Reconcile government card payments by first separating two different flows: a government employee’s purchase-card charges and card payments collected from the public. In the first, a card contractor pays the merchant and the agency reimburses the contractor. In the second, an agency or its processor authorizes a payer’s card transaction, clears it, and settles funds to a government account. The records, timing, reviewers and evidence differ, so one procedure cannot safely cover both.
This guide is grounded primarily in U.S. federal practice. State, local and non-U.S. agencies may have different authorities, deadlines, systems and processor contracts. The UK Government Pay material used below is a technical example of system reporting, not a universal government rule.

Choose the workflow before matching anything
Write down the payment population, period and responsible system before opening a spreadsheet or report. A monthly purchase-card statement, a daily payment-processor file and a Treasury account balance are different source populations and should not be reconciled as though they were interchangeable.
| Workflow | What the card payment represents | Primary source record | People or systems involved | Key completion evidence |
|---|---|---|---|---|
| Government purchase card | An employee’s authorized purchase; the charge-card contractor pays the merchant and the federal entity reimburses that contractor. | Cardholder statement or a system-generated billing-period transaction listing. | Cardholder, approving official, certifying official, agency finance system and card contractor. | Transaction-level match to receipt or invoice, review dates, approvals, dispute records and certification. |
| Payments collected by an agency | A member of the public or another payer sends money for a government service, fee, tax or other receivable. | Processor or payment-service report, settlement file and bank or Treasury posting. | Payer-facing service, payment processor, agency receivables or finance system and bank or Treasury account. | Authorization and settlement records tied to an internal accounting reference, ledger posting and exception resolution. |
Federal purchase-card responsibilities are described in the U.S. Department of the Treasury’s Payment Mechanisms guidance. Fund Balance with Treasury (FBWT) reconciliation concepts come from Treasury’s Central Accounting Reporting System (CARS) guidance. The Government Accountability Office (GAO) audit guide supplies evidence practices; its guide dates from 2004, so current law, Treasury Financial Manual provisions and agency policy should control any present-day deadline.

Prepare a controlled reconciliation population
Define the period and cut-off
Record the billing cycle, business dates, time zone and ledger period you are reconciling. For a collection workflow, record whether the report is based on authorization date, capture date, settlement date or bank-posting date. Those dates can fall in different periods. A report that mixes them can create an apparent duplicate or omission even when the cash movement is correct.
Obtain the complete source listing
Use the cardholder statement or billing-period export for purchase cards. For collections, obtain the processor’s transaction and settlement reports plus the bank or Treasury statement for the same cut-off. Preserve the original files in read-only form and record the report-generation time, file name and period.
Confirm the fields needed for matching
At minimum, retain a transaction identifier, date and time where available, amount and currency, vendor or payer details, and the finance-system reference. Also capture authorization status, settlement status, fees, refunds, chargebacks, credits and any cardholder, department, fund, cost-centre or receivable code used by the agency. If a system lacks a durable identifier, assign an internal reconciliation key without overwriting the processor’s or card contractor’s original value.
Match every transaction to supporting records
- Start with the strongest identifier. Match the processor or card-contractor transaction ID, invoice number, purchase order, receivable number or internal accounting reference. Do not rely on a name alone when several payments can share it.
- Verify the attributes. Compare transaction date, amount, vendor or payer name and, where relevant, authorization and settlement status. A receipt or invoice should describe what was purchased or owed; a bank record should show the related cash movement.
- Check the accounting entry. Confirm that the matched item posted to the intended fund, account, department, cost centre or receivable. A transaction can be present in both source systems yet still be misclassified.
- Mark the result immediately. Use a controlled status such as matched, in transit, unmatched, duplicate, disputed, refunded, credited or misposted. Add the owner and due date for every status other than matched.
- Retain the linkage. Store the source-record ID, supporting-document location, ledger document number and reviewer identity together. A reviewer should be able to reproduce the match without relying on personal memory or an email mailbox.
GAO’s evidence criteria emphasize transaction date, amount, vendor name, the statement or billing-period listing, a vendor invoice or sales receipt, and formal dispute evidence for unauthorized charges. Record the date on which each individual transaction was reviewed, not merely the date a batch was approved.

Federal purchase-card reconciliation
Cardholder review
At the end of each billing cycle, the cardholder reviews and reconciles the statement with receipts and supporting documentation. Treasury describes the control this way: “The cardholder reviews and reconciles the statement of account received at the end of each billing cycle with receipts and supporting documentation, and the approving official verifies reconciled transaction records to ensure that all purchases were proper.”
For each charge, confirm the business purpose, merchant, amount, date, receipt or invoice and accounting classification. Identify personal, unauthorized, split, duplicate or otherwise improper charges under the agency’s policy. If a charge is not supported, do not silently delete it: document the missing evidence, contact the merchant or card contractor where appropriate and open a formal dispute when the charge is unauthorized.
Approving-official review
The approving official reviews the completed, transaction-level reconciliation and verifies that purchases were proper. The approving official is not a substitute for the cardholder’s first review; the record should show both actions and their dates. Agency policy should define who may approve, what evidence is required and how a substitute or leave situation is handled.

Consolidated transaction information is forwarded to the certifying official, who uses the agency’s approved summary or certification process to authorize payment. Certification should occur only after cardholder support and approving-official review are complete. Keep the certified summary tied to the underlying transaction listing so an auditor can trace a total back to individual charges.

Reconciling payments collected from the public
Keep authorization separate from settlement
A card authorization shows that a transaction was approved or declined; it does not prove that the agency received cash. Clearing and settlement occur later, and fees, refunds, chargebacks or reversals can change the net amount. Reconcile the authorization or capture report to the processor’s settlement report, then reconcile the settlement to the bank or Treasury posting and the finance-system entry.
Use an accounting identifier that survives the hand-off
UK Government Pay documentation illustrates a practical design: import payment reporting into the finance system, add an internal accounting identifier and use settlement information to show when the payment entered the bank account. The identifier might be a receivable number, case number or ledger document ID. This is platform-specific technical documentation, not a U.S. federal policy requirement, but the design principle applies broadly: create the identifier before payment, send it through the payment service, and store it in the settlement and ledger records.
Reconcile gross, fees and net cash
Do not compare a gross card total directly with a net bank deposit. Map the processor’s gross captures, refunds, chargebacks, processing fees and other adjustments to the net settlement. Post fees and reversals to the accounts specified by the agency’s chart of accounts and processor contract. If the report does not expose a component, classify the amount as an exception rather than forcing the bank total to agree.

The U.S. Treasury Bureau of the Fiscal Service states that, for its Card Acquiring Service (CAS), prior-day transactions settle to Treasury’s Federal Reserve account before 2:00 p.m. Eastern Time and funds are available the next day. That timing applies to the CAS service description, whose page was last updated in 2026; it is not a universal schedule for every federal agency, processor or card network. Use the settlement timetable in the applicable service agreement for your reconciliation cut-off.

Reconcile Fund Balance with Treasury
For FBWT, compare the agency’s financial data with the associated Treasury data and classify every difference. Treasury’s reconciliation model distinguishes:
- Properly recorded and cleared: the agency entry and Treasury activity agree and have cleared.
- Not yet recorded or in transit: the transaction is valid but one system has not posted it, or the cash movement is still clearing.
- Recorded improperly: the agency or Treasury entry is wrong and requires correction by the responsible party.
Maintain an aging schedule for in-transit items. A valid timing difference should have an expected clearing date and an owner; an item that exceeds the normal cycle should be investigated rather than carried forward indefinitely.

| Exception | Typical symptom | Action | Owner to assign |
|---|---|---|---|
| Unmatched | A source transaction has no receipt, invoice, receivable or ledger entry. | Search by alternate identifiers, request support, then open a documented case if evidence remains unavailable. | Cardholder or collections team, with finance-system owner as needed. |
| In transit | Authorization or agency entry exists, but settlement or bank posting is absent. | Check the processor cut-off and settlement status; age the item and escalate after the contractual or policy window. | Payment operations or treasury liaison. |
| Duplicate | Two source records appear to represent one purchase or receivable. | Compare transaction IDs, amounts, timestamps and settlement references; reverse only the confirmed duplicate through an approved journal or processor process. | Finance operations and processor owner. |
| Disputed or unauthorized | The cardholder or payer contests the charge, or the purchase lacks authorization. | Open the formal dispute, retain notices and provisional credits, and prevent certification of the unsupported amount until resolved under policy. | Card program office or designated dispute team. |
| Misposted | The amount agrees, but fund, account, department or receivable coding is wrong. | Prepare an approved correcting entry that references the original document; preserve both the error and correction. | Agency finance-system owner. |
| Refund or chargeback | A later credit does not match the original transaction period or amount. | Link the credit to the original ID, record the date and reason, and reconcile the resulting timing difference. | Collections or card-program accounting. |
Every exception record should state what was expected, what was found, the investigation performed, the correcting action, the person responsible and the resolution date. Never overwrite an original transaction to make a total balance; corrections must remain traceable.

Audit trail, access and security controls
Make electronic review observable
Electronic workflows need as much audit evidence as paper files. Retain usable system notes or equivalent records showing which transaction was reviewed, by whom and when, together with the decision and supporting-document reference. A batch status such as “approved” is weak evidence if it cannot identify the underlying transactions.
Best Value
Separate duties
Design the workflow so the person making or receiving a purchase is not the only person approving it or certifying payment. Limit users’ ability to edit source transactions, approve their own exceptions or erase audit notes. Review access rights when staff change roles or leave.
Protect card data
Treasury identifies PCI DSS, EMV, encryption and tokenization as elements of the CAS security posture, and states that agencies processing, storing or transmitting card information must comply with PCI DSS. Confirm the current agency requirements, applicable standard version and processor contract before implementing controls, because security obligations can change. Store only the card data needed for reconciliation, mask sensitive values in exports and restrict downloaded reports.
Operating model for multiple departments and systems
When departments use different card programs, processors or finance platforms, agree on a common reconciliation data model rather than forcing every system into one screen. At minimum, define a shared transaction key, source-system name, transaction type, business date, settlement date, gross amount, adjustments, net amount, currency, accounting reference, status, owner and resolution date.

- Separation of cardholder, approver and certifier responsibilities.
- Transaction-level audit-trail detail and export retention.

- Verify that each record has a transaction identifier and accounting reference, or assign a controlled internal key.
- Match date, amount, vendor or payer and supporting document at transaction level.
- Separate authorization, settlement and ledger-posting dates.
- Classify every difference as matched, in transit, unmatched, duplicate, disputed, refunded, credited or misposted.
- Assign an owner and due date to every open item.
- Complete cardholder and approving-official review before purchase-card certification.
- Reconcile gross collections, fees, refunds and chargebacks to the net bank or Treasury amount.
- Preserve reviewer identities, dates, notes, source files and correction references.
- Review aged exceptions, access rights and current security requirements.
What this guidance does not establish
There is no single reconciliation frequency, processor settlement timetable or purchase-card rule that applies to every government department. The federal roles described here come from Treasury guidance; the audit-evidence practices come from GAO’s 2004 guide; the settlement-reporting example comes from UK Government Pay; and the 2:00 p.m. Eastern Time and next-day availability statement is specific to Treasury CAS. Before adopting a deadline or control, verify the current Treasury Financial Manual, statute, agency policy, processor contract and system documentation that govern your department.
