The most evidence-based way to reduce PFAS exposure from food is not to eliminate entire food groups. The U.S. Food and Drug Administration (FDA) recommends a varied, well-balanced diet, checking local advisories for recreationally caught fish and shellfish, and paying attention to food produced near known contamination. FDA testing found no PFAS above method detection limits in 1,290 of 1,352 fresh and processed food samples (over 95%), but that result applies only to the foods and analytical methods used—not to every food or every PFAS compound.

For packaging, FDA says PFAS grease-proofing materials formerly used on paper and paperboard are no longer being sold for food-packaging use in the United States. That phase-out reduces exposure from authorized grease-resistant packaging, while contamination, impurities, imported products, and other food-contact uses still require case-by-case interpretation.

What to do first

Use this order of priorities if you want to lower potential PFAS exposure without making unsupported food-safety changes:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  1. Keep a varied diet. FDA does not advise the general public to stop eating seafood or to avoid a broad category of foods as a routine PFAS precaution.
  2. Check the current advisory for recreationally caught fish or shellfish. Advisories are specific to a waterbody, species, preparation method, and sometimes a population group.
  3. Take local contamination seriously. If food is grown, raised, or caught near a known contaminated site, follow instructions from the responsible state, territorial, tribal, or federal authority rather than relying on national averages.
  4. Understand what packaging information can and cannot tell you. The U.S. phase-out of PFAS grease-proofers applies to certain paper and paperboard food-contact uses; it does not prove that every package is PFAS-free.
  5. Interpret test results correctly. A total-fluorine result alone does not identify PFAS, and a non-detect means only that the substance was below that method’s detection limit.

No specific household product, cookware replacement, or water filter has been established by the evidence summarized here as a guaranteed way to reduce PFAS exposure from food and packaging.

What PFAS are—and why one rule cannot cover every case

PFAS (per- and polyfluoroalkyl substances) are a broad group of chemicals with different structures, uses, environmental behavior, and toxicological evidence. FDA notes that exposure to certain PFAS has been linked to health effects, but findings for one compound or exposure pattern should not automatically be generalized to every member of the group.

Food exposure can arise through several pathways: environmental contamination of soil or water, transfer into crops or animals, contamination or impurities in ingredients, and migration from a food-contact material. Those pathways are not equivalent. A result for one package type, one food, or one chemical cannot establish the status of all others.

Is the U.S. food supply safe?

FDA’s current consumer PFAS questions-and-answers page reports that the agency has tested more than 1,900 food samples from the U.S. market through its Total Diet Study and targeted assignments. That broader figure describes the scope of FDA’s work; it is separate from the specific 1,352-food result below.

FDA result What it means What it does not mean
1,290 of 1,352 fresh and processed foods (over 95%) had no PFAS detected above method detection limits. In that tested subset, the measured PFAS levels were below the detection limits of the methods used. It is not proof that every food, every lot, or every PFAS compound is absent.
Testing covers foods from the general U.S. market and targeted assignments. National testing can identify broad patterns and help FDA investigate potential sources. A national result cannot rule out contamination tied to a particular farm, fishery, waterbody, facility, or imported product.
FDA continues to review areas such as bottled water, seafood, and infant formula. These are agency priorities for assessing whether additional action may be appropriate. The review priority is not a newly established universal action level or a finding that all products in those categories are unsafe.

FDA’s consumer guidance is therefore practical rather than absolute: “For good nutrition and for food safety, the FDA recommends that consumers eat a varied, well-balanced diet.” The agency’s seafood guidance follows the same approach and does not tell the general public to eliminate seafood.

Step 1: Eat a varied, well-balanced diet

Dietary variety limits dependence on any single food source while preserving the nutritional benefits of foods such as seafood, which provides protein and other nutrients. FDA’s advice is a general dietary recommendation, not a guarantee that any particular meal is free of PFAS.

What variety looks like in practice

  • Rotate among different foods and, where practical, different sources rather than eating the same locally produced item every day.
  • Keep seafood in the diet unless a relevant advisory says otherwise; national guidance does not call for blanket seafood avoidance.
  • Do not replace nutritious foods solely because a package, label, or internet post makes a general “chemical-free” claim that is not backed by a defined test and scope.
  • When a public-health authority identifies a contaminated area, follow that authority’s food-specific instructions even if the food is normally considered nutritious.

Variety is a risk-management measure, not a substitute for an advisory. If an advisory limits a species or location, changing meals without following that notice does not remove the identified risk.

Step 2: Handle recreationally caught fish and shellfish differently from commercial seafood

FDA distinguishes seafood bought through the general market from fish or shellfish caught recreationally. For recreational catch, the key action is to check the advisory for the place where the catch was taken.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  1. Identify the exact waterbody. A county-wide assumption may be too broad; advisories can differ by lake, river segment, estuary, or coastal area.
  2. Check the current state, territorial, tribal, or local advisory. Use the authority responsible for that waterbody, because local notices can change as monitoring data change.
  3. Match the species and size to the notice. An advisory may apply to one species but not another, or to larger, older fish that accumulate contaminants differently.
  4. Follow the stated preparation and serving limits. If the notice specifies how often to eat the catch or identifies groups needing stricter limits, use those directions exactly.
  5. Do not substitute a national statistic for a local warning. The FDA’s general-market testing result cannot clear a fish caught from a known contaminated location.

For commercially purchased seafood, FDA’s general recommendation remains a varied diet that includes seafood. That recommendation does not override a recall, a local notice about a specific product, or instructions from a public-health agency.

Step 3: Understand the U.S. phase-out of PFAS grease-proofing in food packaging

Paper and paperboard grease-proofers were a recognized food-contact use because PFAS could migrate from those materials into food. FDA announced on February 28, 2024 that grease-proofing materials containing PFAS were no longer being sold for use in food packaging in the United States. Jim Jones, FDA Deputy Commissioner for Human Foods, stated: “Today, the U.S. Food and Drug Administration is announcing that grease-proofing materials containing per- and polyfluoroalkyl substances (PFAS) are no longer being sold for use in food packaging in the U.S.”

Date FDA milestone How to interpret it
February 28, 2024 FDA announced that PFAS-containing grease-proofing materials were no longer being sold for U.S. food-packaging use. This addressed the authorized grease-resistant paper and paperboard uses covered by the announcement.
January 2025 FDA said 35 related food-contact notifications were no longer effective because the relevant uses had been abandoned. This was a separate administrative action confirming the status of those notifications; it was not a declaration that every food-contact material is PFAS-free.

The phase-out removes a major authorized source of potential migration from the U.S. food-packaging market. It does not establish that every package, imported article, recycled-fiber stream, or contaminant is free of PFAS. A package can also contain fluorine from a non-PFAS substance, so a fluorine signal alone cannot identify the chemical responsible.

Packaging questions consumers commonly get wrong

“Grease-resistant” does not automatically identify a PFAS treatment

Grease resistance describes a performance characteristic, not a specific chemistry. The FDA phase-out concerns PFAS-containing grease-proofers used in certain paper and paperboard applications. Without a validated chemical test or a clearly scoped regulatory statement, the performance description alone cannot establish whether PFAS is present.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

A “PFAS-free” claim needs a defined scope

Ask what was tested, which PFAS compounds were included, what detection limits applied, and whether the claim covers the package, its coating, inks, adhesives, or only a particular component. A result for total fluorine is a screening signal, not proof of PFAS identity.

Imported and locally produced packaging require the same caution

The U.S. sales announcement describes the U.S. market and U.S. food-contact uses. It should not be stretched into a worldwide statement about every package manufactured elsewhere or every product sold through every channel.

Step 4: Keep cookware claims separate from paper-packaging claims

FDA says polymerized PFAS in some authorized nonstick cookware coatings have negligible potential to migrate to food. That assessment concerns specific polymerized coatings and their intended use. It is not a finding that every cookware product, coating, temperature, condition, or manufacturing formulation is identical.

Paper and paperboard grease-proofers and polymerized nonstick coatings are different uses with different migration considerations. Therefore:

  • Please Note: To reach 10Gbps speed, keep the cable under 3.3 ft. For USB A Male to USB C adapters, try flipping the USB C connector. USB C Male to USB A adapters support bidirectional 10Gbps transfer within 3.3 ft
  • Do not assume that the paper-packaging phase-out requires replacing all nonstick cookware.
  • Do not use the cookware statement to declare every nonstick pan PFAS-free or safe under every condition.
  • Follow the cookware manufacturer’s use and care instructions, and rely on a specific regulatory or test result when evaluating a particular product.

The evidence summarized here does not establish a consumer need to discard cookware solely because it is nonstick.

How to read PFAS and fluorine test results

Targeted PFAS analysis

Targeted testing looks for named PFAS compounds using an analytical method designed for those chemicals. It can report individual compounds and detection limits, but it cannot automatically identify PFAS that the method was not designed to measure.

Total-fluorine screening

Total-fluorine analysis measures fluorine in a sample. FDA cautions that this approach cannot distinguish PFAS from other fluorine-containing substances. A high total-fluorine result may justify follow-up testing, but it is not, by itself, proof that a package contains PFAS.

Why “not detected” has a boundary

“Not detected” means the analyte was below the method detection limit under the tested conditions. It does not mean the concentration is mathematically zero, that another PFAS was absent, or that another lot of the same product would produce the same result.

Result or claim Useful question to ask Safe interpretation
PFAS not detected Which compounds and detection limits were included? Those analytes were below the stated method limits in that sample.
Total fluorine detected Was PFAS identity confirmed with targeted analysis? Fluorine is present; the result does not identify its source.
“PFAS-free” packaging claim What components, lots, and methods does the claim cover? The claim is meaningful only within its stated scope and test method.

What to do if food comes from a known contaminated area

Local contamination changes the decision. Environmental releases can affect a particular waterbody, farm, grazing area, or food-processing site even when most foods in national testing have no detectable PFAS.

  1. Find the responsible authority. Depending on the location, this may be a state, territorial, tribal, local, or federal agency.
  2. Look for a food-specific notice. The relevant instruction may cover drinking water, fish, livestock, produce, eggs, milk, or another product separately.
  3. Check the date and geographic boundary. An old notice or a warning for a neighboring waterbody may not answer the question for your food.
  4. Follow species, serving, and population directions. Do not improvise a “safe” portion when the advisory supplies a limit.
  5. Ask the issuing agency about unresolved questions. If the notice does not address a food, preparation method, or household member, request clarification rather than relying on a generic internet list.

Do not infer that a contaminated-area advisory applies to all food nationwide, and do not infer that national testing clears a specific local source.

Common mistakes and the better approach

Mistake Why it fails Better approach
Eliminating all seafood. FDA recommends a varied diet that includes seafood and does not issue a blanket seafood ban. Continue varied seafood choices unless a current advisory limits a species or location.
Assuming “over 95% non-detect” means every food is PFAS-free. The statistic applies to 1,352 tested samples and the methods used. Treat it as evidence about that tested subset, not a universal guarantee.
Treating the 2024 packaging announcement as a global ban. The announcement concerns U.S. sales and specified food-packaging uses. Keep geography and packaging category explicit.
Reading total fluorine as proof of PFAS. Total fluorine cannot distinguish PFAS from other fluorinated substances. Look for targeted PFAS confirmation.
Replacing every nonstick pan automatically. FDA describes negligible migration potential for polymerized PFAS in some authorized nonstick coatings. Separate cookware evidence from paper-packaging evidence and evaluate a specific product if needed.
Using a drinking-water filter as a food-exposure solution. The evidence summarized here does not establish that a household filter addresses PFAS in food or packaging. Address the identified food pathway—especially a local advisory—rather than assuming a water intervention solves it.

A practical decision checklist

Before changing what you buy or eat, answer these questions:

  • Is the food from the general market, or was it grown, raised, or caught near a known contaminated area?
  • If it is recreational catch, did you check the current advisory for the exact waterbody and species?
  • Does the advice apply to your household’s population group or serving frequency?
  • Is the concern about a paper or paperboard grease-proofer, a cookware coating, an ingredient, or environmental contamination?
  • Does the available test identify named PFAS, or does it report only total fluorine?
  • Are the date, geography, lot, and detection limits stated?
  • Are you about to make a broad change that FDA has not recommended, such as eliminating seafood or discarding all cookware?

If the answer to the last question is yes, pause and look for a location-specific advisory or product-specific evidence first.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

What remains uncertain

FDA’s findings do not answer every question about every PFAS compound, food, package, or exposure duration. Testing depends on which chemicals were included, which foods were sampled, and how sensitive the analytical method was. Environmental contamination can produce results that differ sharply from national food-supply averages.

FDA has identified bottled water, seafood, and infant formula as areas for continuing review. That status means the agency is evaluating whether additional action may be appropriate; it does not mean a new universal limit or consumer prohibition has already been issued.

Bottom line

For most people in the United States, the responsible PFAS strategy is targeted rather than extreme: eat a varied diet, keep seafood unless a current advisory says otherwise, check advisories for recreational catch, and treat known contaminated locations as special cases. The 2024–2025 U.S. phase-out of PFAS grease-proofing materials addresses a major authorized paper-packaging use, while FDA’s testing shows that over 95% of the 1,352 foods in one tested subset had no PFAS detected above method limits. Neither fact makes every food or package PFAS-free, so interpret claims by their exact chemical, product, method, date, and geography.
