There is no universal technical reset for cryptocurrency that is subject to a seizure, court restraint, sanctions block, or exchange hold. The correct recovery route depends first on who controls the keys, who imposed the restriction, the country and state involved, and the notice or legal authority cited. A private key or seed phrase may restore technical access to a self-custody wallet, but it cannot cancel a warrant, court order, forfeiture case, sanctions designation, or exchange compliance decision.
Preserve every notice and deadline, identify the custody model, request the provider’s stated process, and obtain advice from a qualified lawyer in the relevant jurisdiction when law enforcement, a court, forfeiture, or sanctions are involved. Start by identifying what kind of restriction you have
People often describe several different problems as a “frozen wallet.” They do not have the same solution. A damaged phone, a forgotten wallet password, an exchange compliance hold, an OFAC blocking action, and a police seizure may look similar on screen while requiring entirely different responses.

Technical access problem
You may still own the cryptocurrency but have lost the device, password, or wallet application that lets you use the keys. In a self-custody arrangement, the user holds the private key or recovery seed. A wallet application is often only an interface to those keys. Official recovery instructions for that particular wallet may help with a genuine credential or device failure.

Exchange or custodian hold
A hosted account is controlled by a service provider. The provider can restrict login, withdrawals, or both while it reviews identity, suspicious activity, a payment dispute, or legal paperwork. Provider holds vary, and there is no single customer appeal process that applies to every exchange.
Government, court, or sanctions restraint
A warrant, seizure, forfeiture proceeding, court order, or sanctions block is a legal restriction rather than a password problem. Changing a password, importing a seed into another application, or buying a new hardware device does not release the funds. Moving coins to frustrate the process can create additional legal risk.
Read the notice before attempting recovery. If no notice was provided, use the provider’s official support channel to request the reason for the restriction and the applicable review route.
Custody determines the practical route

The U.S. Department of Justice Asset Forfeiture Policy Manual 2025 distinguishes a self-custody seizure from a seizure involving a U.S.-based virtual asset service provider (VASP). For self-custody, service is directed to the owner or the owner’s counsel. For a hosted account, the warrant is served on the provider. That distinction explains why an exchange support ticket and a lawyer handling a seizure notice are different tracks.
Immediate triage: preserve the record before you act
- Save the restriction notice. Keep the original email, letter, in-app message, or court document in its original format. Record the sender, agency or company, date, case or ticket number, cited order or sanctions basis, affected assets, wallet addresses, accounts, and any response deadline.
- Do not click links in an unexpected message. Open the exchange or agency website by typing its known address or using a previously trusted bookmark. Scammers imitate seizure notices and then demand a “release fee.”
- Record the account and transaction history. Export statements, deposit and withdrawal records, transaction IDs, wallet addresses, and relevant communications while you can still view them.
- Classify custody. Determine whether you held the seed or private key, or whether the provider held the account and keys for you. A hardware device does not by itself prove self-custody; the controlling key material and the account arrangement matter.
- Identify the authority. Separate an internal compliance review from a police or court action, a forfeiture case, and an OFAC sanctions block. The notice’s wording and cited authority are more useful than the word “frozen.”
- Protect credentials and evidence. Do not disclose a seed phrase to support staff, a supposed recovery agent, or anyone who contacts you unexpectedly. Preserve originals and make read-only copies for counsel.
- Meet the stated deadline. There is no universal response period for every country, process, or provider. Missing a case-specific deadline can affect your options, so ask counsel how it applies to your matter.
If a hosted exchange froze your account
Request a precise explanation
Use the provider’s official support channel and ask for the reason category, the assets and functions restricted, the legal-process reference if one exists, and the procedure for submitting identity, source-of-funds, and ownership records. Ask whether the hold is a routine compliance review, a payment or fraud dispute, a law-enforcement request, a court order, or a sanctions-related action. A provider may be unable to disclose sensitive investigative information, but you should still request the process it is permitted to describe.

Separate a provider review from a government restraint
If the exchange says it acted under a warrant, subpoena, court order, or forfeiture process, customer support cannot be assumed to have authority to override that instrument. Save the wording and take the paperwork to a lawyer licensed where the proceeding is pending. Do not characterize an internal hold as a seizure unless the notice supports that conclusion.
Submit consistent ownership records
Use the exact account identity and contact details associated with the account. Provide only the records requested through the verified channel, and keep a copy of everything submitted. Inconsistent names, unexplained third-party deposits, or altered screenshots can delay a review. If the provider offers an appeal or review ticket, keep its number and the date of each response.

Opening another account, routing funds through a friend, or attempting to withdraw through an unapproved method can violate terms, complicate an investigation, or look like an effort to evade a lawful restraint. Wait for the provider’s instructions and legal advice instead.
If law enforcement seized a self-custody wallet
Understand what the seizure does
A seizure concerns the government’s control or legal custody of property; it is not the same as losing the seed. The DOJ manual states: “Unless a seizing agency has obtained authorization through a search warrant or consent by the owner, the seizing agency should obtain a seizure warrant for the seizure of cryptocurrency.” That is internal DOJ policy guidance for government seizure work, not a complete statement of every person’s rights or every country’s procedure.
Follow the notice and obtain jurisdiction-specific counsel
Contact the lawyer named in the paperwork or promptly retain counsel in the jurisdiction handling the case. Counsel can determine whether the matter is a seizure, civil or criminal forfeiture, a restraint pending investigation, or another process; identify the response mechanism; and advise what information may safely be provided. Do not infer a universal right to a hearing, a particular burden of proof, compensation, or a fixed appeal period from a notice alone.

Know how access may be obtained
The DOJ manual describes service on the owner or the owner’s counsel for a domestic self-custody seizure. It also notes that, in a consent seizure, an agency may work with the owner to access the cryptocurrency. Never provide a seed or sign a transaction without understanding the document, the recipient, and the legal consequences. Have counsel review any proposed consent or access arrangement.

Hardware wallets do not create a legal exception
A hardware wallet can protect key material from ordinary theft, but it does not make coins immune from a warrant or court order. If investigators lawfully obtain the device, the seed, or the owner’s cooperation, the device’s form factor does not change the legal process. Conversely, possessing a seed does not prove that a transfer is permitted after a seizure.
How an OFAC block can be challenged
OFAC sanctions blocking is a specific route, not a label for every exchange freeze. OFAC FAQ 647, dated November 28, 2018, states: “The customer has the right to apply for the unblocking and release of the digital currency.” The application is made through OFAC’s online process, with the information OFAC requests. Check the current OFAC application page and instructions before filing because forms and procedures can change.
Prepare the application carefully
- Identify the blocked property, wallet addresses, account, and transaction IDs.
- Attach the blocking notice and explain when and how you learned of it.
- Describe the ownership, source, and intended lawful disposition of the funds with supporting records.
- Answer every requested question consistently and retain a complete copy of the submission.
OFAC’s published right to apply does not promise approval or an immediate release. It also does not govern a private exchange review, a court seizure, or a forfeiture proceeding unless the facts independently involve OFAC sanctions.
When the custodian is outside the United States
First establish which legal entity operates the service, where it is incorporated, and where the relevant account or servers are treated as located. A brand’s website, a local customer-service language, and the location of a user are not enough to identify the legal custodian.

The DOJ manual says prosecutors should consult the Office of International Affairs for foreign-located VASPs and that mutual legal assistance (MLA) or similar international authority may be needed. A U.S. warrant route therefore should not be assumed to work automatically against a foreign provider. Get advice that covers each jurisdiction involved, including translation, service, privacy, and data-transfer requirements.

Organize the material chronologically and keep the original files. A useful index can include:
- the seizure, freeze, sanctions, or account-review notice;
- case, ticket, subpoena, warrant, or reference numbers;
- exchange statements, deposit and withdrawal history, and account-profile records;
- wallet addresses, transaction IDs, block explorer records, and screenshots that show context rather than only a balance;
- proof of wallet ownership, such as creation records, signed-message evidence where appropriate, or device and backup documentation;
- bank statements, purchase invoices, tax records, and other source-of-funds material;
- government-issued identity records requested through a verified channel;
- communications with the exchange, agency, counterparties, and any lawyer.
An FBI petition in Civil Action No. 25-cv-1907, concerning a crypto confidence-scam investigation valued at approximately $225 million, names exchange records, proof of wallet ownership, and bank statements as examples of supporting evidence for potential claimants. That petition is case-specific; it is not a universal checklist or a general recovery statistic.
Keep technical recovery separate from legal release
What a private key does
The U.S. Trustee Program explains that a private key gives access to funds and that a recovery seed can recreate the key. If the key is genuinely lost, no exchange, police department, or wallet manufacturer can reconstruct it from the public address alone. If you still possess a valid seed, importing it into an official wallet may restore the display of balances and the ability to sign transactions.

A key does not cancel a court order, remove an OFAC block, release an exchange hold, or decide who is legally entitled to the property. Technical visibility and legal availability are separate questions. Do not move coins merely because a wallet application shows them or because a transaction appears technically possible.
Recover credentials only through official instructions
Use documentation published by the wallet or provider, verify software downloads, and work on a device you control. Never send the seed to a “recovery service,” paste it into a website, or pay cryptocurrency to unlock a frozen balance. Legitimate support does not need your full seed phrase.
Common mistakes that make recovery harder
- Paying a release fee: government agencies and legitimate providers do not require an unsolicited cryptocurrency payment to prove ownership or unlock a case.
- Moving funds to a new wallet: this can breach a restraint and create additional tracing and compliance problems.
- Deleting messages or reinstalling the wallet: you may destroy evidence or lose local data needed to establish ownership.
- Assuming every freeze is sanctions-related: only an OFAC-related block follows the OFAC application route.
- Relying on a generic deadline: response periods differ by process and jurisdiction; use the date in your notice and legal advice.
- Using an unverified “support” account: contact the provider through its known official channel, not a social-media direct message.
- Signing documents without review: a consent seizure, settlement, release, or acknowledgment can have consequences that a password reset cannot undo.
Questions to ask the provider or lawyer
Prepare a short, factual list so the conversation produces an actionable record:
- Who imposed the restriction, and what legal or policy authority is cited?
- Which accounts, addresses, assets, and transaction IDs are covered?
- Is the matter an internal review, a court or law-enforcement process, a forfeiture case, or an OFAC block?
- What is the response deadline, and how must a response be served?
- What identity, ownership, and source-of-funds records are accepted?
- Is there a formal claim, petition, appeal, or unblocking application?
- Which entity and jurisdiction control the provider or proceeding?
- May any transaction be made while the restriction is active, or would that violate the order?
Keep written answers, names, dates, and reference numbers. If an answer is not provided, record that fact rather than guessing.
What “getting the money back” can realistically mean
There are several different outcomes: restoration of login access, release of a provider’s compliance hold, permission to transfer an OFAC-blocked asset, return of property after a seizure, or a decision that the government may retain it. The evidence, authority, and decision-maker differ for each outcome. A successful technical wallet recovery may restore the ability to see or sign transactions without producing any legal release. Conversely, a legal release may require a provider or agency to transfer assets even when the owner no longer has the original device.
Because the sources and procedures differ by country, state, process, and facts, no responsible guide can promise a release date or a guaranteed recovery. The safest sequence is to preserve the record, identify custody and authority, use the stated administrative route where one exists, and obtain qualified legal advice before taking an action that could transfer or destroy the property.
