How to Reconcile GST Input Tax Credit with GSTR-2B and Supplier Invoices

Reconcile GST input tax credit (ITC) by matching each supplier document in your purchase records to the corresponding GSTR-2B entry, investigating mismatches, and checking legal eligibility separately before mapping reviewed amounts to GSTR-3B. GSTR-2B is a static, read-only statement—not a substitute for the invoice, your books, or an eligibility review.

What GSTR-2B tells you—and what it does not

GSTR-2B is an auto-drafted statement for a tax period that brings together supplier-reported records and specified information such as ISD and import details. Import information may depend on data from ICEGATE. The GST Portal advises taxpayers to reconcile the statement against their own records and books. See the GST Portal FAQ on viewing GSTR-2B and ITC eligibility.

A GSTR-2B entry is not, by itself, a legal guarantee that the amount can be claimed. Conversely, an invoice in your books does not establish that you can claim its ITC if it is absent from the statement. The portal’s “ITC not available” flags cover specified situations, but the FAQ warns that some restrictions are not reflected in those flags and must be assessed by the taxpayer.

How to reconcile GSTR-2B with supplier invoices each month

1. Fix the tax period and collect the records

Download the relevant period’s GSTR-2B detail and summary. Gather the purchase register or ledger extract, supplier invoices, debit notes, credit notes and supporting documents. Keep bills of entry and ISD documents in the populations where they belong rather than treating the supplier-invoice register as the only source of ITC data.

2. Create a document-level matching file

Use one row for each document, with amendments linked to the original rather than silently replacing it. A practical comparison key is supplier GSTIN, document type, invoice or note number, and date. Preserve the number as it appears on the source document and add a separate normalized comparison field to accommodate formatting differences. Compare taxable value and the relevant tax components—IGST, CGST, SGST or UTGST, and cess—without treating similar values as proof that two records are the same.

This is a practical control for invoice-level review, not a matching algorithm prescribed by the GST Portal. Record the result for each row:

Reconciliation status What it means Next action
Matched A book record and portal record correspond and agree sufficiently for review. Complete the separate eligibility check and link the supporting document.
Amount or detail mismatch Both sides contain a likely corresponding record, but a material field differs. Compare tax rate, taxable value, place of supply, amendments, and debit or credit notes.
Books only A supplier document is recorded in your books but no corresponding item appears in this period’s GSTR-2B. Check period, supplier reporting and filing status; follow up and track the item.
Portal only A supplier-reported record appears in GSTR-2B but has no corresponding purchase-book entry. Confirm receipt and documentation; investigate wrong-GSTIN, duplicate or erroneous reporting.
Amended, credit note or possible duplicate The entry needs to be linked to an earlier document or claim before its net effect is determined. Review the original, amendment, note and prior-period treatment together.
Not eligible or pending eligibility review A data match has not established that the credit is legally claimable. Do not treat the match result as approval; complete the eligibility review.

3. Investigate missing invoices and other exceptions

For a books-only invoice, verify the supplier GSTIN, document number and date, relevant return period, and supplier filing status. Check whether later supplier reporting or an amendment caused the item to appear in a subsequent GSTR-2B. Ask the supplier to correct or report the document as appropriate, retain the correspondence, and track the applicable statutory deadline. Do not claim solely because the invoice is present in your books.

For a portal-only entry, establish whether your business actually received the supply and holds the required document. Check for an incorrect recipient GSTIN, duplicate entry or erroneous reporting. If the item is available in the Invoice Management System (IMS), use the current recipient action that fits the facts; do not accept an item merely to clear an exception.

For a mismatch, compare the tax rate, taxable value, place of supply and tax components against the source document, then check whether an amendment, debit note or credit note explains the difference. Distinguish timing differences from errors that remain unresolved. Maintain an exception log with an owner, status and next review date so open items do not disappear between periods.

How to check whether a matched amount is eligible ITC

Apply the CGST Act and Rules in force for the relevant tax period. CGST Act section 16 sets eligibility and conditions for taking ITC; CGST Rules rule 36 addresses documentary requirements, including tax invoices or debit notes, bills of entry and ISD documents. Check current amendments rather than relying on an old checklist.

For each proposed claim, confirm that the document relates to the taxpayer, the required supporting document is available, and no other applicable restriction prevents the credit. GSTR-2B’s “ITC not available” indicators are not a complete legal screening: the portal FAQ identifies specified flagged cases, including time-barred credit under section 16(4) and certain supplier/place-of-supply combinations, while warning that other restrictions may require self-assessment. For disputed, high-value or fact-sensitive items, seek advice from a qualified GST practitioner.

How to handle credit notes, amendments, reversals and duplicate claims

Link credit notes and amendments to their original documents and review them against prior-period claims before calculating net credit. GSTR-2B separates availability and reversal information into different sections. The GST Portal warns against claiming credit twice for a document and says reversals required under the Act and Rules must be made.

Review reverse-charge entries separately, including the related tax payment; the portal FAQ includes payment of reverse-charge tax among its reconciliation checks. Do not assume that a matching entry alone resolves the payment or eligibility treatment.

Portal processes can change. GSTN materials for the October 2025 tax period describe an option to state an ITC reversal amount for certain accepted credit-note records, and a Bill of Entry advisory discusses GSTIN amendments and transfer or reversal treatment when a recipient GSTIN changes. Consult the current portal instructions for the period before acting on those cases: the materials are specific to those workflows, not a replacement for reviewing the underlying documents and applicable rules. The relevant notices are the GSTN FAQ on IMS changes from the October 2025 tax period and the GSTN advisory on Bill of Entry in IMS.

How to use IMS in the reconciliation

Where an invoice or other record is available through IMS, review the recipient actions—accept, reject or keep pending—against the underlying transaction and your records. IMS is an additional workflow for managing invoice information; an action there does not replace checking eligibility or reconciling the final period amounts. GSTN’s IMS FAQ dated 22 September 2024 describes recipient actions and exclusions. Use current portal guidance because functionality and period instructions can evolve.

How to tie the reviewed reconciliation to GSTR-3B

After resolving or documenting exceptions and completing the eligibility and reversal review, map the resulting eligible credits and reversals to the applicable GSTR-3B tables. The GST Portal FAQ describes auto-population of GSTR-3B from GSTR-2B, including net treatment in relevant ITC tables; the populated values remain editable, and edited fields are highlighted. Treat these figures as a starting point, compare them with the reviewed reconciliation, investigate differences, and document any manual adjustment.

Spreadsheet or software: what to evaluate

For lower document volumes, a controlled spreadsheet may be sufficient if formulas, duplicate checks and review history are tested and maintained. For a software workflow, compare capabilities against the problems your team actually needs to control:

  • Invoice-number normalization and document-level matching.
  • Linkage between original documents, amendments and credit notes.
  • Coverage for IMS, imports and ISD records where relevant.
  • Exception assignment, status tracking and review history.
  • Exportable evidence and support for multiple GSTINs.
  • Compatibility with the organization’s ledger and filing process.

These are evaluation criteria, not an endorsement of any particular vendor.
