The safest rollout is output-class by output-class: prove that an authorized operator can retrieve the electronic record before changing purge or print behavior.
What changes—and what must not change
JES does not create paper by itself. JES queues job output on spool and manages its processing; paper is produced only when an output route sends that data to a printer. IBM’s z/OS Basics describes JES as the component that manages job queues and output processing. That distinction matters because many operators can inspect output online and decide that no physical copy is necessary.

Paper reduction is therefore a routing and records-control project, not a deletion project. Moving a report from a printer to an online view, an electronic destination or an archive changes how people receive it. It does not by itself change how long the information must be kept, who may see it, whether an audit trail is required, or how quickly it must be recoverable.
Use the following safety rule throughout the project: do not shorten spool retention, purge an output set, or remove an established paper copy until the designated electronic record exists, is protected for its required period and has passed a retrieval test by an authorized person.

Start with an output inventory
Before changing a class, create a record of what is printed and why. Include routine copies of SYSLOG, OPERLOG and ULOG; batch job output; exception reports; audit records; and business reports generated by mainframe jobs. The inventory should identify:
- the job, subsystem or procedure that produces the output;
- the operational or business owner;
- every team or person that currently receives it;
- the information’s sensitivity and access restrictions;
- the event that triggers printing, such as job completion, an exception or a shift handoff;
- the current spool, print and archive destinations;
- the approved retention schedule and recovery expectation; and
- an exception owner who can authorize a paper copy when the normal route is unavailable.
Do not assume that two reports with similar names have the same obligations. A transient diagnostic listing may be useful only during an incident, while an audit extract or regulated business record may require controlled retention and repeatable retrieval.
Classify each output before changing its route
Use four practical dispositions. Keep the existing route until the replacement path and its records requirements are confirmed.
Recommended Free Tools
| Disposition | Typical handling | Required proof before rollout |
|---|---|---|
| Online review only | Operators inspect the log or spool output through the site’s supported z/OS interface and no routine copy is produced. | Authorized staff can locate, search and read the output for the period required for operations. |
| Electronic distribution | Output is sent to an approved electronic destination for other teams or systems. | Recipients, permissions, security controls, delivery monitoring and retention are documented and tested. |
| Selective print | Operators print only selected lines, pages or excerpts after online review. | The selection is sufficient for the stated operational or business purpose and the electronic source remains retrievable. |
| Print-required | A documented legal, contractual, safety or operational requirement still calls for paper. | The requirement and owner are recorded; printing is limited to the required content and recipients. |
Classification is not permanent. Revisit it when a job changes, an audit requirement changes, a destination is retired or a new electronic archive becomes available.
Use online logs and spool output as the default review point
Review SYSLOG, OPERLOG and ULOG online
IBM’s z/OS MVS Planning: Operations (z/OS 3.2) describes online access to SYSLOG, OPERLOG and ULOG, including searching those logs. Using online search can eliminate routine printed log copies and reduce the time spent finding information during problem management. Configure access so that only authorized operations staff can view sensitive messages, and preserve the site’s existing audit requirements.
Define a simple shift procedure: open the appropriate log, search for the job name, message identifier or time window, capture the relevant evidence in the approved incident or change record, and print only when a documented recipient or process requires paper. A screenshot or ad-hoc local file is not automatically an approved record; use the organization’s designated evidence repository when a record must be retained.

Inspect job output in SDSF before printing
IBM Redbooks’ ABCs of z/OS System Programming, Volume 1 documents SDSF for inspecting spool output and reviewing job output before deciding whether to print. The operational sequence is:
- Open the site’s SDSF interface and locate the job or output entry using the identifiers used by your operations procedures.
- Display the relevant output data set or spool section online.
- Search or scroll to confirm whether the output contains an error, exception or other item that requires action.
- Record the required finding in the approved operational record or ticket.
- If paper is still necessary, select only the lines or pages needed for that purpose rather than printing the entire output data set.
- Leave the electronic source available for its approved retention period, or transfer it to the designated archive before any purge.
SDSF access supports operational review; it is not proof that the spool is a long-term archive. A report that remains visible today may disappear when spool retention expires, when an operator purges it or when a class is reconfigured.
Purge only as a controlled disposition
IBM operations guidance describes purging output data sets as a way to reduce the print load. Purge is a disposition decision, however. Before enabling or broadening automatic purge, map the output class to an approved retention schedule, verify that any required archive copy has completed, and test retrieval from that archive. If the record owner cannot explain where the retained copy lives and how an authorized user will find it, do not purge the source.
Route reports electronically when recipients need more than an operator view
Online review is appropriate when a small group of operators needs to inspect output. Reports that must reach other teams need a controlled distribution path. IBM’s z/OS Introduction and Release Guide (2.5) describes IP PrintWay output paths that can deliver output to remote print destinations or email destinations. Whether those paths are installed, licensed and enabled depends on the local z/OS release, JES setup, output classes and security configuration.
Before selecting email or another electronic destination, validate the installed configuration with the team that owns JES and the delivery service. Treat the destination as part of the record-control boundary:

- Use an approved recipient list or group rather than personal addresses.
- Confirm that authentication and authorization prevent unintended access.
- Apply the encryption and transport requirements for the report’s sensitivity.
- Log delivery, failure and retry events where the organization requires an audit trail.
- Define what happens when a recipient is unavailable, a mailbox is full or a transfer fails.
- Ensure that the delivered copy enters the approved retention or archive process instead of becoming an unmanaged attachment.
Electronic delivery can reduce distribution printing, but it does not guarantee confidentiality or retention. A message sent to the wrong group can broaden access even when the mainframe output class was previously restricted.

Separate operational viewing from archival retention
No universal retention period applies to every mainframe output. The correct period depends on the record type, the organization’s schedule and the jurisdiction that governs it. The National Archives and Records Administration’s General Records Schedule 20 FAQ treats electronic systems and their contents as records-management matters; it does not turn every spool entry into a record with one standard lifetime.
Vendor retention documentation also illustrates why two settings must be distinguished: an online-viewing period and an archive-retention period can be recorded separately. The Broadcom Dispatch retention article, updated September 10, 2024, describes that separation. The product example is a reminder to model both periods explicitly, not evidence that a particular installation has the same settings.
For each output class, document these control points before changing print or purge behavior:

- Authoritative copy: which electronic store is the source of record after paper is removed.
- Retention clock: when retention starts and when disposition is permitted.
- Access: which roles may view, export, print or delete the record.
- Search and retrieval: the identifiers and time range an authorized user must use to find it.
- Integrity and audit: how changes, exports, deliveries and disposition are logged.
- Recovery: how the record is restored after a system, storage or routing failure.
Do not count “still on spool” as satisfying a long-term obligation unless the record owner has explicitly approved spool as the authoritative store for that class and the retention and recovery properties have been demonstrated.
Run a low-risk pilot before broad spool changes
Choose an output class with limited sensitivity and a clear owner. Keep the existing print route available while the replacement is tested.
- Capture a baseline. For a defined period, record the number of printed copies, pages, destinations, operator review time and retrieval requests. Do not estimate a savings percentage without measuring it.
- Enable online review. Train the operators who will use SDSF or the site’s supported log interface. Give them the identifiers, search fields and escalation path for the pilot class.
- Configure the electronic route. If other teams need the output, use the approved IP PrintWay or equivalent destination already supported at the site. Record recipients, permissions, delivery monitoring and failure handling.
- Prove retention. Place the output in the designated electronic store or archive, apply its approved retention setting and verify that the source remains available for the required online-viewing period.
- Test retrieval. Ask an authorized operator who did not perform the migration to find a sample report, open it, confirm its identity and produce the evidence required by the operating procedure.
- Test an exception. Simulate a failed delivery, an unavailable recipient or a request for a paper excerpt. Confirm that the fallback route works without creating an uncontrolled copy.
- Compare with the baseline. Measure paper volume and retrieval effort, note any new access or delivery failures, and document which portions still require printing.
- Approve or roll back. The output owner, records owner and operations owner should sign off on the evidence. If retrieval, access or recovery is not satisfactory, restore the prior route and correct the control before trying again.
The pilot should end with an explicit disposition: online review only, electronic distribution, selective print or print-required. “We can probably find it later” is not an acceptance criterion.

Scale in phases with rollback and ownership
After a pilot passes, expand by output class rather than changing all JES classes at once. For every phase, keep a named owner, a change record, a rollback procedure and an exception process. Rollback should identify the previous print destination, spool or archive settings, recipient list and retention behavior so that operators can restore service without guessing.

Pick the symptom - the matching free tool is one click away.
Review the deployment after each phase for differences in z/OS release, JES configuration, licensed components, output-class attributes and local policy. IBM documentation establishes what the platform and tools can support; it does not prove that a feature is enabled or secured in a particular installation.
Train operators to distinguish three actions that are often conflated: viewing output, routing a copy and disposing of a copy. A person may have permission to view a report but not to export it, print it or delete it. Security administrators should reassess logical-data permissions, printer operations and audit settings when a route changes. IBM’s z/OS security material emphasizes controlling those areas rather than assuming that an electronic destination is safe by default.
When a dedicated output-management platform is justified
Native JES and SDSF capabilities may be sufficient when operators mainly need online inspection and occasional selective printing. A dedicated output-management platform becomes worth evaluating when the organization needs centralized access across many output classes, formal archive management, multiple distribution formats, extensive audit reporting or recovery and export functions that the current setup cannot provide.
Compare the existing environment with any proposed platform on the following questions:

Vendor descriptions of centralized report access, archiving, distribution and reduced paper waste are capability claims, not a guaranteed result for your workflow. Require a pilot that uses representative output, retention rules and access roles before committing to a platform.

Troubleshoot the common failure modes
An operator cannot find a report online
Check the job identifier, output class, time window and authorization first. Then verify that the report has not moved from spool to archive or been purged under a different rule. If the operator needs a long-term record, confirm the archive index and retrieval procedure rather than extending spool indefinitely.
A recipient says an electronic report never arrived
Use delivery logs to distinguish a routing failure, a rejected address, a full destination or an access problem. Confirm the approved recipient list and provide the report through the documented fallback route. Do not solve a delivery failure by sending an uncontrolled copy to a personal address.
A purge removed information needed for an incident or audit
Stop the purge rule for that class, notify the record owner and determine whether an archive or backup copy exists. Restore the prior route while retention and recovery are reassessed. Treat the incident as a control failure; do not simply increase every class’s spool lifetime, because that can create storage and access problems without establishing a compliant archive.
Quick wins for a faster PC:
Fix the driver behind crashes, sound loss and screen glitchesFind Drivers →Repair Windows errors before they cause bigger problemsFix Now →Scan for outdated or missing drivers - takes under a minuteDriver Scan →Electronic distribution exposes more data than paper did
Review group membership, role mappings, forwarding, export and print permissions, transport protection and audit records. Narrow the destination or split the report by sensitivity if necessary. The goal is not merely to eliminate paper but to preserve the same or stronger access boundaries.
Paper volume does not fall after online review is enabled
Observe the real print trigger. Operators may still be printing automatically generated copies, entire output sets instead of selected lines, or reports whose recipients were never moved to the electronic route. Remove redundant print rules only after the electronic path, retention and exception process have passed the pilot tests.
Measure the result without inventing savings
Track a baseline and the same measures after each phase:
- printed copies and pages by output class;
- electronic deliveries, failures and retries;
- time required to locate a report during routine work and incidents;
- successful retrieval tests from the designated archive;
- number and reason for authorized paper exceptions;
- access-control or audit findings introduced by the new route; and
- storage, administration and support effort.
No independently published statistic establishes a standard percentage reduction for this mainframe workflow. Report your own measured change with its time period, output classes and exclusions instead of applying a vendor case-study figure to every installation.
Go-live checklist
- Every printed output has an owner, consumer list and documented disposition.
- Online-review users can locate and search the relevant SYSLOG, OPERLOG, ULOG or spool output.
- Electronic recipients, permissions, security, delivery monitoring and failure handling are approved.
- The authoritative electronic copy and its retention schedule are identified.
- Archive retrieval has been tested by an authorized person who was not the implementer.
- Purge rules are limited to classes whose required records are already protected elsewhere.
- Selective-print and print-required exceptions are documented.
- Rollback settings, owners and escalation contacts are recorded.
- Paper volume and retrieval effort will be measured against a baseline.
Following this sequence lets operations teams remove routine paper while keeping the properties that prevent data loss: an identifiable authoritative copy, controlled access, auditable handling, approved retention and a retrieval path that has been demonstrated rather than assumed.
