What actually drives an AI agent’s cost
An agent rarely makes one model call. A typical task may involve planning, tool selection, retrieval, several tool calls, a correction after an error, and a final response. At every turn, the model may receive the same system instructions, tool definitions, schemas, conversation history, retrieved documents, and tool results again.

cost per successful task = input tokens + cached-input tokens + output tokens + tool-call overhead + retries, multiplied by the price of each selected model
Two agents with the same monthly token total can have very different economics. One may spend tokens on a stable prefix that should have been cached; another may repeatedly inject an entire document collection; a third may use a frontier model for classification that a smaller model could handle. Your baseline must reveal which pattern is responsible before you change the architecture.
Instrument the baseline before optimizing
Log every completed task, not just every API request. At minimum, capture:

- total input, cached-input, and output tokens;
- cost and latency for each step;
- the model selected and the reason for selection;
- retrieval payload size and identifiers for the retrieved items;
- tool-call count, tool-result size, retries, and failure causes;
- cache hits, misses, and the prefix or breakpoint involved;
- a task-quality score, such as a human rating, a test assertion, or a successful business outcome.
Report cost per successful task alongside average cost per request. If a routing change lowers token spend but increases retries or failed tasks, the task-level number will expose it.
How context caching lowers repeated input cost
Prompt caching reuses an unchanged rendered prefix. The cacheable section is the exact sequence of tokens at the beginning of a request, not a fuzzy match on similar wording. OpenAI describes it as preserving state for “a reusable prefix: the unchanged tokens at the beginning of a prompt.” Its cache can include instructions, tool definitions, and conversation history.
A relevant change before a cache breakpoint can invalidate everything after that point. Editing a tool schema, reordering tools, changing a system instruction, or inserting a new message near the front can therefore turn an expected hit into a miss.
Understand write, read, and uncached rates
OpenAI documents a cache-write charge of 1.25 times the uncached input rate and a cache-read charge of 0.1 times the uncached rate on most GPT-5.6-and-newer models. GPT-6.1 Sol is documented at 0.05 times the uncached rate for reads. The first request pays the write rate; subsequent requests can use the lower read rate while the prefix remains valid.

For ten requests with the same prefix at a 0.1-times read rate, the input portion costs 1.25 + (9 × 0.1) = 2.15 times one uncached input pass, instead of 10 times without caching. This calculation covers only the reusable prefix; changing tokens, output, and other uncached input still incur their normal prices.
Design a prefix that stays stable
Put content with a long useful lifetime first, and volatile content last:
- System and developer instructions: policies, role definitions, response contracts, and safety rules that change infrequently.
- Tool definitions and schemas: names, descriptions, parameter schemas, and ordering.
- Persistent reference material: stable product rules or domain definitions that many tasks use.
- Breakpoints: explicit boundaries supported by the provider, placed after the stable blocks.
- Task-specific data: the current user request, account state, retrieved passages, and recent tool results.
Keep tool definitions and their ordering stable as the agent’s needs change. OpenAI recommends using allowed-tool or tool-choice controls to limit what the model may call instead of deleting and recreating definitions in every request. Stable definitions preserve earlier reusable context.
OpenAI also recommends diagnostics for unexpected misses. Its documentation reports that deterministic breakpoints and a minimum 30-minute time-to-live for the GPT-5.6 family improve reuse. Treat that as a provider-specific operating detail, not a universal cache guarantee: check the model’s current cache rules and the actual hit rate in your logs.

Prices, inventory, permissions, security decisions, and rapidly changing account facts belong after the stable prefix or outside the cache. A cached copy can be economical and still be wrong for the current request if its validity window has expired. Include a version or freshness marker in your application state, and invalidate or move the affected block when the underlying data changes.
How retrieval reduces context without losing the evidence
Retrieval-augmented generation (RAG) lowers input volume when it replaces replaying a whole corpus or a long conversation with a small, relevant evidence set for the current step. The goal is not “retrieve as much as possible.” It is to supply enough authoritative context for the decision being made now.
Build a selective retrieval path
- Define the step’s question. Retrieval for intent classification should not return the same material as retrieval for a final compliance answer.
- Apply access and freshness filters first. Exclude documents the user cannot see and records outside the required validity period before ranking results.
- Rank for relevance and authority. Prefer the passages that directly support the decision, with metadata that lets the agent cite or inspect them.
- Send only the selected passages. Keep the retrieved block after the stable cached prefix and before the model’s final instruction for that step.
- Record retrieval size and outcome. Compare payload tokens with answer quality and correction rates; tune the retrieval policy from those measurements.
Retrieval does introduce quality risks. An omitted passage can be as damaging as an incorrect one, and stale embeddings or metadata can surface obsolete guidance. Test retrieval recall on a set of questions with known supporting documents, and make the agent abstain or request a broader search when evidence is insufficient.

Summarize and expire trajectory data
Tool outputs often contain repeated headers, unchanged configuration, verbose logs, or records that are no longer relevant. Before the next model call, summarize durable facts, retain identifiers needed for follow-up actions, and discard expired or redundant output. Keep the raw result in application storage when auditability requires it; the model does not need the entire payload on every turn.
The AgentDiet study (2025) reports input-token reductions of 39.9% to 59.7% and total computational-cost reductions of 21.1% to 35.9% while maintaining performance on two language models and two evaluated benchmarks. Those are measured results for that method and workload, not a guaranteed percentage for every agent. They demonstrate why context trimming should be tested as a first-class optimization rather than treated as cosmetic prompt editing.
When a smaller model is the cheaper, safer choice
Use a lower-cost model for work that is bounded, repetitive, and easy to validate: intent classification, field extraction, routing, short summaries, formatting, and deterministic validation. Escalate tasks that require difficult reasoning, multi-document synthesis, ambiguous instructions, or safety-critical judgment.
OpenAI states that use cases once requiring a frontier model at every step can achieve comparable or better results at a fraction of the cost by using smaller models, tuning reasoning effort, and making efficient architectural choices. The practical implication is a routed workflow, not a single permanent model choice.
Create an explicit routing policy
- Classify the incoming task. Use a small model or deterministic rules to identify task type, risk, required tools, and expected output format.
- Assign a default model. Start routine classes on the least expensive model that passes your evaluation set.
- Set escalation conditions. Escalate on low confidence, missing evidence, policy-sensitive content, repeated tool errors, or a failed validator.
- Limit repair loops. A bounded retry with a stronger model can be cheaper than allowing an inexpensive model to repeat the same failing action indefinitely.
- Measure quality by class. A model that is adequate for extraction may be unsuitable for synthesis; keep separate pass rates and costs.
Do not route solely by prompt length. A short request can require complex reasoning, while a long request may be a straightforward extraction. Combine task type, risk, confidence, tool requirements, and observed failure patterns.

Current short-context prices and what they imply
OpenAI lists the following short-context prices per 1 million tokens in 2026. The cached column is the documented cached-input rate; output tokens are billed separately.
| Model | Input / 1M tokens | Cached input / 1M tokens | Output / 1M tokens | Use in a routed agent |
|---|---|---|---|---|
| GPT-6 Astra | $5 | $0.50 | $25 | High-complexity reasoning or synthesis |
| GPT-6.1 Sol | $1 | $0.05 | $5 | General work where stronger reasoning is needed |
| GPT-6 Luna | $0.05 | $0.005 | $0.25 | Classification, extraction, routing, and validation |
These are the listed short-context rates from OpenAI for 2026. Long-context pricing, regional adjustments, batch features, or future model revisions may differ, so recalculate with the rate card that applies to your deployment.

A worked cache calculation
Suppose ten requests each contain a 100,000-token reusable prefix and use GPT-6.1 Sol. At $1 per million uncached input tokens, one uncached prefix costs $0.10, so ten uncached prefixes cost $1.00. A cache write at 1.25 times costs $0.125. Nine cache reads at $0.05 per million cost $0.005 each, or $0.045 total. The cached prefix portion is therefore $0.17, an 83% reduction versus $1.00. This excludes variable input, output, retries, and any other charges; it is not the total task cost.
At the same token volume, GPT-6 Luna has a lower absolute price, but model quality and escalation rates determine whether it is cheaper per successful task. If Luna causes extra retries or frequent escalation to Astra, its apparent token advantage may disappear.
How providers differ on caching controls
Provider comparisons should include cache behavior and operational controls, not just the headline input price.
| Provider | Documented behavior | Controls and limits to examine | Economic information available |
|---|---|---|---|
| OpenAI | Reusable prefixes can include instructions, tools, and conversation history. | Explicit breakpoints, stable tool ordering, diagnostics, model-specific cache rates, and documented TTL behavior. | 1.25× write; 0.1× read on most GPT-5.6+ models; 0.05× read on GPT-6.1 Sol. |
Implicit caching is enabled by default for Gemini 2.5 and newer models; explicit caching is available on selected models through generateContent. |
Eligibility by model, explicit cache object behavior, expiration, regional availability, and hit visibility. | Cache multipliers and model prices vary; verify the current rate card. | |
| Anthropic | Documented cache durations include 5-minute and 1-hour options. | Duration, invalidation, minimum cacheable prefix, visibility of hits and misses, and model eligibility. | Anthropic reports measured no-cache costs from 1.7× to 7.3× cached costs, depending on the agent task and model; that range is not a universal discount. |
Compare each provider on six axes: the reuse pattern it supports, the degree of explicit control, write and read economics, freshness and invalidation rules, quality risks, and operational visibility. A provider with a lower nominal input rate may be less economical if it offers no useful hit diagnostics or requires a cache duration that conflicts with your data freshness needs.

1. Establish a cost and quality baseline
Run a representative workload for enough tasks to expose retries, rare escalations, and cache expiration. Store per-task cost, latency, quality, token counts, retrieval size, tool calls, and cache status. Segment results by task type instead of relying on one blended average.
2. Make the prefix deterministic
Render system instructions, developer policy, tools, schemas, and persistent references in a fixed order. Place user-specific content after the cache breakpoint. Keep serialization stable: differences in whitespace or field ordering can matter when the provider hashes the rendered prefix. Use provider diagnostics to identify the first changed block when hits are lower than expected.
3. Introduce retrieval and context compaction
Replace full-corpus replay with step-specific retrieval. Summarize tool results that have become durable facts, retain only the identifiers and evidence needed for the next action, and remove expired trajectory content. Compare quality and token volume before and after each change so a context reduction cannot hide an evidence loss.
Best Value
4. Add model routing
Start with one low-risk task class, such as classification or extraction. Define an acceptance test, a confidence threshold, and an escalation path. Expand routing only after the smaller model’s cost per successful task and error profile are understood.
5. Run controlled economic tests
Where the provider permits it, run representative traffic with caching enabled and disabled. Keep the model, prompts, retrieval policy, and output requirements otherwise constant. Compare total cost per successful task, latency, cache hit rate, escalation rate, and quality. A token-price comparison without these controls can produce a misleading result.
6. Recheck provider rules continuously
Model names, prices, cache eligibility, TTLs, and regional charges change. Version your pricing assumptions and alert when observed billing diverges from them. Revalidate after a model upgrade, tool-schema change, retrieval-index rebuild, or policy edit.

Cache hit rate is unexpectedly low
- Likely cause: a changing instruction, tool order, schema, or message appears before the breakpoint.
- Fix: diff the rendered prefixes, move volatile fields later, stabilize serialization, and use allowed-tool controls instead of rebuilding the tool list.
Cached answers use stale information
- Likely cause: time-sensitive records were placed in a reusable block or the TTL exceeds the data’s validity window.
- Fix: move the records after the breakpoint, attach freshness metadata, and invalidate the affected cache when the source changes.
Retrieval saves tokens but lowers answer quality
- Likely cause: relevant passages are missing, access filters are wrong, or ranking favors lexical similarity over authority.
- Fix: test known-answer questions, log misses, add an insufficient-evidence branch, and broaden retrieval only for those cases.
The small model creates more expensive retries
- Likely cause: the task was misclassified or the validator is too weak.
- Fix: tighten routing features, add confidence and risk gates, cap retries, and escalate earlier when the expected repair cost exceeds the stronger model’s price.
Context trimming breaks tool use
- Likely cause: compaction removed an identifier, parameter constraint, or state transition needed for the next call.
- Fix: preserve a structured state record containing active identifiers, permissions, pending actions, and tool results that remain authoritative.
Quality gates that keep savings real
Every optimization needs an acceptance test. For retrieval, test evidence recall and citation or grounding behavior. For compaction, test whether the agent can continue a multi-step task after old outputs are summarized. For model routing, test exact-match extraction, refusal behavior, tool-call validity, and escalation decisions. For caching, test freshness and invalidation rather than only billing.
Use a holdout set that the routing or prompt-tuning process never sees. Monitor production drift as tool schemas, documents, user behavior, and model versions change. Keep a rollback switch for each optimization so a quality regression can be isolated without reverting the entire agent.
A 30-day rollout plan
- Days 1–5: add per-task accounting, cache hit/miss logging, retrieval-size metrics, retry reasons, and a quality score.
- Days 6–10: freeze prompt rendering, stabilize tools and schemas, and identify the reusable prefix.
- Days 11–15: move volatile data after the breakpoint, enable caching, and verify observed rates against provider documentation.
- Days 16–20: add selective retrieval and trajectory compaction; compare evidence quality with the baseline.
- Days 21–25: route one low-risk task class to a smaller model with explicit escalation rules.
- Days 26–30: run controlled cost-and-quality comparisons, document the winning configuration, and schedule recurring reviews of prices, TTLs, and model behavior.
Putting the economics together
Caching addresses repeated prefixes. Retrieval and compaction address unnecessary context. Smaller-model routing addresses excessive reasoning cost. They are complementary: a routed task can still benefit from a cached instruction and tool prefix, while selective retrieval keeps the variable portion small for whichever model handles the step.
The reliable decision metric is cost per successful, acceptable task. Start with measurement, make the reusable prefix deterministic, retrieve and retain only what the next step needs, and escalate model strength only when quality or risk requires it. That sequence reduces waste while preserving a clear path back to a stronger model when an inexpensive shortcut fails.
