Keep mobile data unrestricted only for apps that must deliver timely notifications or maintain a connection. These controls reduce unnecessary use, but they do not block every byte: an app open on screen can still use cellular data, and some Android system services continue limited exchanges when Wi‑Fi is unavailable.
Android menus differ by tablet maker and software version. The paths below use Google Pixel documentation where noted; on another tablet, search Settings for Data Saver, data usage, unrestricted data, or data warning.

1. Measure mobile data before changing anything
Measurement prevents you from disabling a useful app based on a guess. Android can show usage by app for a period you choose, while your carrier records the allowance used for billing. Those totals may not match because the device and carrier can measure at different times or apply different accounting rules. If a discrepancy affects a bill or a capped plan, treat the carrier’s record as the account-level reference and use the tablet’s screen to identify likely heavy users.
Find app usage on a Pixel tablet
- Open Settings.
- Tap Network & internet.
- Tap SIMs.
- Choose App data usage.
- Set the period you want to inspect and review the apps in order of mobile-data consumption.
This is a documented Pixel route, not a universal Android menu. If your tablet has no SIMs entry, use Settings search for App data usage or data usage, then select the mobile-network report. Some tablets place the report under Connections, Mobile network, or Data usage.

Check Google Play services separately when the totals look unusual
Google Play services supports core device features and can appear as a significant system entry rather than as an ordinary app. On supported Android 7-and-later devices, its network-data screen can show the previous 14 days or a custom range of up to 90 days. The documented help flow reaches Google Play services, then Mobile data and Wi‑Fi, then App settings; the exact entry point varies by manufacturer.
Use this view to distinguish system activity from a third-party app. Do not uninstall or broadly disable Google Play services as a data-saving tactic: it is involved in core functions, and Google says some of its mobile exchanges cannot be turned off.
2. Turn on Data Saver for a whole-device reduction
Data Saver is the fastest general control. Google describes it as allowing most apps and services to receive background data only over Wi‑Fi, while apps and services that are currently active can still use mobile data. In other words, it reduces quiet, behind-the-scenes transfers; it is not a complete cellular firewall.
Pixel path
- Open Settings.
- Tap Network & internet.
- Tap Data Saver.
- Turn on Use Data Saver.
On another Android build, search Settings for Data Saver. A manufacturer may call the feature Data saving mode or put it under Mobile network or Data usage.

What Data Saver changes
- Background synchronization and refreshes are generally moved to Wi‑Fi or reduced.
- An app that you open and use can continue to consume mobile data.
- Notifications, automatic uploads, feeds, and downloads may arrive later unless the app is allowed an exception.
- App-specific data controls still apply; Data Saver does not override every setting inside an app.
After enabling it, watch the next billing period rather than expecting a fixed percentage reduction. The amount saved depends on which apps were active in the first place, and the official guidance does not establish a universal savings figure.
3. Allow unrestricted background data only where it matters
Data Saver includes an exception list. Use it for apps that genuinely need a background connection, such as a messaging, security, or work app whose alerts must arrive promptly. Every exception weakens the whole-device reduction, so start with one or two essential apps and add others only after a missed notification or delayed task demonstrates a need.
Pixel path for exceptions
- Go to Settings > Network & internet > Data Saver.
- Tap Unrestricted data.
- Enable the toggle for each app that may use mobile data in the background.
Google’s Android 7-and-later help also documents a route through Settings > Network & internet > Data usage > Data Saver > Unrestricted data access. The difference between these paths illustrates why labels vary. If neither matches, use Settings search for unrestricted data.
Choose exceptions by consequence, not convenience

These are decision guidelines, not a guarantee for every app. Check the app’s own documentation if a restriction changes its behavior.

4. Restrict background data for individual heavy users
Data Saver is broad; app-level restrictions are more precise. In your usage report, open a high-consumption app and look for a control such as Background data, Allow background data usage, or Unrestricted data usage. Android places these controls differently, so the wording on your tablet may not match the examples.
What a background restriction can interrupt
- Automatic content refresh while the app is closed.
- Queued downloads that would otherwise begin in the background.
- Cloud synchronization and automatic uploads.
- Push notifications or alerts that depend on a background network request.
Restrict the largest nonessential users first, then test the result. Open the app on Wi‑Fi and on mobile data, check whether expected alerts arrive, and remove the restriction if the app is time-sensitive. Avoid blocking every app indiscriminately: a small amount of background data can be more useful than a silent or stale service.
Keep the Play Store’s required access in mind
Google’s Play Store guidance notes that Play Store background data may need to remain enabled. If Data Saver is on, the Play Store may also need an unrestricted-data exception to perform the background work it requires. If updates stop arriving, inspect the Play Store entry before assuming the tablet or connection is broken.
5. Set a warning and, when appropriate, an automatic cutoff
A warning gives you an early chance to change behavior; a limit is a hard stop. On Pixel devices, the documented controls are under Settings > Network & internet > SIMs > Data warning & limit.

Use a warning as the default safeguard
- Open Settings > Network & internet > SIMs > Data warning & limit.
- Choose the relevant SIM or mobile-data profile if the tablet offers more than one.
- Set a Data warning amount below your plan allowance.
- When the notification appears, return to the usage report and identify what changed.
A warning does not stop traffic. It is useful when you need connectivity to continue but want time to turn off a backup, streaming session, or unnecessary exception.
Use a data limit only when interruption is acceptable
- In the same screen, enable Set data limit or the equivalent control.
- Enter a cutoff below the carrier’s actual allowance, leaving room for differences between device and carrier measurements.
- Confirm the limit and review the reset date so it aligns with your billing cycle.
When the configured limit is reached, mobile data is turned off. Features that require cellular connectivity will not work until you re-enable it or connect to Wi‑Fi. Because carrier and device totals can differ, a limit is a safety mechanism, not a precise substitute for the carrier’s meter. Other Android tablets may offer only a warning or may put both options under a differently named mobile-network menu.

System controls cannot optimize every app’s own media, call, or sync behavior. Open the app’s settings and look for labels such as Data saver, Limit data usage, Download over Wi‑Fi only, Stream on Wi‑Fi, or Use less mobile data.

Google Meet provides a data-saving or limit-data-use setting for supported call modes. Its guidance also warns that Meet may use a small amount of mobile data while the tablet is connected to Wi‑Fi, so a conversation can continue if Wi‑Fi drops. That fallback is useful for continuity but can surprise someone trying to eliminate cellular use.
If you need to prevent Meet from falling back to cellular data, turn off mobile data at the tablet level before the call. This also blocks cellular access for every other app until you turn mobile data back on; there is no Meet-only guarantee in that whole-device switch. Alternatively, keep mobile data enabled and use Meet’s own data-saving control when a small fallback allowance is acceptable.
Other practical in-app choices
- Set video and music apps to stream at a lower quality on mobile networks.
- Choose Wi‑Fi-only downloads for maps, podcasts, operating-system packages, and media.
- Disable automatic video playback and cellular photo or video backup where the app offers those controls.
- Download large files while on trusted Wi‑Fi instead of relying on a background queue over cellular.
These options complement Data Saver because they reduce foreground consumption, which Data Saver cannot prevent when an app is actively in use.
7. Understand system-service data instead of chasing a false culprit
Google Play services can exchange data with Google over mobile networks when the tablet is not connected to Wi‑Fi. Google says this may happen multiple times a day, including while the device is not actively being used. Settings can limit the frequency or volume of some exchanges, but they cannot turn all of them off.
That behavior does not automatically indicate malware or a runaway third-party app. Use the system-service usage view to establish the amount and date range, then focus your restrictions on ordinary apps whose activity you can safely change. Keep Google Play services enabled unless a specific manufacturer support procedure tells you otherwise for a separate troubleshooting reason.
8. A repeatable troubleshooting workflow
If usage remains high after Data Saver
- Return to App data usage and compare the current period with the previous one.
- Check whether the largest user is an app you actively opened; foreground use is not blocked by Data Saver.
- Review the Unrestricted data list and remove exceptions that are no longer necessary.
- Open the heavy app’s own settings and select Wi‑Fi-only downloads or a lower mobile-data mode.
- Check Google Play services separately so system traffic is not confused with third-party traffic.
If notifications or downloads stop
- Identify the affected app rather than disabling Data Saver for everything.
- Allow that app unrestricted background data, or restore its background-data permission.
- For the Play Store, confirm that background data remains enabled and that its exception is present if Data Saver requires one.
- Test on mobile data and Wi‑Fi; some failures are caused by the app’s own connection policy rather than Android’s Data Saver.
If the tablet and carrier show different totals
Confirm that both reports cover the same dates, SIM, and reset cycle. Android’s displayed measurement and the carrier’s account record may still differ. For a billing dispute or a plan cutoff, save the carrier’s record and ask the carrier how its allowance is calculated; use Android’s per-app list for diagnosis.
If you cannot find a named setting
Search Settings for the function rather than following a path word for word. Try Data Saver, mobile data, background data, unrestricted data, and data warning. If search returns nothing, consult the tablet maker’s support documentation for that Android version and model. Manufacturer interfaces can rename, relocate, or omit controls described in Pixel instructions.
9. Choose the least disruptive combination

For most people, the balanced setup is Data Saver plus a warning, with unrestricted access granted only to essential communication or work apps. Add per-app restrictions for the largest nonessential users. Reserve a hard limit or a complete mobile-data shutdown for situations where exceeding the allowance is more serious than delayed notifications or interrupted calls.
