Use the Report control on the post, List, profile, or Direct Message, preserve the evidence first, and choose the abusive or harmful category that best describes what you saw. If the material may violate a specific law where it is accessible, use X’s dedicated illegal-content route when it is available; in the European Union, that means the Digital Services Act (DSA) form rather than only an ordinary Rules report.
Keep the original URL, account handle, date and time, screenshots, exact wording or media, and the confirmation email or notification. X says properly submitted reports are acknowledged within 24 hours, usually resolved within a few days, and can take up to 30 days when user input or an appeal affects the process. A report is a request for review, not an automatic suspension or a finding that the post is criminal.

Preserve evidence before you report
Save the material while it is still visible. X’s reporting flow may hide or replace reported content in your interface, and the author may delete or edit it afterward. Your own record is therefore important if you need to explain the conduct to X, a regulator, a lawyer or law enforcement.
- Copy the direct URL to the post, List, profile or Direct Message. Do not rely only on a search result or a shortened link.
- Record the account handle exactly as shown, plus the date and time and your time zone.
- Take screenshots that show the full context, including the handle, surrounding replies and any image, video or audio.
- Write down the exact words, symbols, slurs, threats or imagery. Note whether the material was posted, reposted, sent privately or placed in a List.
- Keep related URLs and screenshots together in a folder or document. Do not alter the original files; make working copies if you need to redact personal information for sharing.
Preserving evidence does not mean downloading or redistributing abusive material. Keep access limited, particularly where the content includes personal data, sexual material or threats.

Choose the reporting route that matches the problem
The right route depends on the legal basis for your complaint and who is filing it. A normal X report asks whether content violates X’s Rules. An illegal-content report asks whether it is unlawful under a particular country’s law. Those are related questions, but they are not the same finding.

For an EU DSA complaint, X says it does not disclose the complainant’s identity to the reported account. The reported account may be told about enforcement and available appeal rights. That confidentiality statement applies to the EU illegal-content process; do not assume that every type of report has identical handling.
How to submit an ordinary X report
Report a post
- Open the post and confirm that you are looking at the original item, not a screenshot or quote of it.
- Open the post’s overflow menu.
- Select Report.
- Choose the abusive, harmful or other category that best fits the conduct.
- Answer the follow-up questions. Give the exact context, identify the protected group or individual targeted, and include any requested details rather than adding unrelated commentary.
- Submit the report and save the confirmation shown in the app or sent by email.
Report a List or Direct Message
Open the List or Direct Message, use its overflow menu and choose Report. Select the category that best describes the material, complete the follow-up questions and submit. Save the URL or other identifying details before sending the report, because a reported Direct Message or List may no longer be displayed in the same way afterward.
Report an account when the account itself is the problem
When the conduct is centered on an account or a pattern of hateful activity, use the account-reporting control available from the profile or the relevant reporting screen. Include a direct link to the profile and links to representative posts when the form requests them. X’s policy instructions also describe account-reporting controls for certain hateful-entity violations that can be used by people who do not have an account.
Submitting the report does not itself suspend the account. X reviews the material and decides whether an enforcement action is warranted under its Rules.
Use the EU DSA illegal-content form when the material may break the law
If the content is illegal under the law of an EU member state or another applicable jurisdiction, an ordinary Rules report may not be the correct legal channel. EU users should use X’s dedicated DSA illegal-content form. It is separate from the normal Terms-of-Service reporting flow.

- Open X’s EU illegal-content reporting route.
- Identify the country whose law you believe is relevant.
- State the legal reason in concrete terms. Explain which words, images, threats or calls to action you believe violate that law; do not describe the material only as “offensive.”
- Provide the direct URL, account details, date and time, and the surrounding facts requested by the form.
- Attach or describe supporting evidence if the form permits it, while limiting personal information that is not necessary.
- Submit the form and retain the receipt, case details and any confirmation email.
X says it confirms receipt, routes the complaint for review, provides an outcome when it has enough information and offers an appeal. A legal-content form is not a substitute for an emergency call or a formal report to local authorities where someone faces immediate danger.

Build a tracking record
The most reliable tracking record is the combination of your submitted report, the saved content URL and your evidence. Keep these fields together:
- Submission date and time, including time zone
- Report type: ordinary Rules report, EU DSA complaint or official legal request
- Direct URL or account identifier
- Category selected and the legal reason, if you used the DSA form
- Confirmation email, in-product notification or case reference
- Any later message from X and the date you received it
Do not delete the confirmation message after the content disappears. If you need to contact X again or explain the chronology to an authority, the message and your saved URL establish what you submitted and when.
Know the published timing
X’s Help Center says it acknowledges properly submitted reports within 24 hours. The same guidance says reports are typically resolved within a few days. Some cases can take up to 30 days when X needs additional input from a user or when an appeal affects the timing. These are X’s stated service ranges, not a guarantee that every hate-speech report will receive a decision within a particular number of hours.
There is no authoritative percentage in the cited X guidance showing how many hate-speech reports are upheld, removed or appealed. Do not treat a lack of an immediate visible change as proof that the report was rejected; X may be reviewing the item, may have limited its visibility, or may have taken action that is not visible to you.

Check the email address associated with your account and your in-product notifications. X says follow-up messages can include the text of the posts reported. Save those messages with your original evidence. A notification may describe the outcome without restoring the reported material to your timeline.

What “illegal hate speech” means on X
X’s Hateful Conduct policy prohibits targeting an individual or group with abuse based on perceived membership in a protected category. The policy covers hateful references, incitement and related conduct, and directs users to report suspected violations. X states: If you see something on X that you believe violates this policy, please report it to us.
That policy standard is not the same as a criminal-law finding. Whether speech is illegal depends on the country, the specific law, the exact wording or imagery, the target, the surrounding context and facts such as intent or incitement. A post can violate X’s Rules without being a crime, and a potentially unlawful post may require the DSA route or an official legal request rather than only an ordinary report.
When you describe the material, separate what you observed from your legal conclusion. Quote the relevant words, explain who was targeted, identify any call for violence or discrimination, and state the country and law you believe applies. This gives the reviewer usable facts without asking X to infer the entire legal analysis from a label.
Appealing an EU illegal-content decision
If X issues an EU illegal-content decision that appears wrong, use the appeal route described in the EU help material and follow the deadline or instructions in the decision notice. Re-state the URL, the relevant country and law, and the facts that the initial review may have missed. Keep the original submission and the decision together so the appeal addresses the same material.
The reported account may be notified about enforcement and appeal rights. X says the EU complainant’s identity is not disclosed to that account. Avoid adding unnecessary identifying information to an appeal, and do not contact the reported user to argue about the case.
The documented appeal process in this context is tied to an EU illegal-content decision. Do not assume that an ordinary X Rules report has the same statutory appeal steps; rely on the instructions in the message X sends for the specific report type.

Reporting without an X account
X says anyone can report violent and hateful-entity violations, including people without an account, through the in-app or desktop account-reporting controls described in its policy. A person without an account should still preserve the direct URL, handle, screenshots and exact wording, then provide the requested context in the reporting flow.

No-account reporting does not change the need to identify the material accurately. If the page has changed or the content is no longer publicly visible, explain when you saw it and provide the saved evidence. Keep a copy of whatever confirmation the reporting screen provides.
When an official request is the appropriate route
Authorized government and law-enforcement officials should use X’s Legal Request Submission form rather than presenting an official investigation as an ordinary user report. The form asks for the official’s identity, jurisdiction, direct URLs or account details, the reason for the request—including hate speech—and the action sought.
Private users should not impersonate officials or submit an official request on an agency’s behalf. If you believe a crime occurred, preserve the evidence and contact the relevant local authority; tell that authority that X may hold account or content records and provide the direct URLs you saved.
Immediate threats require escalation beyond X
If a post contains an imminent threat, credible incitement or an immediate danger to a person or place, preserve the evidence and contact local emergency services or law enforcement in addition to reporting it to X. Include the direct URL, account handle, exact words, screenshots and the time you observed the threat.

X’s forms are platform processes. They do not provide emergency response and do not decide which criminal law applies in your location. Do not wait for an acknowledgment email when someone may be in immediate danger.
Troubleshooting common reporting problems
The post disappears before you finish
Submit the report using the URL and account details you saved. Attach screenshots and explain when the content was visible. A deleted or hidden post may still be identifiable from the direct link, and your evidence preserves the context for review.
You submitted a report but see no immediate action
Check your email and in-product notifications, including filtered mail folders. X says acknowledgment can arrive within 24 hours and that resolution commonly takes a few days. Keep the report record rather than repeatedly submitting the same information before that window has passed.
The content remains visible after reporting
Reporting is not an automatic takedown. X reviews the material under its Rules or, for an EU DSA complaint, under the applicable illegal-content process. A visible post may therefore mean that review is pending or that X did not find a basis for the action you requested.
You selected the wrong category
Use the confirmation and follow-up message to see whether X requests more information. If the material may be unlawful in the EU, make sure you used the DSA form and supplied the country and legal reason; an ordinary abusive-content report does not replace that route.
You reached the stated time range without a decision
Keep the confirmation, URL and evidence together and use any reply or appeal instructions X provided. Cases involving user input or an appeal can take up to 30 days according to X’s stated guidance. If there is an immediate safety risk, escalate to emergency services or law enforcement instead of waiting for platform review.
What a strong complaint contains
- A working direct URL and the exact account handle
- The date, time and time zone you observed the content
- Unedited screenshots and the exact words or media
- The protected category or individual targeted, if relevant to X’s Hateful Conduct policy
- A concise description of threats, incitement or other harmful conduct
- The country and specific legal reason for an EU DSA complaint
- Your confirmation email, notification or case details
These details let X distinguish a specific, reviewable complaint from a general statement that an account is unpleasant. They also give you a defensible record if the material is deleted, changed or later becomes part of an official investigation.
