Keep the complaint reference number. Reporting quickly matters, but a reversal is not guaranteed: the outcome depends on what happened, the payment instrument, responsibility for the loss and how soon you notified the provider.
What to do after a suspected fraudulent payment
- Notify the bank or payment issuer immediately. Use its official app or website, the phone number printed on your card or account statement, or a branch. Say that you are reporting a suspected unauthorised transaction or fraud, and ask for a complaint or reference number. RBI directions for co-operative banks and non-bank prepaid payment instrument (PPI) issuers require reporting access and prompt action after notification; co-operative banks must provide multiple channels around the clock.
- Report the financial cybercrime. Call the national helpline at 1930 and/or submit a complaint through the National Cybercrime Reporting Portal at cybercrime.gov.in. These routes are identified in a Ministry of Finance parliamentary reply.
- Ask the provider to prevent further loss. Ask it to block or secure the affected card, wallet, or account and stop further unauthorised transactions. RBI directions require banks and non-bank PPI issuers to take immediate steps after being notified of an unauthorised transaction.
- Keep an evidence file. Save the transaction reference or UTR, date and time, amount, payment method, recipient details shown in the app, relevant alerts, screenshots of messages or communications, and every complaint number. This is practical record-keeping advice, not a complete checklist prescribed by the cited RBI rules. Never share passwords, PINs, CVVs, or OTPs in public posts or ordinary email.
- Request the process and outcome in writing. Ask the provider to confirm how it has classified the transaction, which dispute or reversal process applies, the expected timeline, and its reason if it declines your request. Follow up using the complaint number and keep the replies.
Identify what kind of transaction it was
Describe the event accurately when you contact the provider. Whether you authorised the payment can affect which protections apply.

Someone paid without your authority
If you did not make or approve the transaction, report it as an unauthorised transaction. RBI customer-liability rules can limit your liability in some cases, but the result depends on the applicable instrument rules, who was responsible, whether you shared credentials, and how quickly you reported the loss.
You were deceived into authorising a payment
If you were tricked into approving a transfer, report the fraud honestly to your provider and through the cybercrime channels. Do not assume that rules for unauthorised transactions automatically cover a payment you personally authorised under deception; the reviewed rules do not settle recovery for every such circumstance.

You sent money to the wrong recipient or a payment failed
A mistaken transfer or failed payment may follow a different process from an unauthorised debit. Raise the appropriate issue with the provider. The available rules here do not establish one universal reversal right or timeline across UPI, cards, IMPS, and accidental transfers.
When RBI liability and reversal rules may apply
The time limits below come from specific RBI frameworks, not a universal promise that every fraud report will be refunded. The co-operative-bank circular applies to the banks and cases within its scope; the PPI directions discussed here concern non-bank PPI issuers and specified cases, not every bank-account or UPI dispute.

| Rule | RBI co-operative-bank circular | RBI non-bank PPI directions |
|---|---|---|
| Third-party breach, reported within three days | Zero customer liability when reported within three working days of receiving the bank’s transaction communication. | Zero customer liability when reported within three days. |
| Third-party breach, reported within four to seven days | Customer liability is capped; the cap depends on the circular’s rules. | Liability is capped at the transaction value or ₹10,000, whichever is lower. |
| Reported later than seven days | Liability is governed by the bank’s policy. | The cited directions do not establish a general later-reporting result here. |
| Customer shared credentials | The customer bears the loss until reporting; losses after reporting are borne by the bank. | The framework treats sharing credentials as customer negligence; the outcome depends on the applicable provisions. |
| Temporary credit and complaint decision | For zero- or limited-liability cases covered by the circular, the bank must provide a shadow reversal within 10 working days of notification. It must complete the complaint and liability determination within its approved policy timeline, capped at 90 days. The bank bears the burden of proving customer liability. | The issuer must credit a notional or shadow reversal within 10 days of notification, and the complaint resolution period is capped at 90 days. |
“Shadow” or “notional” reversal is a temporary credit under the applicable framework; it is not the same as a guarantee that every reported payment will be permanently refunded. The specific framework and case facts matter. The cited co-operative-bank circular also requires customers to notify the bank as soon as possible and requires multiple 24×7 reporting channels.
Report suspicious calls and messages separately
If you receive a suspected fraudulent call, SMS, or WhatsApp message, report the communication through Chakshu. It is for suspicious communications and is distinct from the financial-loss complaint: use 1930 or cybercrime.gov.in to report a financial cybercrime.

What to do if the provider rejects the request
Ask for the decision and the reason in writing, including how the provider classified the transaction and which process or liability rule it applied. The Ministry of Finance reported 18,120.82 crore digital payment transactions, worth ₹2,330.72 lakh crore, for FY 2024–25 through January 2025. Those figures describe digital-payment activity; they are not a fraud count or a measure of how much money victims recovered.
