Start with the government agency that published, sponsored, or paid for the ad. For a general complaint about a U.S. federal agency, contact the agency first; if the issue is not resolved, USA.gov recommends contacting that agency’s Office of the Inspector General (OIG). State and local complaints should go through the relevant agency’s own website. A specialized office is appropriate only if the alleged conduct falls within its jurisdiction.
The practical task is to identify the responsible party, preserve what you saw, and send a clear factual account to an office that can assess that kind of conduct. The route depends on whether the concern is about an agency’s operations, federal campaign-finance law, a business’s practices, or another matter. A complaint reports a concern; it is not a finding that the ad broke a rule.
First identify who is responsible for the ad
Before filing, work out which agency, office, program, or contractor is associated with the advertisement and whether it is federal, state, or local. Check the ad itself and its publication location: the account or agency named in the ad may be different from the party that sponsored or placed it.
Then describe the specific conduct that concerns you. An ad might raise a question about an agency’s own operations, federal campaign-finance law, or a business’s conduct. Those are different issues, and the right receiving office depends on the facts and the rule you believe may apply. If you do not know the rule’s name, explain what the ad says or depicts and why you think it may be improper rather than guessing at a legal citation.

- Federal agency conduct: USA.gov’s general guidance is to contact the agency first and, if the issue remains unresolved, its OIG.
- State or local agency conduct: Find the complaint procedure on that agency’s own website. There is no single nationwide route for every state and local body in the guidance described by USA.gov.
- Federal campaign-finance concerns: The Federal Election Commission (FEC) handles alleged violations of federal campaign-finance laws and FEC regulations. It is not a general complaint office for every advertisement associated with government.
- Alleged misconduct involving the FTC: The FTC OIG handles allegations involving FTC programs and operations. The OIG directs complaints about ordinary business practices to the FTC’s consumer reporting channel instead.
Use the connection between the ad and the alleged rule to choose a route. An advertisement’s subject matter alone does not establish jurisdiction. For example, an ad that mentions an election is not automatically an FEC matter; the concern must be an alleged violation of federal campaign-finance law or FEC regulations. Likewise, a commercial-looking ad is not automatically an FTC OIG matter. That office is for allegations related to FTC operations, employees, or contractors, while complaints about a business’s practices belong in the FTC consumer channel.
If you are unsure who placed the ad, record what is visible and avoid stating unverified sponsorship as fact. Note the account, agency name, program, contractor, or other identifier shown, and the place where you encountered it. A responsible office may be able to refer a general federal-agency concern internally, but the initial complaint should still explain what you know and what remains uncertain.

Preserve the ad and record what you observed
Keep the original material where possible and make a record before it disappears or changes. The FEC’s complainant guide advises people filing with that commission to be specific, provide available supporting material, and distinguish firsthand knowledge from information learned elsewhere. These are useful evidence practices, but they are not a universal filing rule for every agency.

- Save a copy, screenshot, recording, or link to the ad, along with the date you observed it.
- Record where it appeared, such as the website, social account, publication, or broadcast, and note the agency, program, account, or contractor connected to it.
- Quote the relevant wording or describe the image accurately. Separate what you personally saw from what someone else told you.
- State the rule or policy you believe may apply if you know it. Otherwise, describe the facts that prompted your concern.
- Keep related material, such as the page carrying the ad or an article discussing it, if it helps explain the context.
Be precise about what the material establishes. For example, distinguish an ad you personally saw from an assertion about who paid for it that you have not verified.
A useful record is specific enough that another person can find and assess the material. Include an approximate date if you do not know the exact date, and identify the location as precisely as you can: a URL, account name, publication, or broadcast is more useful than simply saying that you saw an ad online or on television. Preserve the surrounding page or context when it helps explain what the ad was, but make clear which parts are the ad itself and which parts are background.
Write down the exact words or image that prompted the concern rather than relying on a later summary. If you record an ad or take a screenshot, keep the date you captured it and any link that still works. If another person supplied the ad or described it to you, say so. The distinction matters because firsthand observation and information received from someone else are not the same kind of evidence.
The FEC guide recommends including copies or links to relevant ads, articles, or websites when possible, along with approximate dates. It also advises complainants to be specific about facts and to distinguish their personal knowledge from information and belief. Those recommendations can help organize a report to another office, but the receiving office may ask for different materials or have separate intake requirements.

For a concern about a federal agency’s own conduct, use its official contact route and ask that the matter be referred to the responsible program or office if necessary. USA.gov advises contacting the program first. If you cannot resolve the issue after contacting it, USA.gov says to contact the agency’s OIG.
An OIG is not a universal regulator for all advertisements. Check that the complaint concerns the relevant agency and follow that office’s current intake instructions. The general route does not establish that an ad violated a rule or guarantee a particular outcome.

When you contact the program, make the request concrete. Identify the advertisement and the agency or program you believe is involved, explain what you observed, and say what rule or conduct concerns you if known. If you cannot identify the responsible office within the agency, ask for the message to be referred to the appropriate program or office. Keep a copy of your message and note when you sent it so that you can accurately describe the steps already taken if you later contact the OIG.
The agency-first route is the general federal-agency guidance, not a requirement that every possible issue pass through the same office. If the matter is within a specialized office’s jurisdiction, use that office’s own instructions. If you have contacted the program and the issue remains unresolved, USA.gov’s general recommendation is to contact the agency OIG. Check the agency website for current contact information and filing procedures rather than assuming every OIG uses the same form or process.
For state or local advertisements, use the relevant agency’s website to find its complaint procedure. USA.gov does not describe one nationwide route for those bodies. Identify the specific state or local agency first, then follow the channel it lists. Do not assume that a federal OIG or the FEC can review a state or local matter just because the ad concerns a public issue.
Use the FEC process only for an alleged federal campaign-finance violation
The FEC’s complaint process concerns alleged violations of federal election campaign-finance laws or FEC regulations. If that is the issue, the commission’s filing requirements are more specific than USA.gov’s general federal-agency guidance.
- The complaint must be written, include the complainant’s full name and address, and be signed and sworn or notarized.
- It should identify the respondent and state specific facts that describe a possible violation within FEC jurisdiction.
- Include supporting records when available. The FEC says legal citations are not required.
The FEC guide also recommends giving approximate dates, attaching or linking relevant ads, articles, or websites, and clearly separating personal knowledge from information received from others. Follow the FEC’s current instructions when preparing a filing; do not treat these requirements as rules for other agencies.
For an FEC filing, organize the account around facts the commission can evaluate: what happened, approximately when it happened, who you believe was involved, and what records support the account. Identify each respondent as specifically as you can and describe the basis for connecting that person or entity to the conduct. Do not substitute a broad conclusion for the underlying facts. The FEC says the complaint should state facts showing a specific possible violation within its jurisdiction; it does not require a legal citation.
The FEC guide’s evidence recommendations are practical: provide an ad, article, or website copy or link where possible; include available documentation; and say which facts you know personally versus what you learned elsewhere. Keep the distinction visible in the written complaint. If a date is approximate, label it as approximate. If you have not verified who paid for or placed an ad, do not present that as established fact.

FEC complaints are confidential while enforcement matters remain unresolved. If the allegation instead concerns FEC personnel, contractors, programs, operations, or funds, the FEC OIG handles that type of misconduct allegation. The FEC OIG says complaints about alleged violations of the Federal Election Campaign Act (FECA) should go to the FEC Office of General Counsel.
These are separate routes: the FEC process is for an alleged campaign-finance violation, while the FEC OIG addresses alleged misconduct involving the commission itself. The fact that an ad relates to an election does not alone tell you which one applies. Focus on the specific conduct alleged and the office’s stated remit, and consult the current instructions for the route you choose.
Do not confuse FTC oversight with a complaint about a business
The FTC OIG investigates allegations of fraud, waste, abuse, and misconduct involving FTC programs and operations, including matters involving the agency’s employees or contractors. It is not the right destination merely because an advertisement is commercial or appears misleading. For complaints about a business’s practices, the FTC OIG directs people to the FTC’s consumer reporting channel.
This distinction turns on who and what the complaint concerns. If the allegation is about FTC operations, personnel, or a contractor, the OIG’s remit may fit. If the complaint is that an outside business used an ad to mislead consumers, use the FTC consumer reporting route rather than treating it as alleged misconduct within the FTC. Do not use the OIG simply because the word “advertising” appears in the concern.
The same jurisdiction check applies to other specialized channels. Before submitting, ask whether the office has authority over the named person, agency, program, or conduct. If not, the right step is to identify the correct agency or reporting route, not to assume one office handles every kind of advertisement or rule.
Submit a factual complaint and keep your records
Use the receiving office’s official instructions and provide the evidence you have without presenting an allegation as a proven violation. Make the complaint easy to assess: identify the ad, explain where and when you saw it, name the agency or other responsible party if known, and connect the specific facts to your concern.
- Confirm the office has authority over the agency, person, program, or conduct you are reporting.
- Write a concise account in chronological order, separating what you observed from what you learned from other sources.
- Attach or identify the preserved ad and other supporting records requested or accepted by that office.
- Save the final text, attachments, submission date, and any acknowledgement or case reference.
Do not assume that an office will apply another agency’s requirements. The FEC’s sworn-complaint rules, for example, are specific to its process; other offices may have their own forms and procedures.

A clear report can follow a simple sequence: identify the ad and where it appeared; state when you saw it; describe the wording or image that concerns you; explain the connection you believe it has to an agency or other party; and identify the rule or conduct you think may be involved, if you know it. Then list or attach the available supporting material. This structure helps keep fact, inference, and opinion distinct without requiring you to claim certainty you do not have.
Before sending, check that the report names the office you intend to contact, includes the materials you say are attached, and does not describe an allegation as a confirmed violation. Keep the version you submitted, copies of attachments, the date, and any acknowledgement or case reference. If an office later asks for more information, these records will help you see exactly what you already provided.
Requirements differ by office. The FEC requires a written complaint with the complainant’s full name and address, signed and sworn or notarized. That is a specific FEC rule, not a general requirement for contacting an agency or OIG. For any other destination, follow its current instructions about format, evidence, and submission method.

Filing a complaint asks an authority to assess reported facts; it does not by itself prove that the advertisement broke a rule. Describe the concern accurately and let the responsible office determine whether the matter falls within its authority and warrants action.

It is accurate to say that an ad appears to raise a concern or that you believe particular conduct may warrant review.
This guide covers U.S. federal complaint guidance and the distinctions described by USA.gov, the FEC, the FEC OIG, and the FTC OIG. It cannot identify a case-specific destination without knowing the ad, the agency, and the suspected rule. USA.gov’s federal and state agency complaint page was last updated August 10, 2026. Frequently Asked Questions
Where should I start if I think a federal agency’s ad violates a rule?
For a general complaint about a federal agency, contact the agency or program through its official route first. If the issue remains unresolved, USA.gov recommends contacting that agency’s Office of the Inspector General. Use a specialized office instead when the conduct falls within its jurisdiction.
Best Value
How do I report an ad from a state or local agency?
Find the complaint procedure on the relevant state or local agency’s own website. USA.gov does not specify one nationwide complaint route for all state and local bodies.
The Tool Desk
Outbyte Driver Updater FREEFix the driver behind crashes, sound loss and screen glitchesFind Drivers →Outbyte PC Repair FREERepair Windows errors before they cause bigger problemsFix Now →Should I report every government-related ad to the FEC?
No. The FEC handles alleged violations of federal campaign-finance laws or FEC regulations; it is not a general complaint office for every advertisement associated with government. An ad’s election-related subject matter alone does not establish that the FEC is the right channel.
What does an FEC complaint need to include?
It must be written, include the complainant’s full name and address, and be signed and sworn or notarized. It should identify the respondent and state specific facts about a possible violation within FEC jurisdiction. Include supporting records when available; the FEC says legal citations are not required.
Do I need proof before I submit a complaint?
The guidance calls for a factual account and available supporting material, not a claim that you have already proven a violation. Preserve the ad and related records, explain what you observed, and distinguish firsthand knowledge from information you received from others. Follow the receiving office’s own evidence requirements.
Is the FTC OIG the place to report a misleading business ad?
Not generally. The FTC OIG handles allegations involving FTC programs and operations, including its employees or contractors. The OIG directs complaints about ordinary business practices to the FTC’s consumer reporting channel.
Are FEC complaints public while they are being reviewed?
The FEC says complaints are confidential while enforcement matters remain unresolved. Check the commission’s current instructions for details about its process.
What should I keep after filing?
Save the submitted text, attachments, submission date, and any acknowledgement or case reference. This gives you a record of what you sent and when.
The Bottom Line
Identify the agency and the kind of conduct at issue before choosing a complaint route. Preserve the ad, report specific facts, and distinguish what you observed from what you heard from others. For general federal-agency concerns, start with the agency and contact its OIG if unresolved; use the FEC or FTC channels only for matters within their stated jurisdiction. A complaint is an allegation for an authority to assess, not proof that a rule was violated.
