Ministry of Transport guidance says that, from 1 March 2026, civil drones weighing more than 250 grams must use remote-identification equipment that transmits information to ERA-GLONASS. From 1 October 2026, an active owner account in the system is a prerequisite for submitting a drone flight plan to the State Corporation for Air Traffic Management.
How do you connect a drone to ERA-GLONASS?
The official guidance sets out the required outcome, but not a full sign-up walkthrough: the aircraft uses an accepted remote-identification device to transmit information, and the owner’s active personal account in the state information system confirms connection. The reviewed official notices do not provide a sign-up URL, document checklist, service terms, or a model-by-model list of compatible devices.

- Confirm which rules apply. This guidance concerns civil unmanned aircraft operating under Russian rules; it does not establish procedures for foreign jurisdictions or non-civil aircraft.
- Check the drone’s mass. The Ministry of Transport’s 24 September 2026 guidance says the requirement applies to civil drones weighing more than 250 grams, effective from 1 March 2026.
- Choose a device in a category accepted by the system. The Ministry names cellular, satellite, hybrid, and broadcast-type remote-identification devices. This list does not confirm that any particular consumer tracker or model is compatible.
- Register the owner’s personal account and make sure it is active. The Ministry identifies an active account as confirmation of connection. Follow the current official service instructions; the reviewed notices do not specify the required information or account-activation steps.
- Check the account status before submitting a flight plan. From 1 October 2026, the system must confirm an active account for a drone flight-plan submission to the State Corporation for Air Traffic Management. The Ministry says submissions without that confirmation will be rejected.
The Ministry of Transport and Rosaviatsiya have reported integration between ERA-GLONASS and the national flight-plan service. That integration does not mean that connecting a drone automatically files its flight plan.

“Registering” can refer to different obligations. ERA-GLONASS connection is for remote identification and data exchange; aircraft accounting or state registration is a separate aviation process. An active ERA-GLONASS account does not, by itself, establish that the aircraft has met any applicable accounting or registration requirement.

The built-in battery does not need to be replaced and can be charged directly by plugging it into the Type-C charging cable included in the package.
| Process | What it does | What to check |
|---|---|---|
| ERA-GLONASS connection | Uses a compatible remote-identification device and active owner account for identification and data exchange. | Confirm the device category and the owner account’s active status under current official instructions. |
| Aircraft accounting or state registration | Records the aircraft under applicable aviation rules. | Check the current rules and forms for the aircraft and operation. The Ministry’s older explainer is background, not a verified current checklist. |
| Flight plan and airspace use | Follows flight-planning and any applicable airspace-permission procedures. | Check requirements for the intended location and operation; ERA-GLONASS connection is not clearance to fly. |
The Ministry’s older explanatory material discusses aircraft accounting and flight procedures, but its details may have been superseded. Do not rely on its mass thresholds or filing instructions without checking current Russian rules and forms.
Which tracker do you need for ERA-GLONASS?
The Ministry lists four device categories: cellular, satellite, hybrid, and broadcast-type. The reviewed notices do not publish a current approved retail-model list or provide enough information to rank these categories by coverage, performance, price, power use, or weight. A generic GPS tracker should not be assumed to qualify: the device must be accepted by the system and perform the required remote-identification function.

Can you fly after connecting the drone?
Not on the strength of connection alone. The active ERA-GLONASS account is a condition for flight-plan submissions from 1 October 2026, but it is not a flight plan, airspace authorization, or blanket permission to operate. Check the current procedures for aircraft accounting, flight planning, and any permission applicable to the planned location and activity.

What the official dates mean
- 1 March 2026: The start date given by the Ministry of Transport and Rosaviatsiya for the ERA-GLONASS connection requirement. The Ministry’s current guidance identifies the remote-identification equipment threshold as civil drones weighing more than 250 grams.
- 1 October 2026: The date from which an active ERA-GLONASS account confirmation is required for drone flight-plan submissions to the State Corporation for Air Traffic Management. Ministry guidance says a submission without confirmation will be rejected.
In its 24 September 2026 notice, the Ministry reported that the system had been tested in 40 regions and listed 1,205 drones as entered in the system. It also gave a total of 1,027 users, but the stated subcategories—752 legal entities and 278 individuals—sum to 1,030, so that breakdown is not repeated here.
