identify the national or local agency responsible for wildlife crime, environmental enforcement, customs, or police and verify its current reporting process. The available guidance does not establish one worldwide portal or a complete country-by-country directory.

Do not assume that the USFWS telephone number, U.S. federal definitions, or U.S. anonymity rules apply in another country. Preserve the digital record before contacting an authority, then ask whether it wants the original files, a secure upload, or a particular reference format. If the listing involves movement across borders, mention every stated country, shipping route, and collection or delivery point.
When the listing is also a scam
Some fake exotic-pet sellers use social-media accounts to request deposits, shipping fees, insurance payments, or other money for an animal that does not exist. The FTC directs consumers to report that type of fraud at ReportFraud.ftc.gov. Include payment records, account names, messages, invoices, and the listing URL that connects the request to the seller.
A fraud report and a wildlife-crime report answer different questions. The FTC report concerns deceptive money-taking; USFWS or another wildlife authority assesses whether the advertised animal or product involved illegal wildlife trade. File both when both concerns are present.
Describe suspicion without declaring guilt
The Department of the Interior notes that online trade includes both legal and illegal wildlife products and that the total amount of illegal online trade is difficult to quantify, partly because investigators cannot see encrypted apps and closed groups. A photograph may not establish a species, a seller may hold a permit, and rules can differ by place and by whether the item is a live animal, a part, or a manufactured product.

Use language such as “the listing states,” “the account claims,” and “I observed.” Then identify the concrete reason for concern: a species appears protected, the stated origin conflicts with the location, the seller offers a prohibited part, a permit is missing where one would normally be expected, or the transaction appears to evade ordinary shipping or documentation. Avoid posts that label a person a trafficker before an authority has assessed the facts.
Do not attempt your own species identification as proof. If you have a well-supported identification, present it as an observation and explain its basis; do not turn it into a definitive legal conclusion.

Most social networks and marketplaces provide an in-app or help-center report function. Use the listing’s own “report” control when available, select the closest wildlife, prohibited-goods, endangered-species, or illegal-activity category, and attach the URL or screenshots if the interface permits. Save the platform confirmation number or email.
Platform procedures and policies change. A 2016 WWF publication described a harmonized wildlife-trade policy framework endorsed by a group of technology and commerce platforms, but that historical publication does not confirm any company’s present policy, membership, or interface. Treat a platform report as a parallel notice, not as evidence that law enforcement has received the case. Send the same preserved record to the appropriate authority.

Do not engage the seller
- Do not negotiate, bait, threaten, or warn the account.
- Do not buy an animal or wildlife product to “prove” the listing.
- Do not arrange an in-person meeting or attempt a rescue.
- Do not reveal your name, address, workplace, or other personal information in messages.
Direct contact can put you at risk, encourage the seller to delete material, and complicate an investigation. USFWS advises maintaining a safe distance for crimes in progress; the same principle applies online when contact could expose you or alter the evidence.
Keep a clear evidence log
- Use a consistent filename that includes the date and a neutral description, while retaining the original file metadata where possible.
- Record the URL exactly as copied, the account handle, the platform, and the time zone used for your notes.
- Mark which statements are direct quotations from the listing and which are your observations.
- Store a backup in a location protected by a strong password and two-factor authentication.
- Keep confirmation emails, case numbers, and the date of every submission.
These practices are practical ways to supply the fields authorities commonly need; no single checklist is mandatory for every platform or agency.
What may happen after you submit
An agency or platform may ask follow-up questions, seek the original files, forward the matter to another jurisdiction, or take no visible action. A platform may remove a listing under its own policy without confirming that a crime occurred. Conversely, a listing can remain visible while an authority assesses it. Neither outcome proves that the original suspicion was right or wrong.
USFWS investigates wildlife crime with federal, state, Tribal, and international partners. The Coalition describes reviewing reports and working with company partners on relevant policy violations. Neither route promises an investigation, removal, a particular response time, or a reward. Keep your reference information and respond to legitimate follow-up requests without conducting additional undercover work.
Why online wildlife reports matter
Authorities and conservation organizations use individual reports to connect accounts, locations, species, and transaction patterns. A single listing may reveal a repeated seller identity or a new trafficking method. The USFWS has illustrated the seriousness of wildlife crime with a case involving 120 native map, painted, and softshell turtle eggs and a $1,500 reward. Those figures describe that specific case, not the prevalence of online trafficking and not a standard reward amount.
Because investigators cannot observe every encrypted app or closed group, no available figure captures the full volume of illegal online trade. A careful, well-preserved report is useful even when the observer cannot determine the final legal status.
