The practical answer is selective resilience: map every tool and sub-tier dependency, rank each by production consequence and recovery time, qualify alternate tools or service sources where the process allows, and protect genuinely unique equipment with capacity reservations, tested spares, refurbishment, and contingency plans. Export-control governance and mineral due diligence must be part of the same program because a second vendor at the fab level does not remove risks buried in software, components, materials, logistics, or regulation.
Why semiconductor equipment creates unusually high single-supplier exposure
Semiconductor manufacturing is not one supply chain with interchangeable vendors. It is a network of tightly coupled design, materials, equipment, fabrication, packaging, utilities, logistics, and software dependencies. OECD analysis published in 2023 and 2025 concludes that no country controls the full production process. A fab can therefore replace a visible equipment supplier and still remain exposed to a sole-source chamber module, firmware entitlement, specialty material, field-service team, port, or mineral processor.

Capital equipment is especially concentrated. OECD reports that exports of machines for semiconductor and wafer manufacture are even more concentrated than semiconductor exports. Leading-edge lithography machines are described as being almost entirely produced by one Dutch company, while specialized optical instruments for them come from one German company. That combination means a conventional “add a second vendor” policy is not realistic for every process step.

What the concentration data says
| Measure | Published finding | Qualification |
|---|---|---|
| Semiconductor value added | Around 60% came from China, Korea, and Chinese Taipei | OECD estimate for global value added in 2018 |
| Top-five concentration | The five largest economies represented about three-quarters of global semiconductor value added | OECD, 2018 data |
| Logic, memory, and DAO exports | The top three exporters accounted for over 55% | OECD trade analysis for 2021 |
| Memory exports | More than 80% came from the top three exporters | OECD trade analysis for 2021 |
| EDA and semiconductor IP | The United States held as much as 72% of revenue; Europe held 20% | OECD estimate as of 2021 |
| Taiwan capacity | More than 90% of advanced manufacturing and 20% of global semiconductor manufacturing capacity was located in Taiwan | UK Department for Science, Innovation and Technology, National Semiconductor Strategy, 2023 |
These figures describe concentration at different layers and years, so they should not be added together or treated as a current market-share forecast. They do show why a fab’s risk register must include geography and sub-tier dependencies, not only the name on a purchase order.
1. Build a dependency register that follows the tool into the fab
Start with a bill of equipment and dependencies for every bottleneck process. The record should identify the installed configuration, the failure consequence, and the recovery option rather than merely listing approved suppliers.
- Tool identity: manufacturer, model, revision, chamber configuration, installed options, control system, firmware, and software versions.
- Process dependence: recipe family, wafer type, critical dimensions, materials, contamination limits, throughput requirement, yield sensitivity, and whether another tool can run the same process.
- Subassemblies: pumps, power supplies, vacuum hardware, motion stages, optics, sensors, robots, temperature-control units, gases, filters, and other long-lead modules.
- Digital dependencies: recipe files, licenses, authentication servers, data interfaces, cybersecurity controls, backups, and the ability to export and restore process data.
- Support model: field-service organization, regional coverage, escalation path, calibration capability, spare-part ownership, repair location, and expected response time.
- Site dependencies: ultrapure water, power quality, gases, exhaust, abatement, vibration control, clean-room capacity, and specialist technicians.
- External exposure: supplier parent and manufacturing locations, component and mineral origins, logistics route, customs broker, export classification, licensing status, and alternate site or route.
- Resilience data: lead time, installed-base size, failure history, inventory on hand, repair turnaround, qualification status, and recovery-time objective.
Assign an owner to each record and require evidence for every “alternate available” claim. An alternate that has never run an engineering wafer is not a qualified recovery option. Update the register after engineering changes, acquisitions, firmware revisions, supplier-site moves, and export-control updates.

2. Score concentration against production consequence
A supplier with a large market share is not automatically the highest operational risk. Risk rises when a dependency is both concentrated and difficult to replace before production must recover. Use a heat map or weighted score that combines the following dimensions:
- Supplier share and ownership: single source, dominant source, or several proven sources.
- Geographic concentration: one building, one country, one maritime route, or a cluster exposed to the same event.
- Process criticality: effect on a bottleneck step, yield, device qualification, or customer shipment.
- Substitutability: whether another tool, subsystem, material, or service provider can meet the specification.
- Qualification duration: time for paper review, engineering wafers, pilot lots, reliability runs, and production release.
- Inventory and repair coverage: usable stock, failure rate, replenishment lead time, and refurbishment turnaround.
- Service response: local technicians, remote diagnostics, escalation, and parts availability.
- Export-control exposure: classification ambiguity, license requirements, end-use restrictions, and destination sensitivity.
- Critical-mineral exposure: concentrated extraction or processing and the supplier’s mitigation capability.
Prioritize dependencies where one failure can stop a bottleneck and no alternate can be qualified within the recovery objective. Capital goods deserve a separate risk category from ordinary intermediate inputs because a missing tool can constrain an entire line even when other materials are available.
Set decision thresholds before an incident
For each high-priority dependency, define the condition that triggers action: a second-source qualification, a minimum spare quantity, a capacity reservation, a route change, a compliance review, or a temporary production allocation. Specify who can approve the action, what evidence is required, and how long the contingency may run without a permanent corrective measure. Pre-agreed thresholds prevent a crisis team from debating basic priorities while wafers are waiting.

3. Qualify alternatives where process performance permits
Run a second-source program across the layers that can technically support it. Candidates may include complete tool families, chambers, subsystems, refurbishers, specialty-gas and materials suppliers, spare-part manufacturers, field-service providers, and logistics companies. The feasibility question is process-specific: the available evidence supports diversification, but it does not establish that every leading-edge tool has a viable substitute.
Define equivalence at wafer level
Do not approve an alternative because its brochure lists the same nominal pressure, temperature, resolution, or throughput. The acceptance specification should cover:
- wafer-level yield and defectivity;
- critical-dimension control and uniformity;
- throughput at the required recipe mix;
- uptime, mean time between failures, and maintenance behavior;
- contamination and cross-product controls;
- recipe, data, and software portability;
- cybersecurity and access-control requirements;
- documentation, calibration, and change-control discipline; and
- spares, service coverage, and recovery performance.
Use a staged qualification path
- Paper review: compare specifications, quality systems, export status, cybersecurity controls, service footprint, sub-tier map, and obsolescence policy.
- Engineering wafer: run a controlled recipe on non-production material to expose interface, contamination, software, and metrology differences.
- Pilot lot: process a representative lot with defined control limits and hold points for defectivity, yield, throughput, and reliability.
- Reliability run: operate long enough to reveal drift, maintenance intervals, part wear, calibration needs, and service response.
- Production release: approve specific products, recipes, sites, and operating windows; record restrictions instead of granting an unlimited equivalence claim.
Keep the primary and alternate under change control. A firmware update, chamber material, sensor, gas supplier, or service location can invalidate an earlier qualification.
4. Reduce lock-in through specifications and contracts
Procurement terms cannot create a substitute for a physically unique tool, but they can reduce the time and information needed to recover. Where the process allows, specify open interfaces, portable recipes, documented calibration procedures, data-export rights, and escrowed service information. Require advance notice of obsolescence, a guaranteed spare-part window, and a defined process for emergency engineering support.
Contracts should also address capacity and access:
- reserve manufacturing or repair capacity for critical modules;
- define emergency allocation rules during industry-wide shortages;
- set response, arrival, diagnosis, and restoration targets;
- identify approved substitute parts and the requalification evidence they require;
- protect access to logs, calibration records, software versions, and configuration data;
- set change-notification periods for factories, sub-tier suppliers, and controlled technologies; and
- require business-continuity exercises or evidence of tested recovery plans for the most critical suppliers.
Have legal, engineering, security, and export-compliance teams review these clauses together. A data-export right that conflicts with licensing restrictions, or an emergency-service clause that bypasses end-user screening, can create a new operational problem.
5. Use inventory, repair, and refurbishment strategically
Inventory is most valuable for long-lead, failure-prone, single-source modules that can be stored safely and installed by trained personnel. Size buffers from observed failure rates, replenishment lead time, repair turnaround, and the recovery-time objective. Distinguish tested contingency stock from catalog inventory: a part that has never been inspected, powered, calibrated, or matched to the installed configuration may not be usable during an outage.

Build a controlled refurbishment capability
For expensive modules, establish approved teardown, diagnosis, repair, calibration, and acceptance procedures. Record serial numbers, material condition, firmware compatibility, contamination status, and the last successful test. Maintain a pool of known-good units that can be swapped quickly, then repair the removed unit in parallel. Use qualified independent repair providers only when they can meet documentation, cybersecurity, export, and quality requirements.
Inventory cannot solve every disruption. It does not replace an export license, restore a blocked mineral supply, or provide technicians when a region is inaccessible. Pair stock with alternate routes, service agreements, and compliance actions.
6. Manage geography, logistics, and site infrastructure
Map the physical journey of tools, parts, gases, and materials from factory to fab. Add alternate ports, carriers, customs brokers, airports, and routes where the qualification and security burden is acceptable. Identify dependencies on a single warehouse, bonded zone, freight forwarder, or border crossing.

A tool may be available while ultrapure water, power conditioning, specialty gases, exhaust treatment, vibration isolation, or clean-room capacity is not. Maintain tested procedures for utility loss, controlled shutdown, safe wafer disposition, restart checks, and production prioritization.
The UK National Semiconductor Strategy (2023) identifies skills, infrastructure, international cooperation, and supply-chain identification as resilience actions. Apply those ideas locally by cross-training technicians, maintaining relationships with regional suppliers, and participating in trusted-allied programs where they provide practical access to capacity, skills, or emergency logistics.
7. Treat export controls as an operational dependency
Export controls affect equipment sales, upgrades, software, spare parts, technical support, and the movement of engineers. The U.S. Government Accountability Office reported in 2024 that controls cover advanced semiconductors and related manufacturing equipment, involve six other U.S. agencies, and are difficult for companies when item classification is unclear. GAO also describes compliance steps that include updating and maintaining compliance programs and self-reporting potential violations.

Maintain an item-level control register
- Record the export classification, technical parameters, origin, destination, end use, and end user for each tool, module, software package, and service activity.
- Screen suppliers, customers, service engineers, intermediaries, and destinations before shipment or remote access.
- Document licenses, license exceptions, provisos, and expiration dates in the same system used for procurement and maintenance.
- Control access to technical data and remote diagnostic systems by role, location, and approved task.
- Assign a compliance owner who can stop a shipment, service visit, or software release when facts change.
- Review rules after every U.S. Bureau of Industry and Security or partner-government update, then recheck affected contracts, inventories, and qualification plans.
Because technical rules change and classifications may be ambiguous, sourcing decisions need a controlled change process. A nominally interchangeable part is not an operational alternate if it cannot legally be shipped, installed, or supported at the required site.

Scan for outdated or missing drivers - takes under a minuteDriver Scan →Clear out junk files and repair common Windows errorsFree Scan →8. Apply mineral and sub-tier due diligence
Critical minerals and processed materials can turn a multi-vendor equipment strategy into a hidden single source. Identify minerals and specialty materials in tools, consumables, spare modules, coatings, magnets, electronics, and packaging. Trace both extraction and processing where practical; the country that assembles a module may not be the country that controls its key input.
OECD due-diligence guidance supports a risk-based management cycle:
- identify and assess country, supplier, and material risks;
- require a corrective-action plan with measurable milestones;
- consult affected stakeholders where the risk warrants it;
- monitor evidence and report progress internally;
- suspend transactions when immediate harm or legal exposure requires it; and
- disengage when mitigation repeatedly fails or the supplier will not cooperate.
Use the same thresholds in supplier onboarding, renewal, and incident response. A signed declaration without traceability, corrective actions, and follow-up evidence is not a complete due-diligence program.
Choosing the right resilience option
Compare alternatives using a common decision sheet rather than lowest purchase price. A cheaper second source that cannot qualify within the recovery window is not an effective resilience option.
| Decision axis | Questions to answer |
|---|---|
| Process capability and yield | Does the option meet wafer-level yield, defectivity, uniformity, throughput, and reliability limits? |
| Qualification duration | Can it complete engineering, pilot, reliability, and production release before the recovery deadline? |
| Total cost of ownership | What are purchase, installation, integration, training, consumables, software, service, and requalification costs? |
| Uptime and service | Are technicians, diagnostics, parts, and escalation available in the fab’s region? |
| Spare-part availability | Are long-lead modules stocked, repairable, and compatible with the installed base? |
| Software and recipe portability | Can data, recipes, calibration, and audit records move without creating new lock-in? |
| Geographic concentration | Do the supplier, factory, service team, route, and sub-tier sites share the same regional exposure? |
| Export-control exposure | Are classification, licensing, end-use, end-user, and technical-support permissions clear? |
| Critical-mineral exposure | Are extraction and processing concentrated, and is mitigation verified? |
| Cybersecurity | Can remote access, updates, identity, logging, and incident response meet fab requirements? |
| Environmental and utility requirements | Does the option require scarce gases, water, power quality, abatement, or facilities changes? |
| Recovery time | How quickly can the option deliver, install, qualify, and reach stable production? |
What to do when no second source is technically viable
For genuinely non-substitutable tools, resilience comes from reducing outage duration and preserving access rather than pretending a substitute exists. Reserve production or repair capacity with the primary supplier, maintain a tested spare and refurbishment path, and agree on emergency allocation rules. Keep current configuration data, calibration records, recipes, and service documentation in an accessible repository. Train more than one team to perform safe recovery, and define which products receive scarce tool time if capacity is constrained.
Best Value
Run a scenario exercise for a factory shutdown, a blocked export license, a failed sub-tier module, a mineral shortage, a cyber incident, and a logistics interruption. For each scenario, record the first decision, the legal check, the physical action, the customer allocation rule, and the evidence needed to return to normal production.
A practical implementation sequence
- Establish governance: appoint an executive owner and a cross-functional team spanning operations, engineering, procurement, quality, security, logistics, legal, and export compliance.
- Complete the dependency register: start with bottleneck tools and expand through chambers, software, service, utilities, materials, minerals, and routes.
- Set recovery objectives: define acceptable downtime, safe-shutdown requirements, wafer disposition, and customer priorities for each critical process.
- Score and rank: apply concentration, consequence, substitutability, qualification time, inventory, service, geography, mineral, and export-control factors.
- Select treatments: launch second-source qualification, contract changes, capacity reservations, spare builds, refurbishment, route diversification, or compliance remediation according to the score.
- Validate: run engineering and pilot qualifications, test spares, rehearse utility and logistics contingencies, and verify data restoration and remote-support controls.
- Monitor continuously: track supplier financial and operational signals, lead times, failure rates, inventory coverage, qualification status, rule changes, route performance, and corrective-action closure.
Metrics that show whether risk is actually falling
- Percentage of bottleneck processes with a qualified alternate tool, subsystem, service provider, or material.
- Number of critical dependencies that cannot be replaced within the recovery-time objective.
- Coverage days for tested spares and the percentage that pass inspection and compatibility checks.
- Median and worst-case service response, repair turnaround, and restoration time.
- Share of recipes, calibration records, and configuration data that can be exported and restored.
- Percentage of equipment and sub-tier items with current export classifications and documented end-use reviews.
- Percentage of critical mineral and material suppliers with verified traceability and active corrective-action plans.
- Concentration of suppliers, factories, routes, and service teams by country and region.
- Time since the last contingency exercise and the number of unresolved findings.
Common failure modes and corrections
Counting vendors instead of capabilities
Two distributors may source the same manufacturer, and two tool models may depend on the same pump, software license, or country. Map ownership and sub-tier origin before declaring diversification.
Buying a spare that cannot be installed
Unverified, incompatible, contaminated, or obsolete stock creates false confidence. Test, tag, preserve, and periodically requalify contingency parts.
Approving a brochure-level substitute
Nominal specifications do not prove yield, defectivity, contamination control, uptime, or recipe portability. Require staged wafer qualification and production-release limits.
Ignoring services and software
A tool can be physically present but unusable when its license server, firmware key, calibration data, or authorized technician is unavailable. Treat digital and service access as dependencies in the same register.
Assuming inventory defeats regulation
Stock does not authorize a shipment, remote service session, or transfer of controlled technical data. Keep compliance review integrated with inventory and emergency procedures.
Leaving sub-tier minerals out of contracts
A supplier’s first-tier certificate may conceal concentrated extraction or processing. Require risk assessment, measurable corrective actions, stakeholder engagement where relevant, and defined suspension or disengagement triggers.
Bottom line
Reduce single-supplier risk by matching the treatment to the dependency. Qualify credible alternatives for tools, subsystems, materials, service, and logistics where wafer performance permits; use contracts, tested spares, refurbishment, capacity reservations, and recovery exercises for equipment that has no practical substitute. Keep geography, utilities, minerals, software, and export controls in the same operational view. The result is not a supplier-count target but a measured ability to keep critical processes running, or to recover them predictably, when a concentrated part of the semiconductor equipment chain is disrupted.
