Yes, an FSSAI licence or registration can generally be renewed after expiry, but only through the post-expiry window ending on the 180th day after the original expiry date. Renewal filed on days 1–90 costs three times the existing annual fee; days 91–180 cost five times. You must not operate the food business while the licence is expired and until the renewed licence is issued.
Use the official FoSCoS portal to file due annual returns, submit renewal, pay the amount displayed by the system and track the application.

What happens when an FSSAI licence expires?
The expiry date printed on the licence controls the calculation. The post-expiry clock starts on the original expiry date, not on the day you discover the lapse, contact a consultant or log in to FoSCoS.

After the 180th day, the cited order does not permit renewal. FoSCoS may present a fresh-application or another remedial route, but the exact route, documents and resulting licence details must be confirmed in the live portal before operations resume.

The multiples apply to the existing annual fee for the particular licence or registration. For example, if FoSCoS shows an annual fee of ₹2,000, the post-expiry amount would be ₹6,000 during days 1–90 or ₹10,000 during days 91–180, before considering any separate amount the portal explicitly identifies. Do not substitute an old fee schedule for the figure displayed against your licence.
The final 30 days before expiry
A 2023 FSSAI order applicable to applications from 12 January 2023 states that renewal is instant and that there is no ₹100-per-day late fee for an application filed in the final 30 days before expiry. An older FSSAI FAQ still describes the former calculation, including an example of ₹3,000 on the expiry date. Treat that example as historical, not as the current rule for applications covered by the later order.

No. FSSAI’s post-expiry order says food businesses must not conduct any food business from the original expiry date until the renewed licence is issued. Submitting a renewal application, paying the fee, receiving an acknowledgement or seeing a pending status does not itself restore the right to trade.
Pause manufacturing, processing, storage, distribution, transport, sale and other activities covered by the expired authorisation. Also review contracts, delivery schedules, online listings and third-party marketplaces so that orders are not accepted during the prohibited period.

Operating during the lapse can attract penalties and punishment under Section 63 of the FSS Act, 2006. Keep evidence of the shutdown and the eventual issuance date with your compliance records in case an inspector asks when activity stopped and restarted.
Annual returns: the prerequisite many businesses miss
Licensed manufacturers and importers must submit every due annual return online before using the post-expiry renewal route. FSSAI’s 2024 order reiterates the online filing requirement, and the post-expiry order makes due returns a condition of renewal.
Who should check annual returns first?
- Licensed manufacturers, including businesses that manufacture, process or repack food under a licence.
- Licensed importers.
- Any business whose FoSCoS account shows a due annual return against the licence.
Do not assume that a small registration or a different kind of food-business authorisation has the same return obligation. Check the licence category and the notices shown in your account. If the portal lists a return as due, file it before attempting post-expiry renewal.
How to submit a due return
- Open FoSCoS and sign in with the account linked to the licence.
- Choose the Annual Return function and select the affected licence.
- Complete every return period shown as due. Use the licence’s records for production, processing or import information and retain the underlying documents.
- Submit online and save the acknowledgement or reference number.
- Return to the renewal function only after the portal reflects submission of all required returns.
The annual-return page also provides an express renewal facility that asks for the licence number, validity end date and verification code. If the normal account view does not expose the licence, try the details requested by that facility and save screenshots or acknowledgements of each successful submission.
Step-by-step: renew an expired FSSAI licence in FoSCoS
1. Record the controlling details
Before opening the application, write down the original expiry date, licence or registration number, business name and licence category. Calculate the number of days elapsed from the original expiry date. Count calendar days, and use the expiry date printed on the authorisation rather than a later reminder date.

Identify whether the licence holder is a manufacturer or importer, because that determines whether due annual returns must be cleared first. Have access to the email address and mobile number associated with the FoSCoS account.

2. Check the portal for returns and notices
Sign in at https://foscos.fssai.gov.in/. Open Annual Return and clear each return the system marks as due. Read any licence-specific notice or objection before starting renewal; a pending notice can require a response in addition to payment.
3. Open Renew and select the expired licence
Choose Renew from the relevant FoSCoS menu and select the licence associated with the expired business. Confirm that the licence number, business name, premises and activity categories match the records you intend to continue. Do not start a new application merely because the licence is expired if the account still offers the post-expiry renewal option.
4. Complete the current form and declarations
Review every pre-filled field rather than copying an old application without checking it. Update ownership, contact details, premises information, food categories, capacity and other declarations where the current form requires confirmation. If a material business change is needed, follow the portal’s modification process instead of hiding it in a renewal response.
5. Pay the displayed fee and post-expiry amount
FoSCoS should calculate the amount using the licence’s current annual fee and the elapsed post-expiry period. Check whether the system places the application in the days 1–90 or days 91–180 band. Pay only through the official portal and download the receipt. A calculation copied from an old FAQ is not a substitute for the amount shown on the live application.

6. Save the application reference
Download or print the acknowledgement, payment receipt and submitted form. Record the application reference, submission date and the date on which the 180-day window ends. These records are useful if the application disappears from the dashboard or the licence is not visible after a portal update.
7. Track the decision
Use Track Application in FoSCoS to monitor scrutiny, queries, approval or rejection. Respond to any clarification within the deadline shown in the portal and keep a copy of the response. The business must remain closed for regulated food activity until the renewed licence is actually issued, not merely until the application reaches an advanced status.

Check the account and licence number
Confirm that you signed in with the account used for the licence and that every digit of the licence number is correct. Try the express renewal facility using the licence number, validity end date and verification code. A mismatch in the validity date or a licence held under another account can prevent the record from appearing.
Resolve annual-return blocks
For a licensed manufacturer or importer, an unfiled due annual return can block post-expiry renewal. Open Annual Return, submit every outstanding period and wait for the acknowledgement before trying Renew again.

FoSCoS provides FBO Help and references Food Safety Mitra assistance. Use the help route linked from the official portal rather than an unverified payment or messaging service. Include the licence number, expiry date, application reference, screenshots of the error and payment evidence, while omitting passwords and one-time codes.
Do not create duplicate applications casually
A second application can create conflicting records and does not authorise trading. First establish whether the original licence is inside the 180-day renewal window, whether a return is blocking it or whether the portal is directing you to a different application type.

The post-180-day column cannot be completed from the 27 October 2021 order because it does not prescribe a complete replacement procedure. The safest action is to stop activity, open the current FoSCoS workflow and obtain confirmation of the route before paying for a new application.
Records and checks to complete before submitting
- Original expiry date and your calculation of elapsed days.
- Licence or registration number and a copy of the expired authorisation.
- Proof that every due annual return was submitted, where applicable.
- Current business, premises, ownership, activity and food-category details.
- Payment receipt, application reference and screenshots of any error.
- A written internal instruction that no regulated food activity will occur during the lapse.
These checks do not extend the 180-day window. They simply reduce avoidable rejection, duplicate applications and delays caused by missing returns or inconsistent licence data.

Because portal notices, login flows and fee schedules can change, verify the amount and available application type at the moment you file. The statutory operating restriction during the lapse and the 180-day limit should be treated as controlling unless a newer official order expressly changes them.
