How to Reconcile Delivery-Platform GST With Restaurant Sales Records in India

Reconcile the restaurant’s gross order-level sales to its POS or sales ledger first; treat the delivery platform’s payout as a separate settlement calculation. A payout is usually reduced by commissions, other charges, refunds, cancellations and discounts, so it is not automatically the figure to report as restaurant turnover. For India, also classify whether the order is a restaurant service supplied through an e-commerce operator (ECO) under section 9(5), because the GST payer and return treatment can differ from other supplies.

What you are reconciling

A useful reconciliation has three distinct layers:

  • Order activity: every accepted, cancelled, refunded and corrected order for the tax period.
  • Restaurant sales: the gross taxable value and tax treatment recorded in the POS, invoice system or sales ledger.
  • Settlement: the platform’s calculation of what it owes you after fees, discounts, refunds and other adjustments.

These layers answer different questions. The order file explains what customers bought. Your ledger supports the sale and its GST classification. The settlement statement explains the bank credit. Combining them into one net number hides errors, especially when a platform deducts its commission before paying you.

This guide assumes an Indian restaurant dealing with GST on restaurant service supplied through food-delivery ECOs. It is a control workflow, not a determination of your liability for a particular order. Your state, registration status, premises classification, contract and tax period can change the result.

Why the payout does not match restaurant sales

Fees are settlement deductions, not automatically a reduction in sales

A platform may show commission, collection charges, advertising or other contractual deductions before remitting money. Unless the underlying transaction documents and GST rules support a reduction of the sale, these are costs or separate services, not a reason to replace gross order value with net bank credit.

Discounts can have different funders

A discount paid by the restaurant can reduce the amount the restaurant receives and may affect the taxable value under the applicable discount rules. A platform-funded promotion can be documented differently. Keep the funder, promotion reference and amount for every adjustment; never assume that a discount displayed to the customer has the same GST treatment in every contract.

Timing creates apparent differences

The order date, invoice date, platform settlement date and bank-credit date may fall in different periods. A weekly settlement crossing month-end can therefore appear in the next bank statement while the order belongs to the earlier return period. Reconcile by a defined tax-period rule and retain the platform’s settlement cut-off.

Cancellations, refunds and corrections alter the trail

An accepted order can later be cancelled, partially refunded or corrected. Record the original reference, the event date, the adjustment amount and the document that authorised it. Do not delete the original line: preserve an auditable gross-to-adjusted trail.

GST treatment to establish before filing

Section 9(5) is specific, not a blanket platform rule

Section 9(5) of the CGST Act permits specified categories of services supplied through an ECO to have the operator pay GST as if it were liable for that service. Restaurant service supplied through a qualifying ECO can fall within this notified framework. It does not mean the platform pays every GST amount shown on a customer receipt, nor does it transfer responsibility for unrelated restaurant sales or every fee charged under the contract.

For each channel, document whether the transaction is:

  • restaurant service supplied through the ECO and covered by the applicable section 9(5) notification;
  • restaurant service supplied outside that channel; or
  • a non-restaurant charge or service requiring separate treatment.

Confirm the rate and premises category

CBIC’s published schedule lists restaurant service other than at specified premises at 5% (2.5% CGST plus 2.5% SGST), subject to the stated condition that input tax credit on inputs used in supplying the service has not been taken. It lists restaurant service at specified premises at 18% (9% CGST plus 9% SGST). Check the notification and amendments that apply on the actual supply date, and establish whether your premises are specified premises before assigning a rate. Do not copy a rate from an old invoice or screenshot.

Question Evidence to retain Why it matters
Is the order a notified restaurant service through an ECO? Order channel, contract or platform documentation, applicable notification Determines whether the operator may be liable under section 9(5)
What is the premises classification? Registration and premises records, current rate notification Published schedule entries differ between specified and other premises
Was input tax credit taken? Books and credit records The 5% non-specified-premises entry carries a no-ITC condition
Which tax period applies? Order, invoice, settlement and return-period dates Prevents timing differences from becoming filing errors

Records to collect for each platform and tax period

Fix the period and platform before downloading anything. Save the original files without overwriting them, and record the download date and report name. Platform labels vary, so map fields by meaning rather than assuming that one operator’s “sales” column is universal.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  • Order-level export or period order summary, including order reference, order date, status and item or order value.
  • Settlement statement showing the amount calculated for payment and each deduction.
  • Invoices or tax documents for platform commission and other charges.
  • Refund, cancellation, replacement and correction reports.
  • Promotion or discount report identifying restaurant-funded and platform-funded amounts.
  • POS day book, invoice register and sales ledger for the same outlet and period.
  • Bank statement showing the actual settlement credit, with the platform settlement reference.
  • Filed or draft GSTR-1 and GSTR-3B workings, plus the instructions applicable to that tax period.

Store a read-only copy of each source file and a working copy with your mapping columns. This preserves what the platform actually reported if it later changes a downloadable report.

Step-by-step reconciliation workflow

1. Set the scope and control totals

  1. Write the GST registration, outlet, platform and tax period at the top of the reconciliation.
  2. Define the date rule you will use for order inclusion, such as the supply or invoice date required by your books and return process.
  3. Record opening and closing settlement balances if the platform carries amounts across periods.
  4. Assign one preparer and one reviewer, even in a small restaurant, and record when each review occurred.

Your first control total is the number and value of orders in the platform export. It should be reproducible from the saved file, not typed manually into a spreadsheet.

2. Tie orders to the POS or sales ledger

  1. Match on the platform order reference. If the POS uses a different identifier, maintain a cross-reference field.
  2. Compare order status, gross order value, tax-inclusive or tax-exclusive basis, outlet and date.
  3. Mark unmatched records as missing in platform data, missing in POS, cancelled, refunded, duplicated or requiring investigation.
  4. Separate food, delivery, packaging or other components where your invoice and tax treatment require it; do not assume the platform’s combined display is your ledger’s taxable value.

At this stage, ignore the bank credit. The objective is to prove that every genuine restaurant sale in the period has a corresponding accounting record and that every ledger line has an underlying order or other source document.

3. Classify adjustments to the sale

Adjustment Minimum fields Control question
Cancellation Original order ID, cancellation status and date, amount Was any supply made, invoiced or refunded?
Customer refund Refund reference, amount, date and reason Does the refund require a documented sales or tax adjustment?
Restaurant-funded discount Promotion ID, funder, gross and discounted values Is the discount permitted and documented for the taxable-value calculation?
Platform-funded discount Promotion ID, platform contribution and settlement entry Is the platform contribution shown separately from your sale?
Order correction Original and replacement values, authorisation Can a reviewer trace the final amount back to the original order?

Keep adjustments that change the sale in a separate section from deductions that merely change the settlement. A refund can affect the sale; a commission deduction normally explains why cash is lower. The documents and current rules determine the final accounting and GST treatment.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

4. Reconcile settlement deductions separately

  1. Start with the order-derived amount that your books recognise as due from the platform.
  2. Match commission and other charges to the platform statement and the corresponding invoice or document.
  3. Match refunds, chargebacks, penalties and carried-forward balances to their individual references.
  4. Recalculate the expected settlement and compare it with the bank credit, allowing for timing or withholding entries that the statement identifies.
  5. Flag any deduction that appears only in the bank statement or only in the platform report.

Do not invent a universal fee map: operators’ contracts and reports differ, and the available documents may not define every field. Use the transaction document and current tax advice for an unfamiliar charge.

5. Classify the GST responsibility

Add a “GST treatment” column to the order-level working. At minimum, identify section 9(5) ECO restaurant service, other restaurant supply, non-restaurant item and unresolved classification. Add the rate, tax components, premises category and whether the operator is stated to pay the tax. Have a qualified reviewer resolve material unresolved lines before the return is filed.

6. Tie the classified totals to the returns

GSTR-1 is the monthly or quarterly statement of outward supplies for registered normal and casual taxpayers. Official guidance includes supplies made through e-commerce operators in its reporting framework. Your reconciliation should show, by return period, how the classified ledger totals feed the relevant GSTR-1 fields and how the same population is represented in GSTR-3B.

CBIC Circular No. 167/23/2021-GST, dated 17 December 2021, said: “Registered persons supplying restaurant services through ECOs under section 9(5) will report such supplies of restaurant services made through ECOs in Table 8 of GSTR-1 and Table 3.1 (c) of GSTR-3B, for the time being.” The words “for the time being” matter: the circular described an interim direction.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Notification No. 14/2022-Central Tax introduced GSTR-3B Table 3.1.1 and item (ii) for taxable supplies made by a registered person through an ECO on which the operator is required to pay under section 9(5). Because forms and instructions can be amended, open the live GST Portal form and instructions for the exact tax period before filing. Do not rely on an old screenshot or automatically carry forward the circular’s table reference.

7. Sign off and preserve the audit trail

  1. Have the reviewer recalculate the order-to-ledger and ledger-to-settlement totals independently.
  2. Attach explanations and source references to every difference, including items carried into the next period.
  3. Record the return field, amount and preparer for each classified total.
  4. Lock the final workbook and retain the source exports, invoices, bank evidence and approval record under your normal record-retention policy.

A reconciliation sheet that exposes the difference

Use one row per order or adjustment, with a separate settlement section. The following columns are deliberately explicit:

Column What to enter
Tax period and outlet Registration, outlet and return month or quarter
Platform and order reference Operator name and unique order ID
Order and settlement dates Both dates, not just the bank-credit date
Status Completed, cancelled, refunded, corrected or disputed
Gross order value Value before separately analysed adjustments
Restaurant-funded adjustment Discount or refund amount and supporting reference
Platform-funded adjustment Contribution shown separately from the restaurant amount
Ledger value and invoice POS or sales-ledger amount and document number
GST category and rate Section 9(5) ECO supply, other supply or unresolved; premises category and rate
Platform fees and other deductions Each charge, document number and tax treatment
Expected settlement and bank credit Recalculated amount, actual amount and bank reference
Difference code and explanation Timing, missing order, refund, discount, fee, classification or error
Reviewer status Resolved, carried forward or escalated, with date and initials

At period end, produce three totals rather than one: gross order activity, adjusted restaurant sales used in the books, and net settlement expected from the platform. Then separately total the amounts mapped to each return disclosure.

Illustrative calculation (not a tax determination)

Assume a fictional outlet has completed orders with a gross value of ₹100,000 in a month. Restaurant-funded discounts documented in the ledger total ₹4,000, customer refunds total ₹2,000, and the platform statement shows ₹12,000 of commission and other settlement deductions. The platform remits ₹82,000 (₹100,000 − ₹4,000 − ₹2,000 − ₹12,000).

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

The ₹82,000 bank credit is not, by itself, the restaurant’s gross sales figure. The reconciliation asks four separate questions:

  • Does the POS contain the ₹100,000 of order activity and the documented ₹4,000 and ₹2,000 sale adjustments?
  • Are the ₹12,000 deductions supported by platform statements and invoices?
  • Which orders are section 9(5) ECO restaurant services, and which are outside that category?
  • Do the classified ledger totals agree with the amounts entered in the applicable GSTR-1 and GSTR-3B fields for that period?

The figures illustrate the mechanics only. The correct taxable value, tax rate and return table depend on the actual documents, premises, notification and period.

How to investigate a difference

Assign a reason code instead of writing “miscellaneous”:

  • TIM: order, settlement and return periods do not align.
  • CAN: cancellation or refund is present in one system but not another.
  • DIS-R: restaurant-funded discount was omitted or applied twice.
  • DIS-P: platform-funded promotion was treated as a restaurant discount without support.
  • FEE: commission or another platform charge was netted from sales.
  • MISS-POS / MISS-ECO: the order exists in only one system.
  • GST-CLASS: premises, rate or section 9(5) classification is unresolved.
  • DATA: duplicate, corrupted or corrected platform export.

For each code, attach the order ID, report name, document date, amount and proposed correction. If the difference affects a filed return, quantify the tax impact and obtain qualified advice on amendment, adjustment or disclosure before changing the books.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Common failure modes and fixes

Using the bank statement as the sales register

Symptom: monthly sales equal platform credits and vary whenever commission rates or promotions change.
Fix: rebuild sales from order and invoice records; use the bank statement only to prove settlement.

Posting every deduction to discounts

Symptom: commission, refund, penalty and customer discount are combined in one negative line.
Fix: maintain separate adjustment and settlement-deduction categories with supporting documents.

Applying the circular’s 2021 table instruction forever

Symptom: a return preparer copies Table 8 and Table 3.1(c) from an old checklist without checking the period’s form.
Fix: read the live GST Portal instructions and applicable notifications; consider the later GSTR-3B Table 3.1.1(ii) direction for qualifying supplier-side section 9(5) supplies.

Assuming the platform pays all GST

Symptom: restaurant-channel and non-channel sales are omitted from the restaurant’s classification review.
Fix: identify the notified service and channel for every population; section 9(5) does not cover every transaction or charge.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Mixing outlets or registrations

Symptom: a platform total agrees nationally but not to the GST registration filing for one state or outlet.
Fix: reconcile by registration and outlet first, then consolidate only after each local total is signed off.

Failing to carry unresolved items forward

Symptom: the same unexplained difference reappears each month with no owner.
Fix: maintain an ageing list, assign an owner and due date, and escalate material or filing-sensitive items to a GST professional experienced with restaurants and ECO reporting.

Monthly close checklist

  • Period, registration, outlet and platform are stated on the working paper.
  • Original order, settlement, refund and promotion files are saved with download dates.
  • Order count and gross value tie to the platform export.
  • Completed, cancelled, refunded and corrected orders are separately identified.
  • POS or ledger lines have order references or documented non-order support.
  • Restaurant-funded and platform-funded discounts are not combined.
  • Commission and other deductions tie to platform documents and invoices.
  • Bank credits tie to expected settlements after timing items are identified.
  • Section 9(5), premises category, rate and registration status were reviewed for the period.
  • GSTR-1 and GSTR-3B amounts tie to classified ledger totals using the live instructions for that period.
  • Every difference has a reason code, supporting record, owner and resolution status.
  • A reviewer approved the final reconciliation before filing.

When outside advice is necessary

Get advice from a qualified GST practitioner familiar with restaurants and ECO reporting when a difference changes taxable turnover, affects a filed return, involves a premises-classification question, or cannot be supported by the platform contract and invoices. Bring the order export, settlement statement, POS ledger, invoices, return workings and difference log. A practitioner can assess the individual transaction; no generic reconciliation template can decide liability without those facts.

The GST Council has published committee material documenting a historical case in which food-aggregator turnover reporting and restaurant GSTR-3B turnover differed. That example demonstrates that cross-system gaps can occur; it is not a current industry frequency or benchmark. Treat your own evidence, not a generalized percentage, as the basis for correction.
