In the United States, file a complaint with the FBI’s Internet Crime Complaint Center (IC3) or contact a local FBI field office. You should report even when you do not have a transaction hash or other payment information. A public Bitcoin ledger can show how coins moved between addresses, but that trail does not by itself identify the person controlling an address or guarantee a freeze, seizure, or refund.
This guide explains what to save, how to describe a payment accurately, what a basic blockchain trace can reveal, when investigators need exchange records, and how to avoid a second loss to a fraudulent “recovery” service. The reporting routes described here are U.S.-specific; people elsewhere should use their local police, national cybercrime authority, or other official reporting channel after confirming the correct procedure.

How do I report cryptocurrency extortion?
Use the FBI’s IC3 complaint system as soon as you can, or contact a local FBI field office. IC3 accepts information about cryptocurrency extortion and scams, and the FBI says to submit a report even if no financial loss occurred. A demand alone is worth documenting because it can help investigators connect related incidents.

Its August 24, 2023 public service announcement, “FBI Guidance for Cryptocurrency Scam Victims,” states: “If you do not have transaction information, please still submit a report to the FBI IC3 and provide as much information as you have.” Include the identifiers you can obtain, then add the rest later if the reporting channel allows updates.

What to do first
- Stop communicating unless law enforcement tells you otherwise. Do not negotiate, threaten, or promise another payment. A reply can reveal more information about you and can prompt additional demands.
- Do not send more Bitcoin. A second payment normally does not create a reliable path to a refund and may signal that you are willing to pay again.
- Preserve the original material. Save the extortion email, chat, voicemail, social-media message, or letter in its original form. Make a working copy for notes so the only copy is not altered.
- Secure accounts and devices if compromise is possible. Change passwords from a clean device, enable multifactor authentication where available, and contact your organization’s security team if a business system may be affected. These steps protect ongoing access; they do not reverse a completed Bitcoin transfer.
- File the IC3 complaint or call the field office. Give a factual chronology and attach or describe the evidence requested by the form.
What to include in an IC3 complaint
Write the incident as a timeline rather than a theory about who the extorter is. State when the first contact occurred, which platform was used, what was demanded, what you did, and what happened afterward. Use the time zone for each date and time.
- The original message, email headers when available, chat export, screenshots, call records, and account names.
- Email addresses, telephone numbers, social-media handles, user IDs, domains, URLs, app names, and payment instructions.
- The Bitcoin transaction ID or hash, amount and currency, date and time, sending address if shown, and destination address supplied or displayed.
- The wallet or exchange used, any receipt, withdrawal record, support ticket, or account notification.
- A description of the threat and the extorter’s stated deadline, including claims about stolen files, a hacked computer, or compromising material.
- Any related incidents, additional victims, money sent in other currencies, or later contact from supposed investigators or recovery agents.
Do not edit the only copy of a message or screenshot. Keep an evidence log that records the file name, when you saved it, and where it is stored. If you must redact information before sharing a copy publicly, keep an unredacted original for investigators.
What should I do if I have not paid?
Report the demand anyway. The FBI’s IC3 cryptocurrency guidance says the public should submit a complaint even when a financial loss did not occur. Preserve the message and the sender’s technical and contact details, then block or filter the account only after you have saved the evidence.
Blackmail emails often claim that the sender hacked a computer, activated a webcam, or recorded compromising activity. Bitcoin.org describes this pattern as a type of blackmail email. The existence of a threat does not establish that the sender obtained the claimed access. Avoid opening attachments or visiting links in the message while collecting evidence; use a safe device or your organization’s security process if you suspect a real compromise.
Can a Bitcoin payment be traced?
Usually, the movement of a payment can be followed on Bitcoin’s public ledger; the real-world identity behind an address may not be immediately knowable. A transaction hash is a lookup key for a specific transaction. IC3 describes a Bitcoin transaction ID or hash as a 64-character hexadecimal string. A wallet address is a different identifier used as an origin or destination in transaction records.

A public blockchain explorer can display transactions associated with an address or hash, including amounts, timing, inputs, outputs, and later transfers. That information can help investigators map the flow of funds. It does not, by itself, prove who owns or controls any address. Addresses are not names, and a person can use multiple addresses or services that pool and redistribute funds.
Visible transaction flow versus identity attribution
| Question | What public blockchain data can show | What it cannot establish alone |
|---|---|---|
| Did a payment occur? | A transaction hash can identify a recorded transaction, its confirmation status, amounts, and the addresses used. | That the person who demanded payment controls every address appearing later in the trail. |
| Where did the coins go next? | Subsequent transactions and the addresses receiving or spending the coins can be followed. | The legal name, location, or device of the person operating an address. |
| Can an investigator connect the trail to a person? | Patterns may identify a service or exchange that can be approached for records. | An identity without records from an exchange, custodian, device, witness, or other source. |
| Can a payment be recovered? | The trail may help law enforcement locate funds or identify a service holding them. | A guaranteed freeze, seizure, reversal, or refund. |
How to trace a Bitcoin payment yourself
A self-check is useful for organizing evidence, not for confronting the extorter or promising recovery. Use a reputable public Bitcoin blockchain explorer and treat every displayed relationship as a transaction fact, not an identity conclusion.
- Find the transaction hash. Open the wallet or exchange record for the withdrawal or payment and copy the complete transaction ID. IC3 describes it as a 64-character hexadecimal string. Copy and paste it rather than retyping it.
- Check the transaction page. Confirm the amount, currency, timestamp, confirmation state, input addresses, and output addresses. Save a PDF or screenshot that includes the explorer’s page address and the date you viewed it.
- Record the destination. Compare the output address with the address in the extortion message or invoice. If they differ, note exactly where the difference appears; do not assume that a mismatch proves fraud because wallets and payment processors can use more than one address.
- Follow later transfers cautiously. Open each subsequent transaction and record the receiving and spending addresses, amounts, and times. Build a separate timeline so your original payment remains distinguishable from later movements.
- Mark service signals without naming a person. If an address appears associated with an exchange, gambling service, mixer, or other hosted platform in public labels, write “address appears associated with [service label]” and preserve the evidence. A label is a lead, not proof of account ownership.
- Give the hash and your notes to investigators. Include the original hash, addresses, amounts, and screenshots in the IC3 complaint or field-office contact. Do not alter the hash to make it fit a form; if a form rejects it, describe the problem and submit the remaining information.
What a trace can and cannot tell you
A trace can establish that coins moved from one recorded address to another at particular times. It may reveal clustering, repeated use of an address, or a deposit into a known service. It cannot establish that a named suspect owns an address merely because the suspect sent you that address, nor can it show the person’s physical location.
Investigators may need records held by an exchange or other custodian to connect a blockchain address to an account holder. Those records can be obtained through the service’s internal process or legal process, depending on the circumstances. Overseas services and jurisdictions with weak anti-money-laundering controls can make this step slower or more difficult, according to FBI guidance.
What information do investigators need from an exchange?
Tell the FBI or local law enforcement which exchange, wallet provider, payment processor, or other service was involved. Include your account email or user ID, the withdrawal receipt, support-ticket number, and the exact time shown by the service. Keep the service’s confirmation emails and any warnings about the destination address.

Contact the exchange’s official support channel promptly and report the extortion. Ask what evidence it needs and whether it can place a temporary hold under its own policy or respond to a lawful request. Do not claim that a freeze is guaranteed. An exchange controls its own internal review, while a seizure generally requires legal authority.
What if the extorter threatens to publish data or harm someone?
Preserve the threat and report it as part of the same chronology. If there is an immediate threat to physical safety, call local emergency services rather than waiting for an online complaint. For a business, involve legal counsel, incident response, and the person responsible for privacy or data-breach notifications. Do not delete logs or rebuild compromised systems before collecting evidence unless safety or business continuity requires it; coordinate preservation with a qualified incident-response team.
Do not pay solely because a sender claims to possess private material. A demand is not proof that the sender has the access or files described. If you already paid, report the payment with the hash and do not send a second payment to “unlock” or “verify” anything.
How to avoid cryptocurrency recovery fraud
People who have just lost money are frequently targeted again. The FBI warns that recovery fraudsters may approach victims through social media, messaging apps, search advertisements, or comments. They may request an upfront fee, send an inaccurate “tracing report,” and then demand more money for a supposed release, tax, bond, or seizure.
- Do not pay an upfront fee to a person who promises a guaranteed recovery, freeze, seizure, or identification.
- Be skeptical of unsolicited messages that claim to be from the FBI, a court, an exchange, or a blockchain investigator. Verify contact details through the organization’s official website or a known phone number, not through the message.
- Do not give a recovery service your seed phrase, private key, password, multifactor code, or remote access to a device.
- Ask for a written explanation of the legal authority and the specific institution that would hold any recovered funds. A private company cannot issue a seizure order.
- Keep every recovery-fraud message and add it to your existing report.
The FBI’s guidance is explicit that private recovery companies cannot issue seizure orders. An exchange may freeze an account under its internal procedures or in response to legal process, but a commercial intermediary cannot compel that result by sending you an invoice.

What official investigations show—and what they do not promise
Government cases demonstrate that tracing and seizure are possible in particular circumstances, not that every victim will recover funds. In the DOJ’s DarkSide case, investigators traced and seized cryptocurrency associated with a specific investigation. An earlier FBI and Europol operation also reported tracing Bitcoin extortion payments to a suspect overseas. Those outcomes depended on the facts, investigative resources, service records, and legal steps available in those cases.
Use these examples to understand investigative capability, not as a prediction. Neither a public explorer nor a private tracing report can promise that your payment will be identified, frozen, seized, or returned.
Do you need special hardware or paid software?
No. The official reporting guidance asks for information and a report; it does not identify a hardware wallet or paid tracing product as necessary for the core task. A hardware wallet can help control funds you hold in the future, but it cannot trace or reverse a payment already sent. A notebook or storage drive may help organize evidence, yet neither is a tracing solution.
Do not install an unknown “recovery” application, connect a wallet to an unsolicited site, or buy a tool marketed as able to reverse a confirmed Bitcoin payment. Such claims conflict with the basic distinction between recording a transaction on a public ledger and obtaining lawful control of funds at a service.

International victims: use the right reporting channel
IC3 and the cited FBI contacts are U.S.-focused. If you are outside the United States, report to your local police, national cybercrime reporting portal, financial-intelligence or consumer-protection authority, and the relevant exchange’s official support channel after verifying each contact route. Preserve the same evidence: original messages, headers, hashes, addresses, amounts, timestamps with time zones, account details, and a chronology.
Best Value
Cross-border cases can involve overseas exchanges and different disclosure rules. Tell your local authority where the service is based if you know it, but do not delay a report while trying to determine jurisdiction yourself.
A practical evidence checklist
- Original extortion message and unedited email file, including headers when available.
- Chat exports, screenshots, voicemail files, call logs, usernames, email addresses, telephone numbers, and profile URLs.
- Every domain, app, attachment name, QR code, payment instruction, and deadline mentioned.
- Transaction hash, sending and destination addresses, amount, currency, date, time, and time zone.
- Wallet or exchange name, account identifier, withdrawal receipt, confirmation email, and support-ticket number.
- A chronology covering first contact, each demand, each payment, later transfers, and recovery-fraud contact.
- Notes identifying what you personally observed versus what the sender claimed.
- Copies stored securely, with the original files kept unchanged.
Common mistakes that weaken a report
Waiting for a complete blockchain analysis
Do not postpone an IC3 complaint while you map every downstream address. Report with the information available and add the hash or explorer records later.
Assuming an address is a person
An address is a ledger identifier, not a verified identity. Describe the address and its transactions precisely and let investigators seek service records.
Free tools Windows power users keep installed
One-click scans. No signup required.
Deleting embarrassing messages
Deleting a threat removes context that may help connect cases. Store it securely instead of responding or publishing it.
Paying a second “release” fee
A demand for tax, insurance, validation, or a seizure fee from a recovery agent is a classic warning sign. Stop contact, preserve the message, and report it.
Sharing private wallet credentials
No legitimate reporting channel needs your seed phrase or private key. Treat any request for those credentials as an attempt to take remaining funds.
What happens after you report?
Save the complaint confirmation and any assigned number. Investigators may request the original files, exchange records, device information, or clarification of the timeline. Respond through the official channel and be cautious of anyone who contacts you claiming to have found your funds without independently verifiable authority.
