It can also send text for a key or shortcut. The mapping is active only while PowerToys is running, and some keys—such as Fn and Windows-reserved shortcuts—cannot be remapped this way.
Before you start
Keyboard Manager is one of the utilities included in Microsoft PowerToys. It intercepts keyboard input while PowerToys is running; it does not rewrite your keyboard’s firmware or create a permanent Windows-level mapping. If PowerToys is closed or Keyboard Manager is turned off, its remaps stop working. See Microsoft’s Keyboard Manager documentation.
A key remap changes the output of one key, such as Caps Lock to Escape. A shortcut remap changes a combination, such as Ctrl+Alt+S to Win+Shift+S. Shortcuts can be global or, when the installed interface supports it, targeted to an application.
PowerToys supports Windows 11 and Windows 10 version 2004 (build 19041) or later on x64 or ARM64 PCs. The installer can install Microsoft Edge WebView2 Runtime if it is missing. Check Microsoft’s installation requirements and options before installing.

Install PowerToys
Use the Microsoft Store or the official PowerToys GitHub release assets; avoid third-party download sites. Microsoft also documents installation through WinGet, Chocolatey, and Scoop. Its recommended WinGet command is:
winget install --id Microsoft.PowerToys --source winget
Choose the x64 or ARM64 installer that matches your PC. The installation page explains the per-user and machine-wide options: a per-user install is limited to your account, while a machine-wide install is available to users of the computer. Because releases change, find the current version on the official PowerToys releases page rather than relying on a version number in an older guide.
Enable Keyboard Manager
- Open PowerToys.
- Select Keyboard Manager in the left navigation.
- Turn on Enable Keyboard Manager.
- Choose Remap a key for a single key or Remap a shortcut for a combination.
PowerToys updates its interface from time to time, so a button may be labeled slightly differently in another build. The Keyboard Manager page in the current Microsoft documentation describes the feature and its workflow.

Remap one key to another
For example, to make Caps Lock act as Escape:
- In PowerToys Settings > Keyboard Manager, choose Remap a key.
- Select Add key remapping or the add button.
- Under Physical Key, choose Caps Lock. You can select a key from the list or press it in the capture control.
- Under Mapped To, choose Esc.
- Select OK or Apply, then test the key in a text editor or another non-critical app.
Picking from the list is useful when a key is hard to press or does not work. The list may include keys that are not present on your keyboard; Microsoft warns that mapping to or from an unavailable key can behave unpredictably.

If the current interface offers Undefined as a destination, you can map an unwanted key to it to disable that key. Consider the consequences first: disabling a key needed for sign-in, navigation, accessibility, or a frequently used shortcut can make recovery inconvenient.
Remap a shortcut
To change Ctrl+Alt+S to Win+Shift+S:
- Go to PowerToys Settings > Keyboard Manager and choose Remap a shortcut.
- Select Add shortcut remapping.
- Set the left-side shortcut to Ctrl+Alt+S—this is what you press.
- Set the Mapped To or destination shortcut to Win+Shift+S—this is what PowerToys sends.
- If the dialog offers an application target, leave it empty for a global mapping or enter the target for an app-specific one.
- Select OK or Apply, then test the shortcut.
Keep the direction clear: the original or physical shortcut is the input; the mapped destination is the output. The dialog accepts only supported shortcut structures, so use combinations it permits rather than assuming every possible modifier combination is valid. Send a single key or text instead
A shortcut can be mapped to a single key, for example Ctrl+Alt+K → F13. That can provide a spare trigger for another application or accessibility workflow, but it does not create a macro or automation script.
Keyboard Manager can also map a key or shortcut to a Unicode text sequence, such as Ctrl+G → Hello from shortcut!. This is plain text input, not a clipboard, rich-text, or general-purpose macro. Test punctuation, Unicode, and line breaks in the application where you intend to use it. Mapping an ordinary letter to a phrase can make normal typing unusable until you remove the mapping.

When the shortcut dialog provides an application target, the value may need to be the app’s process or executable name rather than its displayed name. For example, Microsoft Edge’s process name is generally msedge. The PowerToys Keyboard Manager overview discusses application targeting.

- Open the target app and, if you are unsure of its process name, check it in Task Manager.
- Enter the process name expected by the shortcut dialog.
- Test the remap while that app is focused.
- Test the same keys in another app to confirm the mapping is not unintentionally global.
Do not assume that every kind of key remap can be assigned an app-specific profile. Use the options actually shown by your installed version of Keyboard Manager.
Edit, remove, or stop a remap
To change or delete an individual mapping, return to PowerToys > Keyboard Manager, open the relevant key or shortcut list, then edit the entry or select its delete control. Apply the change.
If a mapping makes typing difficult, use the mouse to close PowerToys from the notification area, or open PowerToys Settings and turn off Keyboard Manager. That stops its remaps without requiring you to use the altered key. For a large set of mappings, PowerToys General settings also include backup and restore controls; see Microsoft’s General settings documentation.

Limitations to know before relying on a remap

| PowerToys is closed | Keyboard Manager remaps are inactive. Configure PowerToys to start with Windows if you need them after sign-in, and confirm it is running. |
| Sign-in and password screens | Keyboard Manager does not work on Windows sign-in or password screens. Avoid depending on a remapped key to enter your password. |
| Elevated apps | A normal-privilege PowerToys process may not remap input in an app running as administrator. See the elevation fix below. |
| Reserved shortcuts | Windows reserves combinations including Win+L and Ctrl+Alt+Del; PowerToys cannot replace every system shortcut. |
Fn key |
The Fn key is usually handled by keyboard firmware or a laptop controller, rather than exposed to Windows as an ordinary key. A manufacturer utility or firmware setting may be needed. |
| Special or OEM keys | Some keys trigger a predefined shortcut instead of producing an ordinary key event. Microsoft documents examples such as Win+G opening Xbox Game Bar, and Office or Copilot-related keys behaving like shortcut combinations. Identify what the key sends before choosing key or shortcut remapping. |

Fix a remap that does not work
It does nothing anywhere
- Check that Enable Keyboard Manager is on and PowerToys is still running.
- Reopen the mapping and confirm it was saved with OK or Apply.
- Confirm you used Remap a key for a single key and Remap a shortcut for a combination.
- Disable and re-enable Keyboard Manager if another key-interception utility may be interfering.
It works in one app but not another
- If the target app is running as administrator, open PowerToys Settings > General and use Restart as administrator if offered. Enable Always run as administrator only if the need is ongoing; Microsoft cautions against elevated operation when it is not necessary.
- Check that the shortcut’s app target is the expected process name.
- The app may capture input in a way Keyboard Manager cannot reliably intercept, have its own conflicting key binding, or be a game using lower-level input.
The old action still happens
The input may be a predefined shortcut, Windows may reserve it, or firmware or the app itself may handle it independently. Check whether the key actually emits a shortcut and whether you used the correct remapping screen. Fn and some OEM keys are not ordinary key events.
The remap disappears after a restart
The configuration can remain saved while the utility is not running. Check PowerToys General settings for startup behavior and confirm PowerToys starts at sign-in. Keyboard Manager does not apply its mappings on the sign-in screen.
PowerToys, SharpKeys, or AutoHotkey?

For ordinary remapping through a graphical Windows utility, start with PowerToys. Choose another approach when the requirement is persistence without a background process, scripting and conditional automation, or per-device and pre-Windows behavior.
