If a drone appears to threaten people, operate recklessly, or support a crime, call local law-enforcement first responders immediately. For a flight that appears to violate Federal Aviation Administration (FAA) rules without an immediate danger, contact your local FAA Flight Standards District Office (FSDO). The FAA Hotline also accepts aviation-safety and Federal Aviation Regulation reports. The FAA’s UAS Incident Report Questionnaire is not a public-witness form; it is limited to law-enforcement and public-safety officials.
Your safest contribution is a clear account of what you observed. Do not confront the operator, chase the aircraft, interfere with it, or attempt to disable it.

Choose the reporting channel by urgency
Different concerns belong with different authorities. Use the channel that matches both the immediate risk and the type of alleged violation.
| What you observe | First channel | Why this channel fits | Can the public use it? |
|---|---|---|---|
| Immediate danger, reckless operation, or suspected crime | Local law-enforcement first responders | The FAA directs witnesses to report dangerous or criminal drone activity immediately. Use the local emergency response channel when people or property face an active threat. | Yes |
| An apparent FAA rule violation with no immediate danger described | Local FAA Flight Standards District Office (FSDO) | FAA investigators may investigate the report and follow up with the operator. | Yes |
| An aviation-safety concern or alleged Federal Aviation Regulation violation | FAA Hotline | The Hotline accepts National Airspace System safety and regulatory-violation reports through web, mail, and telephone channels. | Yes |
| A UAS incident questionnaire | Law-enforcement or public-safety officials | The FAA questionnaire is an official agency referral tool, not a form for members of the public who witnessed a drone. | No |
Local agencies set their own non-emergency telephone numbers and online procedures. FAA guidance does not establish one nationwide local non-emergency number. If the situation is active and dangerous, use the emergency channel available in your locality rather than waiting for a web form or an FAA office to respond.

When a drone is dangerous or may be involved in a crime
The FAA’s public instruction is direct: “If you witness a drone operation that appears dangerous or is being used to commit a crime please report it immediately to your local law enforcement first responders.” The agency’s FAQ similarly says, “Call your local law enforcement.” These instructions apply when the risk is happening now or when the flight appears connected to criminal conduct.
Use the emergency route for an active threat
Examples include a drone flying dangerously close to people, interfering with an aircraft or another safety-critical operation, or behaving in a way that creates an immediate risk of injury or damage. Tell the call-taker that a drone is involved, where it is now, what it is doing, and whether anyone is in immediate danger. Follow the dispatcher’s instructions and keep yourself and others out of harm’s way.
Give the location in a way responders can use: a street address, intersection, landmark, park entrance, building, or direction from a visible feature. If the drone is moving, describe its current position and direction rather than only where you first saw it. If it disappears, report the last known location and travel direction.
Do these 3 things before closing this tab:
1Fix the driver behind crashes, sound loss and screen glitches2Repair Windows errors before they cause bigger problems3Scan for outdated or missing drivers - takes under a minuteUse local law enforcement for suspected criminal conduct
A drone complaint can involve more than aviation rules. FAA law-enforcement guidance identifies allegations such as reckless endangerment, voyeurism, and harassment as examples of conduct that may arise in a complaint. The applicable response depends on the facts and on federal, state, or local law. Describe what you actually saw rather than announcing that the operator committed a particular offense.
Do not delay an urgent call to gather perfect evidence
A useful report can begin with the location, time, direction of travel, and immediate hazard. You do not need to identify the aircraft model or operator before contacting responders. If it is safe to continue observing from where you are, note additional details without moving toward the drone.
How to report an apparent FAA-rule violation to an FSDO
If the flight appears to break an FAA requirement but you have not described an immediate danger or suspected crime, the FAA says a witness may contact the local Flight Standards District Office. FSDO investigators may investigate and follow up with the operator.
Situations that fit this route
This route is appropriate when your main concern is compliance with FAA rules and the event is no longer an emergency. Explain the behavior, location, date, and time, and identify any safety effect you observed. If circumstances change and the flight becomes dangerous, switch to local law enforcement immediately instead of waiting for an FSDO response.

A report can still be worthwhile after the aircraft has landed or left the area. State that the event is over, then provide the complete timeline and any lawful recording already in your possession. Do not imply that a delayed report receives the same priority as a live emergency.
Prepare a factual account
Use neutral descriptions: the drone’s approximate altitude relative to nearby structures, its path, how close it came to people or vehicles, how long you saw it, and what happened afterward. Separate direct observations from assumptions. For example, “The aircraft crossed above the playground twice at approximately 3:15 p.m.” is more useful than “The pilot was definitely violating the law.”
If you are unsure whether a rule applies, say so. You can report that the operation appeared unsafe or inconsistent with FAA requirements without identifying a specific regulation. Investigators, not witnesses, determine which federal aviation rules apply.
Using the FAA Hotline
The FAA Hotline accepts reports involving National Airspace System safety and alleged Federal Aviation Regulation violations. The Hotline provides a web form, mail submission, and telephone route. Its listed telephone number is 866-TELL-FAA (866-835-5322).

When the Hotline is useful
Use this channel when the central issue is an aviation-safety or regulatory report and the event does not require an immediate emergency response. Include the same concrete observations you would provide to an FSDO. A Hotline submission does not replace a call to local responders when people or property face an active threat.
You may use the Hotline in addition to a local report when both immediate safety and an aviation-regulatory concern are present. Make clear which agency you contacted, when you contacted it, and whether the danger is continuing. Do not assume that filing one report automatically alerts every other authority.
What to include in a Hotline report
- The date, time, and precise location or landmarks.
- The drone’s direction of travel and the activity that concerned you.
- Visible characteristics such as type, size, shape, and color.
- Any visible equipment attached to the aircraft.
- Names or contact details of witnesses, if they are already known to you.
- Whether you also contacted local law enforcement and what immediate hazard existed.
Only provide information you obtained lawfully and safely. Do not pursue the aircraft to obtain a better photograph or try to identify a pilot by entering private property.

Why the FAA UAS Incident Report Questionnaire is not your form
The FAA UAS Incident Report Questionnaire is expressly limited to law-enforcement and/or public-safety officials. A private witness should not treat it as the normal public reporting route. Give your information to local responders, an FSDO, or the FAA Hotline instead, depending on urgency and subject.

Public-safety agencies can use the questionnaire as part of their coordination with the FAA. That agency process does not change the first instruction for a member of the public who sees dangerous or criminal activity: contact local law enforcement immediately.
Document what you saw without putting yourself at risk
FAA law-enforcement guidance emphasizes maintaining visibility, noting the device’s characteristics and activity, documenting details, and protecting the public and first responders. A witness can apply those principles without conducting an investigation.
- Move to a safe position. Stay clear of the aircraft’s path and any area where it could fall. Do not stand in traffic, enter restricted property, or put yourself between the drone and other people.
- Record the basic timeline. Write down the date, local time, location, and when the activity started and ended. If the flight is continuing, note the time of each major change in direction or behavior.
- Describe the aircraft. Note approximate type, size, shape, color, lights, noise, and any visible camera, package, or other equipment. An exact commercial model is not required.
- Describe the activity. Record where the drone traveled, its apparent height relative to buildings or trees, how close it came to people or vehicles, and anything that made the operation appear dangerous or connected to a crime.
- Note the operator only if already visible. If you can see a person controlling the drone from your safe location, record clothing, position, or other distinguishing details. Do not approach, follow, or challenge that person.
- Identify witnesses voluntarily. Keep names or contact details of people who offer them. Do not pressure bystanders or collect personal information unrelated to the event.
- Preserve existing evidence. If you already have a lawful photograph or video, keep the original file and note when and where it was captured. Do not create a risk by moving closer for a better image.
- Report promptly. Give responders the notes in chronological order and explain which details are direct observations and which are estimates.
Do not approach, pursue, interfere with, jam, capture, damage, or attempt to disable the aircraft. Such actions can create additional danger and can interfere with a response. Your role is to observe from a safe position and report.
Describe conduct, not conclusions
A drone’s appearance alone does not establish that its flight is illegal. Consumer and professional aircraft can look similar, and a distant sighting can make height, distance, and ownership difficult to judge. Report the behavior and circumstances that caused concern; let investigators determine which rules or laws apply.

Use qualifiers when necessary: “approximately,” “appeared to,” or “from my position.” State how you estimated distance or height, such as comparison with a known building, rather than presenting an uncertain estimate as an exact measurement.
Explain the impact
Tell authorities whether people moved away, traffic was affected, an aircraft or heliport operation was nearby, property was damaged, or someone appeared to be watched or harassed. These consequences help responders assess urgency without requiring you to classify the conduct legally.

Common reporting mistakes to avoid
- Using a non-emergency form for a live threat. Online submissions and office contacts are not substitutes for immediate local response when someone may be injured.
- Calling only the FAA about suspected criminal conduct. The FAA directs witnesses to local law enforcement first for dangerous or criminal activity.
- Submitting the agency-only questionnaire. Members of the public should use local responders, an FSDO, or the FAA Hotline.
- Overstating uncertain details. Guessing an exact altitude, model, or pilot identity can make an otherwise useful report less reliable.
- Confronting the operator. An argument can escalate and may place you in the aircraft’s path. Observe from where you are.
- Deleting original files. Keep the unedited photograph or video and separately provide any shortened clip or explanation requested by an authority.
A practical decision process
- Ask whether there is an immediate threat. If people, aircraft, or property may be in imminent danger, contact local law-enforcement first responders through the emergency channel.
- Ask whether a crime may be occurring. If the drone appears to be used for criminal conduct, contact local law enforcement immediately, even if you are also concerned about an FAA rule.
- If there is no immediate danger, identify the main issue. An apparent FAA-rule violation can go to the local FSDO. A broader aviation-safety or Federal Aviation Regulation report can go to the FAA Hotline.
- Choose only the public channel available to you. Do not submit the FAA UAS Incident Report Questionnaire; it is restricted to law-enforcement and public-safety officials.
- Preserve safety throughout. Observe from a safe location, document what you know, and avoid confrontation or interference.
What happens after you report
Local law enforcement decides how to handle an emergency or suspected crime under the facts and laws applicable in its jurisdiction. The FAA says an FSDO may investigate an apparent FAA-rule violation and follow up with the operator. A Hotline submission enters the FAA’s aviation-safety and regulatory reporting channel, but the available public guidance does not promise a particular response time or outcome.
Keep your notes and original files in case an investigator contacts you. If the activity resumes or the danger becomes immediate, make a new urgent report rather than assuming an earlier submission covers a new event. If an agency gives you an incident or case number, retain it with your notes and use it when providing follow-up information.
Current status of the FAA instructions
The FAA public reporting page containing the immediate-danger wording was last updated December 16, 2024. The FAA Hotline page was last updated May 16, 2025. The FAQ and questionnaire pages did not display a publication or update date in the available page material; they were treated as current pages accessed October 13, 2026. Local phone numbers and online procedures can change independently of FAA pages, so confirm the local emergency or non-emergency route used in your community.
No nationwide statistic is needed to make the reporting decision. The key distinction is urgency: immediate danger or suspected crime goes to local law enforcement first; non-emergency FAA concerns go to an FSDO or the FAA Hotline; and the incident questionnaire remains an agency-only tool.
Frequently Asked Questions
Should I call local police or the FAA first?
Call local law-enforcement first responders immediately when the drone appears dangerous, reckless, or connected to a crime. Use an FSDO or the FAA Hotline for a non-emergency FAA-rule or aviation-safety concern.
What if the drone flight has already ended?
Write down the date, time, location, route, aircraft description, operator details already visible, witnesses, and any lawful photo or video. Report an apparent FAA violation to your local FSDO or the FAA Hotline; report suspected criminal conduct to local law enforcement.
Do I need to know the drone’s exact model or altitude?
No. Approximate type, size, shape, color, apparent height, direction, and distance from people or property are useful. Clearly label estimates and explain how you made them.
Best Value
Can a member of the public submit the FAA UAS Incident Report Questionnaire?
No. The FAA expressly limits that questionnaire to law-enforcement and/or public-safety officials. Use local responders, an FSDO, or the FAA Hotline instead.
May I follow the drone or confront the pilot?
No. Do not approach, pursue, interfere with, jam, capture, damage, or disable the aircraft, and do not challenge the operator. Observe from a safe position and report.
What should I say when calling about an active threat?
State that a drone is involved, give your current location and the drone’s current or last-known location, describe what it is doing and where it is traveling, and explain who or what may be in immediate danger. Follow the dispatcher’s instructions.
Will the FAA investigate every report?
The FAA says an FSDO may investigate an apparent FAA-rule violation and follow up with the operator. Public guidance does not promise a response time or a particular outcome for an FSDO or Hotline submission.
Is seeing a camera or unusual-looking drone proof that a flight is illegal?
No. Appearance alone does not establish a violation. Report observable conduct, location, timing, safety effects, and any apparent harassment, voyeurism, reckless endangerment, or other criminal behavior without making a legal conclusion.
The Bottom Line
Act on urgency. An immediate danger or suspected crime belongs with local law-enforcement first responders. A non-emergency FAA-rule concern can go to your local FSDO, and an aviation-safety or Federal Aviation Regulation report can go to the FAA Hotline at 866-TELL-FAA (866-835-5322). Document the time, place, route, behavior, aircraft characteristics, and witnesses from a safe position. Never confront, chase, jam, damage, or disable the drone, and do not use the FAA UAS Incident Report Questionnaire unless you are a law-enforcement or public-safety official.
