How to Report a Rare Bird Sighting to Scientists

Report the sighting in two places when appropriate: make a complete eBird checklist with detailed, first-hand notes and any photos, video, or audio you captured, then check whether the region’s records committee requests a separate submission. eBird creates a broad observation record and may send a rare-bird alert; a regional committee separately decides whether a record qualifies for an official regional list.

Write down the facts while they are fresh, describe the features that support your identification and rule out similar species, and be precise about location, date, time, number of birds, and viewing conditions. A careful written description remains useful even when you have no recording.

What to do immediately after an unusual sighting

Before memory fades, capture the observation as facts rather than as a conclusion. Record the date, start and end time, exact location, number of birds, distance, weather and light, habitat, and how long you watched or listened. Note whether the bird was flying, perched, moving through vegetation, or heard without being seen. If several observers were present, write your own account independently before discussing details.

Use a small field notebook, phone note, or voice memo if it helps. The tool does not matter; contemporaneous notes do. Include uncertainty instead of filling gaps from a field guide later. For example, “about 20 metres away in bright overcast light; viewed for 90 seconds through binoculars” is more useful than “excellent view.”

Where should you report a rare bird?

For most sightings, start with eBird. It is a global checklist system that stores observations, applies data-quality filters, and can notify birders about species flagged as rare for a selected area. A rare label is contextual: the geographic scale may be a state, province, country, or another supported region, and the threshold depends on recent reports and local expectations.

If the bird could affect an official regional list, also look for the local or national records committee. Committees have their own geographic scope, review lists, forms, deadlines, and evidence standards. Some evaluate only the rarest records, so a species that eBird flags may not fall within that committee’s remit. Committee review is not automatically required everywhere, and an eBird alert is not proof that a committee has accepted the record.

Aspect eBird Regional records committee
Purpose Create a broad, searchable observation record and apply data-quality review. Evaluate whether a record meets the criteria for an official regional or national list.
Geographic scope Global platform, with filters and alerts configured for a selected region. Specific jurisdiction, such as a state, province, country, or island group.
Typical submission A checklist containing date, place, species, count, and comments or documentation. A committee form, email, or portal; it may request an eBird checklist link and a detailed narrative.
Evidence threshold Unexpected species or counts may trigger filters, comments, or additional review; exceptionally unusual claims may need diagnostic evidence. Set by the committee’s published rules and may require a full description, observer details, media, and review by multiple members.
Status Reported, filtered, or under review in the eBird system; an alert is a notification, not an acceptance. Accepted, not accepted, or otherwise handled under that committee’s decision process.

How to report a rare bird sighting step by step

1. Preserve the original facts

Write the exact place, date, time, count, and observation conditions before checking identification guides or social posts. Save original files with their capture time and do not edit away metadata. If you moved between locations, keep each stop as a separate entry.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

2. Describe what you actually observed

Use your own words. List visible field marks, structure, plumage, bare parts, behavior, flight style, and vocalizations. State what was clearly seen, what was heard, and what remained uncertain. If you could determine age or sex, say how; otherwise write “age or sex not determined.”

3. Explain the identification

Name the features that distinguish the bird from plausible look-alikes. A bare label such as “rare bird” or only the species name does not show the evidence. Explain why a similar species was rejected, especially when the bird was distant, backlit, briefly seen, or heard only.

4. Preserve contemporaneous media

Keep every photo, video, and sound recording made during the observation, including imperfect or partially obscured material. Do not submit another person’s image, an older file, or media made at a different place as documentation of your sighting. If another observer has useful media, identify that person and let the reviewing organization decide how it should be submitted.

5. Create and complete an eBird checklist

In the eBird app or website, create a checklist for the correct date and location, enter the species and count, and review the map pin before submitting. Add species comments or documentation when the system prompts you, and attach your own media where the checklist allows it. Include other species observed during the same outing when your checklist represents a complete count; do not add species you did not personally observe.

Unexpected species and counts can be stopped by eBird’s data-quality filters. Read the prompt, verify the identification and count, and add the requested explanation before submitting. A filter is a request for support, not a finding that you acted improperly.

6. Check the regional committee’s current instructions

Search for the records committee responsible for the location where the bird was seen. Confirm its review list, geographic boundaries, submission deadline, accepted media formats, and whether it wants an eBird checklist link. Follow the current form or email instructions exactly; requirements differ by jurisdiction.

7. Send a separate committee report when applicable

Copy the same factual account into the committee’s form, identify all observers, and provide contact information if requested. Link the eBird checklist when the form asks for it. Do not change the details to make the record sound more certain; explain uncertainty and conflicting observations openly.

8. Share the alert responsibly

If other birders need to know, use the appropriate local birding channel or organization. Say that the sighting was reported and, if true, that it is under review. Do not describe an eBird alert as an official acceptance, and do not present a committee decision before the committee has issued one.

What belongs in a strong rare-bird description?

eBird Help Center guidance states: “Documentation consists of written comments, photographs, sound recordings, or videos of a bird or birds.” Its guidance also says, “A detailed, thorough written description can be extremely helpful with or without physical evidence.” Those statements reflect a practical standard: media can strengthen a report, but a careful narrative is valuable on its own.

Appearance and structure

  • Overall size compared with a familiar nearby species.
  • Shape of the bill, head, neck, body, wings, and tail.
  • Primary and secondary feather pattern, wing bars, tail pattern, rump, and undertail.
  • Colors and contrast in the actual light, including any iridescence or bare-part color.
  • Leg color, eye color, eyebrow or facial pattern, and distinctive patches.
  • Wear, molt, streaking, barring, or other clues relevant to age or sex.

Behavior and movement

  • Perching height, feeding method, posture, flock association, and response to people.
  • Flight style, wing beats, gliding, hovering, or tail movements.
  • Whether the bird remained in one area, moved steadily, or disappeared into cover.
  • Interactions with other birds that helped establish size or behavior.

Voice and sound

Describe the call or song in plain language, its rhythm and pitch, and how many times you heard it. Say whether you saw the caller. If you made a recording, keep the unedited original and note where you stood.

Viewing conditions

State distance, duration, optical equipment, light direction, weather, obstructions, and whether the bird was moving. These details tell reviewers which features could realistically have been resolved.

Ruling out similar species

Identify the closest alternatives for that region and explain the discriminating feature. For a visually similar pair, describe the exact pattern, structure, or voice that separated them. If you could not check a feature, say so rather than implying that it was observed.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Counting multiple birds

If the number is unusual, explain how you arrived at it. Note whether birds were seen simultaneously, whether individuals were tracked as they moved, and how you avoided counting the same bird twice. A count estimate should be labeled as an estimate.

How photos, video, and audio affect review

Diagnostic media can confirm a difficult identification, show a feature that words cannot convey, and help reviewers assess age, sex, or subspecies. A distant phone photograph, short video, or faint recording may still contain useful evidence. Expensive equipment is not required; a phone recording or a simple digiscoped image can document an observation.

Media should be from the same bird, date, and place described in the checklist. Keep the original file, avoid aggressive filters or edits, and note any crop or enhancement. If you provide an edited copy for clarity, retain the unedited original as well. Never borrow a photograph from a friend, social-media post, or field guide to stand in for missing evidence.

Some exceptionally rare claims may require diagnostic media under eBird’s data-quality guidance. If you have none, submit the thorough written description anyway and let the reviewer determine whether it is sufficient. Do not manufacture certainty because a system asks for documentation.

How eBird review and rare-bird alerts work

eBird filters compare a reported species or count with what is expected for the selected date and place. A report can be flagged because the species is uncommon there, the timing is unusual, or the number is unexpectedly high. The filter may request comments before the checklist can be submitted, and a reviewer may contact you for clarification.

Alerts are generated for species flagged as rare in a chosen region and based on recent reports. Visibility also depends on checklist and data-sharing settings. An alert helps surface a report to interested observers; it does not certify the identification, establish an official record, or replace committee review.

When a regional records committee is involved

Committee procedures are local, so verify the current instructions for the place of observation. Determine whether the species is on the committee’s review list, whether the date and location fall within its jurisdiction, and whether a form or deadline applies. Some committees accept reports by email or an online form; others ask for a standardized report and an eBird checklist link.

New York example

The New York State Avian Records Committee (NYSARC) evaluates significantly rare records for New York. Its review list is narrower than every species eBird may flag as rare in the state. A bird can therefore trigger an eBird alert without requiring, or receiving, NYSARC consideration.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Pennsylvania example

A Pennsylvania committee report form asks whether the observer submitted the sighting to eBird and provides for a checklist link. That illustrates how a committee can use eBird as supporting documentation while retaining a separate evaluation process. Other regions may use different forms, scopes, or evidence standards.

Common mistakes and how to correct them

Submitting only a species name

Problem: “Rare bird at the lake” gives reviewers no evidence. Correction: add the field marks, behavior, voice, conditions, and look-alikes considered.

Relying on a borrowed image

Problem: an image from another date or observer cannot document your encounter. Correction: submit your own media, identify the source of any separately supplied file, and provide your written account.

Changing details after reading online reports

Problem: hindsight can introduce features you did not actually see. Correction: preserve your first notes and distinguish direct observation from later interpretation.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Ignoring the count issue

Problem: an unusual number may be flagged even when the species identification is sound. Correction: explain how many individuals were seen simultaneously and how you avoided double-counting.

Assuming an alert equals acceptance

Problem: readers may mistake an automated notification for a committee decision. Correction: label the record as reported, filtered, or under review until the responsible committee publishes its decision.

Using the wrong geographic committee

Problem: a nearby organization may not have authority for the observation’s jurisdiction. Correction: use the committee responsible for the exact location and check its boundaries before submitting.

A practical field-note template

Copy this structure into a notebook or phone note, then expand each line in your own words:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  • Date and local time: start, end, and time zone if relevant.
  • Location: site name, nearest landmark, coordinates or map pin, and habitat.
  • Observers: names or initials and who first detected the bird.
  • Count: number seen, whether simultaneously, and how individuals were tracked.
  • Detection: seen, heard, or both; first and last contact.
  • Conditions: light, weather, wind, distance, obstructions, and optics.
  • Identification: size, shape, plumage, bare parts, behavior, voice, age or sex if known.
  • Similar species: alternatives considered and the features that ruled them out.
  • Media: file names, capture times, and whether files are originals.
  • Uncertainty: features not seen, ambiguous points, or disagreements among observers.

Final submission checklist

  • The eBird checklist has the correct date, location, species, and count.
  • The checklist represents only birds you personally observed or heard.
  • Species comments explain the identification and address plausible alternatives.
  • Original photos, video, or audio are attached when available.
  • Any eBird filter prompt has been answered with a factual explanation.
  • The regional committee’s scope and current submission instructions have been checked.
  • A separate committee form or email has been sent when the record falls within its review process.
  • Public announcements distinguish an eBird report or alert from an official committee decision.

The practical rule

Give scientists a reproducible record of what happened: where and when you were, what you saw or heard, how many birds were present, which features support the identification, what alternatives you considered, and what evidence you captured. Submit that record to eBird, then follow the separate regional process whenever the local committee’s rules make it relevant.
