If a road hazard could cause an immediate crash, injury, or serious property damage, treat it as an emergency: move to a safe place if you can do so without entering danger and contact the emergency service or urgent road-hazard channel specified for your location. For a non-urgent pothole, obstruction, damaged signal, flooding report, or surface defect, contact the agency responsible for that road. There is no single worldwide number or portal; the correct route depends on the country, state or territory, road class, and urgency.
A useful report tells the authority exactly where the problem is, what it is doing to traffic or pedestrians, how extensive it is, and what is happening now. The steps below use official guidance from Australia and the United Kingdom as examples while keeping every number tied to its named jurisdiction.

Choose the reporting route before you describe the problem
Use urgency first, then road responsibility, then issue type. A routine maintenance form is not a substitute for emergency response when a collision is in progress or people are at immediate risk.

|---|---|---|---|
| Immediate danger | Local emergency service or the road agency’s urgent-hazard line | A live crash, a collapsed structure, a vehicle-sized obstruction, or a condition likely to cause imminent serious harm | The number and service are local. Transport Victoria says to call 000 in an emergency and separately lists 13 11 70 for urgent road hazards in Victoria. |
| Urgent but not an emergency | Road agency’s urgent or 24/7 hazard channel | A fallen tree or debris blocking a lane when there is no active collision | Follow the local agency’s definition and instructions. Devon County Council defines a highway emergency as a problem likely to create an imminent threat to life, serious injury, or serious property damage. |
| Routine maintenance | Online or telephone non-emergency reporting service for the road manager | Potholes, surface defects, damaged barriers, signal faults, minor debris, or localized flooding | Use the route for the road’s jurisdiction and class; a council and a state or national agency may maintain different roads in the same area. |
| Unclear ownership | The official road-reporting page for the place where you saw the hazard | You do not know whether a road is local, state, national, or privately managed | Some services forward a report to the responsible authority, while others direct you to a different form. Do not guess from the road’s appearance. |
When an emergency service takes priority
Call the local emergency service when someone is injured, a crash is occurring, traffic is exposed to an immediate and serious threat, or the hazard cannot safely be passed. Suffolk County Council’s emergency guidance treats road traffic accidents as police matters rather than ordinary highway-maintenance submissions. Give the emergency operator the location and the immediate danger first; answer follow-up questions from a safe position.

When an urgent road-hazard line is appropriate
A separate urgent line can be correct when a dangerous condition needs rapid road-agency attention but does not involve an active emergency response. In Victoria, Transport Victoria identifies 13 11 70 for urgent road hazards and says, “Always call 000 in an emergency situation.” Those instructions apply to Victoria, not to every Australian state or to the United Kingdom.
Identify who manages the road
Road ownership is often the reason a report reaches the wrong queue. Local streets may be handled by a council, while numbered highways, motorways, or other designated routes may be handled by a state or national agency.
| Place or system | How responsibility is divided | Practical choice |
|---|---|---|
| New South Wales | State and local roads have different managers. Service NSW explains that local-road reports can be passed to the relevant authority. | Submit through the state service if that is the available entry point, and provide the road name or number so the report can be referred correctly. |
| England | GOV.UK separates reports for local obstructions and potholes from issues on specified major roads handled by National Highways. | Check the road class and geography before selecting the council or major-road route. |
| South Australia | The government road-hazard and signal-fault service asks for a precise location and a nearby landmark. | Use the state service for the listed hazard types and identify the road segment precisely. |
| Northern Ireland | The nidirect surface-defect service requests location and measurements such as approximate size and depth. | Use the surface-defect route for potholes and similar defects, supplying the requested measurements. |
| Devon, England | Devon County Council provides a roads-and-transport reporting route and separately defines highway emergencies. | Use the emergency phone route for an imminent threat; use the ordinary form for non-emergency debris or defects. |
If you are unsure, search the official government or road-agency site for the place and the road number, then choose the route that names that road class. Do not rely on a privately maintained estate, a neighboring council, or a different country’s emergency number.

Exact location
Start with the road name or number. Add your direction of travel, lane or path, nearest junction, street address, kilometer or mile marker, and a recognizable landmark. If the road has an asset or lighting-pole identifier that is safely visible, include it. South Australian guidance specifically recommends a landmark; Suffolk, Northern Ireland, and other services likewise require enough detail to locate the defect rather than merely naming a suburb or town.
Hazard type
Use a plain category and then describe the condition: pothole or other surface defect; fallen tree; loose debris; flooding; damaged guardrail or barrier; failed traffic signal; exposed utility cover; mud, ice, or rockfall; or another obstruction. If more than one problem is present, separate them so the receiving agency can route each item.
Size, depth, and extent
Estimate dimensions only from a safe position. For a surface defect, give approximate length, width, and depth if you can do so without entering traffic. Northern Ireland’s reporting guidance explicitly asks for approximate size and depth. For a fallen tree, spill, flood, or debris field, describe how far it extends along the road or path and whether it reaches a shoulder, cycleway, or footway. Suffolk’s emergency guidance asks for the size or extent of an emergency.
Effect on movement and current status
State whether the hazard blocks a lane, a whole carriageway, a footpath, or a cycle path; forces traffic into another lane; has damaged a vehicle; or leaves the route passable with care. Say whether the road is passable, not passable, or unknown. For a tree or debris report, say whether an alternative route appears available only if you can observe that safely. Describe what is happening now, such as water rising, debris moving, or traffic queueing.

Time and conditions
Give the time you noticed the problem and whether it is still present. Include relevant conditions such as heavy rain, darkness, smoke, ice, or continuing runoff. Suffolk asks reporters for when the issue happened and the current situation; those details help distinguish a continuing hazard from one that has already cleared.
Callback details
Provide your name and a phone number when the service requests them, particularly for an urgent report where an operator may need clarification. Do not publish another person’s personal information in a public form. If you are reporting on behalf of a business or transport operator, identify the organization only when the authority asks for it.
Photographs and uploads
Upload a photograph only when the official form accepts one and you can take it without approaching the danger. Devon’s debris-reporting service allows additional information and a photo but directs imminent-danger cases to its emergency phone route. A photo is optional evidence, not a reason to stop in a live lane, stand on a shoulder with no protection, or approach an unstable object.

“I’m reporting a [hazard type] on [road name or number], [direction and lane or path], near [junction, address, or landmark]. It is approximately [size or extent] and [blocks or affects] [lane, path, or traffic]. The road is [passable, not passable, or unknown]. I noticed it at [time], and the current situation is [brief detail]. I’m calling from a safe place. My callback number is [number, if appropriate].”
This is a practical synthesis of the location, severity, timing, status, and contact information requested by the cited authorities. The operator may ask for different wording or additional details; answer those questions rather than reading a script that does not fit the situation.
Report the hazard step by step
- Protect yourself first. Continue to a safe stopping place if you are driving and can do so legally. Never type or photograph while driving. If stopping would expose you to traffic, make the call later from a safe place unless the danger requires an immediate emergency call.
- Classify the urgency. Decide whether there is an imminent threat to life, serious injury, or serious property damage, an urgent road-agency hazard, or a routine maintenance issue. If a collision or injury is active, use emergency services rather than a maintenance form.
- Choose the responsible route. Check the official service for the jurisdiction and road class. In England, distinguish local roads from specified major roads; in New South Wales, distinguish state and local roads; in other places, use the local government or state road agency’s own directions.
- Give the location before the narrative. State the road number or name, direction, lane or path, and nearest junction or landmark. If the operator cannot locate the point, repeat the nearest address or marker.
- Describe the hazard and its consequences. Explain the object or defect, its approximate dimensions, whether it blocks or narrows the route, and whether people or vehicles are currently exposed.
- Report timing and conditions. Say when you saw it and whether it remains present, is worsening, or is moving. Mention weather or visibility only when it changes the risk.
- Supply contact information and evidence requested by the service. Give a callback number when appropriate. Attach a safe photograph or other detail only through the official channel and only when it does not require entering danger.
- Follow the operator’s instructions. Stay available for clarifying questions if you can do so safely. If the operator redirects you to another agency, use the new route and repeat the location rather than assuming the first submission was transferred.
Keep yourself and other road users out of additional danger
- Do not stop in a live lane, on a blind bend, on a narrow bridge, or where approaching drivers cannot see you.
- Do not enter traffic to place a warning object, inspect a pothole, measure depth, move a branch, or retrieve debris.
- Do not approach a fallen power line, unstable tree, damaged barrier, smoke, chemical spill, or fast-moving floodwater.
- Do not direct traffic yourself unless an authorized emergency official tells you to do so and the situation is safe.
- If you are already involved in a collision, follow emergency-service instructions and report injuries or immediate threats before describing routine road maintenance.
- Use your vehicle’s hazard lights only in accordance with local driving rules and only when doing so does not create a false sense of protection; lights do not make an unsafe stopping place safe.
- Keep children, passengers, and pets inside a secure vehicle or away from the roadway while you make the report.
The official pages reviewed specify escalation routes and information to provide but do not establish one universal roadside position, warning-device rule, or photography procedure for every country. Local emergency instructions take precedence.

Pothole or surface defect
Give the road location, direction, lane, approximate length and width, and estimated depth if safely visible. Explain whether vehicles must swerve, whether the defect affects a bike lane or footway, and whether water hides its depth. Use the surface-defect service for the correct road authority; Northern Ireland’s service specifically asks for size and depth.
Best Value
Debris, fallen tree, or other obstruction
Identify the material and whether it is stationary, moving, or spreading. State which lane, shoulder, footway, or cycleway is blocked and whether traffic can pass. A small object on a local road may be routine, while a full blockage or unstable tree may meet the local emergency definition. Devon’s guidance directs imminent-danger reports to its emergency phone route rather than the ordinary debris form.
Flooding, mud, ice, or rockfall
Describe the affected distance, apparent depth or flow only from a safe viewpoint, and whether the surface is passable. Say whether conditions are changing. Never drive or walk into water whose depth or current you cannot judge.
Traffic signal, sign, or barrier failure
Name the junction or road segment, identify the failed signal, sign, guardrail, or barrier, and explain how traffic or pedestrians are being exposed. South Australia’s reporting service groups road hazards and signal faults and asks for a precise location and landmark. An active collision or immediate threat still belongs with emergency services.
Crash or incident in progress
Report injuries, trapped people, fire, traffic exposure, and the exact location to the local emergency service. Suffolk County Council’s guidance says road traffic accidents should be reported to police; do not use a routine maintenance form as an alternative to that response.
After you submit the report
Write down the time of the call or submission and any reference number the service provides. Keep the description consistent if another agency asks for it. If the hazard remains and the first channel instructs you to contact a different road manager, use that official route rather than sending personal messages to unrelated departments. Do not assume that a submitted form means the road is already safe; continue to avoid the hazard and warn people in your vehicle or group without placing yourself in the roadway.
Authorities may ask for clarification about the exact lane, dimensions, or current conditions. A calm, factual answer is more useful than speculation about who caused the defect or how quickly it will be repaired. The official guidance cited here does not establish a universal response time, repair deadline, or automatic feedback process, so do not promise one to other road users.
Quick Recap
Common reporting mistakes and the fix
| Mistake | Why it fails | Better approach |
|---|---|---|
| Using an emergency number for a routine pothole | It can divert emergency resources and may not reach the road manager. | Use the non-emergency road-maintenance route unless there is an imminent serious threat. |
| Using a maintenance form during an active crash | A form is not a substitute for police, fire, ambulance, or other emergency response. | Call the local emergency service first and follow its instructions. |
| Reporting only a suburb or town | The authority may not know which road segment or lane is affected. | Add road name or number, direction, lane or path, junction, address, or landmark. |
| Leaving out dimensions or impact | “Large pothole” or “debris” does not show whether traffic can pass or how severe the problem is. | Give approximate size or depth and explain the effect on vehicles, cyclists, or pedestrians. |
| Taking a close photograph from traffic | The attempt to document the hazard can create a second incident. | Photograph only from a safe place and only when the official service accepts an upload. |
| Guessing the road owner | The report may enter the wrong queue or be rejected. | Check the official jurisdiction and road-class route; use a service that forwards local reports when available. |
| Giving an old description without current status | Conditions may have changed, especially with weather, flooding, or moving debris. | State when you saw it and what is happening now. |
A final pre-submission check
- Is anyone injured, trapped, or facing an imminent serious threat? If yes, use the local emergency channel.
- Do you have the road name or number, travel direction, lane or path, and a junction, address, marker, or landmark?
- Have you named the hazard in plain language?
- Have you estimated its size, depth, or extent without entering danger?
- Have you explained whether the route is blocked, passable, or forcing traffic to change course?
- Have you stated when you noticed it and whether it is still present?
- Are you reporting from a safe place, with a callback number only where appropriate?
- If you attach a photo, was it taken without stopping in traffic or approaching the hazard?
