How to Reduce Emissions and Energy Use at an Asphalt Plant

Start by measuring fuel use, aggregate moisture, production, temperatures, burner condition and baghouse pressure drop. Then investigate changes and tune the plant’s operation before investing in equipment. Drying and heating aggregate are major energy-consuming steps, but the right settings and improvements depend on the plant’s design, mix, fuel, operating conditions and permit.

Establish a baseline before making changes

Asphalt plants commonly use batch or drum-mix processes. Identify how your plant handles drying, heating and mixing before changing settings or considering a retrofit. Dryers are also significant ducted emissions sources, according to U.S. Environmental Protection Agency (EPA) materials on hot-mix asphalt plants.

Collect records across representative production periods so you can compare like with like. A change in fuel use, for example, is difficult to interpret without knowing whether production or aggregate moisture changed at the same time.

Record What it helps you assess
Fuel type and quantity, alongside production Whether fuel use is changing relative to output; compare periods with similar operating conditions.
Aggregate and RAP moisture, where applicable Whether a change in the material’s moisture may help explain a change in drying demand.
Plant temperature and finished-mix temperature Whether temperature readings are drifting or diverging from the intended process conditions.
Production rate and relevant mix or RAP conditions Whether operating conditions differ between the periods being compared.
Burner condition, sensor calibration and baghouse pressure drop Whether burner, instrumentation or particulate-collection performance warrants investigation.

Use the records to spot trends and investigate their causes before attributing a change to a retrofit. EPA-reproduced asphalt-plant best-practices guidance recommends gathering fuel-use and moisture data and keeping operating records. It does not establish a universal fuel-use target or savings percentage.

Tune the burner and verify the instruments

Inspect and tune within equipment guidance

Have qualified staff inspect and tune the burner in accordance with the manufacturer’s instructions. The EPA-reproduced guidance advises consulting the burner manufacturer about carbon monoxide (CO) and oxygen (O2) limits and adjustment procedures. Do not substitute a generic numeric target for the limits and procedures applicable to your equipment.

Check that readings are trustworthy

Calibrate thermocouples and other relevant sensors regularly, and investigate readings that drift or conflict. If independent stack-test readings are available, compare them with the plant’s temperature indications as part of that investigation. Any replacement industrial thermocouple temperature sensor must match the plant’s sensor type, temperature range, wiring and controller requirements; confirm compatibility with the manufacturer rather than assuming a general-purpose sensor will work.

Control moisture and avoid unnecessary heat

Drying wet aggregate and RAP takes energy. Keep materials dry where practical, and follow the applicable process and equipment guidance for handling RAP, including avoiding direct flame exposure or overheating where relevant.

Set mixing temperature with the asphalt supplier and the requirements of the mix and plant process. Compare actual plant and mix temperatures with the intended operating conditions, and investigate drift instead of compensating automatically by raising the setpoint. Laboratory mixing temperatures are not a substitute for plant operating settings.

EPA background material reproduces Asphalt Pavement Environmental Council guidance to ensure aggregate and RAP are dry, select mixing temperature with the asphalt supplier, compare mix and plant temperatures, and investigate increased fuel use when moisture is the same or lower. These are operating checks, not a guarantee of a particular reduction.

Monitor particulate controls without mistaking a reading for compliance

Record baghouse pressure drop and look for changes over time. A change can be a reason to investigate the collector or plant process; pressure drop by itself does not establish that emissions limits are being met. EPA AP-42 documentation identifies fabric filters and venturi scrubbers as common secondary collection equipment at asphalt plants.

Follow the collector manufacturer’s operating and maintenance instructions, and use the applicable permit, equipment guidance and testing requirements to assess emissions performance. Do not treat a single pressure-drop value as a substitute for those requirements.

Understand what plant design and RAP can—and cannot—tell you

In a counterflow drum plant, mixing occurs in a zone away from the exhaust stream. EPA’s historical assessment says organic stack emissions are likely lower in counterflow plants than in parallel-flow drum plants, but it also notes limitations in the available data. That comparison is qualified evidence, not a guarantee for every plant or a prediction of the result of converting a facility.

The same historical EPA assessment discusses counterflow plants processing RAP at ratios up to 50% with little or no observed emissions effect in the cases it assessed. That is not a universal maximum or a blanket approval for a particular mix. Determine allowable RAP use from the mix design, equipment manufacturer and applicable specification, then evaluate the plant under its actual operating conditions.

RAP can reduce the need for new aggregate and asphalt cement when it is used in a mix that meets quality specifications. EPA’s historical material estimates that aggregate and RAP, if used, account for over 92% of total HMA mixture weight. That figure describes material composition; it is not an estimate of energy savings or an emissions result.

For context only, an EPA webpage accessed in 2026 cites an older estimate that natural gas was used to dry and heat aggregate for 70–90% of U.S. hot-mix asphalt production. The page attributes this estimate to Department of Energy information and limited state inventory data. It is not a current market measurement or a figure for any individual facility.

Confirm the rules that apply to your facility

Applicable requirements depend on the plant’s location, equipment, fuels, construction or modification history, permit and emissions. EPA’s Hot Mix Asphalt Facilities: New Source Performance Standards (NSPS) overview is a starting point for federal compliance resources, not a determination that a particular rule applies to a particular plant. Check the facility’s permit and confirm applicable federal, state and local requirements with the relevant authorities or qualified environmental professionals before changing operations or equipment.
