Report the ad to the company that served it, and report the app to its marketplace when the app itself displays the ad deceptively or disruptively. For a Google ad, use the ad’s Report ad control when it appears, or use My Ad Center, the Ads Transparency Center, or Google’s report-an-ad form. On iPhone and iPad, use the in-app ad-reporting control; Apple requires apps containing ads to provide one for inappropriate or age-inappropriate ads.
Save evidence first if it is safe to do so. Record the app, date and approximate time, advertiser, wording, destination, and what happened when you tried to close or dismiss the ad. Then choose the route that matches the problem: ad platform for the creative, app marketplace for the app’s behavior, and your local consumer-protection authority for potentially deceptive claims.

Start with the right recipient
A single incident can involve two different actors. The advertising platform controls the ad creative, advertiser account, targeting and destination. The app marketplace evaluates whether the host app follows store rules, including rules about how ads are displayed. A regulator may address deceptive commercial claims under local law. Reporting to only one of them can leave part of the problem unaddressed.

Use this route when your complaint concerns a particular ad, advertiser, landing page or claim. Google says to confirm that the ad is a Google ad before using a Google reporting route. On supported surfaces, Google ads can be identified by an ad menu or an AdChoices icon accompanied by an ad control. Depending on where the ad appeared, you may be able to select Report ad directly, find the creative in My Ad Center’s recent ads, search for the advertiser in the Ads Transparency Center, or submit Google’s report-an-ad form.

Google describes these routes as applying to its ads shown on non-Google websites and apps as well as on Google properties. A submitted report receives an email confirmation and is reviewed for possible action. Confirmation is not a promise that the ad will be removed or that you will receive a personal enforcement decision.
Report the host app through its marketplace
Use the app-store route when the problem is how the app presents or forces interaction with advertising. Examples include an ad that impersonates a system warning, appears over a control you were about to tap, uses a false close button, blocks normal use, opens outside the app that triggered it, or cannot be dismissed without a penalty. Describe the app’s conduct, not just the ad’s sales claim.
Google Play’s policy says ads and associated offers are part of the app and subject to Play policies. The policy defines prohibited conduct, but it does not promise one universal user-facing ad complaint form for every in-app ad. Use the store’s current report app or equivalent control; labels and availability can vary by device, account and region.

Apple’s App Review Guidelines require apps that contain ads to include a way for users to report inappropriate or age-inappropriate ads. In an iOS or iPadOS app, use the report control attached to the specific ad when it is available. This is the most direct route for an ad that violates the app’s own presentation requirements.
For a suspicious or problematic App Store app more broadly, Apple directs users to reportaproblem.apple.com. That route concerns the app or transaction as a whole; it is not necessarily an ad-specific form. Explain both the ad and the app behavior so Apple can distinguish a creative problem from a store-policy problem.
Contact a consumer-protection authority
Use a regulator when the ad makes a potentially deceptive commercial claim, especially if you lost money, were asked for sensitive information, or the destination appears fraudulent. The correct agency depends on your country or region. In the United States, Federal Trade Commission guidance says advertising claims made on a website, in an app store or inside an app must be truthful. That guidance is a standard for business conduct, not proof that a particular ad breaks the law and not a universal complaint route for readers elsewhere.
What makes an ad disruptive or misleading?
Google Play defines disruptive ads as ads displayed in unexpected ways that may result in inadvertent clicks or impair or interfere with the usability of device functions. The definition focuses on the user experience as well as the wording of the offer.

Disruptive presentation
- A close button is false, missing, too small to use reliably, or placed where it causes an accidental click.
- The ad suddenly occupies a spot where you expected an app control, such as a navigation button or a game control.
- The creative imitates an operating-system notification, security warning, update prompt or other system interface.
- The ad blocks normal device or app use and is not easily dismissible without a penalty.
- The app forces a click or asks for advertising-related personal information before you can fully use the app.
- An ad appears over other apps or outside the app that triggered it without adequate consent and attribution.
Google’s Android unwanted-software guidance treats unexpected ads, interference with device usability, and ads appearing outside the triggering app without adequate consent or attribution as security-relevant behavior. That does not automatically establish malware, but it is a strong reason to document the event and report the host app.
Misleading content
A misleading ad can make a false or materially incomplete claim about a product, price, result, affiliation or urgency. It can also send you to a destination that does not match the ad. Separate the claim itself from the way it was displayed: the platform report should identify the exact wording and destination, while the app report should explain any forced interaction, impersonation or obstruction.
Preserve evidence before the ad disappears
Capture the incident while it is visible, provided doing so does not expose you to additional risk. You do not need a special evidence package to make a report, but precise records make it easier for a reviewer to find the creative and understand the app’s behavior.
- Take a screenshot or screen recording. Include the full ad, any ad-menu or AdChoices indicator, the close control and the page or app behind it. If the ad contains personal data, crop or redact that material before sharing.
- Record the app identity. Note the app’s name, developer as shown in the store listing, store platform and listing address if available. Distinguish the app that hosted the ad from the advertiser named in the creative.
- Write down timing. Record the date, approximate time, time zone and what you were doing immediately before the ad appeared. This can help locate a time-limited creative.
- Describe the interaction. Note where you tapped, whether the ad opened unexpectedly, whether the close control worked, whether normal use was blocked and whether the ad appeared outside the triggering app.
- Preserve the destination. If you opened the ad, record the destination address and the claims shown there. Do not continue through a suspicious payment or sign-in flow merely to gather more evidence.
Keep the original file unchanged and make a separate redacted copy for uploading. Never send passwords, payment-card numbers, one-time codes or unrelated private documents in a report.
Step-by-step reporting workflow
1. Identify who served the ad
Look for an ad menu, Report ad control, AdChoices icon or other attribution. Google’s help specifically says to confirm that an ad is a Google ad before using its reporting routes. If no provider is identified, proceed with an app-marketplace report and describe the missing attribution.
2. Report the creative where it appears
Use the control attached to the ad when available. For a Google ad, choose Report ad and select the closest reason, such as misleading claim, inappropriate content or another policy concern. If the ad is no longer visible, check My Ad Center’s recent ads, search the advertiser in the Ads Transparency Center, or use Google’s report-an-ad form. State the concrete behavior and quote the important wording rather than writing only that the ad was annoying.
3. Report app-level behavior to the store
Open the app’s listing in its marketplace and use the current report-app or equivalent feedback control. Explain that the app displayed a deceptive or disruptive ad. Include whether it impersonated system UI, covered a control, opened outside the app, forced a click, requested advertising-related personal information, or could not be dismissed. If the app is still usable, do not uninstall it until you have saved the evidence you need; if it creates a safety risk, stop using it instead.

4. Use Apple’s in-app report control on iPhone or iPad
For an inappropriate or age-inappropriate ad in an iOS app, use the report mechanism Apple requires apps with ads to provide. Report the specific creative and explain why it is inappropriate. If the concern extends to suspicious app conduct, submit a separate app report through Apple’s broader route at reportaproblem.apple.com.
5. Escalate a deceptive claim to the appropriate authority
Find the consumer-protection agency for your country or region. Provide the ad, destination evidence, app identity and a factual timeline. Distinguish what the ad explicitly stated from what you inferred or expected. For U.S. readers, FTC guidance supports the principle that claims in websites, app stores and apps must be truthful; it does not establish an outcome for an individual complaint.
6. Secure your accounts if you interacted with the destination
If you entered credentials or payment information into a suspicious destination, stop using that page and follow the security and fraud-reporting process for the affected account or payment provider. This is separate from the ad complaint: an ad-platform review will not replace account recovery or payment-dispute steps.
Choose the route by what happened
| What happened | Best first report | Consider also |
|---|---|---|
| A particular Google ad appeared inside a third-party app | Google’s ad-level report route, after confirming it is a Google ad | Report the host app to its marketplace if the presentation was disruptive |
| The creative made a false or misleading claim | The ad platform’s report control | Your country or region’s consumer-protection authority |
| The app used a fake close button, mimicked a system warning or blocked normal use | The host app’s marketplace report route | The ad platform, if the provider or creative is identifiable |
| An inappropriate or age-inappropriate ad appeared in an iOS app | The in-app ad-report control required by Apple’s guidelines | Apple’s broader app-report route for suspicious app conduct |
| A suspicious or malicious App Store app was involved | Apple’s report route at reportaproblem.apple.com | A relevant regulator if the conduct is also deceptive or unlawful |
The deciding factors are who served the ad, where it appeared, whether your complaint concerns the creative or the app’s behavior, and which jurisdiction applies to you.
Android and Google Play: practical details
When the ad is clearly from Google
Use the ad’s own reporting control first. Google’s documented alternatives are My Ad Center’s recent-ads view, the Ads Transparency Center and the report-an-ad form. Include the app name and the fact that the ad appeared inside a third-party app so the reviewer can distinguish the placement from the host app’s conduct.
When the app is the problem
Google Play treats ads and associated offers as part of the app. Report the app when it causes inadvertent clicks, disguises advertising as a system message or app feature, interferes with device functions, or makes dismissal unreasonably difficult. The policy defines these behaviors even though the exact store-report interface may change. Use the current controls shown in your Play Store account instead of relying on an old menu path.
When ads appear outside the triggering app
Record which app you had just used, which screen appeared over another app, and whether any attribution was visible. Google’s unwanted-software guidance identifies unexpected, unattributed ads outside the triggering app as disruptive behavior worth documenting. Include that sequence in the marketplace report.

iPhone and iPad: separate the ad report from the app report
Apple’s requirement for an in-app reporting ability applies to apps containing ads and specifically covers inappropriate or age-inappropriate advertising. Use that control for the individual creative. If the app repeatedly displays deceptive overlays, impersonates system UI or otherwise behaves suspiciously, file the broader app report as well. Apple says it investigates suspicious activity and takes action accordingly, but it does not guarantee a particular remedy or response to every submission.
Do not treat the Apple app-report route as a substitute for an ad-network report when the advertiser or creative is identifiable. The two reports address different layers of the incident.

Writing a report that reviewers can act on
A concise factual description is more useful than a general statement that the ad was bad. Include the exact sequence and the result. You can organize your notes with this template:
App: {{app_name}}
Store and app listing: {{store_and_listing}}
Date and approximate time: {{date_time_and_timezone}}
Ad provider or attribution: {{provider_or_adchoices_label}}
Advertiser and destination: {{advertiser_and_destination}}
Exact claim or wording: {{ad_claim}}
What happened: {{appearance_and_interaction}}
Why it is misleading or disruptive: {{specific_reason}}
Evidence attached: {{screenshots_or_recording}}
Replace each field with observed facts. For example, say that the ad covered the navigation button for 20 seconds and the visible close control opened the destination, rather than simply saying it was impossible to close. If you are unsure whether the ad was supplied by Google, say that attribution was absent or unclear instead of asserting a provider.
What to expect after submitting
Platform review
Google says it confirms receipt of a submitted report by email and reviews it for possible action. A confirmation means the report entered its process; it is not a removal notice and does not guarantee an individual reply.
Apple review
Apple says it investigates suspicious activity and takes action accordingly. The result can depend on the evidence, the app, the ad and the applicable policy. Keep your own records because neither platform promises a public case status for every report.
Free tools Windows power users keep installed

Marketplace outcomes
Store policies can lead to changes in an app, an ad provider or neither. A report may be combined with other signals, and labels or reporting paths can change by region and device. Do not submit repeated copies of the same report merely to obtain a different outcome; add new evidence if the behavior recurs.
Best Value
Common problems and how to handle them
The ad disappeared before you could report it
Use your screenshot, recording, app identity and time to report the host app. If it was a Google ad, check My Ad Center’s recent ads or the Ads Transparency Center. Explain that the creative was no longer visible when you attempted to report it.
There is no close button or report menu
Do not tap repeatedly to force dismissal. Record the absence or deceptive placement of the control, then report the app to its marketplace. If the ad’s provider is identifiable elsewhere in the creative, submit a separate platform report.
The app asks for personal information before it will work
Document exactly what information was requested and at what point. Google Play policy says an app cannot require advertising-related personal information before a user can fully use it. Do not provide information merely to complete the evidence-gathering process.
Do these 3 things before closing this tab:
1Scan for outdated or missing drivers - takes under a minute2Repair Windows errors before they cause bigger problems3Fix the driver behind crashes, sound loss and screen glitchesYou are outside the United States
Do not assume the FTC is the correct authority. Use the consumer-protection regulator for your own country or region and explain the jurisdiction in your submission. Platform reporting routes may be global, but store interfaces and legal remedies can differ.
Privacy and safety while reporting
- Do not download a file, install an unknown profile or grant new permissions just to inspect an ad.
- Redact account names, messages, contacts and payment details from screenshots unless they are essential to the complaint.
- Keep the original evidence privately and upload only the minimum needed for review.
- If an ad opens over other apps or repeatedly interrupts device use, stop interacting with it and report the host app rather than trying to reproduce it indefinitely.
- When describing a claim, separate the words shown in the ad from your conclusion about whether they are false or unlawful.
How much weight to give historical enforcement figures
Google’s 2020 Online Security Blog said that nearly 600 apps had been removed from Google Play and banned from its ad-monetization platforms for disruptive-ad and disallowed-interstitial violations. That figure is historical enforcement context, not a current count of reports, a success rate or a prediction about an individual submission. No current statistic in the cited platform material establishes how many consumer reports are filed or how often they lead to removal.
Final checklist
- Identify whether the complaint concerns the ad creative, the host app’s behavior, or both.
- Capture the ad, app name, date, time, advertiser, destination and interaction while it is safe to do so.
- Confirm a Google attribution before using Google’s ad-report routes.
- Use the ad-level report control when available.
- Report disruptive presentation to the app marketplace using its current report-app controls.
- On iOS or iPadOS, use the in-app control required for inappropriate or age-inappropriate ads.
- Use reportaproblem.apple.com for broader suspicious or problematic App Store app conduct.
- Send potentially deceptive claims to the consumer-protection authority for your jurisdiction.
- Do not provide unnecessary personal information or expect a guaranteed removal or individual response.
This layered approach gives each reviewer the facts it can act on: the ad platform receives the creative complaint, the marketplace receives the app-behavior complaint, and the appropriate regulator receives a jurisdiction-specific consumer-protection complaint.
