If someone may be selling firearms illegally or distributing drugs, report what you know without approaching or investigating them. Call 911 or local law enforcement for an immediate threat or active danger. For a non-emergency, ATF handles suspected illegal firearm activity and DEA accepts online tips about suspected controlled-substance violations.
This guidance covers U.S. federal reporting routes checked October 4, 2026. Local procedures can differ, and the agencies do not promise a universal response time or privacy outcome.

First decide whether it is an emergency
If you or someone else is in immediate danger, or the activity is active and creates an immediate threat, call 911 or local law enforcement. Do not use a routine tip form as an emergency-response channel. ATF specifically says not to use its tip system for an emergency or active situation; DEA directs immediate threats to local authorities.
Keep your distance. Do not confront, follow, or try to investigate the people involved. Report information you already have rather than putting yourself at risk to collect more.

ATF’s firearms-trafficking campaign also describes phone, text, and ReportIt options. Text instructions may depend on a local field division code, so use the current ATF Anti-Firearms Trafficking Campaign page for the correct instructions rather than assuming one text format works everywhere.
Give clear, firsthand details
Useful details are those you actually know. ATF asks for the city and state, descriptions of people involved, and the activity. DEA’s form asks when, where, and what you witnessed, and includes location and description fields.

- Date and time, if known.
- Location, including a nearest intersection if you know it.
- What you directly saw or heard, described plainly.
- A neutral description of people or vehicles only if you observed them safely.
Separate observation from inference. Do not guess at a person’s identity, intent, or the contents of a transaction, and do not add details merely to make the report appear complete. ATF’s form provides a category and description field for firearm tips. DEA asks for the incident location and the closest DEA division or office; select one near the incident, not near your home.
Understand privacy and follow-up before submitting
Privacy differs by route. ATF describes ReportIt as anonymous and says personal information is not required. Its general tip form says contact information is not collected unless you choose to provide it. DEA marks contact information optional, but says submitters may be contacted unless they state otherwise. Check the chosen form and its privacy terms; do not assume every channel offers the same anonymity or follow-up options.

What not to do
- Do not approach or confront anyone you suspect of illegal activity.
- Do not follow people or vehicles, surveil a location, or try to obtain evidence.
- Do not handle objects or record activity if doing so could put you at risk.
- Do not delay an emergency call to complete a routine online tip.
The agency pages provide reporting routes and request information; they do not direct members of the public to conduct investigations or gather evidence. Leave that work to authorities.
