Reduce split shipments and stockouts by managing inventory placement and order routing as one system. Keep a trustworthy, location-specific sellable quantity; reserve stock for commitments such as stores and pickup; then route each order to the smallest eligible set of locations that can meet its delivery promise. Add explicit rules for product eligibility, distance, cost, capacity, minimum protected stock and maximum splits, and measure those choices against complete-order rate, delivery performance and inventory availability.
Why split shipments and stockouts happen together
A split shipment occurs when lines in one customer order are fulfilled from two or more locations. The usual trigger is fragmented availability: no single eligible warehouse, store or fulfillment partner has every required item and quantity. Shopify Help Center states that “Orders are automatically split when no single location has enough inventory to fulfill the entire order.” Routing policy can also create a split even when another allocation might have consolidated the order, while some configurations may prioritize one location and oversell it instead.

Stockouts are the other side of the same problem. A storefront can promise units that are physically present but already reserved, assigned to another channel, unavailable for the product’s shipping method, or delayed in an inbound transfer. Conversely, a location may show available inventory that is not actually pickable because of a count error, damage, quarantine or a capacity restriction. Treating a network as one undifferentiated stock pool hides those differences and makes both outcomes more likely.

- Fragmented placement: complementary products are spread across locations, so a complete basket cannot be shipped together.
- Stale quantities: sales, cancellations, returns, reservations and transfers are not synchronized quickly enough.
- Unclear eligibility: a location carries the item but cannot serve the customer’s region, channel, shipping method or service level.
- Unprotected stock: all on-hand units are exposed to e-commerce even though stores, pickup orders or contracts need them.
- Overly narrow routing: a strict one-location or nearest-location rule rejects feasible alternatives and creates avoidable shortages.
The objective is not “zero splits” at any cost. A single shipment can be slower or more expensive if it requires a distant transfer, while a nearby partial shipment may be the right choice for an urgent order. Optimize the service promise, total fulfillment cost and channel commitments together.

1. Map every fulfillment location and constraint
Create a location capability register
Start with a complete list of warehouses, retail stores, third-party logistics providers, drop-ship partners and other fulfillment services. For each location, document:
- Address, service region and shipping zones.
- Products and variants it can pick, pack and ship.
- Channels served: web, marketplace, wholesale, store sales and pickup.
- Order cut-off times, handling lead time, carrier hand-off time and operating days.
- Daily picking, packing and carrier capacity.
- Whether it can handle hazardous, oversized, temperature-controlled or otherwise restricted products.
- Transfer lead times and whether inventory in transit is promiseable.
Make product eligibility explicit rather than inferring it from a location’s general assortment. A location that holds a unit may still be unable to ship it to a particular state, country or delivery method.
Record the service promise
Define what “on time” means for each order class: standard, expedited, same-day, pickup and subscription orders may have different cut-offs and acceptable locations. A routing engine cannot make a useful trade-off between distance and consolidation without a deadline to protect.
2. Establish a trustworthy sellable quantity by location
Separate physical, reserved and promiseable stock
For each product at each location, maintain at least these quantities:
| Quantity | Meaning | Use in customer promises |
|---|---|---|
| On hand | Units recorded at the location, including units that may be unavailable for sale. | Never expose the entire figure automatically. |
| Reserved | Units committed to accepted orders, pickup, store demand or other obligations. | Subtract before calculating new availability. |
| Protected minimum | Units deliberately held back for a channel, safety buffer or operational need. | Exclude from online allocation until the rule permits release. |
| Sellable available | Units that are eligible, unreserved, usable and promiseable for a specific channel and destination. | Use this value for routing and storefront promises. |
| Inbound or transfer quantity | Units expected from a supplier or another location. | Promise only when the lead time and receiving process support it. |
Reconcile counts after cycle counts, receiving, picking, packing, returns, damage and adjustments. A reservation should reduce the quantity available to other orders immediately, even if the physical pick has not started.
Keep location inventory independent
Shopify’s documentation explains that inventory quantities are tracked independently at assigned locations. Its distribution decision can account for customer proximity, fulfillment speed, shipping cost and capacity. Apply the same discipline in any platform: do not copy a global total into every location, and do not let a location inherit availability merely because the product exists somewhere in the network.

Define channel and product eligibility
Use explicit flags or rules for web, marketplace, wholesale, store and pickup availability. Include variant-level restrictions, not just product-level ones. For example, a location may ship a small size but lack packaging or authorization for the large version. Test eligibility with real destination addresses and shipping methods.

Set minimum quantities deliberately
Ring-fence units for walk-in customers, pickup orders, store displays, safety stock, service replacements or contractual accounts. Microsoft Dynamics 365 Commerce distributed order management (DOM) documents a minimum-inventory rule that can exclude stock from DOM consideration. The exact setting, scope and behavior depend on the solver and version, so verify whether the minimum is per product, location, channel or policy.
Protection should reflect demand and replenishment time, not a blanket percentage applied everywhere. A store with daily foot traffic may need a different reserve from a low-volume depot. Review the reserve when demand, promotions, supplier lead time or store hours change.
Prevent reservation leakage
When an order is cancelled, payment fails or a pickup expires, release the reservation through the same inventory service that created it. If a release is handled manually or in a separate system, the storefront can show a false stockout while units sit locked, or it can sell units twice.
4. Use a routing hierarchy that prefers feasible consolidation
First, test a complete single-location solution
For each order, search eligible locations that can fulfill every line and quantity within the promised time. Rank those complete solutions using the service and cost factors that matter to your business. This is the most reliable way to reduce splits without forcing a rule that causes late delivery.
Next, evaluate the smallest permitted set
If no single location works, search combinations of two locations, then three, subject to a configured maximum. Order-management systems can deliberately seek the smallest set rather than assigning each line independently. Salesforce Automated Order Routing describes this smallest-set approach and also documents ranking location sets by average distance. A two-location solution that is very close may be preferable to a distant single location; make that trade-off explicit.

- [Dont Hesite to Order] 24 hours customer services and professional technology team are standing by
Then rank feasible choices
For every candidate allocation, calculate:
| Decision factor | Question to answer |
|---|---|
| Package and location count | How many parcels, labels, picks and tracking events will the customer receive? |
| Delivery performance | Can each parcel meet the promised date after handling and carrier transit? |
| Distance and shipping cost | Would a closer location reduce transit time or cost enough to justify another parcel? |
| Complete-order probability | Which allocation has the lowest short-pick, cancellation or back-order risk? |
| Protected stock impact | Does the choice consume inventory reserved for stores, pickup or another channel? |
| Capacity and complexity | Can the locations absorb the work without breaching labor, carrier or transfer limits? |
A “fewest splits” rule and a “ship from closest location” rule optimize different outcomes. Shopify lists both “Minimize split fulfillments” and “Ship from closest location” among routing-rule options. Choose an order of precedence, such as service deadline first, then complete single-location fulfillment, then cost and distance, rather than enabling conflicting rules without a tie-breaker.
5. Set split and partial-fulfillment policies by order type
Orders that should wait for consolidation
For standard baskets with a flexible delivery date, allow the system to hold an order briefly for a complete shipment when the wait remains inside the promise. This can reduce labels, handling and customer confusion. Set a maximum hold time; indefinite waiting turns a split problem into a late-order problem.
Orders that should ship partially
Urgent lines, replacement parts, perishables or high-priority customers may justify shipping available items first. Tell the customer what will arrive in each parcel and when the remainder is expected. Do not use partial shipment as a silent workaround for bad inventory data.
Maximum locations and protected products
Set a maximum number of fulfilling locations and, where supported, a split threshold based on order value, line count or product class. Microsoft DOM documents maximum-location and partial-order settings, but available controls vary by solver and version. Test how the platform behaves when the limit makes the order infeasible: it may hold the order, back-order a line, reject the allocation or use a prioritized location that risks overselling.
Protect products that should not be separated, such as a device and its required accessory, a regulated bundle or a kit whose components must arrive together. Conversely, permit independent lines to split when the customer promise and economics support it.
6. Configure platform behavior without assuming defaults
| Platform documentation | Relevant capability | Important qualification |
|---|---|---|
| Shopify Help Center | Location-level inventory; routing based on configuration and available inventory; options to minimize split fulfillments or ship from the closest location. | By default, a location that can fulfill the whole order may be used. If none can, fulfillment can split, or a prioritized location may oversell. Confirm the behavior for your shipping profiles and locations. |
| Microsoft Dynamics 365 Commerce DOM | Location priority, minimum inventory to keep, preference for complete shipment from one location, maximum fulfilling locations and partial-order settings. | Controls depend on the solver and product version; validate the exact configuration in your environment. |
| Salesforce Order Management | Search for the smallest set of locations and rank sets by average distance through automated routing. | Routing still depends on accurate location availability, eligibility and reservation state. |
| Salesforce Omnichannel Inventory | Availability plus reservation transfer, fulfillment and release operations. | Integrate every cancellation, adjustment and fulfillment event so reservations do not remain stranded. |
| Microsoft cross-legal-entity DOM | Rules for distance, minimum stock and split allowance across legal entities. | The documentation labels this capability preview, so treat it as version-sensitive rather than universal. |
| Amazon Multi-Location Inventory | Seller-side service for eligible US Fulfilled by Merchant sellers using Shipping Settings Automation. | FBA inventory is not currently eligible according to the cited page. Verify current eligibility and settings before relying on it. |
| SAP Commerce 2205 | Real-time stock-location management and order splitting are listed as Order Management capabilities. | This is a version-specific vendor description, not an independent performance result. |
Do not generalize one platform’s default. Build test orders that cover one-location availability, two-location availability, a protected minimum, a cancelled reservation, a partial-fulfillment limit and an ineligible location. Record the allocation, promised date, reservations and inventory updates after each test.

7. Close the reservation and fulfillment loop
At order acceptance
- Validate payment or the relevant order authorization.
- Check location-specific sellable availability again, not just the quantity shown when the cart was created.
- Reserve the chosen quantities atomically so competing orders cannot claim them.
- Store the allocation, location, quantity, service promise and reservation identifier with the order.
During picking and packing
- Confirm the physical pick against the reservation.
- Report a short pick immediately; do not let the system silently ship zero quantity while retaining the reservation.
- Reallocate only through the routing service, applying the same eligibility, protected-stock and split rules.
- Publish tracking and parcel boundaries so the customer can see which lines are moving.
After cancellation, fulfillment or return
- Release unfulfilled reserved units when an order or line is cancelled.
- Convert shipped quantities from reserved to fulfilled and decrement the correct location.
- Receive returns into the appropriate status—sellable, inspection, damaged or quarantine—before exposing them again.
- Reconcile the order, reservation and inventory records and alert on any mismatch.
Salesforce Omnichannel Inventory describes reservation transfer, fulfillment and release operations. The names differ by system, but the lifecycle principle is the same: every reservation needs a clear owner, state transition and recovery path.
8. Monitor the metrics that reveal the real trade-off
Review metrics by location, product family, channel, carrier zone and order type. A network-wide average can hide one depot causing most of the failures.
| Metric | What it reveals |
|---|---|
| Split rate | Share of orders shipped from more than one location; segment by line count so complex baskets do not distort simple ones. |
| Average locations and parcels per order | Operational workload and customer tracking complexity. |
| Complete-order allocation rate | How often the network can fulfill a basket from one eligible location within the promise. |
| Stockout or back-order rate | Failure of promiseable availability, separated into data error, demand, replenishment and capacity causes. |
| Short-pick and oversell rate | Whether recorded inventory matches physical pickable stock. |
| On-time delivery by allocation type | Whether consolidation, proximity or partial shipment actually protects the service promise. |
| Shipping and handling cost per order | Financial effect of extra parcels, long zones and additional touches. |
| Reservation age and release lag | Inventory trapped by cancelled, failed or abandoned orders. |
| Protected-stock utilization | Whether channel reserves are appropriately sized or unnecessarily blocking online demand. |
Use observed order and inventory history to adjust stocking, eligibility, reorder plans and routing weights. The documented platforms provide controls, but no universal formula or threshold applies to every network.
9. Troubleshoot common failure patterns
High split rate despite adequate total inventory
Check whether products are co-located, whether one location is excluded by a shipping profile, and whether protected minimums remove the only complete solution. Then test a two-location allocation against a distant single-location option; the right answer depends on the delivery promise and cost.
Frequent stockouts at one location
Compare system sellable quantity with cycle-count results, short picks, damaged units and reservation age. Increase replenishment or protected stock only after separating demand from data-quality errors. A larger buffer cannot repair duplicated reservations.
Do these 3 things before closing this tab:
1Repair Windows errors before they cause bigger problems2Fix the driver behind crashes, sound loss and screen glitches3Clear out junk files and repair common Windows errorsOrders oversell a prioritized location
Review the fallback behavior when no location can fulfill the whole order. Shopify documentation notes that a prioritized location may oversell in some configurations. Replace that fallback with a controlled split, back-order or customer-visible exception if the location must not exceed physical availability.
Best Value
Consolidation causes late deliveries
Measure the time lost waiting for another location and compare it with the promised deadline. Shorten the consolidation hold window, allow a partial shipment for the urgent line or give the order class a proximity-first rule.
Reservations never return to available stock
Trace cancellation, payment failure, expiry, return and manual-edit events. Ensure each path calls the inventory release operation and that retries are idempotent, so a repeated message cannot add or subtract units twice.
10. A practical rollout sequence
- Document the network: inventory locations, capabilities, channels, lead times, capacity and geographic coverage.
- Reconcile data: count priority products, clear stale reservations and classify damaged or quarantined stock.
- Define promiseable availability: subtract reservations and protected minimums; encode product and destination eligibility.
- Choose routing precedence: service deadline, complete single-location option, smallest feasible set, then cost, distance and capacity according to your policy.
- Set order-class policies: consolidation window, maximum locations, partial shipment rules and inseparable product groups.
- Test edge cases: no single-location solution, protected stock, short pick, cancellation, transfer delay and capacity exhaustion.
- Release in stages: start with a product category or region, compare metrics with the previous policy and expand only after reservations and fulfillment events reconcile reliably.
- Review exceptions weekly: investigate repeated splits, oversells, transfer delays and locations with low complete-order allocation.
This sequence prevents a routing-rule change from masking an inventory-data problem. Better allocation cannot compensate for quantities that are late, duplicated or assigned to the wrong channel.
What “good” looks like
A healthy multi-location operation can answer, for every order line, which location owns the promise, how many units are reserved, why that location is eligible and what event will release or consume the reservation. It prefers a complete shipment when that choice meets the deadline, permits a small number of nearby locations when consolidation is impossible, and protects stock that other channels genuinely need. It also makes exceptions visible instead of silently overselling or leaving reservations stranded.
Amazon’s Multi-Location Inventory page contains performance figures, but the retrieved material does not provide a publication year or detailed methodology; those figures should not be treated as dated, independently established benchmarks. Evaluate any platform claim against your own split rate, stockout rate, cost and on-time results.
