If your CPU became hotter or the fan louder after you selected a performance-oriented Windows power setting, switch to Balanced first. On Windows 11, go to Settings > System > Power & battery > Power mode and choose Balanced or Best power efficiency. Then use Task Manager to find any process keeping the CPU busy. If the selector is unavailable, choose Balanced in Control Panel > System and Security > Power Options.
Power mode is only one possible cause. Charging, setup and synchronization work, a demanding app, browser tabs, startup programs, or a mechanical fan fault can all increase noise. The right fix depends on which of those is happening; there is no single safe temperature number that applies to every processor and computer.

What a Windows power-mode change can do
Windows power modes set a performance and energy-use preference. Microsoft’s principal choices are Best power efficiency, Balanced, and Best performance. The higher-performance choice allows the computer to favor responsiveness over lower power use. That can increase heat and make the cooling fan run more often, especially on a laptop operating on a charger.

That is a general behavior, not a diagnosis: a mode change may reveal an existing workload rather than cause a hardware problem. A browser with many active tabs, a rendering job, an update, synchronization, or another expected task can keep the processor busy regardless of the selected mode.

Fan noise is therefore a useful symptom but not a temperature measurement. A fan can speed up because the processor is working, because the computer is charging, or because the surrounding air is warm. Conversely, a rattling or ticking sound can indicate a mechanical issue even when processor utilization is modest.
Choose the mode that matches your priority
Use the following comparison as a decision guide. The exact labels and available choices depend on Windows version, hardware, and the computer manufacturer.
| Power choice | Power use and battery effect | Performance intent | Likely warmth and fan behavior |
|---|---|---|---|
| Best power efficiency | Favors lower power consumption and longer battery use than a performance-focused setting. | Accepts more aggressive energy saving when maximum responsiveness is not required. | Often the most useful first choice when heat or fan activity followed a settings change, although Windows documentation does not promise a particular temperature reduction. |
| Balanced | Compromise between energy use and responsiveness. | Suitable for ordinary work, browsing, communication, and mixed workloads. | Usually the sensible recovery setting when Best performance made the computer warmer; actual fan behavior still depends on workload and device firmware. |
| Best performance | Uses more power and can reduce battery runtime. | Favors responsiveness for demanding work. | More likely to produce warmth and audible fan activity. Microsoft specifically warns that it increases power consumption and can make laptops run warmer. |
| Energy saver (Windows 11) | Windows 11 presents this as an energy-saving control alongside power and screen/sleep settings. | Prioritizes saving energy rather than maximum performance. | The reviewed Windows guidance does not state that Energy saver directly lowers CPU temperature, so treat any thermal change as device- and workload-dependent. |
| Custom plan | Values depend on the plan’s settings and are not stated here. | May override the normal power-mode selector. | Can leave the Settings selector unavailable. Use Control Panel Power Options to select Balanced when necessary. |
If you need maximum performance for a short task, you can switch back temporarily after the computer has returned to normal conditions. For a machine that is persistently hot or noisy, Balanced or Best power efficiency is the better starting point while you identify the cause.

Step 1: undo a performance-oriented setting in Windows 11
- Open Settings.
- Select System, then Power & battery.
- Under Power mode, select Balanced or Best power efficiency.
- Leave the computer idle for several minutes and then repeat the activity that made the fan loud. A setting change does not instantly end a running task, so give the system time to settle.
- Observe whether the noise tracks a particular application or activity rather than assuming the mode alone caused it.
Windows 11 also has Energy saver and separate screen and sleep controls. Those controls are useful for reducing energy use, but Microsoft’s guidance does not establish a universal CPU-temperature reduction for each one.
Step 2: use Control Panel when the selector is missing
A custom power plan or manufacturer-specific configuration can prevent the normal Power mode menu from changing. Open Control Panel > System and Security > Power Options and select Balanced.

This fallback changes the active Windows power plan rather than repairing a physical cooling fault. If Balanced is already selected and the fan remains loud, continue with the workload checks below. If Control Panel shows only a manufacturer-defined plan, its behavior may be governed by that maker’s software; consult the computer maker’s documentation for the model.
Step 3: make the equivalent check on Windows 10
Windows 10 uses the available battery or power control to choose Balanced or an efficiency-oriented setting. The taskbar slider is not present on every Windows 10 PC; Microsoft says availability depends on the hardware and manufacturer. If the slider is absent, use Control Panel > System and Security > Power Options and select Balanced.

That does not prevent a power-plan change from working, but it means the operating system is no longer in Microsoft’s normal free-support period. Keep the support status in mind when deciding whether a persistent problem should be handled through the computer manufacturer or by moving to a supported Windows release.
Step 4: identify what is actually using the CPU
After changing the mode, open Task Manager and sort the Processes view by the CPU column. Look at the process at the top and whether utilization remains high over time.
When an application is legitimately busy
Updates, file synchronization, video or image rendering, installation work, and other expected operations can create temporary load. If the process name and activity are familiar, allow the job to finish before judging the new power mode. Stopping a task in the middle of an update or render can create a different problem.

When an app or browser is unnecessary
Close applications you recognize and no longer need. Reduce browser tabs that are running active pages, media, or web applications. Close only tasks that are safe to close; do not terminate an unfamiliar system process simply because it appears near the top of the list.
When the high-use process keeps returning
Check which programs launch automatically. Task Manager’s Startup apps view can show programs that start with Windows; disable an entry only when you know what it does and do not need it at sign-in. Review each app’s background-activity permissions in its Windows or in-app settings. The aim is to remove unnecessary work, not to disable security, update, synchronization, or hardware-control components blindly.
Step 5: check updates without expecting a guaranteed thermal fix
Review Windows Update and, when troubleshooting a device-specific problem, optional driver updates offered for that computer. An update may change power management or correct a software fault, but Microsoft’s guidance does not promise that installing one will resolve a hot CPU or fan noise. Finish or pause expected update and synchronization activity before comparing fan behavior.
If the computer was just set up or recently reset, give it time to complete its normal background work. Do not interpret every burst of fan activity during this period as evidence of a failed cooling system.
Step 6: account for charging, setup, and room temperature
Charging can increase fan activity, particularly while the computer is also performing demanding work. Compare behavior on battery and on the charger only after the same applications and tasks are running; otherwise the comparison is misleading.

For Surface devices, Microsoft says initial setup can include operating-system and app updates plus synchronization during the first 24 hours. During that window, the fans may spin faster. This is Surface-specific guidance and should not be generalized to every Windows computer.
Microsoft also notes for Surface that ambient temperatures above 25° C (77° F) can make fans run more often or faster, depending on workload. That figure describes a manufacturer observation for Surface devices, not a universal room-temperature limit or a CPU safety threshold for other computers.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.Surface-specific fan guidance
Surface firmware and power controls do not necessarily behave like those on another Windows laptop. Microsoft’s Surface guidance states: Setting the power mode to Recommended helps limit the fan speed and provides quieter operation.
The word Recommended in that statement refers to the Surface power-mode experience; it is not a promise that every Windows PC exposes a mode with that name.
If a Surface becomes noisy after choosing a higher-performance setting, select the device’s Recommended mode where it is offered, or use the Windows Balanced or efficiency-oriented choice described earlier. Then check Task Manager before taking any hardware action.
Recognize an abnormal mechanical sound
Microsoft says for Surface devices: Noises like grinding, whining, or ticking are abnormal.
A smooth increase in airflow during a workload is different from a repetitive mechanical noise. If grinding, whining, or ticking continues after the power-mode and workload checks, treat it as a device-service issue rather than trying to solve it with another Windows setting.
Best Value
Use the manufacturer’s service route
Microsoft lists Surface self-repair, a service order, and in-person support as possible routes. The appropriate option depends on your experience, warranty status, country or region, and current availability. Follow the device maker’s instructions instead of opening a computer or replacing a fan without confirming that the procedure is suitable for that model.
How to decide what to do next
| What you observe | Most useful next action | What not to assume |
|---|---|---|
| Noise began immediately after selecting Best performance, with no single process staying busy. | Return to Balanced or Best power efficiency and compare the same task after the system settles. | Do not assume the processor is damaged or that a particular temperature has been exceeded. |
| Task Manager shows one known app using substantial CPU. | Let expected work finish, or close the app if it is no longer needed. | Do not kill an update, synchronization, or rendering process solely because it is active. |
| Many browser tabs or background programs are active. | Close unnecessary tabs and review startup apps and background permissions. | Do not disable security, update, or hardware-control software without understanding its role. |
| Fan activity is strongest while charging. | Compare charging behavior with the same workload on battery and consider whether the computer is also updating or synchronizing. | Do not treat charging-related fan activity as proof of a failed fan. |
| Surface is within its first day of setup or reset. | Allow the initial update and synchronization work to complete, then reassess. | Do not generalize Surface’s 24-hour setup observation to another manufacturer. |
| Surface produces grinding, whining, or ticking. | Use Microsoft’s device-specific service options if basic software checks do not resolve it. | Do not continue troubleshooting a mechanical symptom as though it were only a power-mode preference. |
| Another manufacturer’s computer has persistent noise after software checks. | Use that manufacturer’s model-specific support and service guidance. | Do not assume Surface’s modes, temperature observations, or service process apply to it. |
Temperature limits: what this guidance can and cannot tell you
There is no universal safe CPU-temperature number for all Windows PCs in the material available here. Processor model, firmware, chassis design, workload, and ambient conditions all affect readings. A temperature-monitoring value without the exact processor and device context cannot by itself establish that the computer is unsafe.
Likewise, a fan that runs after a power-mode change does not prove the setting caused the heat. The practical test is to return to Balanced or Best power efficiency, identify CPU-heavy work in Task Manager, and compare the same activity after expected background jobs finish.
What’s actually slowing this PC down?
Pick the symptom - the matching free tool is one click away.
If the computer remains unusually hot, slows down, shuts down, or makes an abnormal mechanical sound after those checks, stop treating the issue as a simple preference change. Record the model, Windows version, selected power mode, the workload shown in Task Manager, whether the charger was connected, and the exact character of the noise. Those details make the manufacturer’s support or service assessment more useful.
Quick Recap
A concise recovery sequence
- Select Balanced or Best power efficiency in Windows 11 at Settings > System > Power & battery > Power mode. On Windows 10, use the available battery/power control; if it is missing, select Balanced in Control Panel Power Options.
- Open Task Manager, sort by CPU, and identify whether a known task is consuming processor time.
- Allow legitimate updates, synchronization, installation, or rendering to finish; close unnecessary apps and tabs.
- Review startup apps and background permissions, then check Windows Update and relevant optional driver updates.
- Account for charging, Surface’s first-24-hours setup work, and Surface ambient conditions above 25° C / 77° F.
- Escalate persistent grinding, whining, or ticking on Surface to Microsoft’s service options, and use the equivalent manufacturer route for another PC.
