To reconcile GSTR-2B with your purchase records, compare the same GSTIN and tax period at invoice level, classify every record as an exact, partial, probable, mismatch or one-sided result, investigate the cause with source documents and supplier follow-up, and only then decide the input tax credit (ITC) to report in GSTR-3B. A matching result is evidence for review—not a legal finding that credit is eligible.
Download the period’s GSTR-2B and your purchase-register export without altering the originals. You can use the GSTN Matching Offline Tool or a controlled spreadsheet, then retain the results and approvals with your return workpapers. Reconciliation is most reliable when it is treated as a repeatable control rather than a last-minute search for a single total.

What GSTR-2B contains—and what it cannot do
GSTR-2B is the GST portal’s auto-drafted, read-only ITC statement. It is populated from supplier information in GSTR-1 and GSTR-1A, ITC received through GSTR-6, and import-of-goods data received from ICEGATE, including relevant SEZ supplies. The recipient cannot edit the statement or add a missing invoice. Its purpose is to inform the ITC sections of GSTR-3B.
The portal states that a monthly GSTR-2B is generated on the 14th of the succeeding month. A quarterly statement is generated on the 14th of the month after the quarter. Supplier filing cut-offs and the timing of import data affect what appears. Consequently, an invoice can be dated in one month but first appear in a later GSTR-2B when the supplier furnishes it after the relevant cut-off. For example, a purchase dated in January may not be visible in the January statement if the supplier reports it after the applicable cut-off; it may appear in a later statement instead. Check the portal advisory and the actual statement for your period before treating an item as missing. These operational dates should be rechecked for every current filing period in the GSTN GSTR-2B FAQ.

GSTR-2B also has an “ITC not available” section for specified situations, including time-barred invoices or debit notes under section 16(4) and a stated place-of-supply/GSTIN combination. The portal cautions that this list is not a complete statement of every legal restriction. A line shown as available is not automatically claimable, and a mismatch is not proof that the underlying supply is invalid. The statement is a period-sensitive data source, not a substitute for checking the invoice, receipt of supply, accounting entry and statutory conditions.
Prepare the two data sets before matching
1. Fix the scope
Choose one recipient GSTIN and one return period. The purchase-register extract and GSTR-2B must refer to that same registration and period. Include the document types and import sections that are actually present in the statement. Do not combine multiple GSTINs or periods in one first-pass reconciliation; doing so hides timing and registration errors. If a business has several registrations, perform a separate control for each GSTIN and then consolidate only after each registration has been reviewed.
2. Preserve untouched source files
- Download GSTR-2B from the GST portal in Excel or JSON and save the file with its GSTIN, period and download date in the filename.
- Export the purchase register from the accounting system for the identical GSTIN and period.
- Make read-only copies of both exports. Perform cleanup and matching in working copies so original portal and ledger values remain available for audit.
- Record who extracted each file, when it was extracted, and which accounting report or query produced the purchase-register export.
- Use a controlled folder or document repository with access limited to the people preparing and reviewing the return. Keep each revised matching output as a dated version rather than replacing an earlier result.
3. Create a consistent comparison schema
At minimum, retain these fields on both sides:
- Supplier GSTIN
- Invoice, debit-note or credit-note number
- Document date
- Document type
- Taxable value
- Integrated, central and state or union-territory tax amounts, as applicable
- Place-of-supply information
- Import or SEZ indicators and the relevant supporting reference
Keep the raw value beside a normalized value. Normalization can remove accidental differences such as spaces, punctuation or inconsistent date formatting, but it must never overwrite the original. The GSTN utility compares seven parameters; use the current configuration and field mapping in its official guide rather than assuming that a locally designed rule is identical.

A blank place-of-supply field, a missing document type or two rows with the same invoice number should be visible as an exception. Do not use a formula that silently converts blanks to zero, drops a duplicate, or treats two similar numbers as one invoice. A reviewer should be able to move from a normalized key back to the exact portal and ledger values.
Run the reconciliation
Option A: GSTN Matching Offline Tool
The GSTN Matching Offline Tool accepts GSTR-2B and a purchase register, then produces a summary of exact match, partial match, probable match and mismatch outcomes. It also identifies records appearing only in GSTR-2B and records appearing only in the purchase register. Follow the version and import instructions in the current guide, and save the generated result with the source files. Confirm that the imported row counts equal the row counts in the two source exports; an import or file-format problem can otherwise look like a genuine mismatch.
Option B: A controlled spreadsheet
A spreadsheet is useful for a smaller register or as a review layer around the utility. Use a stable document key built from GSTIN, document number and document type, while retaining separate date and tax-value fields for review. Apply explicit, documented tolerances for rounding only when your tax team has approved them. Never use a formula that silently drops duplicates or merges two similar invoice numbers.

For recurring or high-volume reconciliations, evaluate a method against the same control questions rather than assuming a commercial product is legally authoritative:

| Evaluation point | What to verify |
|---|---|
| File and volume support | Whether the process accepts the GSTR-2B format you download and the size of your purchase register without truncation. |
| Matching configuration | Which fields are compared, what tolerance is applied, and whether the seven GSTN parameters can be inspected. |
| Exceptions | How amendments, credit and debit notes, imports, SEZ supplies and IMS status are represented. |
| Audit trail | Whether raw values, match decisions, reviewer approvals and later corrections can be retained. |
| Access and security | Who can view or change tax data, how files are protected, and whether exports can be restricted. |
The official GSTN utility and a spreadsheet serve different control needs. The utility gives a defined set of result buckets, while a spreadsheet can make local evidence, ownership and approval columns easier to see. Neither method removes the need to inspect source documents or apply the current law.
Understand each result bucket
| Result | Meaning in the matching process | Required action |
|---|---|---|
| Exact match | All seven matching parameters match in the GSTN matching guide. | Confirm that the supply is genuine, recorded once and legally eligible before claiming credit. |
| Partial match | Some comparison fields match while one or more require inspection. | Open the difference fields and compare the invoice, ledger and filed data. |
| Probable match | The records look sufficiently similar to be candidates but are not confirmed. | Have a reviewer verify the source documents; do not merge similar invoices automatically. |
| Mismatch or unmatched | Multiple parameters differ, or a record exists on only one side. | Split the investigation into “GSTR-2B only” and “purchase-register only” and identify the cause. |
These categories describe reconciliation results and summary totals. They do not decide whether the recipient can claim ITC under the GST Act and Rules. An exact match can still require a reversal or exclusion, while an unmatched item can be a timing or supplier-reporting issue that must be followed into a later statement.
Investigate exceptions in a fixed order
Purchase register contains an invoice that GSTR-2B does not
- Confirm that the supplier GSTIN and recipient GSTIN are correct and that the record belongs to the selected period.
- Check whether the supplier filed after the statement cut-off, used the wrong recipient GSTIN, amended the document, or has not furnished it.
- Ask the supplier to correct or furnish the document and record the expected correction period and responsible person.
- Monitor later GSTR-2B statements. You cannot insert the invoice into the read-only statement yourself.
Do not claim or exclude the item solely because it was absent on the nominal invoice month. The filing cut-off may place it in a later statement. Keep the invoice, receipt evidence and supplier correspondence together so the eventual appearance or correction can be tied to the original decision.
GSTR-2B contains an invoice that the books do not
- Search for a late-entered purchase, duplicate booking, or an invoice posted under another supplier account.
- Check whether the supplier reported the wrong recipient GSTIN or a transaction that does not belong to your business.
- Obtain the underlying invoice and evidence of the supply before recording it.
- Decide whether to book, dispute or exclude the record only after accounting and tax review.
Do not book an unfamiliar line merely to make the totals agree. If the transaction belongs to another registration or entity, document that conclusion and retain the evidence supporting exclusion.

Compare punctuation, spaces, leading zeros, date formats and supplier amendment history. Show the raw and normalized values side by side. A formatting difference may explain a false mismatch, but a different number can also indicate a duplicate or an unrelated document. Check the document type as well: an invoice, debit note and credit note should not be collapsed into a single key.

Taxable value or tax differs
Recalculate the line-level amounts, tax rate and rounding. Trace credit or debit notes and amendments to the original invoice. If the supplier’s filed values are wrong, request corrected reporting and document the follow-up instead of changing the portal data. Preserve both the supplier’s document and the filed values so a reviewer can distinguish a genuine commercial change from a reporting error.
GSTIN or place-of-supply issue
Verify that the supplier reported the correct recipient registration and state treatment. The portal identifies a same-state supplier and place-of-supply versus another-state recipient combination in its not-available section, but it expressly warns that this is not the complete list of possible ineligibility conditions. Resolve registration and place-of-supply facts with the invoice and transaction records. A correction to the GSTIN may require supplier action and a later statement; it is not fixed by editing your purchase-register field alone.
Credit note or amended record
Link the note or amendment to the original document and identify the GSTR-2B period in which each appears. The GSTN Invoice Management System (IMS) advisory describes sequencing where original and amended records fall in different statement periods. Follow the current portal result and advisory rather than applying an old spreadsheet rule. Record whether the note reduces previously claimed credit and whether the original and amended lines were both counted in your summary.
Import or SEZ document
Use the applicable customs or ICEGATE reference and supporting import records. These items come through a statement section different from an ordinary supplier invoice, so do not force every supplier-invoice matching field onto them. Reconcile the statement entry to the import or SEZ documentation and retain the relevant reference with the period workpapers.
Reverse-charge supply
Separate the purchase-record comparison from the reverse-charge calculation. Verify that the required tax has been paid and that the associated credit conditions are met. The GST portal specifically reminds taxpayers to pay reverse-charge tax. A purchase-register line that matches a statement entry does not, by itself, demonstrate that the reverse-charge payment and credit sequence has been completed.
Review IMS actions before finalizing the period
The IMS advisory explains that a record on which no action is taken can be treated as deemed accepted when GSTR-2B is generated. It also describes situations in which recomputation is mandatory after an action is changed or taken after the 14th or draft generation. Where an original and its amendment fall in different GSTR-2B periods, the advisory describes action on the original record and filing of its GSTR-3B before action on the amendment. Some specified categories do not route through IMS.

Separate matching from ITC eligibility
After every exception has a documented cause, perform a separate eligibility review. The GST portal advises taxpayers to reconcile GSTR-2B with their books, prevent duplicate availment, reverse credit when required by the GST Act and Rules, and pay reverse-charge tax where applicable.
- Confirm that the invoice represents a genuine business supply and is recorded once.
- Check the applicable statutory conditions, restrictions, reversals and time limits for the taxpayer’s facts.
- Review the portal’s “ITC not available” entries, including the section 16(4) time-bar and the stated place-of-supply/GSTIN scenario.
- Investigate legal restrictions that the system has not classified as unavailable; the portal’s list is not exhaustive.
- Document the amount claimed, deferred, reversed or excluded and the reason for each decision.
The CBIC input-tax-credit rules page is a legal reference point. Apply the current CGST Act, rules and notifications to the taxpayer’s circumstances; a reconciliation result is not a case-specific tax opinion.
Tie out the result and retain an audit trail
Before preparing GSTR-3B, reconcile the summary back to the underlying rows:
- Compare document counts for exact, partial, probable, mismatch, GSTR-2B-only and purchase-register-only buckets.
- Tie taxable value and each tax component to the purchase register and the GSTR-2B totals.
- List every unresolved exception with its cause, owner, supplier contact date, expected correction period and ITC disposition.
- Attach invoices, debit or credit notes, import evidence, payment or receipt records where relevant, and correspondence supporting the decision.
- Have an authorized reviewer approve the final adjustment schedule before the GSTR-3B figures are entered.
- Retain the untouched exports, working files, matching output, IMS actions and approved schedule with the return workpapers.
A useful exception register has one row per document and columns for GSTIN, document number and type, dates, raw and normalized values, match bucket, cause, evidence link, supplier status, correction period, reviewer and final ITC treatment. This makes a later GSTR-2B change traceable without rerunning the entire investigation from memory. Add a status such as open, supplier contacted, corrected, deferred, reversed or closed so outstanding items can be reviewed at the next filing.
Do these 3 things before closing this tab:
1Repair Windows errors before they cause bigger problems2Fix the driver behind crashes, sound loss and screen glitches3Clear out junk files and repair common Windows errorsHow frequently should the control run?
Run the reconciliation for each monthly or quarterly statement applicable to the registration, using the statement’s actual generation and cut-off information. A preliminary comparison before the return is prepared can identify missing supplier filings early; a final comparison after any IMS recomputation or late supplier action confirms the figures used in GSTR-3B. Keep the period boundaries fixed in each run so a later-arriving invoice is tracked as a subsequent-period event rather than silently inserted into an old file.

Frequently Asked Questions
Can I add a missing purchase invoice directly to GSTR-2B?
No. GSTR-2B is read-only. Check the supplier’s filing, recipient GSTIN and applicable cut-off, ask the supplier to furnish or correct the document, and monitor a later statement.
Does an exact match mean I can claim ITC automatically?
No. An exact match means the comparison parameters matched. You must still verify the genuine supply, duplicate prevention, reversals, reverse-charge requirements, time limits and all other statutory conditions.
Why is an invoice dated in one month showing in a later GSTR-2B?
GSTR-2B follows supplier furnishing and relevant cut-offs, not simply the invoice date. A supplier filing after the cut-off can cause the document to appear in a later statement.
What should I do with a GSTR-2B-only invoice?
Search for a late or differently coded booking, verify the supplier GSTIN and underlying supply, and check whether the supplier reported the wrong registration. Book, dispute or exclude it only after accounting and tax review.
How should I handle an invoice and its amendment in different periods?
Link the amendment to the original, identify both statement periods, and follow the current IMS advisory for sequencing and any required recomputation. Do not apply an old spreadsheet rule without checking the live portal.
What evidence should support a mismatch decision?
Retain the original exports, invoice or note, ledger entry, receipt or payment evidence where relevant, import or ICEGATE support, supplier correspondence, IMS action details and the approved ITC disposition.
Can a spreadsheet replace the GSTN Matching Offline Tool?
For a controlled smaller register, a spreadsheet can provide a review layer if fields, keys, tolerances and duplicate handling are documented. The GSTN utility provides defined match categories; either method still requires source-document and eligibility review.

The Bottom Line
Use GSTR-2B as a read-only, period-sensitive starting point: preserve the source files, match the same GSTIN and period, investigate every bucket with evidence, check IMS actions and supplier corrections, and then make a separate ITC eligibility decision. Tie the approved claim, deferral or reversal back to the documents before filing GSTR-3B.
