Report the incident to the school district transportation office or law-enforcement agency responsible for the location, and ask how it accepts witness reports. Note the time, exact place, vehicle and plate details if visible, and what you observed—but only if you can do so safely. Florida has no statewide witness-report number established here; a Seminole County-hosted notice lists 1-888-STOP-4-KIDS, which should be confirmed as the right contact for that incident.
What to do after you see a driver pass a stopped school bus
- Put safety first. Do not follow or confront the driver to get more information. If the incident is unfolding and presents an immediate danger, use the appropriate emergency channel.
- Write down what you observed, if safe. Record the date and time, the road or precise location, direction of travel, vehicle type and color, and license plate and issuing state if visible. Describe what the bus and vehicle did. Do not put yourself in danger to take a photo or video.
- Contact the appropriate local office. Call the school district transportation office or the law-enforcement agency serving the location. Ask which office handles witness reports and whether it has a local form or evidence-submission procedure; Florida sources do not establish one reporting route for every jurisdiction.
- Follow the local instructions. If you have photos or video, ask whether and how the agency accepts them rather than assuming there is a statewide upload system or a particular format.
Florida’s stopped-school-bus rule
Florida Statutes § 316.172 generally requires a driver approaching a school bus displaying a stop signal to stop and remain stopped until the signal is withdrawn. The statute also addresses passing on the side where children enter or exit the bus; that moving violation is subject to a mandatory hearing. Read Florida Statutes § 316.172.

There is a specific exception for opposing traffic on a divided highway when the roadway is separated by an unpaved space at least five feet wide, a raised median, or a physical barrier. The exception does not apply simply because a road has multiple lanes.

The sources cited here do not establish a statewide witness-report hotline. A Seminole County-hosted notice says, “To report illegal passing of stopped school buses Dial 1-888-STOP-4-KIDS.” Treat that as a local contact, not a number guaranteed to serve other Florida counties. Confirm with the local school district or law-enforcement agency that it handles the location of the incident. Seminole County Public Schools.

How witness reports differ from camera enforcement
Florida Statutes § 316.173 describes a separate process for school-bus infraction detection camera cases. A school district or camera vendor submits recorded images or video and details including the plate and issuing state, date, time, and location to the law-enforcement agency with jurisdiction under an interlocal agreement. Law enforcement evaluates the material and may issue a notice, with statutory notice and hearing procedures. Read Florida Statutes § 316.173.
That camera process does not create a universal witness hotline or establish that a member of the public can submit evidence through the camera program. If you witnessed a pass, report it through the local channel rather than assuming a camera recorded or processed it.
