How to Reduce Water Use in Data Center Cooling Without Sacrificing Reliability

Reduce cooling water safely by treating water, energy and uptime as one engineering problem. First establish a consistent water-usage-effectiveness (WUE) baseline, then tune temperature and humidity controls inside the equipment’s approved operating envelope, use air- or water-side economizers when conditions allow, and optimize cooling-tower chemistry and blowdown. For a retrofit or new build, compare dry heat rejection, direct liquid cooling, hybrid systems and heat reuse against the site’s climate, water source, grid, workload and redundancy requirements.

No cooling technology is automatically water-free or more reliable. Dry cooling can increase electricity demand; liquid cooling can still reject heat through an evaporative tower; and a lower site WUE can conceal higher upstream water use. Every change needs a documented control sequence, commissioning, monitoring and a tested fallback mode.

Why water reduction and reliability must be designed together

A data center uses cooling water through several pathways. In an evaporative tower, heat leaves the circulating water as some of it evaporates. Dissolved minerals remain behind, so a controlled portion of the concentrated water is discharged as blowdown. Makeup water replaces evaporation, drift and blowdown. Humidification, leaks, treatment systems and other building services can add to the site total.

Reducing one stream can move cost or risk to another. A dry cooler may eliminate tower evaporation but require more fan power during hot weather. A liquid-cooled rack may cut fan and chiller work while still sending heat to a tower. Reverse osmosis can turn blowdown into reusable makeup water, but its reject stream, electricity use and maintenance become new operating loads. Reliability therefore means maintaining allowable IT inlet conditions and fault tolerance while measuring the full water-and-energy boundary.

The U.S. Department of Energy’s 2024 Best Practices Guide for Energy-Efficient Data Center Design provides broader design context. DOE’s 2019 cooling-water guidance is especially useful for operating measures, but its examples are not universal guarantees.

Start with a defensible WUE baseline

Water-usage-effectiveness is a site metric, not a complete measure of water impact. DOE FEMP defines WUE as annual site water use in liters divided by annual IT-equipment energy use in kilowatt-hours:

WUE = annual site water consumption (liters) ÷ annual IT equipment energy consumption (kWh)

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Use the same measurement boundary and period each time. A cooling-only number cannot be compared fairly with a total-site number. Record whether potable, reclaimed, rainwater or other alternative sources are included, and document how meters treat water sent to treatment or discharged as reject. Pair WUE with power usage effectiveness (PUE), because a water-saving change that raises electricity demand is not an unqualified efficiency improvement. Where heat is recovered, track energy-reuse effectiveness and examine the water implications of the electricity supplied to the facility.

Baseline checklist

  • Collect water-meter and IT-energy data over matching intervals, preferably at least monthly with weather and load annotations.
  • Separate tower makeup, blowdown, humidification, leaks and non-cooling uses where meters permit.
  • Record source-water quality, treatment chemicals, conductivity targets, cycles of concentration and discharge limits.
  • Record IT load, rack density, inlet temperature and humidity, chiller or cooler operating hours, and economizer hours.
  • Annotate occupancy, commissioning periods, unusual weather, maintenance outages and major workload changes.
  • Report WUE and PUE together and state the boundary beside every result.

ASHRAE identifies location, IT load, source-water quality, cooling-equipment type and efficiency, and humidification loads as important drivers of data-center water use. Its Data Centers and Telecommunication Facilities chapter should be consulted alongside the actual equipment documentation and facility classification.

Tune environmental controls before replacing equipment

Many facilities operate below the temperature limits their IT equipment permits or hold humidity in a narrower band than necessary. That makes chillers, pumps, fans and humidifiers work harder and can cause systems to fight one another. Raising a setpoint or widening a control band can reduce cooling work, but the allowable envelope is equipment- and classification-dependent.

  1. Inventory the envelope. Check server and storage manufacturer limits, warranty language, ASHRAE guidance for the facility class, airflow arrangement, filtration and local hot spots.
  2. Verify measurement quality. Calibrate sensors and trend temperatures and humidity at representative IT inlets, not only in return-air ducts.
  3. Change one variable at a time. Make a small setpoint or humidity-band adjustment and observe inlet conditions, alarms, fan speeds, valve positions and equipment health.
  4. Define rollback thresholds. Automate a return to the previous settings if an inlet exceeds its approved range, a sensor fails or a control loop oscillates.
  5. Review seasonally. Outdoor conditions and workload distribution change the result; a setting that is safe in winter may not be safe during a summer peak.

DOE FEMP reports that practices enabling higher chilled-water temperatures and reduced airflow can result in 20% less chiller energy, with a corresponding reduction in cooling-tower heat load and water use. This is a source-reported result, not a promise for every facility; the saving depends on the size of the change, climate, equipment and operating sequence.

Use economizers when the site can support them

Air-side economizing

An air-side economizer uses suitable outdoor air to cool the data hall instead of relying entirely on mechanical refrigeration. Its usable window depends on dry-bulb temperature, humidity, particulate and gaseous contamination, filtration pressure drop, acoustics and the IT equipment’s allowable envelope. A location with frequent smoke, dust or high humidity may have fewer safe hours than its temperature alone suggests.

Specify filtration, pressure monitoring and an isolation strategy for poor outdoor-air events. Test transitions between economizer and mechanical modes, including sensor failure, smoke alarms, fan failure and loss of outside-air availability. Keep mechanical cooling available as the fallback rather than assuming the economizer will always be usable.

Water-side economizing

A water-side economizer uses a heat exchanger and, when outdoor conditions are mild enough, a cooling tower to cool the chilled-water loop without running chiller compressors. It can reduce compressor energy and tower heat load during suitable hours. Confirm the actual sequence: valve positions, pump staging, minimum flow, freeze protection, approach temperatures and changeover criteria. A poorly commissioned sequence can increase energy use or create unstable temperatures even when the design is sound.

Optimize cooling-tower water use with chemistry and controls

Tower savings come from controlling evaporation demand and reducing unnecessary blowdown, not from simply closing a drain valve. As water evaporates, dissolved minerals become more concentrated. Blowdown removes a controlled portion of that water; makeup replaces it. Conductivity control, water analysis and treatment must keep scaling, corrosion, biological growth and heat-transfer fouling within safe limits.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Cycles of concentration

DOE describes two to four cycles of concentration as common and says six or more may be possible. Its cited example says moving from three to six cycles reduces cooling-tower makeup-water requirements by 20% and blowdown by 50%. Those figures apply to the described operating change, not to every tower. The feasible target depends on makeup-water chemistry, tower design, treatment capability, discharge rules, materials and the consequences of a control failure.

Use a qualified water-treatment specialist to establish the target. Install or verify conductivity sensors, automatic blowdown control, high-conductivity alarms and a documented response when treatment equipment is unavailable. Trend cycles, conductivity, inhibitor concentration, microbiological indicators, corrosion coupons or probes, approach temperature and heat-transfer performance. Never raise the target blindly; a small water saving is not worth a blocked fill, corroded coil or unplanned outage.

Side-stream filtration

Side-stream filters remove suspended solids from a portion of the circulating water. Cleaner water can preserve heat-transfer performance and reduce fouling-related maintenance. Filtration alone does not reduce total facility water consumption unless it enables an operating or technology change that lowers cooling demand or safely reduces blowdown. Account for filter backwash water and pressure-drop energy.

Blowdown recovery with reverse osmosis

Reverse osmosis can treat tower blowdown so part of it can return as makeup, which may help in a water-stressed location. The system also creates a reject stream, consumes electricity, needs pretreatment and membrane maintenance, and can increase PUE. Compare the recoverable volume, local water value, disposal route, energy cost, operator capability and failure response before approving it. Ensure the tower can operate safely if the recovery skid is bypassed.

Compare dry heat rejection with evaporative systems

Dry coolers reject heat through air-cooled coils without evaporating water. They can sharply reduce on-site cooling-water use, but performance depends on ambient dry-bulb temperature and equipment sizing. Fans may consume substantially more electricity during hot periods, and that added electricity can carry water use at power plants.

Evaluate dry cooling on a defined boundary:

  • Local water scarcity, source reliability, quality and discharge constraints.
  • Climate data and the number of hours when dry operation can meet the required leaving-fluid temperature.
  • Grid mix and upstream electricity-water factors.
  • Fan energy, sound, physical footprint, winter operation and heat-rejection redundancy.
  • Capital cost, maintenance access and the consequence of a fan or coil failure.

A hybrid plant can use dry rejection when outdoor conditions permit and an evaporative stage during peak heat. That can lower annual water use without sizing the dry system for the most extreme hours, but it adds valves, controls, operating modes and commissioning requirements.

Understand what direct liquid cooling does—and does not—solve

Direct liquid cooling transfers heat from processors, memory or other components into fluid at or near the source instead of first transferring it to room air. It can support higher rack densities and reduce server-fan and room-air cooling loads. The liquid loop, however, is only the heat-collection stage. The final heat rejection may still use a cooling tower, dry cooler, chiller or a combination.

Questions to ask about a liquid-cooled design

  • What fluid, pressure, temperature and water quality does the cold-plate or immersion system require?
  • Where is the facility-water boundary: CDU, secondary loop, tower, dry cooler or central plant?
  • How are leaks detected, isolated and repaired without taking critical racks offline?
  • What happens when a pump, control valve, CDU or heat-rejection stage fails?
  • Can the plant switch to a safe fallback mode during maintenance or extreme weather?
  • Who owns fluid testing, filter replacement, hose inspection, firmware and control-sequence maintenance?

Liquid cooling paired with dry heat rejection can reduce direct water use, while a liquid loop paired with an evaporative tower may not. Treat the combination as a complete system rather than labeling every liquid-cooled installation “water free.”

Evidence from a demonstration facility

DOE FEMP describes an NLR demonstration using a thermosyphon cooler hybrid system and component-level warm-water liquid cooling. The associated Lawrence Berkeley National Laboratory resource reports that the HPC data center has maintained a trailing 12-month average PUE of 1.06 or better since opening, with a chiller-less design and waste-heat capture and reuse. DOE’s 2019 guidance reports a WUE of 0.7 for the NLR installation. These are results from that specific facility and configuration, not a guaranteed target for another site or proof of identical water savings.

Make heat reuse part of the cooling decision

Heat reuse can reduce the amount of heat that must be rejected outdoors, but only when a nearby customer needs heat at the available temperature and during the periods the data center produces it. Assess the receiving system’s seasonal demand, distance, heat-exchanger approach temperature, backup heat source, metering and ownership.

Examples of constraints include a campus loop that needs higher-temperature water than the IT system can provide, a district network with little summer demand, or a customer too far away for an economical pipe run. Include heat reuse in the plant model alongside dry or evaporative rejection; do not assume all waste heat can be sold or used.

Protect reliability through engineering controls

Water reduction is compatible with uptime when changes are bounded, observable and reversible. Reliability work should precede the operating change, not follow an incident.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Design and redundancy

  • Maintain redundant pumps, fans, heat exchangers, treatment trains and controls for the required facility classification.
  • Separate critical and noncritical water users so a treatment or humidification issue cannot deprive IT cooling.
  • Provide bypasses and isolation valves that can be operated without losing the protected loop.
  • Size heat rejection for the required load and outdoor design conditions, including a failed module where the redundancy model requires it.

Controls and commissioning

  • Document normal, economizer, degraded, maintenance and emergency sequences.
  • Test changeover under realistic load, sensor failure, communication loss, valve failure and loss of a cooling module.
  • Verify alarms reach an attended operations center with clear response instructions.
  • Trend IT inlet conditions, supply and return temperatures, humidity, flow, conductivity, water meters, pump and fan status, and energy meters.
  • Recommission after firmware, control-logic, treatment or workload changes.

Maintenance and water quality

  • Set inspection intervals for tower fill, strainers, coils, pumps, filters, membranes, hoses and leak detection.
  • Keep treatment chemicals, spare sensors and critical valves available for the longest credible supply delay.
  • Train operators on safe cycles-of-concentration changes and the symptoms of scaling, corrosion, biological growth or loss of treatment.
  • Exercise backup modes under load instead of relying on an untested standby state.

Use a consistent comparison framework

Score every operational change, retrofit or new design against the same boundaries. A table like the following keeps a low water number from hiding a reliability or energy penalty.

Decision axis Questions to answer
Site water How many liters are consumed on site, from which sources, and with what local scarcity, quality and discharge constraints?
Energy What happens to PUE, peak demand, fan and pump energy, treatment energy and upstream electricity-water use?
Climate How many hours can air-side, water-side or dry economizing meet the required thermal conditions?
IT conditions What inlet temperature, humidity, airflow, rack density and workload envelope must be maintained?
Reliability What are the single-failure modes, redundancy level, changeover time, alarm path and tested fallback?
Operations Can the team manage water chemistry, filters, membranes, liquid loops and controls around the clock?
Cost and space What capital, treatment, maintenance, electrical, structural and floor-space requirements are added?
Heat reuse Is there a verified customer, useful temperature profile, seasonal demand and backup arrangement?

A practical implementation roadmap

Phase 1: Measure and stabilize

  1. Install or validate separate water and energy meters for the plant, towers and major non-cooling loads.
  2. Calculate WUE and PUE using matching periods and documented boundaries.
  3. Correct sensor, meter, leak, control and treatment problems before changing setpoints.
  4. Map the current sequence of operation and identify the true reliability constraints.

Phase 2: Capture low-risk operating savings

  1. Test temperature and humidity adjustments within the approved IT envelope.
  2. Repair airflow short circuits and verify that containment, fan control and chilled-water temperatures work together.
  3. Enable air- or water-side economizing where air quality, humidity and controls support it.
  4. Optimize tower conductivity and blowdown with a written treatment plan and alarm limits.
  5. Use side-stream filtration only with a defined objective and account for backwash and pressure-drop costs.

Phase 3: Pilot before committing to a plant redesign

  1. Model dry, evaporative, liquid and hybrid options using local weather, load growth and grid factors.
  2. Run a monitored pilot or staged deployment with explicit water, energy and reliability acceptance criteria.
  3. Test failure, maintenance and changeover modes under representative IT load.
  4. Update training, spare-parts inventories, treatment contracts and emergency procedures.

Phase 4: Verify continuously

  1. Trend WUE, PUE, water-source volumes, cycles of concentration, blowdown, inlet conditions and alarms.
  2. Normalize results for weather and IT load before comparing months or facilities.
  3. Review whether a lower WUE is accompanied by higher electricity or upstream water use.
  4. Revisit the design when rack density, workload, climate exposure, grid conditions or water restrictions change.

Common mistakes that waste water or threaten uptime

  • Using WUE without a boundary. A cooling-only value and a total-site value are not comparable.
  • Chasing a cycles target. Six cycles may be feasible in one tower and unsafe in another; chemistry determines the limit.
  • Assuming filtration saves water. Filtration improves cleanliness; it saves water only when it enables a verified operating change.
  • Calling liquid cooling waterless. The final heat-rejection plant may still evaporate water.
  • Ignoring the grid. Electricity-intensive dry cooling can shift part of the water footprint upstream.
  • Changing setpoints globally. A single room average can hide rack-level hot spots and invalid sensor locations.
  • Skipping transition tests. Economizer and hybrid modes must be tested for normal, degraded and sensor-failure conditions.
  • Counting a demonstration as a benchmark. The reported PUE and WUE results from the NLR facility reflect its particular climate, load, design and operations.

Why workload and server efficiency belong in the water plan

Cooling is only one determinant of workload water use. A 2025 review by Nuoa Lei, Jun Lu, Arman Shehabi and Eric R. Masanet, published through Lawrence Berkeley National Laboratory’s Energy Technologies Area, found variations exceeding 10,000-fold across workloads. The review attributes the spread to differences in water consumption per kilowatt-hour and server workload efficiency, alongside factors such as grid water intensity, utilization, cooling type, infrastructure efficiency, climate, inactive-server share and refresh cycle. Its conclusion is that no single recipe minimizes water use; the best combination depends on site-specific constraints. Read the review at “The water use of data center workloads: A review and assessment of key determinants”.

That finding changes the order of some projects. Improving server efficiency, retiring inactive equipment, increasing useful utilization or selecting a lower-water electricity supply can reduce workload water impact without touching the cooling plant. Those measures should be measured with the same boundary as the cooling intervention so the facility does not claim all savings for a single technology.

What a defensible water-reduction claim looks like

State the baseline period, site boundary, water sources, IT-energy denominator, weather and IT-load conditions, and whether the result is measured or modeled. Identify any increase in electricity, treatment reject, maintenance effort or operational complexity. Report reliability evidence separately: approved thermal envelope, redundancy, alarm performance, commissioning tests and observed incidents. This level of qualification lets operators compare alternatives honestly and preserve the uptime that the water project is supposed to protect.
