For a formal complaint seeking investigation, NCCIA directs complainants to a CCRC and says in-person attendance is required for verification. Prepare a written application, a copy of your CNIC and copies of evidence relevant to the incident.
Choose a reporting route
NCCIA lists the following ways to report a cybercrime. Its FAQ distinguishes these reporting channels from the step it specifies for a formal investigation complaint: visiting a CCRC.

Online form or email submission is not established as a substitute for in-person verification. If you intend to make a formal investigation complaint, plan to attend a CCRC.
Prepare the documents NCCIA lists
In its FAQ answer to “What documents/information are required for registering a complaint?”, NCCIA names three items:

- A CNIC copy.

NCCIA provides English and Urdu complaint proformas. Its proforma and territorial-jurisdiction page asks complainants to download the appropriate form, complete it accurately and submit it with relevant supporting evidence to the nearest NCCIA office. Check that page for the current forms and office jurisdiction.
Organize evidence without assuming a format NCCIA has not specified
NCCIA’s published guidance requires an evidence copy and refers to relevant supporting evidence, but it does not specify file formats, a required storage device, particular screenshots or account records, or a chain-of-custody procedure. Follow any current instructions given by NCCIA rather than treating a particular evidence format or collection method as an official requirement.

As practical preparation—not a published NCCIA rule—you can arrange copies of material related to the incident and write a brief chronology with dates, times, accounts or phone numbers involved, and what happened. Keep original messages and files intact where possible. Do not alter or circulate intimate, financial or otherwise sensitive material; check NCCIA’s current official instructions for safe submission. The reviewed guidance does not describe secure-upload requirements or limits.
Find the correct office and verify details before you go
Use NCCIA’s office directory and territorial-jurisdiction listing to identify the relevant reporting centre. NCCIA’s pages list local contacts and helpline 1799; one listed Islamabad office number is +92 51 9262106. Addresses and contact details can change, so confirm the live listing before travelling or relying on a phone number.

If you are an overseas Pakistani
NCCIA’s FAQ instructs overseas complainants to nominate a focal person in Pakistan. It asks for that person’s name, city, contact number, postal address and CNIC. If you do not have a focal person in Pakistan, the FAQ says you may send the complaint through INTERPOL or a Pakistan High Commission or Embassy in your country of residence. Check the current NCCIA FAQ for the applicable instructions.

NCCIA’s public guidance covers subjects including financial fraud, identity theft, harassment and cyberbullying. Its examples of financial fraud include click fraud, messages imitating government assistance programmes and fake investment or quick-money offers. Describe the events and evidence you have rather than assuming an upsetting online interaction falls under a particular offence; NCCIA can assess the complaint. The agency’s financial-fraud and cyberbullying guidance has additional topic-specific information.
