Call 911 if a road hazard or spill creates immediate danger to life, safety, or property. For an oil, fuel, or chemical spill that threatens the environment, call the Maryland Department of the Environment (MDE) at 866-633-4686. For a highway emergency that does not require police assistance, call the Maryland Department of Transportation State Highway Administration (MDOT SHA) at 1-800-543-2515 or 410-582-5650. Use SHA’s service request form for non-emergency problems on state roads; local road authorities handle roads they maintain.

These routes address different needs: 911 is for immediate danger, MDE handles environmental spill emergencies, and SHA handles state-highway operations and maintenance. A call to an agency does not replace 911 when people or property face immediate danger.

How to report the problem
For immediate danger
Call 911 if the hazard or spill threatens life, safety, or property. MDE specifically lists fires, explosions, medical emergencies, and active hazardous-material releases as reasons to call 911 first. Give the dispatcher the road location and what you can observe without approaching the hazard. MDE emergency numbers

For an oil or fuel spill with an environmental threat

For a non-police highway emergency
For a highway issue needing prompt attention but not police assistance, contact MDOT SHA’s Statewide Operations Center at 1-800-543-2515 or 410-582-5650. SHA gives traffic-signal outages and sinkholes as examples. MDOT SHA customer service
For routine state-road maintenance
Use the customer service request form on the MDOT SHA customer service page for non-emergency concerns such as potholes, debris or litter, dead animals, signs, and signals. The form asks for route and location details for state-route issues.

Check who maintains the road
MDOT SHA’s route applies to state roads it maintains. If the road belongs to another authority, report the issue to that authority instead. SHA’s customer service page links to county road departments for county-maintained roads. It also says toll roads—including I-95, the Bay Bridge, and the Fort McHenry Tunnel—are maintained by MDTA. Baltimore City maintains city roads, subject to stated exceptions for certain toll roads. MDOT SHA customer service
What information to provide
For a road-service request
Give the location as precisely as possible. SHA’s form provides fields for the county, road or route name or number, nearest intersecting road, lane, ramp or shoulder, and direction. MDOT SHA customer service

For a non-emergency pollution report
MDE asks for as much detail as possible, including the location, date and time, best time to witness the event, affected medium (air, water, land, or more than one), substance and estimated amount, and information about the suspected polluter if known. MDE report an environmental concern

Rules for people responsible for an oil spill
Maryland regulation COMAR 26.10.01.05 requires a person who spills, releases, or discharges oil—or allows or participates in such a discharge, including from a vehicle in transit—to report it to MDE immediately and no later than two hours after detecting the spill. The responsible person must remain available until the appropriate official clears them to leave. COMAR 26.10.01.05
The regulation also requires a written report when 5 gallons or more of oil are discharged, whenever oil reaches state waters regardless of quantity, or when MDE directs a report. These are legal duties for people responsible for or participating in the discharge. Someone who witnesses another person’s spill should report what they know; they should not assume they are responsible for the spiller’s compliance filing. COMAR 26.10.01.05 MDE oil-spill report form

Stay clear of an unknown spill
Do not approach or touch an unknown spill to identify it or gather details. Maryland Emergency Management Agency guidance identifies MDE, working with local first responders, as the state’s primary hazardous-material incident agency.
