What makes AI-generated propaganda reportable?
The useful question is not “Was artificial intelligence used?” It is “What policy-prohibited conduct does this content carry out, and what harm can it cause?” A synthetic voice, image, song, or video can be lawful commentary, parody, satire, art, or opinion. A report becomes stronger when you identify a specific deception or threat that fits a platform rule.

YouTube’s misinformation policy says that “certain types of misleading or deceptive content with serious risk of egregious harm are not allowed on YouTube.” Its examples include technically manipulated media that fabricates an event or presents footage from another time or place as if it were current. Explain the false impression and the likely serious harm instead of relying only on the label “propaganda.”

YouTube also requires creators to disclose realistic, meaningfully altered or synthetically generated content. Examples include synthetic music, a cloned voice, or a realistic depiction of a public figure saying or doing something that never happened. Missing disclosure may be relevant, but it is separate from the underlying deception: in your report, describe what the content falsely claims or whom it misrepresents.
How SoundCloud frames the issue
SoundCloud’s Community Guidelines address false, fabricated, or manipulated information presented as fact when it poses a potential threat or long-term harm, including material intended to affect political discourse. The guidelines also cover harmful ideologies, content targeting people or protected groups with fear, hate, or prejudice, and state-backed disinformation campaigns.
SoundCloud distinguishes factual claims from opinion and satire. Offensive or controversial material is not automatically removable. State the factual assertion, show where the audio presents it as true, and connect it to the relevant rule or harm.

- Direct content link: Copy the URL of the exact YouTube video or SoundCloud track. Do not rely on a channel, profile, playlist, or search-results link when one item is the subject of the report.
- Account link where required: For SoundCloud extremism or illegal-content reports, include the account URL as well as the track URLs.
- Timestamp or segment: Note the start and end time of the relevant video or audio passage. For a long track, identify the lyric, spoken line, or sound effect and its approximate time.
- Exact claim: Quote or accurately paraphrase the statement, alleged event, attribution, instruction, or depiction that is false or manipulated.
- Synthetic mechanism: Explain whether the item uses a voice clone, face replacement, fabricated footage, synthetic music, altered captions, or another technique. The technique matters because it can make a false attribution appear authentic.
- Target and harm: Identify the person, group, election process, public-health issue, or other real-world target. Separate facts you can verify from your assessment of possible consequences.
- Policy category: Choose the closest available category and name the conduct in plain language. Do not submit the same generic accusation under every category.
- Safety context: If the content suggests imminent physical danger, preserve it for investigators and use appropriate local emergency or law-enforcement channels. A platform report is not an emergency service.
Save a copy of the link, title, account name, and your notes. Do not download or redistribute harmful material merely to document it, and avoid contacting a targeted person or creator in a way that could escalate the situation.
How to report a YouTube video or Short
- Sign in and open the specific item. Navigate to the video that contains the suspected violation. Shorts can be reported from the Shorts player.
- Open the reporting control. Select More beneath the video, then choose Report.
- Pick the closest reason. Choose the category that describes the conduct, not merely the presence of AI. The most relevant routes are explained below.
- Add precise details when the form offers them. Include a timestamp or segment, the false or manipulated claim, the synthetic element, and the potential harm. A reviewer should be able to find the problem without watching the entire item.
- Submit the report. Keep the confirmation information and check YouTube’s Report history if you need to see the status of reports associated with your account.
YouTube states that reporting is anonymous to other users: “Reporting content is anonymous, so other users can’t tell who made the report.” The creator may still infer that an item was reported from other circumstances, so do not include unnecessary personal information in the explanation.
Choose the YouTube reason that matches the conduct

When several videos come from one channel
YouTube permits channel reports, but its reporting guidance cautions that a channel report does not review the channel’s videos. File a separate report for every specific video that appears to violate policy, with its own timestamp and explanation. Use a channel report only for channel-level conduct that the form actually addresses.
What happens after a YouTube report
YouTube reviews the reported item against its policies and available context. A report does not automatically remove content, and a creator’s use of AI does not determine the result by itself. If the item remains online, that means the review did not establish a violation under the applicable rule at that time; it is not a finding that every factual claim in the item is true.

How to report a SoundCloud track or account
- Open the track itself. Use the track’s on-site Report control when it is available.
- Choose the appropriate Help Center form when necessary. SoundCloud directs users to the relevant Help Form for categories that require additional information, including extremism, illegal content, abuse or harassment, hate speech, incitement or promotion of violence, privacy violations, and defamation.
- Supply the requested links. For extremism or illegal-content reports, include the account URL and each relevant track URL.
- Explain the policy connection. Describe the exact factual claim or manipulated presentation, the timestamp or lyric, and why it threatens people, causes lasting harm, promotes a harmful ideology, targets a protected group, or otherwise violates the selected rule.
- Submit one complete report. If several tracks share the same conduct, list each direct track link and explain any differences rather than sending repeated, identical accusations.
SoundCloud says, “To report content please do so using the appropriate Help Form from our Help Center or through our on-site reporting buttons.” Its Trust and Safety process considers the Terms of Use, Community Guidelines, internal policies, and applicable law. Content categorized as illegal after review is treated as urgent, but urgency does not make a report a substitute for emergency services.

SoundCloud expressly supports freedom of expression. An offensive political opinion or obvious satire may remain online when it does not cross a stated rule. Your report should therefore focus on the factual presentation and demonstrable risk, not simply on whether you dislike the viewpoint.

A useful explanation is short enough to read quickly but specific enough to verify. This structure keeps the accusation tied to evidence:

Special situations and escalation paths
A targeted person wants the synthetic video removed
When a realistic synthetic YouTube video depicts a uniquely identifiable person, that person or their legal representative can use the separate privacy complaint process. A general viewer’s misinformation report does not replace that route. In the report, note realism, identifiability, whether the creator disclosed the alteration, and whether the item is parody, satire, or public-interest material.
The content is political but may be opinion or satire
Political disagreement alone is not evidence of a violation. Identify the sentence, image, or audio that is presented as a factual event or instruction. Explain what is false, manipulated, or deceptively attributed, and distinguish it from commentary, parody, or a clearly signaled artistic performance.
The creator has uploaded many similar items
Preserve a list of direct item links and report each violating video or track through the platform’s specific-content workflow. Summarize the common pattern in each report while retaining the item’s own timestamp and evidence. On YouTube, do not assume a channel report will cause every video to be reviewed.
There is an immediate threat
If a track or video indicates imminent violence, identifies a target, or gives a credible call to action, contact the appropriate local emergency or law-enforcement service as well as the platform. Include the platform link in that contact when safe to do so. Do not wait for a platform review before seeking urgent help.

Common reporting mistakes and fixes
- Mistake: Reporting “AI” without a rule. Fix: Name the false claim, impersonation, targeted abuse, or concrete harm.
- Mistake: Linking only to a profile. Fix: Provide the exact video or track URL, and the account URL only where the form requests it.

What a well-founded report accomplishes
The strongest report gives a reviewer four things in one place: the exact content, the exact moment, the exact deception or abuse, and the rule or harm that makes it significant. That approach helps the platform distinguish a realistic synthetic performance from a manipulated claim presented as fact, and a controversial opinion from propaganda that threatens people or democratic processes.
