What’s actually slowing this PC down?
Pick the symptom - the matching free tool is one click away.
Reconcile first, decide eligibility second. GSTR-2B is a read-only, static statement generated from supplier and ISD filings and specified import data. It is useful evidence for matching documents, but it is not legal approval of input tax credit (ITC). A document can match your purchase ledger and still be blocked, time-barred, attributable to exempt or personal use, duplicated, or otherwise ineligible. Conversely, a ledger invoice missing from the current statement may become visible after the supplier files or corrects data.
The reliable method is to control one GSTIN and return period at a time, match every document at field level, investigate exceptions, perform a separate section 16 and section 17 review, and then apply the correct GSTR-3B treatment. Keep an exception log showing what happened, who owns the next action, and whether credit was claimed, deferred, reversed, or permanently rejected.

What GSTR-2B can—and cannot—tell you
GSTR-2B is an auto-drafted statement. Information reported by suppliers, input service distributors (ISDs), and specified import systems is brought into the statement according to the applicable filing windows and cut-offs. Once generated, the recipient cannot edit GSTR-2B to insert an invoice or alter a tax amount. A later supplier filing or amendment can therefore appear in a subsequent open statement rather than the period you first expected.

The same guidance warns that other legal provisions can make ITC unavailable even when a document appears in the statement. Treat the statement as a data source for reconciliation, not as a conclusive eligibility certificate.

- Matching question: Does the document in the supplier data correspond to the invoice, debit note, credit note, or import record in your books?
- Eligibility question: After the match, do the statutory conditions and business facts allow the credit to be claimed in this return?
“Blocked ITC” and “mismatch” are different findings. A mismatch is a record inconsistency that may be corrected. Blocked ITC is a legal restriction; a perfectly matching record can still be blocked under section 17(5), fail the time limit, relate to non-business use, or require reversal for another reason.
Set the reconciliation scope before downloading anything
Work in a controlled period rather than mixing open invoices from several months. For each workpaper, record:
- the recipient GSTIN and legal entity;
- the GSTR-2B tax period and the date and time of download;
- the purchase-ledger cut-off, accounting period, and branch or cost-centre scope;
- the person responsible for review and the date the reconciliation was prepared; and
- whether the file is an original download, a replacement, or a corrected working copy.
Preserve the unedited GSTR-2B export and the original ledger export. Normalize invoice-number punctuation, spaces, leading zeroes, date formats, and GSTIN capitalization only in a separate working sheet. Keeping source values intact lets an auditor see whether a difference arose from formatting or from the supplier’s filed data.
How do I reconcile GSTR-2B with my purchase register?
- Export both populations. Download the relevant GSTR-2B and export the purchase register for the same GSTIN and defined cut-off. Include invoices, debit notes, credit notes, amendments, imports, and reverse-charge records where they are handled in the same control.
- Create a stable document key. Use supplier GSTIN, document type, document number, document date, and, where needed, branch or place-of-supply information. Do not overwrite an original invoice when an amendment or credit note exists; link the records.
- Compare identity fields. Check supplier GSTIN, invoice or note number, document date, and document type. A debit note, credit note, and tax invoice are different records even when they share a number sequence.
- Compare monetary fields. Match taxable value, total tax, and each applicable tax head (IGST, CGST, SGST or UTGST, and cess). Investigate rounding and currency conversions instead of silently accepting a difference.
- Check contextual fields. Review place of supply where it affects the tax treatment, the tax period in which the document entered the statement, receipt of goods or services, and the business purpose.
- Link amendments and notes. Keep the original and amended values visible, then assess the net effect of every credit or debit note. A credit note may reduce previously claimed ITC; it is not merely a new unmatched invoice.
- Run duplicate controls. Search for repeated GSTIN-number-date combinations and for the same tax amount claimed in more than one period or entity. Resolve duplicates before any eligibility decision.
- Assign a status and owner. Every difference should have a cause, next action, responsible person, target period, and evidence reference.
These checks are a practical control sequence, not a prescribed GST Portal table. Adapt the fields to your ERP, import process, and transaction types while retaining the original source data.
Use practical exception buckets
| Exception | What to investigate | Typical next action |
|---|---|---|
| Ledger item absent from GSTR-2B | Supplier filing status, invoice period, statement cut-off, amendment history, import or ISD route, and any applicable IMS record | Hold or defer the claim; ask the supplier to file or correct the document and monitor a later statement |
| GSTR-2B item absent from ledger | Whether the purchase was posted to another branch, entity, period, or expense account; whether it is a duplicate or an unknown transaction | Obtain the source document, post the transaction if genuine, or investigate and reject the record |
| Identity, value, or tax mismatch | GSTIN, number, date, document type, taxable value, tax heads, place of supply, and amendments | Correct the ledger when your books are wrong; request supplier correction when filed data is wrong; do not claim an unresolved amount merely because totals are close |
| Amendment or credit/debit note | Relationship to the original document, effective period, and whether ITC was previously claimed | Link both records and adjust or reverse the affected credit without double counting |
| Duplicate | Repeated source document, duplicate import, or the same credit carried into multiple periods | Retain one valid record, document the duplicate, and reverse any excess claim |
| GSTR-2B marked “not available” | The stated reason, section 16(4) time limit, place-of-supply condition, and other independent restrictions | Apply the relevant return treatment only after the legal review; do not treat the label as an exhaustive legal opinion |
The bucket names above are working categories, not formal GST Portal table names. Their purpose is to make unresolved items visible until a person reaches a documented conclusion.

Why is an invoice missing from GSTR-2B?
A missing invoice is usually a timing, filing, identity, or routing problem rather than proof that the purchase is invalid. Check the supplier’s filing or correction status and the statement’s generation cut-off. GST Portal guidance explains that documents filed within the applicable window flow into a generated GSTR-2B, while information filed later can appear in a subsequent open statement. Do not promise a particular month until you have checked the relevant period rules.
Supplier data is late or incorrect
Send the supplier the exact GSTIN, document number, date, taxable value, and tax difference found in your books. Ask for a filing or amendment in the supplier’s return, retain the communication, and assign a future-period review date. The recipient cannot edit the read-only GSTR-2B.
The document is in the wrong route
Confirm whether the transaction is an import, an ISD distribution, a reverse-charge item, or a branch transaction that belongs to another GSTIN. A purchase-register row may not be expected in the same GSTR-2B section as a domestic supplier invoice.
The document has moved to a later statement
Keep the ledger item in an “awaiting reflection” queue. When it appears, match the exact document and tax amount, then record the period in which it was finally considered. This prevents a later reflection from being claimed twice.
Perform the legal eligibility review separately
After matching, review each candidate credit against section 16 and related rules. The reviewer should document the facts, not simply copy a portal status.

Core section 16 conditions
- Confirm that a valid tax invoice, debit note, or other permitted document exists and that the supplier details are reliable.
- Confirm receipt of the goods or services. For multiple lots or instalments, record the facts supporting receipt.
- Check that the purchase is used, or intended to be used, in the course or furtherance of business.
- Attribute credit correctly where inputs serve exempt supplies, non-business activity, or both.
- Check the statutory time limit, including the section 16(4) restriction applicable to the relevant document and return period.
- Check whether the value of supply plus tax was paid to the supplier within the general 180-day condition in section 16(2). Where payment has not been made, apply the prescribed reversal and interest treatment and document the later re-credit process when payment occurs. Exceptions and detailed procedures must be checked against the current law.
- Confirm that the credit has not already been claimed, reversed, or re-availed elsewhere.
Section 17(5) blocked-credit review
Section 17(5) contains several categories and exceptions. Depending on the exact clause and facts, restrictions can cover certain motor vehicles, specified food and catering, health or insurance services, club or membership expenses, personal consumption, lost or written-off goods, gifts or free samples, and specified taxes. None of these labels should be applied mechanically: verify the precise statutory clause, the use of the goods or service, and any exception before marking an amount blocked.

A matching invoice therefore does not override a section 17(5) restriction. Conversely, an expense that sounds like a restricted category may be eligible when a statutory exception applies. Record the clause and factual basis for the decision in the workpaper.
Other reasons a matching document may not be claimable
- The document is outside the permitted time limit.
- The place-of-supply rule makes the credit unavailable for the recipient’s circumstances.
- The purchase is wholly or partly exempt, personal, or unrelated to taxable business supplies.
- The amount is a duplicate, has already been claimed, or must be reversed under another rule.
- Reverse-charge liability has not been discharged where the transaction requires it.
Why does GSTR-2B show ITC as “not available”?
The “not available” treatment identifies specified situations, including the described section 16(4) time-barred documents and the applicable place-of-supply situation. GST Portal guidance also warns that other legal restrictions may apply. Treat the label as a prompt to investigate, not as a complete legal opinion. Perform the section 16, section 17(5), business-use, payment, duplicate, and reversal checks even when the statement does not display “not available.”
How do I report blocked ITC in GSTR-3B?
Apply the instructions that are current for the return period. CBIC Circular 170/02/2022-GST distinguishes two treatments:
| Situation | GSTR-3B treatment described by the circular | Control point |
|---|---|---|
| Section 17(5) credit and other ineligible ITC requiring reversal | Report the reversal in Table 4(B) | Retain the clause, amount, and calculation supporting the reversal |
| Specified section 16(4) and place-of-supply unavailability | Report in Table 4(D)(2) | Confirm that the item falls within the specified category and the period’s instructions |
Do not place every blocked or disputed amount in Table 4(D). The circular’s distinction matters, and later notifications or return instructions may change the treatment. Before filing, recheck the live portal, current statute, and instructions for the exact tax period.

Use IMS carefully when it applies
Where supplier documents or amendments are actionable in the Invoice Management System (IMS), check the current official guidance for the record type and tax period. The 2024 FAQ and 2025 change FAQ describe record actions and behaviour that can vary by period. An IMS action does not replace your purchase-register match or independent legal review. Save the action history or other evidence used in your reconciliation file.
Build an exception log that survives an audit
For every unresolved or adjusted item, record these fields:
- GSTIN, return period, supplier GSTIN, document number, date, and document type;
- ledger value, GSTR-2B value, and the difference by tax head;
- exception bucket and suspected cause;
- eligibility decision and statutory reason;
- action required, owner, due date, and expected statement or return period;
- amount claimed, deferred, reversed, or rejected;
- supplier correspondence, amended document, payment proof, receipt evidence, and reviewer sign-off; and
- the date the item was closed and the period in which the closing entry was posted.
Reconcile the opening and closing exception totals to the ITC figures used in GSTR-3B. Lock the period after filing, then carry only genuine open actions into the next period. This creates a period-level audit trail and reduces the risk that a late supplier correction or re-availed credit is counted twice.
Common failure modes and corrective branches
Claiming because the invoice appears in 2B
Correction: route the row through the independent eligibility checklist. Statement presence answers a matching question; it does not establish receipt, business use, time-limit compliance, payment, or section 17(5) eligibility.
Do these 3 things before closing this tab:
1Fix the driver behind crashes, sound loss and screen glitches2Repair Windows errors before they cause bigger problems3Scan for outdated or missing drivers - takes under a minuteRejecting every missing invoice permanently
Correction: check filing cut-offs, supplier corrections, imports, ISD records, and later statements. Keep the item deferred rather than deleted when evidence shows a genuine purchase awaiting reflection.
Best Value
Overwriting an original with an amendment
Correction: retain linked original and amended records. Calculate the net effect and identify whether an earlier claim must be reduced.
Putting all blocked amounts in Table 4(D)
Correction: distinguish section 17(5) and other ineligible reversals for Table 4(B) from the specified section 16(4) and place-of-supply items described for Table 4(D)(2), then verify current instructions.
Ignoring the 180-day payment condition
Correction: connect the invoice to accounts-payable payment evidence, identify unpaid items approaching the threshold, and apply the prescribed reversal, interest, and later re-credit process where required.
Quick wins for a faster PC:
Fix the driver behind crashes, sound loss and screen glitchesFind Drivers →Clear out junk files and repair common Windows errorsFree Scan →Scan for outdated or missing drivers - takes under a minuteDriver Scan →Using a black-box software match as legal approval
Correction: require human review for eligibility. If selecting reconciliation software, test whether it can import both datasets, match amendments and notes, detect duplicates, control GSTIN and period scope, maintain configurable exception queues, and export evidence. No software match can substitute for the taxpayer’s legal assessment.
A repeatable monthly control
- Freeze the GSTIN, period, and ledger cut-off.
- Archive original GSTR-2B and ledger exports.
- Run document-level matching and preserve source values.
- Classify every difference and assign an owner.
- Obtain supplier corrections or internal postings before filing where possible.
- Complete the separate eligibility review, including blocked credit and payment checks.
- Prepare GSTR-3B using the correct Table 4(B) or 4(D)(2) treatment for the period.
- Reconcile filed ITC to the exception log, close resolved items, and carry forward only open actions.
Because portal procedures, notifications, and return labels can change, check the live GST Portal, current Act and notifications, and the instructions for the relevant return period before filing. The general workflow remains useful, but eligibility for a particular invoice depends on its facts and the law in force for that period.
