How to Report a Cryptocurrency Transaction Linked to Sanctions

Start by identifying your jurisdiction, your role in the transaction, and what actually happened. A wallet-screening alert is not automatically a blocked transaction. For a U.S.-linked matter, a person who determines that virtual currency must be blocked generally reports the blocked property to the U.S. Department of the Treasury’s Office of Foreign Assets Control (OFAC) within 10 business days, then reports it annually while it remains blocked. A rejected transaction has a different report and trigger. In the United Kingdom, the route depends on whether the concern is a financial-sanctions breach or a trade-sanctions breach, and a regulated cryptoasset firm may have both an Office of Financial Sanctions Implementation (OFSI) duty and a National Crime Agency (NCA) suspicious activity report (SAR) duty. Do not move, return, convert, or release assets solely because software produced a sanctions match; determine the legal status first and follow the current instructions of the relevant authority.

Identify the jurisdiction and your role first

Sanctions reporting is not a single worldwide process. The applicable law usually follows the person, business, account, service, or transaction that has a connection to the jurisdiction imposing the sanctions. Your status also matters: a bank, exchange, custodian, money-services business, professional adviser, corporate treasury team, and private individual can have different duties.

Situation Primary question Potential route
U.S.-linked activity Did a U.S. person or another person subject to U.S. jurisdiction determine that property had to be blocked, or was a transaction rejected? OFAC blocked-property or rejected-transaction report through the OFAC Reporting System.
UK financial-sanctions concern Is there a suspected breach of UK financial sanctions, and is the reporter in a category with a legal reporting duty? OFSI’s suspected-breach reporting form; a regulated cryptoasset firm may also need an NCA SAR.
UK trade-sanctions concern Does the conduct involve trade restrictions rather than financial sanctions? The responsible authority can be OTSI or HMRC, depending on the measure; the oil price cap and internet-service measures have exceptions.
Another country What local sanctions law, regulator, and reporting rule applies? Not established by the U.S. and UK procedures described here; consult the relevant national authority and qualified counsel.

For a cross-border event, more than one regime can apply. Keep each authority’s report separate unless the authority expressly provides a combined process. The U.S. and UK routes below are not interchangeable.

A blocked virtual-currency asset

Blocking means the holder has determined that the property must be immobilized under the applicable sanctions rules. The holder must deny unauthorized access and prevent release. OFAC’s virtual-currency guidance says the obligations for digital currency and traditional fiat currency are the same: The obligations are the same. The statement appears in OFAC’s virtual-currency FAQ, in response to whether digital-currency obligations differ from those for traditional currency.

Do not assume that a blockchain address appearing on a screening list, or a fuzzy name match connected to a wallet, proves that a block is required. OFAC’s guidance describes the obligation when the person determines that it holds virtual currency that must be blocked. Resolve the match and the applicable sanctions program before taking irreversible action.

A rejected transaction

A rejection is different from blocking. The transaction is refused, but the property is not necessarily held as blocked property. OFAC requires a rejected-transaction report within 10 business days after the rejection. The report is not a substitute for a blocked-property report when the facts require blocking.

A screening alert with no final action

A preliminary alert is an internal compliance event, not automatically an OFAC reportable block or rejection. Preserve the alert, the screening logic, the data used to investigate it, and the conclusion. Record whether the transfer was ultimately blocked, rejected, released after a false-positive review, or left pending under a license or other legal exception.

United States: reporting a blocked or rejected crypto transaction to OFAC

What OFAC requires

OFAC’s reporting rules cover blocked-property reports, rejected-transaction reports, and annual reports of blocked property. Mandatory initial reports are filed through the OFAC Reporting System (ORS). OFAC says a filer that can demonstrate unique and extraordinary circumstances preventing ORS use may ask for permission to file another way. Such requests are presumed denied unless OFAC grants written permission, so do not treat email or an informal letter as an alternative filing method without written authorization.

OFAC report When the clock starts Deadline stated in current guidance Portal or form
Initial blocked-property report After the property is blocked Within 10 business days of blocking ORS
Rejected-transaction report After the transaction is rejected Within 10 business days of rejection ORS
Annual Report of Blocked Property While the blocked property remains held Annual filing; OFAC’s published deadline is September 30. Confirm the current instructions. ORS

The 10-business-day period is tied to the action, not to the date a monitoring system first generated an alert. If a review takes several days and the final determination is to block, calendar 10 business days from the blocking action. If the determination is to reject, calendar a separate 10-business-day period from the rejection.

Step 1: Establish the U.S. nexus and sanctions program

  1. Identify the person or entity that handled, controlled, provided services for, or received the transfer.
  2. Determine why U.S. jurisdiction applies, if it does, and which sanctions program or designation is relevant.
  3. Document the sanctions-list entry, the name or identifier matched, the wallet or address involved, and the reasoning that connects the transaction to the listed person or prohibited conduct.
  4. Check whether a general or specific license, an applicable exception, or a false-positive resolution changes the result.

If you cannot establish the jurisdiction or legal basis, pause irreversible action and obtain advice from sanctions counsel or the relevant authority. A compliance vendor’s score is not a legal conclusion.

Step 2: Preserve the original transfer record

OFAC FAQ 49 requires a blocking or rejection report to include a copy of the original transfer instructions. Save the instruction exactly as received, including the date and time, asset and quantity, source and destination, intermediary details, memo or reference fields, and any instruction to a custodian or exchange. The requirement is described in OFAC FAQ 49.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

For a blockchain transfer, also preserve the transaction hash, chain or network, wallet and address identifiers, and records showing how an address was attributed to a person or organization. OFAC’s virtual-currency FAQ asks for relevant wallet or address ownership details and other relevant information.

Step 3: Take the correct action for a blocked asset

If you determine that the virtual currency must be blocked, deny access and use controls that prevent an unauthorized release. Segregate the asset in a controlled wallet or account under your custody and restrict signing, withdrawal, transfer, conversion, and other access paths to the extent required by the applicable rules and your controls.

OFAC does not require you to convert blocked virtual currency into fiat currency or place it in an interest-bearing account. Do not send it back to the sender, move it to a new wallet merely to make it easier to manage, or sell it because of a screening alert. Any movement must be legally authorized and documented.

Step 4: File the initial report in ORS

  1. Register for and access ORS using the information on OFAC’s reporting-system page.
  2. Select the report type that matches the action: blocked property or rejected transaction.
  3. Enter the parties and their roles, the transaction date, asset, quantity, currency or valuation, wallet and address information, and the sanctions-list or legal basis.
  4. Attach or provide the original transfer instructions and relevant supporting records.
  5. Describe the action taken, including when and how access was blocked or the transaction rejected.
  6. Review the filing for consistency with your internal records and submit it within the applicable 10-business-day period.
  7. Keep the confirmation, submitted data, attachments, and a copy of the final determination in your compliance file.

OFAC’s Sanctions Compliance Guidance for the Virtual Currency Industry provides broader controls guidance. Confirm the current ORS form and instructions immediately before filing because agency procedures can change.

Step 5: Continue with the annual blocked-property report

An initial block report does not end the obligation. If the asset remains blocked, file the Annual Report of Blocked Property each year through ORS. OFAC’s published annual deadline is September 30; verify the current reporting instructions and the reporting period before each filing. Reconcile the report to wallet balances, transaction history, custody records, and any authorized changes during the year.

Does an OFAC report count as a FinCEN SAR?

No universal yes-or-no answer is safe. FinCEN’s 2004 interpretation permits a unitary filing only in specified circumstances, including certain designated-terrorist and narcotics categories. It also says an OFAC blocking report does not satisfy a SAR obligation when the conduct would be reportable even without the OFAC match, and information required for a SAR may be missing from the blocking report.

Read the applicable rule for your institution type and current facts. If suspicious activity independently meets the SAR standard, prepare the SAR through the institution’s normal FinCEN process even when an OFAC report has been or will be filed. Do not apply a single deadline to every institution: the relevant SAR timeframe depends on the institution category and current regulation. FinCEN’s interpretation is available at Interpretation of Suspicious Activity Reporting Requirements to Permit the Unitary Filing of Suspicious Activity and Blocking Reports.

Maintain a cross-reference between the OFAC submission and any SAR, but do not assume that one filing transfers data, confidentiality protections, or legal compliance to the other.

United Kingdom: report a suspected financial-sanctions breach

Use OFSI’s suspected-breach route

The UK government’s financial-sanctions suspected-breach reporting form is the route for reporting suspected breaches to OFSI. Some businesses have a legal duty to report, and failing to report when required can be a criminal offence. Whether a particular individual or business must report depends on the applicable UK regime and the reporter’s role.

Prepare an accurate narrative rather than pasting an unexplained screening score. OFSI asks for the circumstances, the parties and their roles, transaction value and currency, date, remitter, intermediary, ultimate beneficiary, and steps taken. For complicated cross-border activity, a diagram can make the flow understandable. If you are unsure whether a duty applies, the government guidance advises obtaining independent legal advice.

Cryptoasset firms may have an additional NCA duty

The 2025 OFSI Cryptoassets Threat Assessment says UK cryptoasset firms holding virtual assets linked to suspected sanctions evasion or circumvention should report the suspected activity to OFSI. Where the firm operates in the regulated sector, it should also file an NCA SAR through its usual channel when applicable.

This is a firm-level context, not a rule that every private wallet holder must submit an NCA SAR. A regulated firm should assess both duties, preserve the evidence supporting each filing, and follow the applicable consent, tipping-off, confidentiality, and recordkeeping requirements.

Freezing and reporting assets

Where no exception or licence applies, the OFSI assessment discusses freezing and reporting assets as part of frozen-asset reporting. Do not interpret that statement as permission to confiscate or permanently destroy the asset. Preserve it under appropriate controls and follow OFSI’s current instructions for the specific sanctions regime.

UK trade sanctions use a different reporting route

A crypto transaction can raise a trade-sanctions issue rather than, or in addition to, a financial-sanctions issue. The UK government’s Report a suspected breach of trade sanctions guidance says that routing depends on the measure: specified measures go to the Office of Trade Sanctions Implementation (OTSI), while many others go to HM Revenue and Customs (HMRC). The guidance identifies exceptions for the oil price cap and internet-service measures and flags distinct rules for legal or financial service providers and money-service businesses.

Do not send every UK report to OFSI simply because cryptocurrency is involved. Identify the underlying conduct and the measure first, then use the authority named in the current trade-sanctions guidance.

Evidence to preserve before and after reporting

Retain records lawfully and protect personal data. A complete file helps the authority understand what happened and helps you prove the difference between a blocked asset, a rejected transfer, and a false-positive alert.

  • Original transfer instructions, including any customer or counterparty message.
  • Transaction hash, blockchain or network, wallet addresses, and custody-account identifiers.
  • Date and time with time zone, asset type, quantity, and the method used for any fiat valuation.
  • Sender, recipient, intermediaries, beneficial parties, and each party’s role.
  • The sanctions-list entry, screening result, matching fields, data source, and investigation notes.
  • The basis for linking an address or wallet to a person, entity, or service.
  • A clear status: blocked, rejected, released after false-positive review, pending, or otherwise restricted.
  • The exact date and method of the action taken, including who authorized it.
  • Wallet-control records showing how unauthorized release was prevented, where blocking was required.
  • Licences, exceptions, legal analysis, customer communications, and relevant internal approvals.
  • Copies of submitted forms, attachments, confirmations, and any follow-up correspondence with an authority.

OFSI specifically asks for a narrative, parties and roles, value, currency, date, and response steps. OFAC specifically calls for original transfer instructions and relevant wallet or address ownership details. Preserve both sets of information when a matter crosses jurisdictions.

A practical decision path

  1. Locate the legal connection. Write down the country or regime, the person or business subject to it, and your role.
  2. Freeze the facts, not necessarily the funds. Preserve logs and prevent evidence from being overwritten. Do not move or convert assets merely to simplify operations.
  3. Resolve the alert. Compare names, identifiers, wallet attribution, dates, and transaction purpose; document false-positive reasoning or the basis for a confirmed match.
  4. Classify the event. Decide whether the result is a required block, a rejection, a suspected breach, or no reportable violation.
  5. Apply the correct deadline. For OFAC, count 10 business days from blocking or rejection. For an annual OFAC blocked-property report, use the current instructions and September 30 deadline published by OFAC.
  6. File every independently required report. Check OFAC, FinCEN, OFSI, NCA, OTSI, HMRC, and any other applicable authority separately; one submission does not automatically discharge another duty.
  7. Maintain controls and records. Keep the asset restricted when required, monitor for attempted access or related transfers, and retain the filing record and supporting evidence.

Common mistakes and how to avoid them

  • Treating an alert as a confirmed block: investigate the match and legal basis before deciding what action is required.
  • Using the wrong deadline: the OFAC 10-business-day clock begins on blocking or rejection, not necessarily on the first alert.
  • Filing the wrong OFAC report: blocked property and rejected transactions are distinct categories.
  • Omitting the original instruction: attach or provide the original transfer instructions and preserve the blockchain evidence.
  • Sending a blocked coin back or converting it: OFAC does not require conversion to fiat, and unauthorized movement can create a new problem.
  • Assuming OFAC replaces a SAR: FinCEN’s unitary-filing interpretation is limited; independently report suspicious activity when the applicable rule requires it.
  • Sending a UK trade matter to the wrong body: determine whether OTSI, HMRC, or an exception-specific route applies.
  • Assuming a private holder has the same duty as a regulated firm: UK reporting obligations can depend on sector and role.
  • Overstating what the evidence proves: describe an address as “linked” only when you can explain the attribution and distinguish suspicion from a legal determination.

When to obtain specialist advice

Get sanctions counsel or direct authority guidance before acting when the jurisdiction is unclear, a wallet attribution is indirect, multiple sanctions programs overlap, a licence may apply, the asset is held for a customer, a law-enforcement request is involved, or reporting could conflict with confidentiality, data-protection, tipping-off, or insolvency obligations. The authorities’ instructions are updated, so check the linked OFAC, FinCEN, OFSI, OTSI, and HMRC pages at the point of filing rather than relying on an old form or internal checklist.
