How to Report Fish Abnormalities or Pollution in a Local Waterway

Report suspected pollution or degraded aquatic life to the relevant state water program. If you see an unusual number of dead fish, report the evidence immediately to your state water-quality or fisheries-management office. Give officials the waterbody, precise location, state, observation date, and a factual description of what you saw. Do not claim a pollutant or cause that has not been established: fish kills can result from low oxygen, contaminants, insufficient water, disease, or other conditions.

Start with the right reporting route

There is no single nationwide phone number or universal online form for every waterway. The responsible office depends on the state and sometimes on whether the incident concerns pollution, a fish kill, fisheries management, or another aquatic-life problem. EPA’s How’s My Waterway guidance says state water programs may have more current or more locally detailed information than national waterway resources.

What you observed First office to contact Timing Purpose of the report
Suspected pollution, a spill, unusual water conditions, or degraded aquatic life Your state water program or equivalent environmental agency As soon as practical, while the condition can still be investigated Document the location and observed condition so the agency can determine the appropriate response
An unusual number of dead fish in one place or along a waterbody Your state water-quality office or state fisheries-management office Immediately, according to EPA reporting guidance Alert officials to evidence of a fish kill; the report is an observation, not a diagnosis
A suspected cause you personally observed, such as a visible discharge The same state water or fisheries office, following its local instructions Promptly Provide an observable lead without asserting that it is the confirmed cause

Search your state agency’s official website for its water-pollution, fish-kill, environmental-incident, or fisheries-reporting page. Use the current local instructions rather than relying on an old form, a national directory, or an address copied from an unrelated state.

Know what qualifies as a reportable observation

Fish abnormalities

An abnormality can be a visible change in a live fish, unusual behavior, or a pattern affecting multiple fish. Record exactly what is visible: for example, lesions, discoloration, deformity, loss of balance, gasping, unusual clustering, or fish remaining at the surface. Avoid labeling the condition as poisoning, a specific disease, or a particular chemical unless an agency or laboratory has established that conclusion.

Fish kills

EPA describes a fish kill as an unusual number of dead fish in one place or along a waterbody. A report remains useful even when you cannot count every fish. State the approximate scale and explain how you estimated it, such as “dead fish visible along roughly 100 yards of shoreline” or “several dozen observed in a cove.” Do not convert a quick visual estimate into a precise count.

Possible pollution or degraded aquatic life

Report unusual color, foam, sheen, odor, a visible discharge, distressed aquatic animals, or a sudden change in water conditions when you can describe the observation clearly. These signs can justify an agency review, but appearance and smell do not prove that water contains harmful chemical pollutants.

Record the details officials need

Write down the information before you call or submit an online report. If the condition is changing, note the time first and complete the remaining details afterward. A concise, dated account is more useful than a confident explanation unsupported by observations.

  • Waterbody name: Use the lake, river, stream, canal, pond, bay, or other local name. If it has multiple names, include each one you know.
  • Most precise location: Give the access point, shoreline, bridge, dock, park, road crossing, landmark, or other identifiable place. Include coordinates only if you already have them; do not delay a report while trying to obtain them.
  • Administrative location: State the nearest town or county and the state. This helps route the incident to the correct program when waterways cross jurisdictional boundaries.
  • Date and time observed: Include when you first noticed the condition and, if you returned, when it changed.
  • What you saw: Describe live abnormalities, dead fish, other affected wildlife, water appearance, foam, sheen, odor, or a visible discharge using plain, observable terms.
  • Extent: Explain the affected area and give an approximate number or range only when you can reasonably estimate it. Include whether fish were concentrated or spread out.
  • Water type and setting: EPA’s historical sample incident form asked for the type of water. You can identify it as a stream, river, lake, pond, estuary, or another setting, but that old form is not a current filing requirement.
  • Possible source: Mention a pipe, ditch, outfall, storm drain, runoff path, unusual activity, or other source only if you actually observed it. Describe what happened and where; do not state that it caused the incident.
  • Your contact details: Provide the information the current state form requests if you want an investigator to clarify the report. If the agency allows anonymous reports, follow its stated option.

How to report the incident step by step

  1. Pause and observe from a safe location. Note the condition without entering the water or handling fish. There is no universal national sampling or handling procedure, so do not improvise one when a state agency has not given instructions.
  2. Identify the waterbody and location. Record the name, nearest town or county, state, and the most specific landmark or access point you can provide.
  3. Record the observation date and time. If you are reporting later, distinguish the time you saw the condition from the time you contacted the agency.
  4. Describe the evidence. State what was visible, how much of the area appeared affected, and whether the fish were alive, dead, distressed, or behaving unusually. Use approximate quantities when necessary.
  5. Separate observations from possibilities. You can say that a discharge was visible upstream or that the water had an unusual sheen. Say that the source or chemical is unconfirmed unless officials have identified it.
  6. Find the current state reporting channel. Use the official state water program for suspected pollution or degraded aquatic life. For a fish kill, use the state water-quality or fisheries-management office specified by that state.
  7. Submit the report through the channel the state provides. That may be a phone line, web form, email address, or another intake method. National EPA material does not establish one method that applies everywhere.
  8. Keep the confirmation or reference number. If the state system supplies one, save it with your notes. If it does not, record the date, office, and method you used.
  9. Follow the agency’s requests. Officials may ask for clarification, additional location details, photographs, or a safe way to provide more information. Follow their instructions rather than collecting or transporting samples on your own.

Use factual language in the report

A useful report answers “what, where, and when” before it discusses a possible cause. This format keeps your account credible and gives an investigator a clear starting point.

Subject: Possible fish kill at [waterbody] near [landmark], [state]

I observed [live abnormalities/dead fish/unusual water condition] on [date] at about [time] at [specific location].
The affected area appeared to extend approximately [distance or area]. I observed about [approximate number or range] [fish or other animals], described as [visible condition].
I also observed [water appearance, odor, foam, sheen, discharge, or other fact].
A possible source I noticed was [location or activity], but I cannot confirm that it caused the condition.
Please advise whether you need additional information or have a current reporting procedure for this site.

Replace the bracketed text with your own observations. Do not present the template as an official state form; it is simply a way to organize a clear account.

Do not diagnose pollution by sight or smell

EPA’s public guidance states: “You cannot tell if a fish or waterbody contains chemical pollutants by look or smell.” Clear water can still contain contaminants, and unusual color or odor can have causes unrelated to a harmful chemical. Visual evidence can justify reporting, but it cannot establish contamination.

EPA also states that “the only way to tell if fish contain harmful levels of chemical pollutants is to have them tested in a laboratory.” A consumer water-testing kit, a home inspection, or a smell test is not a substitute for agency assessment or laboratory analysis. Do not tell other people that fish are safe or unsafe to eat solely because they look normal or smell normal.

These limits apply to chemical contamination and fish testing. They do not mean an observation is unimportant: a sudden fish kill, visible discharge, or widespread distress is still information the responsible agency needs quickly.

Why a fish kill does not identify its cause

Dead fish are evidence of an event, not proof of pollution. EPA lists several possible causes, including low dissolved oxygen, contaminants, inadequate water, and disease. Weather, flow, temperature, habitat conditions, and species-specific vulnerability may also matter, but a reporter usually cannot distinguish among causes from a brief shoreline observation.

Describe patterns that can help investigators compare possibilities: whether one species or several were affected, whether dead fish were concentrated near an inflow, whether live fish were gasping, whether the condition appeared upstream or downstream, and whether other aquatic animals were affected. Present each item as an observation. For example, “fish were concentrated below the culvert” is useful; “the culvert poisoned the stream” is an unverified conclusion.

Photos, notes, and samples

Photos and video

If you can do so without approaching a hazardous area, photographs or video may help show the location, extent, water surface, and condition of affected fish. Keep the original files so their date and time information are available. Tell the agency what each image shows and where it was taken. Images can document appearance, but they cannot measure chemical concentrations.

Written notes

Record what changed between visits, weather or water-level conditions you noticed, and whether other people observed the same event. Mark estimates as estimates. A short timeline is particularly useful when the incident develops over several hours.

Samples and handling

The national EPA sources do not provide a universal procedure for collecting, storing, or shipping water, fish, sediment, or other samples. Do not assume that a jar, bag, or home kit will produce evidence an agency can use. Ask the state office whether it wants a sample and, if so, follow its instructions for equipment, preservation, transport, and personal safety.

What happens after you submit a report

The receiving office decides whether the information belongs with water-quality staff, fisheries managers, pollution-response personnel, or another local authority. It may request a more precise location, ask when the condition began, or seek permission to contact you. Response timing, investigation methods, public notices, and follow-up communications vary by state and incident.

Keep your reference number, submitted description, photographs, and follow-up messages together. If the condition is still present, tell the agency that you are providing an update and identify what changed. Avoid sending multiple conflicting estimates; explain why a later estimate differs, such as improved visibility or a larger area becoming accessible.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

If you cannot find a current local intake method, contact the state environmental or fisheries agency through its official website and ask for the office responsible for fish kills or suspected water pollution. EPA’s national guidance cannot supply a universal local phone number, form, or response deadline.

Common reporting mistakes

  • Waiting for certainty: You do not need to prove pollution before reporting unusual aquatic conditions. Report the evidence and clearly mark uncertainty.
  • Guessing the pollutant: A color, odor, or fish symptom does not identify a chemical. Use descriptive language instead.
  • Giving only a broad place name: “The river near town” may be too vague. Add a bridge, road, park, shoreline section, or other landmark.
  • Using an old form as if it were current: EPA’s 1975 sample fish-kill form illustrates useful incident details, but it is historical and not a current universal filing requirement.
  • Reporting only on social media: Public posts do not necessarily reach the responsible state office. Submit through the official channel and use public communication only as a supplement.
  • Collecting evidence without instructions: Unlabeled or improperly preserved samples may not be useful and can create avoidable safety risks. Ask the agency first.
  • Assuming no visible problem means no contamination: Chemical pollutants cannot be ruled out by clear water, normal odor, or normal-looking fish.

Quick checklist before you press submit

  • Waterbody name and type
  • Specific access point, landmark, or coordinates if already available
  • Nearest town or county and state
  • Date and time observed
  • Live abnormalities, dead fish, or other affected wildlife
  • Approximate extent and clearly labeled estimate
  • Water appearance, foam, sheen, odor, or visible discharge described factually
  • Any suspected source identified as unconfirmed
  • Photos or notes, if safely obtained
  • Current state water-program or fisheries-reporting contact
  • Confirmation number or record of how and when you reported

What the EPA guidance establishes

EPA’s 2022 “Summaries of Water Pollution Reporting Categories” directs people to report evidence of fish kills immediately to a state water-quality or fisheries-management office. Its How’s My Waterway material emphasizes that state programs may have newer or additional local information. EPA’s contamination guidance explains why visual inspection cannot establish harmful chemical levels, while the 1975 fish-kill form is useful only as a historical example of incident details to record.

Those national materials do not identify the correct office for every state, provide one nationwide reporting number, set a universal response time, or establish a single sample-collection protocol. For a real incident, the current instructions from the responsible state or local authority control.
