The Federal Aviation Administration (FAA) points people toward the All-domain Anomaly Resolution Office (AARO), but AARO’s current public form is limited to eligible current or former U.S. government personnel, service members, or contractors with first-hand knowledge of U.S. government UAP programs.
Your report is most useful when it preserves contemporaneous notes, the original photo or video files, available metadata, independent witness accounts, and a clear separation between what you directly observed and what you inferred.

Act first if there is a safety risk
Do not approach an object, trespass, launch a drone toward it, or delay an emergency response to gather evidence. If the sighting involves a possible collision, low flight over people, fire, falling material, weapons, stalking, or any other threat to life or property, call local law enforcement. FAA Aeronautical Information Manual section 7-7-4 states: “If concern is expressed that life or property might be endangered by unidentified anomalous phenomena (UAP) activity, report the activity to the local law enforcement department.”

Choose the correct U.S. reporting route

The FAA manual says, “Persons wanting to report UAP/unexplained phenomena activity should visit the All-Domain Anomaly Resolution Office (AARO) website at https://www.aaro.mil/.” AARO’s current page, checked October 13, 2026, explains that its present intake is restricted to eligible people with first-hand knowledge of U.S. government UAP programs or activities and that it will announce a public mechanism if one becomes available. Consequently, an ordinary civilian should use an available public route such as NUFORC rather than treating the AARO form as a general sighting-report portal.
How an ordinary civilian can file a NUFORC report
- Check common explanations first. Review NUFORC’s guidance on Starlink trains, rocket launches, bright planets, camera artifacts, birds, insects, and phone-focus effects. This helps you describe what you saw without prematurely assigning an identity.
- Write a contemporaneous account. Use a notebook or phone notes app as soon as practical. Record the time zone and whether the time is exact or estimated.
- Preserve the source files. Copy the original photographs and videos before cropping, stabilizing, annotating, or compressing anything.
- Complete the structured fields. NUFORC asks for the date and time, duration, specific location, your position, optional latitude and longitude, shape, color, number of objects and witnesses, and a one-line summary.
- Add observational detail. Describe lights, sounds, trails, changes of direction, nearby aircraft, apparent elevation, compass direction, direction of travel, estimated closest distance, apparent size, and apparent speed.
- Separate fact from estimate. Label a compass reading, GPS fix, or clock time as measured. Label distance, size, elevation, and speed as estimates unless you had a reliable reference.
- Review privacy fields before sending. NUFORC allows a request to omit your exact address from a public report. Contact details are optional, and identifying information should not appear in the public narrative or drawings.
NUFORC’s hotline can be useful for a recent event, but it does not replace the written report. Prepare the written account even if you call.
What to record while the event is fresh
Time and duration
Write the local date, start time, end time, time zone, and how each time was obtained. “Around 9:10 p.m. from my phone clock” is more useful than an unqualified “9:10.” If the object disappeared behind a building, cloud, horizon, or terrain, say that rather than claiming it vanished.

Record the address or a nearby landmark privately, plus latitude and longitude if available. Note whether you were on land, on a boat, or in an aircraft. Record the direction you were facing, the object’s compass bearing, its approximate angle above the horizon, and the direction it traveled. A map showing observer locations and viewing directions can help; remove names, addresses, and other identifying details before submitting a public drawing.
What was actually visible
Describe shape, color, brightness, lights, apparent size, sound, trail, and any change in appearance. State whether you saw it with unaided eyes, binoculars, a telescope, a phone screen, or another device. Explain the sequence: what first drew your attention, what changed, and what ended the observation.
Movement and scale
Use fixed references such as rooftops, poles, stars, the horizon, or known aircraft. “Moved from the southwest toward the east over roughly two minutes” is a defensible observation. Do not convert an angular movement into a speed unless you know the distance. A small nearby object and a large distant object can produce the same apparent motion.

Weather and surroundings
Record cloud cover, visibility, wind if known, precipitation, smoke, haze, nearby lights, and whether a window, windshield, or reflective surface was between you and the scene. Note nearby aircraft, airports, launch sites, balloons, towers, or other likely sources of lights.
Other witnesses
Record how many people saw the event and, where appropriate, collect their accounts separately before discussing interpretations. Keep names and contact details in a private file. Obtain consent before sharing them. In the public narrative, identify witnesses by role or count rather than by personal details.
Preserve photos, video, and other evidence
Keep an untouched original
Retain the file created by the camera or phone in its original storage location when possible. Make a duplicate for viewing or editing. Never overwrite the only copy with a crop, filter, stabilization pass, screen recording, messaging-app download, or compressed export.
Use clear filenames for working copies, such as 2026-10-17_2110_original.mp4 and 2026-10-17_2110_cropped-for-review.mp4. A filename is only an organizational aid; it does not prove when a file was created.
Preserve metadata
Do not strip the only copy of its EXIF or video metadata. AARO identifies cellphone GPS coordinates and timestamps, higher-resolution video with associated metadata, and measured radio-frequency data with GPS location and timestamps as potentially useful for analysis. Keep a backup that preserves the metadata and record the device model, lens or camera used, and any digital zoom.

Document the recording context
For each file, note when recording started and stopped, where the device was, the direction it faced, the approximate distance if you can estimate it, and whether the object was visible to your unaided eyes at the same time. State whether the camera was behind glass, whether autofocus or night mode was active, and whether you moved or zoomed the device.

Make edits transparent
If you need to crop, brighten, stabilize, slow, or annotate footage, work from a duplicate and label the result as edited. Keep the unedited original alongside it. Do not present a still frame extracted from a video as an original photograph.
Preserve independent records
Ask witnesses to write down what they saw before comparing notes, when practical. Save relevant air-traffic, weather, astronomy, or launch information you consulted, including the date you checked it. A simple map can show where each observer stood and the viewing direction. Remove personal information from anything intended for public release.
Radio and instrument data
If you lawfully recorded radio-frequency or other instrument data, preserve the native files, sampling or device settings, antenna or sensor position, and exact time and location. Do not claim a measurement is calibrated or independently verified unless you can document that fact.

Check ordinary explanations without forcing an answer
Starlink or another satellite train
A line of lights moving slowly along a common course can be a satellite train. Compare the time, direction, spacing, and brightness pattern with a reliable sky-tracking source. A resemblance is a lead for checking, not proof of identity.
Rocket launch
In regions near launch facilities, check whether a launch occurred at the relevant time. A plume can spread, glow, or change shape as it catches sunlight at altitude. Record what you saw before looking up launch information so the explanation does not rewrite your memory.
Bright planets and stars
Venus or Jupiter can appear as bright, stationary lights, especially through haze or a window. An astronomy app such as SkyView or a web-based sky tracker can provide one comparison. Record the app, location, time, and settings used; do not treat a rough match as definitive identification.

Lens flare and reflections
A light that appears only in a camera view may be lens flare, an internal reflection, or a reflection from glass. Compare frames, move the camera, cover or change the viewing angle from a safe position, and check whether the light tracks the camera rather than the scene. If you did not see it without the camera, say so.
Birds and insects
Nearby birds or insects can cross a frame and look large or fast because they are close to the lens. Look for blur, wing beats, changing focus, and a size change across frames. Do not infer the object’s distance from its apparent size alone.
Phone focus and digital zoom
Autofocus, night mode, and digital zoom can make a star or planet pulse, swell, or change shape. Note whether the appearance changed on the screen while the unaided light remained steady. A camera-only effect should be described as a camera-only observation.

Keep your exact home address, phone number, email address, children’s names, license plates, faces, and workplace details out of a public narrative unless they are necessary and you have consent. NUFORC permits a request to omit an exact address and says contact information is optional. Put identifying details in the designated contact fields rather than in the story or drawing.
AARO’s initial form is not intended for potentially sensitive or classified material. Do not paste classified information, operational details, controlled technical data, or government credentials into a public form. Use the reporting route required by your organization and security classification.

Before sharing a file publicly, inspect visible backgrounds, audio, embedded location data, cloud-sharing permissions, and automatic social-media alterations. Preserve a private original even if you publish a redacted copy.

Understand what a report can and cannot establish
A careful report documents an observation; it does not by itself identify an object or demonstrate extraordinary performance. NASA’s 2023 UAP Independent Study Team noted that civilian airspace observations often lack crucial context and metadata and that there was no standardized federal civilian UAP reporting system at the time of that report. It emphasized determining distance before evaluating claims of unusual speed or acceleration.

That limitation does not make a report useless. Consistent timestamps, locations, multiple independent witnesses, original media, calibrated measurements, and ordinary-explanation checks make later analysis more possible. State uncertainty plainly: “distance unknown,” “speed not measured,” or “visible only through the phone camera.”
NASA’s report cited more than 1,940,000 Aviation Safety Reporting System reports over 47 years and approximately 100,000 per year. Those figures describe all ASRS reports, not UAP sightings, and should not be presented as a count of UFO reports.
A practical report template
Draft the following privately, then transfer the relevant parts to the reporting form:

Details I am uncertain about:Write in chronological order and avoid conclusions such as “it was definitely extraterrestrial.” A neutral account is easier to compare with flight, weather, astronomy, and imaging information.
Common mistakes to avoid
- Sending an edited or compressed file while deleting the original.
- Reporting a guessed speed or distance as a measured fact.
- Describing a camera artifact as something seen by the naked eye.
- Comparing witness stories first and then treating the shared version as independent evidence.
- Including a home address, phone number, names, or identifying details in a public narrative or drawing.
- Using the AARO form as an ordinary civilian intake channel when you do not meet its current eligibility requirements.
- Ignoring an immediate danger while trying to classify an unusual light.
- Approaching, trespassing, flying a drone, or otherwise taking risks to obtain a closer image.
What readers outside the United States should do
The routes above are U.S.-specific. Elsewhere, use your national aviation safety authority for an aviation event, local police or emergency services when life or property may be endangered, and a reputable local reporting organization for a non-emergency civilian account. The same evidence practices apply: contemporaneous notes, original files, metadata, independent witnesses, privacy protection, and explicit uncertainty.

For a U.S. civilian sighting, file a detailed written NUFORC report; contact local law enforcement if anyone or anything may be in danger. Preserve original media and metadata, document exactly what you observed, check ordinary explanations, and keep estimates separate from measured facts.
