How to Register an Informal Business and Find Support

To register an informal business, first check the requirements for your location and type of work with the business registry, tax authority, municipality and relevant industry regulator. Then compare the full costs and obligations with benefits you can actually use, complete the required registrations and permits, and ask public or local business-development agencies what support is available. The forms, order, fees and eligibility rules differ by country and activity, so this is a planning guide—not a universal filing checklist.

Start by finding out which rules apply to your business

There may be more than one step between operating informally and being fully compliant. Business registration, tax registration, local operating permits and worker-related registrations can be handled by different authorities. Some places coordinate them through a one-stop shop or online process; others require separate applications.

Begin with official information from the relevant agencies:

  • Business registry: Ask whether your activity and business size must be registered, which legal forms are available, what documents are required and whether an online or one-stop process exists.
  • Tax authority: Confirm whether you need a tax identification number, what taxes and returns apply, and when reporting or payment begins.
  • Municipality or local authority: Check for location-specific permits, zoning rules or other approvals to operate.
  • Industry regulator: Ask whether your activity—such as food sales, transport or professional services—requires a license or inspection.
  • Worker or social-security agency: If you employ people, check which registrations, contributions and protections apply to them.

Ask each office for current requirements, fees, timelines and official payment channels. Where an agency refers you elsewhere, record the office and next step so you can see whether registrations need to happen in a particular order. The ILO’s guidance on enterprise formalization and its brief on simplifying business start-up and compliance describe why coordinated rules and easier registration matter across different national systems.

Work out the full cost before you register

Do not compare only the initial registration fee with the benefit of having a certificate. Formal status may also bring recurring taxes or social-security contributions, permit renewals, reporting, record-keeping and time spent complying. The ILO’s 2016 synthesis notes that ongoing costs can matter more to a business than the one-time cost of registering; the right balance depends on local rules and the business.

Make a simple estimate using figures confirmed by local authorities. Include:

  • One-time application, registration and professional-assistance fees, if any.
  • Recurring taxes, contributions, license renewals and filing costs.
  • Time and resources needed for bookkeeping, reporting and inspections.
  • Costs or duties connected to employing workers.
  • Benefits that are available to your business and that you have a realistic route to use.

For an overview of why there is no single process that fits every country or enterprise, see the ILO’s enterprise formalization overview.

Identify benefits that matter to your business

Registration may make certain opportunities accessible, but it does not guarantee that you will receive them. Depending on national rules and eligibility, registered status can be a route to legal or financial services, finance, formal customers or contracts, public programs, or social-security protection for employees. The World Bank’s Business Ready methodology discusses these as potential benefits of formal status, not automatic outcomes for every firm.

Before paying for registration assistance, ask the relevant agency or potential customer what proof of registration is required and what else is needed. For each benefit you are considering, establish whether the program or opportunity is active, whether your business and activity qualify, what application documents are needed, and whether there are continuing conditions.

Ask where to get practical business support

Support may come from a national small-business agency, registry, municipality, business-development provider or local enterprise program. Ask whether they offer:

Compare legal forms and assistance on the details that affect you

If your jurisdiction offers more than one legal form or registration route, compare them using local official guidance rather than assuming one is best for every small business. The consequences can differ for liability, tax treatment, access to finance and contracts, reporting, and worker obligations. When comparing assistance programs, also consider the time and accessibility of the application, including whether help is in person or online.

What one formalization program can—and cannot—tell you

Benin’s Entreprenant status illustrates why a program’s design should not be treated as a guarantee of results elsewhere. It was designed for micro and small businesses, and registration was described as free and possible in one business day. The evaluation tested in-person explanations, facilitated access to government training and help opening a business bank account, and assistance dealing with tax authorities. The World Bank and Innovations for Poverty Action evaluation brief reported that formalization appeared to provide limited benefits to firms while assistance costs were high. Those findings describe that program and evaluation; they do not predict the costs, benefits or outcomes of registration in another country. See the Benin evaluation brief.
